In the light of recent developments in Armenian-Turkish relations,
various sources over the globe touch upon this topical issue. Thus,
Arabic-language news network Al Jazeera issued an article under
"Turkish Armenians hope for new era" head, that describes life,
concerns and hopes of Armenian community in Turkey.

The Armenia-Turkey process was of large significance especially
for Armenians of Turkey, "one community that has been watching this
process with a mixture of both hope and trepidation is the Armenian
community of Istanbul."

"Numbering between 60,000 to 70,000, these are the last descendants
of a community that once numbered millions throughout the territory
of Turkey’s predecessor, the Ottoman Empire," the e-source
reads, underlining that Armenians are presently the largest
"officially-recognized minority group with a history in the city
[Istanbul] that stretches back to medieval times" in the country.

According to Al Jazeera, despite numerous problems, Armenians and Turks
have "generally good on personal level." However, "this rapprochement
has been both welcomed and feared by the Turkish Armenian community,"
the source says.

Turkish Armenians hail positive ruling Justice and Development Party
(AKP) government. Commenting on the policy of ruling AKP party, the
editor of Armenian Turkey-based Marmara newspaper Robert Haddeler
told Al Jazeera, "For the first time, we have felt that the mood in
government has changed. Now we are hoping that this change of mood
will take place amongst the population at large."

ATHENS – The year 2009 has been one of great change, taking place
amidst even greater uncertainty. Twenty years after the fall of the
Berlin Wall, the resilience of the post-Cold War security system
in Europe is being tested. Longstanding conflicts remain unresolved
and complex new challenges are emerging. Energy security, organized
crime, terrorism, absolutism and fundamentalism, climate change,
and cybercrime are acute concerns for every country.

The economic crisis has left many people far less prosperous, and
perhaps less inclined to be ambitious in our efforts to address
Europe’s security challenges. But we must also keep in mind that
crisis brings with it opportunities for change.

This year has also seen a number of positive developments, including a
"reset" in relations between two key players in the European security
dialogue: Russia and the United States. The European Union has recently
taken important steps towards greater cohesion and unity with the
appointment of a President and High Representative for Foreign Affairs.

We should celebrate these achievements even as we recognize
that serious problems remain to be resolved. There are different
perspectives on how Europe’s security architecture should be designed,
but we all agree on the urgent need to tackle this critical challenge
through constructive dialogue.

It is in this spirit of cooperation and bridge-building that 56 foreign
ministers – representing the US, Canada, and European countries,
including the Russian Federation and the rest of the former Soviet
Union – will meet in Athens on December 1-2 on my invitation to discuss
the future of European security. The talks mark the continuation
of the "Corfu Process," anchored in the Organization for Security
and Cooperation in Europe, which began with an informal ministerial
meeting on Corfu in June.

An attempt to address Europe’s unfinished business, the Corfu Process
is an opportunity for us to come together to assess the gaps in
our common security, to craft more effective responses to existing
challenges, and – most importantly – to generate new political will for
joint action. This includes action to preserve arms-control regimes,
including the Treaty on Conventional Armed Forces in Europe; to
accelerate the resolution of protracted conflicts; to promote human
rights and fundamental freedoms; and to assess and address traditional
and new threats.

We cannot afford to leave the region’s protracted conflicts such as
the ones in Nagorno-Karabakh and Transnistria on the back burner,
as last year’s war in Georgia made abundantly clear. People living
in these areas need peace and stability, not a fragile status quo
that could suddenly shatter and turn violent.

Security challenges in neighboring regions also require a joint
response. Afghanistan is a case in point. And threats like terrorism,
trafficking of arms, drugs, and people, and climate change are
borderless and complex. Only a joint response can be effective.

The fall of the Berlin Wall marked the end of an era of mistrust and
division, and opened the way for cooperation aimed at a peaceful
and stable Europe. Europe has come a long way from those years of
division, but we have not yet fully reaped the benefits promised by
the wave of change of 1989.

The OSCE meeting in Athens comes at a critical time, when Europeans
must move into the twenty-first century more united than ever before.

