Armenian, US speakers agree to develop cooperation

The chairman of the National Assembly of Armenia, Artur Bagdasaryan,
has met US Congress Speaker Dennis Hustert in Washington.

An official press release says that the parties discussed Armenian-US
relations “in an atmosphere of full mutual understanding”. The parties
agreed to develop cooperation between the US Congress and the National
Assembly of Armenia.

Akhtamar in Turkey Restored by Methods Inadmissible For It

ARMENIAN CHURCH AKHTAMAR IN TURKEY RESTORED BY METHODS INADMISSIBLE

YEREVAN, SEPTEMBER 10. ARMINFO. The Armenian Church “Surb Khach” (St.
Cross) on Akhtamar peninsula (territory of present day Turkey) is
restored with materials inadmissible for restoration.

Members of a public organization engaged in study of Armenian
architecture visited the peninsula on August 14 2005. They told
ARMINFO that restoration is in process, and the territory is
fenced. The unique monument of Middle Age architecture, the Cross
dated 915-921 (architect Manuel) are covered with tar and mazut,
frescos are replaced with stones made from “khachkars.” To note
Akhtamar peninsula was the residence of Armenian Kings of Artsruny
Dynasty (the 10-11th centuries). The monument’s belonging to he
Armenian culture is not mentioned, just a placard says in Turkish and
English and that church belongs to the Armenian period. Besides,
architect Manuel was presented a archimandrite, specialists say. The
church is restored without participation of the Armenian party or
independent experts of UNESCO that initiated the restoration. The
members of the organization say that local Kurds survived from
massacres by Turks continue destroying the churches and houses of
Armenians.

Anti-Armenian propaganda is widely practiced at the Museum of the
ancient Armenian town of Van, wherein a Turk-guide presents the piles
of skulls as the Turk victims of the genocide by Armenians in the
beginning of the 20th century.

According to data of UNESCO dated 1974, of 913 Armenian historical
monuments 464 were fully destroyed, 252 were ruined, and 197 need
immediate restoration.

(ARKA) the resolution of the Armenian-Azerbaijani conflict by the
end of 2005 is possible only through the will of the conflict sides,
the chairman-in-office of the OSCE, Dimitrij Rupel, told a news
conference in Yerevan.

During the resolution of the conflict it is necessary to guide 2
principles: the territorial integrity of Azerbaijan and right for
self-determination.

Rupel underlined the existence of exact formats for the resolution
of the Karabakh conflict – the OSCE Minsk Group, a dialogue between
the Presidents and conflict sides.

“I am personally ready to speak to all, including the leadership
of the Nagorno-Karabakh Republic, let is promote the resolution
of the problem,” Rupel stressed. Azerbaijan is one the eve of the
parliamentary elections, while the elections are not a component
promoting the resolution of the conflict.

Baku, September 7, AssA-Irada — The ‘national currency’ that Upper
Garabagh plans to illegally release into circulation will not be
recognized by any country, deputy board chairman of the National Bank
(NBA) told journalists on Wednesday.

Alim Guliyev said, however, that Azerbaijan cannot prevent the release
of the new currency.

“The National Bank will object to the move through its own means, but
it has no real opportunities to prevent the issuance of the currency.

We can simply convey to the international community the illegitimacy
of the process.”

Guliyev added that the currency may not be used anywhere outside
Garabagh.*

Azerbaijan will double military spending in 2006 to 600 million dollars
(480 million euros), President Ilham Aliyev said Thursday.

He also warned Armenia that Azerbaijan’s armed forces were capable
of re-taking by force Nagorny Karabakh, a territory inside Azerbaijan
but currently controlled by Armenia.

“The unconstructive position of Armenia makes it impossible to make
progress with the talks. But, for the moment, we hope that a peaceful
solution is possible”, Aliyev said during a regional visit to Lenkaran,
near the Iranian border.

“At the same time, we are reinforcing our military potential. And if
defense spending in 2004 was 270 million dollars; in 2005, 300 million;
in 2006 it will equal 600 million dollars,” he said.

