ANKARA, June 24 (Xinhua) — Turkish Foreign Ministry spokesman Burak
Ozugergin said on Wednesday that Turkey and Armenia are continuing
their negotiations at various levels in a bid to improve bilateral
ties.

"We are discussing all issues with Armenia, and the principles we
set are quite important," said Ozugergin at a press conference in
the Turkish capital of Ankara.

He said that there was also an ongoing process between Azerbaijan
and Armenia, and both processes were affecting each other.

He referred to the recent remarks of the presidents of Azerbaijan
and Armenia that they had reached a compromise that a progress was
necessary and the shuttle democracy should be maintained.

Ozugergin said Turkey was supporting the solution of Upper Karabakh
dispute through peaceful means, adding that a positive course of the
process would contribute to the peace and stability in the Caucasus.

The spokesman also said that Turkey would support any positive
development or step in the Minsk process.

"Settlement of Upper Karabakh problem will restore stability in the
region, and make it sustainable," Ozugergin said.

He also said that Turkey’s Foreign Minister Ahmet Davutoglu might meet
with foreign ministers of other countries, including his Armenian
counterpart Eduard Nalbandyan, in the Greek island of Corfu during
an informal meeting of the Organization for Security and Cooperation
in Europe (OSCE) this weekend.

Turkey closed its border with Armenia in 1993 in support of Azerbaijan
during its conflict with Armenia over the Upper Karabakh region.

Armenia claims that more than 1.5 million Armenians were killed in
a systematic genocide in the hands of the Ottomans during World War
I before modern Turkey was born in 1923.

But Turkey insists that the Armenians were victims of widespread chaos
and governmental breakdown as the 600-year-old empire collapsed in
the years before 1923.

conflict by late 2009, but it does not depend only on us," Azerbaijani
Foreign Minister Elmar Mammadyarov told journalists today.

The next negotiations of the Azerbaijani and Armenian Foreign Ministers
Elmar Mammadyarov and Edvard Nalbandyan on the Karabakh settlement
will take place in Paris on June 26.

"We will continue the work launched by the Azerbaijani and Armenian
presidents in St. Petersburg. The two presidents have commissioned
us on this issue," the minister said, Trend News reported.

market depends on its participants, Executive Director of Union of
Mortgage Market Participants of Armenia Eduard Oremyan was quoted as
saying at the union’s annual meeting on Monday.

He emphasized the role of the union’s cooperation with the government
and international organizations dealing with mortgage lending. Oremyan
also stressed effective collaboration with the German KfW bank,
IFC and USAID.

"The members of the union seek for stronger cooperation with local
and international organizations to be able to boost the local mortgage
market," he added.

According to Oremyan, the union aims at creating favorable conditions
for Armenia’s mortgage market development and guarding the interests
of its members.

With the union being in the spotlight of the government and Central
Bank, he hailed state support to their initiatives.

Armenian bank’s loans reached 92bln drams by en-May 2009, comprising

Armenia, Deputy Director of the Caucasus Research Centre of Moscow
State University of International Relations, Vladimir Zakharov,
said at the International Conference ‘Armenia on the Intersection of
Communications’ held in Tsakhadzor.

‘In this context it is quite demonstrative that Marie Yovanovitch
was appointed US Ambassador to Armenia. There is no doubt that her
work is directed to drawing out of the scenario of a regular ‘color
revolution’, in Armenia this time’, – he said.

Zakharov added that at present full isolation of the Black Sea
and Caspian region from Russia with further removal of Georgia and
Azerbaijan as well as isolation of Armenia from Russia is an integral
part of the new wide-scale geo-political programme.

‘Georgia and Azerbaijan are the main base for destabilization of the
south of Russia, first of all, North Caucasus republics, but Armenia
as well occupies the first place of US interests. The policy of
breaking of the Russian-Armenian strategic partnership and further
transference of Yerevan in the track of the American interests is

YALTA, JUNE 22, NOYAN TAPAN – ARMENIANS TODAY. 56-year-old Igor
Nersesian of the city of Yalta failed to carry out his greatest project
to swim across the Black Sea due to the absense of sponsors. However,
his other world records have not been surpassed so far, Yerkramas
paper of Russia’s Armenians reported.

"A man-dolphin, the living legend of Yalta beaches, a remarkable
life-guard, a 120-kg bearded robust man," this is how the paper’s
correspondent described Igor Nersesian, noting that on a stormy day
he together with his fellow life-guards rescued more than ten people.