We must take this opportunity to restore the full capacity of the OSCE
and make a fresh commitment to an indivisible European security system.

be paying a formal visit to Japan from November 25 to 27.

Minister Nalbandian will meet with his Japanese counterpart Katsuya
Okada and Crown Prince Naruhito. He is also expected to hold talks
with members of parliament and representatives of Japan External
Trade Organization (JETRO), RA MFA press office said.

Azerbaijan’s chess players are gradually revealing their talents,
said one of the world’s leading chess players (the fourth in FIDE
rating as of November 2009), leader of Armenia’s team, twice-Olympic
champion Levon Aronian stated in his interview to 1news.az.

Responding to the question whether "the weight of the burden of
the conflict between the two nations influences him when playing
against Azerbaijani chess players," Aroniansaid: "If the opponent
is a man of dignity, gentlemen, then it has no influence. That is,
if you are playing with a regular person, a regular chess player,
then normal relations develop between you also during the game. But
if the opponent is trying to enrage you and isn’t guided by sporting
principles, then naturally the ‘burden’ is felt. But, of course, the
insults made on the basis of nationality are understandable, though I
don’t accept such an approach, in principle. That is, it’s alien to me,
but when I see such behaviour, I understand its reason," Aronian said.

According to the Armenian chess player, from the Azerbaijani chess
players he is in contact with Shahriar Mamedyarov the most. "I have
seen almost his entire family except his mother and I like them all
very much. From the Hashimov family, I know you [Sarhan Hashimova is
the interviewer and sister of Azerbaijani player Vugar Hashimov],
Vugar and your father. I respect all of you, too. I have seen Tima
Radjabov’s parents, but if we’re talking about friends then I have more
friendly relations with Shahriar," the Armenian chess player stated.

Asked whether he would like to visit Baku, Aronian said he would
like to visit the city, to go for a stroll along its streets, but he
wouldn’t like to participate in a tournament in Baku. "Of course, it
would be pleasant to visit, to train or play chess, but the question
is that I wouldn’t feel free in the present situation. If everyone
knows you and has problems with your nation… Imagine, at some point
you would like to go for a stroll, but you know that people have an
initial prejudicial attitude towards you…"

A day before the regular meeting of Armenian and Azerbaijani
presidents, Ilham Aliyev again launched threats to Armenia saying
that they will no longer pin hopes with the negotiation process if
the Munich meeting proves useless and the Azerbaijani army is ready
to resume military actions at any moment.

"How can I take the statements about a start of war? Of course,
negatively. I am a former serviceman and I had been in flash points
for many times. I know firsthand what is war and human loses," CSTO
Secretary General said.

N. Bordyuzha regrets that the generation of politicians of 90s who
experienced the situations when conflicts were settled by force is
now changing. "I pin big hopes that the above statement was nothing
but an attempt to stimulate the agreement on Karabakh. I take quite
negatively any statements on possible settlement of political conflicts
by force," Bordyuzha said.

Armeconombank’s Participation In Cofinancing Project Of EBRD Reaches

ARMECONOMBANK’S PARTICIPATION IN COFINANCING PROJECT OF EBRD REACHES 7 MILLION DOLLARS

YEREVAN, NOVEMBER 24, NOYAN TAPAN. Armeconombank and the European Bank
for Reconstruction and Development (EBRD) have signed a new agreement
as part of the EBRD’s Cofinancing Project, under which a sum of 2
million dollars has been added to the previous 5 million dollars.

The press service of Armeconombank reports that loans from 400
thousand to 1.2 million USD at a minimum annual interest rate of 12%
are provided within the framework of the Cofinancing Project. The
repayment period is up to 5 years.

In the third quarter of 2009, there was a considerable growth in a
number of indices of Armeconombank. In particular, its assets grew by
15.5%, loans – by over 3.3bn drams, demand deposits – by 1.5bn drams,
deposits of legal entities – by 1.2bn drams, and deposits of natural
persons grew by more than 9.2%. Thanks to the increase in the above
mentioned indices, a net profit of about 300 million drams formed as
a result of the bank’s activity in the third quarter.

