Rector of Yerevan State Linguistic University (YSLU) Suren Zolyan
have today signed a Memorandum of Understanding on opening Chair of
Indian Culture in University.

"Armenia’s cooperation with India has many years’ history. Teaching
Hindu in our university has become an imperative. Beginning next
academic term, the language will be taught by a visiting professor.

Very soon, we’ll see students speaking Hindu," YSLU rector said during
the ceremony.

Indian Ambassador noted in turn that "Anyone knowing Hindu language
can communicate with 1/6 of world’s population. Hindu is the most
widespread language in India, spoken by 1 million people. I am sure
that spreading the language in Armenia will create stronger bridges
of cooperation, broadening communication sphere between two nations."

Washington. Isabel Levine – APA. Former Assistant Secretary of US State
for European Affairs Stephen Oxman believes that there is a need for
international assistance to prevent the increase of terrorism in the
Nagorno-Karabakh area, APA US bureau reports.

Speaking to APA’s US correspondent he pointed out that Azerbaijani
territory Nagorno-Karabakh which is occupied by Armenians is right
now uncontrolled. "Azerbaijani authorities are often stressing that
this area is open for free terrorism activity. Baku can raise this
issue on international level. Azerbaijan has a special interest in
being cooperative with other nations of the international community,
because otherwise they risk of getting forgotten about in the bigger
constellation of world affairs".

Former Assistant Secretary believes that "it would be an excellent
opportunity for Azerbaijan to cooperate with the international
community to control Nagorno-Karabakh area: "Especially taking into
consideration that Baku joined all 12 international conventions on
counter-terrorism and reinforces regional cooperation on fighting
terrorism through signing numerous agreements and participating in the
activities of regional organizations such as NATO, the Organization for
Security and Cooperation in Europe, and others. Azerbaijan also was
amongst the first countries to offer the United States unconditional
support in the war against terrorism, in Afghanistan".

Speaking about options to provide a control by the international
society for Nagorno-Karabakh territory, US analyst brought out three
factors. "First of all, it is important that Azerbaijan takes up its
own role by continuing the peace talks with Armenia and seeing if some
settlement can be reached, and second by actively soliciting the help
from the international community so that Azerbaijan is not isolated
from the rest of the world. A cooperative spirit should bear fruits".

OSCE Monitors from the Organization for Security and Cooperation in
Europe (OSCE)have inspected a southern section of the contact line
between Armenian and Azerbaijani armed forces.

The monitoring was conducted near Azerbaijan’s Fizuli – Horadiz
road and passed off without incident, Azerbaijani Defence Ministry
spokesman Teymur Abdullayev said on Tuesday.

Imre Palatinus and Vladimir Chountulov, field assistants of the
personal representative of the OSCE chairperson-in-office, conducted
the monitoring on the Azerbaijani side.

Andrzej Kasprzyk, the personal representative of the OSCE
chairperson-in-office, and his field assistants, Jiri Aberleh, Peter
Key and Jaslan Nurtazin, conducted the monitoring on the opposite
side of the contact line, which is internationally recognized as the
territory of Azerbaijan.

Los Angeles, November 10, 2009 – TCA Arshag Dickranian School was honored
with a visit from former NKR president Mr. Arkadi Ghougassian, accompanied
by The Armenia Fund Chairman Ara Aghishian, Esq. and the Fund’ Executive
Director Mr. Sarkis Kotanjian on Friday, November 6th, 2009. The guests
arrived at the school at 2:30 p.m. where they were warmly greeted by the
chairman of the School Board of Trustees Mr. George Mandossian, vice
chairman Mr. Parsegh Kartalian, board member Mr. Yegia Taglyan, principal
Vartkes Kourouyan and members of the Student Council. This was Mr.
Ghougassian’s second visit to Arshag Dickranian School, as his first was
in September 2002.

Mr. Ghougassian was first escorted to the principal’s office for a
briefing. There he was presented with a back copy of the school’s
2002-2003 yearbook bearing the pictures of his first visit. The guests
were then led to the Walter and Laurel Karabian Hall where 6th to 11th
grade students, teachers and PTO members had gathered to greet them and
conduct a short program.

