/PanARMENIAN.Net/ The Moscow Municipal Court sentenced 5 young men, who
brutally killed an Armenian in one of the local suburban trains, to 9-14
years of imprisonment. As reported by Moskovskiy Komsomolets Russian
newspaper, a band of young men aged 17-22 ranked themselves as members of
neo-Nazi organization of skinheads and had the aim “to clear” the local
electric trains of Caucasians. On December 12, 2003, on entering
Petushki-Mocsow suburban train, the murderers saw a man with “Caucasian
appearance” and knocking him off his feet trampled on him. The maimed man
died after suffering in the aid station for 2 hours. At those days a
35-year-old Azeri was killed in the same way.

Nagorno-Karabakh aims to prevent resumption of hostilities

YEREVAN, July 23 (Itar-Tass) — The main task of Nagorno-Karabakh is
to prevent resumption of hostilities, continue economic development,
integrate with the common European family and develop the civic
society, Arkady Gukasyan, President of the unrecognized
Nagorno-Karabakh Republic, told a delegation of American analysts in
Stepanakert on Friday.

The delegation members will familiarize themselves with the opinion
of Karabakh authorities and residents about the settlement progress
and ways.

`There are no unilateral compromises. All parties to the conflict
must make concessions,’ Gukasyan said. `At first it is necessary to
stop the propaganda warfare.’

Gukasyan confirmed their adherence to peace settlement of the
Karabakh conflict.

The delegation suggested ways of settling the conflict and called for
more active participation of the international community in the
settlement process.

The Voice of Russia now broadcasted in Armenia

The Russian Voice of Russia state radio company is now broadcasted in
Armenia and Georgia. The Programs of the radio station appeared in
FM-format 6 hours a day, RIA Novosti reports. In Yerevan the programs
of Sodrujestvo channel are received from 8:00 to 10:00 and from 20:00
to 22:00. From 11:45 to 19:00 news blocs of The Voice of Russia will
be broadcasted during the last 15 minutes of each hour. Programs are
retransmitted on the frequency 103 FM. Now the Voice of Russia
discusses possible cooperation with Azerbaijan. Starting from April
programs of the Voice of Russia are put on the air in Lithuania and
all large cities of Crimea.

Armenian President Robert Kocharyan today received CIS Executive
Secretary Vladimir Rushaylo who has arrived in Yerevan on a working
visit.

Vladimir Rushaylo discussed with Robert Kocharyan issues on the agenda
of the session of the council of CIS leaders which will be held in
Astana in September, the press service of the Armenian president told
Mediamax news agency.

The Armenian president and CIS executive secretary also exchanged
views on reforms in the executive committee and in other structures of
the Commonwealth.

KARABAKH SETTLEMENT

MOSCOW, July 6 (RIA Novosti) – Russian Foreign Minister Sergei Lavrov
has welcomed Armenia and Azerbaijan’s striving for the Nagorny
Karabakh (a region in Azerbaijan populated mainly by Armenians)
settlement.

“We discussed the settlement issues and are satisfied with the
resumption of contacts between the Armenian and Azeri leaders and
ministers and promotion of the OSCE Minsk group’s activities,” Sergei
Lavrov told journalists following the talks with his Armenian
counterpart Vardan Oskanyan.

Speaking about the work of the OSCE Minsk group on the Nagorny
Karabakh settlement, the Russian minister said that the recent
meetings in this format prove that the sides are ready to search ways
to solve this problem.

The minister did not give practical settlement mechanisms. “The sides
agreed to continue discussion. It would be wrong to disclose details
of the talks,” Mr. Lavrov noted.

The Russian Foreign Minister positively assessed Vardan Oskanyan’s
first official visit to Russia.

According to Sergei Lavrov, Armenia and Russia boast long-term
friendly relations and are members of the Collective Security Treaty
Organization. Relations with Armenia is a priority of Russian policy,
he added.