As of November 23, the total capital of Armeconombank exceeded 8.6bn
drams, its total assets exceeded 53bn drams, loans amounted to 29bn
drams, and deposits of natural persons amounted to over 6bn drams. The
bank has 35 branches in Armenia and Artsakh, including 17 branches
in Yerevan, 17 branches in various marzes of Armenia, and one branch
in Artsakh.

Turkey. An Israeli girl became Under 14 Girls tournament winner. Yet,
Hatikvah, the Israeli national anthem was not played at the award
ceremony. Head of Israel’s Chess Association has already filed an

official letters to Tel Aviv. Turkish Premier Recep Tayyip Erdogan
announced he’d meet with Sudan president, charged of crimes against
humanity, rather than with Israeli Prime Minister Binyamin Netanyahu,

STEPANAKERT, NOVEMBER 23, NOYAN TAPAN. The ARFD Artsakh
organization’s 16th regional assembly discussing the current process
of Armenian-Turkish relations adopted a statement on November 22,
which, in particular, read:

"The current developments in the Armenian-Turkish relations contradict
the interests of the Republic of Armenia, Nagorno Karabakh Republic
and Armenians worldwide. The humiliating and dangerous preconditions
existing in the signed protocols, as well as new statements constantly
voiced by Turkish ruling circles are evidence that this country’s goal
is to weaken Armenia and the Armenians and to force new concessions.

It is also obvious that an attempt is made to split the
Armenia-Artsakh-Diaspora united front.

On the other hand, the activization noticed over the so-called Madrid
Principles is evidence of the increasing pressures upon the Armenian
side. However, no compulsion or bellicose threat can make the Armenians
renounce their national interests.

We stress that the struggle of the Armenian Cause is not a struggle
of Armenian people’s separate parts but a struggle for independent
statehood’s fate and the whole Armenian people’s existence. The
dignified victory achieved with the efforts of all Armenians on the
Artsakh front is not a subject of bargaining.

The ARFD Artsakh structure will continue struggling resolutely for
the rights of all Armenians."

"The growth of tension around the Karabakh conflict would certainly be
the most unwanted outcome. It will be the most undesirable development
for Nagorno Karabakh, Armenia and the whole region. But the Republic of
Armenia cannot stay indifferent to the fate of the people of Nagorno
Karabakh. That is why the President of Armenia and other officials
have declared on different occasions that we are responsible for
the security of the people of Nagorno Karabakh," Armenia President’s
Spokesman Samvel Farmanyan said in response to the recent bellicose
statement of the Azerbaijani President.

In case of the above-mentioned developments there are accepted
practices in the world. "Let’s suppose that the Republic of Armenia
recognizes the independence of Nagorno Karabakh with all the
ensuing consequences. Secondly, the Republic of Armenia might sign
a cooperation agreement with the Nagorno Karabakh Republic. There
are options, and I’m confident that Armenia will use those options
separately or altogether. It should be noted that Armenia has not
recognized the independence of Nagorno Karabakh only not to hinder
the peace talks. Should the peace talks suspend and military actions
start, nothing will prevent Armenia from recognizing the independence
of Nagorno Karabakh," Samvel Farmanyan said.

"Armenia has always declared it sees no alternative to peaceful
settlement. Armenia does believe that it is possible to reach the
peaceful and comprehensive resolution of the issue through peace
talks," Farmnanyan said.

The Spokesman refuted the information disseminated by Azeri media that
during the Munich meeting the parties have talked about withdrawal
form Kelbajar region by yearend, which would allow Turkey to ratify
the Armenian Turkish protocols and make Azerbaijan soften its position
on the Karabakh settlement."

"In Armenia we have already got used to the fact that following
every meeting between the Presidents of Armenia and Azerbaijan,
well-informed forces inform about non-existent discussions and
agreements. It’s a simple misinformation and has nothing to do with
reality. The question is out of discussion. Therefore, there such
an agreement is impossible. It has been repeatedly stated that the
issue of the status of Karabakh lies at the core of the talks. Other
issues are secondary," Samvel Farmanyan concluded.