Welcoming remarks were made by vice chair Parsegh Kartalian, student
council president Alex Garibyan and teacher Ms. Alvard Uzunyan. After the
greeting remarks the students watched a video projection about Karabakh
and a short documentary about the hardships of a family living in Shoushi.

Mr. Ghougassian then got to the podium following the introductory remarks
by Mr. Ara Aghishian. `Such gatherings remind us of our Armenian identity
and heritage,’ said the honored guest. `We are all obligated to serve our
country and to contribute to its development.’ Mr. Ghougassian also
reminded students of the importance of supporting Shoushi and encouraged
them to participate in the upcoming Thanksgiving Telethon on November
26th, 2009.

After the program, the guests proceeded to the school’s new basketball
court where a rousing free throw match took place between Mr. Ghougassian
and the school team captain Alex Garibyan amid the cheers and applause of
the onlookers.

At the end and prior to their departure, the guests were invited to join
the school lounge for a treat of assorted cookies and refreshments served
by the PTO.

At the benediction of Kayseri’s historic church politics were on the
leading role. Officiating the ceremony, on behalf of Turkish Armenian
Patriarchate, Archishop Aram AteÅ~_yan says Turkish Armenians should
be considered as something seperate when the topic is convergence
between Turkey and Armenia. ‘The church was renovated by the community
not by the state’ Politics played a leading role at the benediction
of Kayseri’s Church of St. Gregory the Illuminator.

Archishop Aram AteÅ~_yan, who was officiating at the ceremony on
behalf of the Armenian Patriarchate of Turkey, started his blessings
in Armenian and continued in Turkish. At the benediction, witnessed
by members of the international and local media, AteÅ~_yan also
delivered a speech that touched on several important issues for the
Turkish-Armenian community.

"Turkish-Armenians should be considered a separate group when the
topic is the normalization of relations between Turkey and Armenia.

These topics are different from each other," AteÅ~_yan said, adding
that Turkish Armenians are not bounded by Turkey’s relations with the
Armenian diaspora or Armenia itself. "We don’t want to be included
in the process because we are children of this country."

Calling out to the packed community inside the church, many of whom
were Turkish-Armenians from Istanbul, AteÅ~_yan continued his speech:
"You, the Istanbul Armenians, will continue to be loyal to this
country. As citizens of this country, you must ask for support from
the state in solving your problems."

AteÅ~_yan expressed regret about a story titled "This is the
difference," which was published in the daily Hurriyet last Monday.

"The story stated that our church was renovated by the state and that
it was only then opened for worship. They were trying to relate the
restoration to the relations between Armenia and Turkey, when in fact
the church was restored with the financial support of the community.

Moreover, it was never closed to religious services.

"The community doesn’t ask for support from the government because
they are concerned that churches might be renovated into museums, as
in the case of Church of the Holy Cross on Akdamar Island in Lake Van,"
he said. "That’s why they organized the renovation and financed it."

Governor, mayor absent

The Turkish-Armenian community members from Istanbul arrived in Kayseri
on Oct. 7 in a group of roughly 300. Four buses arrived in Kayseri,
one of which was organized by Istanbul’s Bakırköy municipality. The
community did not answer questions from members of the press, citing
the long journey from Istanbul. Kayseri Gov. Mevlut Bilici and
Mayor Mehmet Ozhaseki did not attend either Saturday’s benediction
or Sunday’s services, although they were invited by the community
administration. The municipality’s press officer declined to answer
the Daily News’ questions.

But there were some politicians in attendance at the ceremonies. A
Kayseri deputy from the Republican People’s Party, or CHP,
Å~^efki Kutluoglu, was among them. After a one-hour meeting with the
administration board of the church, Kutluoglu answered some questions,
saying that his family was from Kayseri and that he remembered how
peaceful the atmosphere was in the town when he was a child.

‘Community restored the church’

Historically, the central Anatolian town of Kayseri was home to
numerous churches and monasteries. The last church left standing in
the city is the Church of St. Gregory the Illuminator. Representing
the administrative board of the church, Arsen AÅ~_ık also reacted
to last Monday’s reports concerning the restoration of the church.

"Most of the financial support came from Istanbul Armenians, who
struggled a great deal to pool together money for the restoration,"
AÅ~_ık said, adding that he thinks the public confuses the church in
Kayseri with the Church of the Holy Cross. "First of all, the public
should know that St. Gregory the Illuminator wasn’t an abandoned
or destroyed church. And second of all, the state did not help with
the restoration."