The Russian and Armenian Foreign Ministers focused on the development
of economic and investment cooperation. Sergei Lavrov came out for
elaboration of additional economic projects. Moreover, they
considered transport development and Russia promised political
support to Armenia in this sphere, Sergei Lavrov said.

A NATO summit began in Istanbul yesterday (28 June) but the heads of
state and government arrived on 26 June. A “NATO at a turning point”

Azerbaijani President Ilham Aliyev and his counterparts came to
Istanbul on 26 June. However, the way he was welcomed and the attitude
to him during NATO meetings was different. Unfortunately, in a
negative sense. It was clear at the Istanbul summit that unlike
democratic governments, authoritarian regimes, especially the ones led
by weak leaders, are treated with disrespect.

Ilham Aliyev was greeted at the airport by the Turkish transport

minister, Abdullah Gul.

Istanbul: Armenian Foreign Minister Vardan Oskanyan has arrived in
Istanbul to attend the NATO summit being hosted by Turkey.

The visiting foreign minister was received at Ataturk Airport by
Turkish Foreign Ministry officials. Ali Coskun, minister of industry
and trade, saw the visiting minister off when the latter left the
airport in an official vehicle.

The French charity organization “Shen” implements a number of programs
both in Armenia and Artsakh. The main program in Artsakh is providing
village schools with computers. In the framework of this program about
50 computers were provided to village schools of the republic. The
program provides for 400 computers. Each school will have at least 2
computers. The program has been implemented in Askeran and Shoushi
regions. The representative of the Artsakh branch of the organization
Karen Aramian said that the 12 computers received recently will be
distributed to the schools in Martouni regions. About 200 computers
are accumulated in Switzerland to be delivered to Artsakh. The members
of the organizations permanently control the use of the
computers. Despite the shortage of financial means visits to village
schools are often organized and the members of the staff of the
organization aid specialists, solve problems connected with
repairs. Similar visits were organized to Nakhijevanik, Khramort,
Khachen, Khachmach and other villages. The next will be the region of
Shoushi. “We want to prepare our specialist in every school. In this
way it will be possible to use computers to the point and give
necessary knowledge to the children of the regions. In the second
stage of the program, of course, if we have enough means, the Internet
will also be provided. Children living and studying in the villages
must not be cut from the world,” said Karen Aramian. AGRICULTURAL
PROGRAMS. “Shen” also implements agricultural programs. Especially
wide-scale programs have been launched in Armenia. Within the
framework of the program in Artsakh, village Khanabad the program
“Ecologically Pure Gardens” is implemented. These days the members of
the branch of the organization will visit Khanabad to see the work
done. In this reference Karen Aramian mentioned that they want to
follow the agricultural programs implemented in Armenia. Near the
village Argina in Armenia the organization planted 20 hectares of
apricot garden in spring of 2002. Every year the territory of the
garden is expanded through cleaning the desert from stones and
irrigating. The garden will later become a good source of income for
the population of Argina. A sun dryer was also built in the village
where the harvest of the garden will be treated. The dryer complex and
the garden will supply the population of the village. K. Aramina said
that for the implementation of the agricultural program they need
specialists of ecology. Soon the Artsakh branch of the organization
will have its Internet site.

Radio operators plan disaster drill

The Providence Radio Association will hold its annual emergency
communications exercise this weekend at Bevertail State Park in
Jamestown.

Amateur radio operators will set up three shortwave radio stations
that are powered by solar or wind sources and will operate their
communications system continuously from Saturday afternoon through
Sunday afternoon.

“This is a practice exercise,” said Frank DePetrillo, association
president. “We’ve done this as far back as the ’38 hurricane.” He
said amateur radio operators have helped transmit messages during
other storms and during the earthquake in Armenia in 1988, “when we
handled hundreds of health and welfare messages in the aftermath,”
DePetrillo said.

The event is sponsored by the national American Radio Relay League.