“The enemy must know that our army is always able to regain the
territory by military force,” Aliyev said.

The enclave of Nagorny Karabakh, inhabited today by some 145,000
Armenians and supported by Yerevan, won its de facto independence
from Azerbaijan through a 1988-1994 war that killed 25,000 people
and displaced one million.

Unrecognized by Azerbaijan, which considered the region to be under
Armenian occupation since the 1994 ceasefire, Karabakh’s status has
yet to be settled.

Construction of sport facilities is moving forward at a full pace in Gyumri

The “Hayastan” All-Armenian Fund continues construction of two sport
facilities in Gyumri. A gymnasium is being constructed for the French
school N 10 since March 2005. The project is financed by the Fund’s
French local committee. The construction of two-floor building of
modern standards is going on according to the schedule and it will be
completed in November, 2005. The constructor is HATM company.

Since May, the Fund has been carrying out also construction of a
swimming pool in Gyumri. It is planned to be over in September
2006. People here are looking forward to having a new pool in the
city, as the three pools of Gyumri have been destroyed as a result of
the earthquake.

The project is sponsored jointly by the Development Agency of Local
Self-governing units of Greece and the Armenian donors.

Chairman of the Armenian National Assembly Artur Baghdassaryan attended
the Armenian Church of Saint Mariam in Washington to discuss the issues
of concern of the West Diocese of the Armenian Apostolic Church and
the construction of a new Armenian church to be build next year, RA NA
press service reported. When in the Armenian Embassy in the U.S. Artur
Baghdassaryan met with members of the Armenian Diaspora. During the
meeting the interlocutors considered political and social-economic
reforms in Armenia and the Armenia-Diaspora relations. Besides, the
RA NA Speaker met with chairman of the Society of Blind “Transparent
House” Peter Dempoy. The parties agreed on sending the Armenian
students with sight problems for training to the U.S.

Armenian Notaries To Join IULN

In 2002, the government of Armenia adopted a law on “Notary’s office”
that completely matches with standards of the system, the International
Union of Latin Notaries (IULN) thinks. The IULN delegation visiting
Armenia these days, spoke to a press conference together with Armenia’s
justice minister Davit Harutyunian.

Minister Harutyunian said that the current notary system of
Armenia assumes creation of equivalent mechanisms including notary’s
office. The Latin notary system being the foundation of the Armenian
one, the primary issue for today is joining the IULN. Mr. Harutyunian
said that the membership process launched following the adoption of
the law. This is the last visit of the IULN delegation during which
the issue of Armenia’s membership to the IULN will be discussed.

Jean-Paul Decor, president of international cooperation committee of
the IULN, noted that they assessed the law on “Notary’s office” and the
quality of notarial services. He even labeled the Armenian law one of
the best in the world and the work of Armenian notaries conscientious.

The delegation members visited 3 notary’s offices in Armenia and made
inspection. The secretary of the committee Mr. Krams said for his part,
“I think you can feel proud for your new generation of notaries”. It
should be noted though that the delegation’s opinion on notary system
in Armenia was formed as a result of talks with notaries themselves and
inspections but not as a result of encounters with citizens. Besides
the notary’s offices of Yerevan, IULN delegation will visit notaries
in other regions of Armenia.

In general, membership to IULN is a long process but it’s hard to
say what in practice will it give Armenian citizens that can hardly
agree with the praises of the International Union of Latin Notaries.

Kocharian intends to pay a state visit to Greece, Press Secretary of
the Armenian leader Victor Soghomonyan told journalists in Yerevan
September 1. Besides, according to the information provided by
V. Soghomonyan, before the end of the current year Mr. Kocharian
intends to visit Slovenia and then to go to Belgium in the second
decade of October. The Presidential Press Secretary also informed
that Presidents of Finland, Moldova and Lithuania, as well as
Indian Vice-President will visit Armenia in the near future. In Mr.
Soghomonyan’s words, the date of Moldavian President Vladimir Voronin’s
visit of to Armenia is being specified at present, reported IA Regnum.