The restorations of the two churches are not alike. The Church of the
Holy Cross on Akdamar Island was restored in 2007 by then-Culture
Minister Atilla Koc. Relations were strained between Turkey,
Turkish-Armenians and the Armenian diaspora when the church was
restored and opened as a museum without placing a cross atop its dome.

But current Culture Minister Ertugrul Gunay announced that the
cross would be replaced and the building would be opened shortly for
religious services.

Church managed from Istanbul

There is one person currently living in Kayseri as a representative
of the Armenian community. The church itself is managed by Istanbul
Armenians who used to live in Kayseri.

The members instigated a legal process to transfer management of the
church to Istanbul, after they realized there was no community left
in Kayseri.

The Istanbul community identified a loophole in the law, first proving
there weren’t any members of the community left in Kayseri and then
stating that the church could be managed by a selected council. The
result was undertaken on behalf of the community. Now the council
consists of three members and four associate members.

"The administrative board is responsible for everything from the
priest’s wages to the money spent for the restoration," AÅ~_ık
said. He served for the church as a board member for many years and
is one of the community members with extensive information on the
church’s history. AÅ~_ık claimed that the bell was stolen and was
traced by the community.

"After many years, it was determined that the bell is in Argaeus
[Erciyes Dagı]. People claim that it was there until 1983, but now
no one really knows where it is," he said.

Last churches in Anatolia

The Church of St. Gregory the Illuminator is one of the last two
Armenian churches in Anatolia that have a foundation looking after its
welfare. The other one is in Hatay’s Samanlıdag district. The church
has been open since 1191. Built of a special stone named "kevenk,"
the church draws attention with its design and craftsmanship.

Armenia and Italy have signed an agreement to open a school for
restoring artwork, said Republic of Armenia Minister of Culture
Hasmik Poghosyan. According to Poghosyan, the school of restoration
will begin work as early as next year.

"The school of restoration is a very successful project, which includes
all areas of restorative activities, monuments, wall painting. This
two-month project plans creation of base centres, such as a restoration
centre of wall paintings in Erebuni museum and a restoration centre
of cultural values in the National Gallery," the minister said.

Poghosyan also stated that the project will have an educationl aspect.

The Italian specialists will visit Armenia and provide master classes.

Later, the best students will receive training in Italy.

How can they ask us to betray our brother, whose lands were taken away

listening to such demands. This is a betrayal of a family, brotherhood
and relationships. Had it not been for the position of our people, we
would have been stuck in that shame", Sabah newspaper quotes Deniz

Turkey, as saying at the meeting with Konya residents.

"What have we attained by signing the protocols? Armenia still holds
Karabakh under occupation and stiffens its stance. But let the world

will consolidate positions in the region, said Eduard Sharmazanov,
spokesman for the ruling Republican Party of Armenia.

He refuted the hearsay that Armenian peacekeepers are under Turkish
command in Afghanistan. "We are collaborating with NATO but not with
Turkey. Armenian peacekeepers are located in northern Afghanistan
within a German unit," he said.

Sharmazanov also informed that Armenia increased number of peacekeepers
in Kosovo.

Protocol on introducing amendments to agreement "On International
Automobile Communication between Armenian and Moldovan Governments
in Kishinev in 1996".

YEREVAN, NOVEMBER 6, ARMENPRESS: About 16,721 babies were born
in Yerevan as of November 1. Head of the mother and child health
protection department of the Health Ministry Karine Saribekyan
told Armenpress that the ministry is conducting monitoring both in
Yerevan maternity houses and in the provincial ones connected with
the functioning of the birth certificate system. Works are being
carried out to increase the level of awareness of pregnant women.

"The results of the monitoring witness that the system is functioning
effectively, there are positive responses both from pregnant women
and doctors. No issues have aroused during the process," K. Saribekyan
said.

Non-governmental organizations are involved in the monitoring and
are working with the mothers after they are signed out from hospitals.

K. Saribekyan did not exclude the cases of giving money to doctors.

"Many financially insured people give money to doctors as an expression
of gratitude. I think here we must seriously work to change the
mentality of the people. Even if they express gratitude unequal
conditions are created among the patients," K. Saribekyan said.