Igor Nersesian was the first Armenian to be included in the Guinness
Book of Records. In April 1988, he swam for 3.5 hours in the sea at the
temperature of 6-8 degrees Celsius. After passing the "cold endurance"
test, on June 1st of the same year he dived into sea at the "nose"
of Bear Mount and swam through Yalta Bay to Swallow’s Nest. He passed
nonstop 32 km in 13 hours without grasping the edge of the accompanying
boat even for a moment. He also managed to swim across Lake Sevan.

Igor’s plans also include Lakes Baikal and Ladoga and the Black
Sea. He is prepared to realize these ideas even tomorrow provided he
finds sponsors, Yerkramas wrote, quoting Igor Nersesian as saying:
"Here, amid this beauty, I feel myself a hero standing at the world’s
end. I stand expecting Odysseus with his men to come suddenly and say:
"Well, Igor, it is time for you to start. Use all resources." And I
will do so.

/PanARMENIAN.Net/ Civil society and Armenian NGOs are powerful enough
to determine priority credit projects launched by the Asian Development
Bank, said Avilash Roul, Network Capacity Development Coordinator of
The NGO Forum on ADB, during the meeting which took place in the REC
Caucasus Armenian Branch Office on 22 June.

NGO Forum on ADB is a network of non-governmental organizations
which implements monitoring of the bank projects and policies. The
forum combats non-constructive and socially unjust projects and
policies. With the financial support of the Forum, Environmental
Survival NGO implements monitoring of ‘Improvement of Water Supply
and Sanitation Systems of the RA Communities’ and ‘Reconstruction of
Rural Roads’ credit projects in Gegharkunik region of the RA.

The Regional Environmental Center for the Caucasus – REC Caucasus
is a non-entrepreneurial (non-commercial) legal person registered in
spring of 2000, following the decision made at the Sofia Ministerial
Conference in 1995, to work for environment and sustainable development
in the Caucasus region.

REC Caucasus assists the Caucasus states in solving environmental
problems and supports in building the civil society through promotion
of public participation in the decision-making process, development
of free exchange of information and encouragement of cooperation
at national and regional level among NGOs, governments, businesses,
local communities and all other stakeholders.

The founding document of REC Caucasus – its Charter – was signed in
September, 1999 by the governments of Armenia, Azerbaijan, Georgia
and the European Union.

Mr. Roul said ADB has doubled expenses for poverty reduction regional
programs while the results are still unsatisfactory. "The G8 summit
decided to bring financing to $20 billion. However, the process is
not homogenous and the situation may get even worse," he said.

For her part, Maya Eralieva, Central Asia and Caucasus Coordinator,
said that the Forum works towards social and environmental justice, and
good governance. It was originally established as the NGO Working Group
(NWG) on the ADB in 1991 by 20 NGOs from 16 countries. During that
time, it has a Regional Secretariat that facilitated the dissemination
of relevant information gathered from the ADB to its member NGOs and
partner local groups.

"Donor countries are financing the Bank’s projects. Their activities
should be accountable and public awareness should be secured,"
she said.

of Syria Asma Assad, a meeting-discussion with CEO of the Hayastan
All-Armenian Fund Ara Vardanian took place on June 18.

At the request of Asma Assad, the structure, practices and best
experience of Hayastan All-Armenian Fund were presented. The meeting
participants also informed her on those mechanisms of fund-raising
organization and work coordination, whose use allows today to allocate
the resources and efforts of the Armenians spread all over the world
for solution of numerous problems in homeland.

According to Asma Assad, about 18 million Syrians currently live
in Syria, another 15 million residing in other countries. She said
that the compatriots often express an intention to invest in the
economy of their country, and a body like the Hayastan All-Armenian
Fund can play a great role in Syria regarding this issue. Asma Assad
stated with satisfaction that the Armenians of Syria have naturally
integrated into the country’s life.

According to a press release of the Hayastan Fund, the meeting was
attended by the First Lady of Armenia Rita Sargsyan, the spouse of RA
Foreign Minister Natalia Nalbandian, persons in charge of the Fund’s

Last month, Bill Handel, the KFI AM 640 radio talk show host, got
himself into a little tangle because of how his show unfolded.

During the "crazy over-the-top" parody show, it was argued that if we
had 50% fewer people in this country, some of our economic problems
would be solved. The tired old cliché of closing the borders to
solve all domestic problems was on the agenda.

According to Handel, "If we practice, for example, really enforcing
our borders," we may all be able to improve our standards of living.

Immigrants, or those who are perceived to be immigrants, can be great
scapegoats. To some, whether it is the grand mismanagement of the
economy, crime, the overburdened health-care system or unemployment,
those who look a little different than the majority are easy targets.

During this particular show, Handel chose to jump on the bandwagon of
the "blame game." And somehow, the Armenian Americans were chosen as
the source for some of the social, economic and health-care problems
of the entire country. Funny, indeed.

The show and Handel went on to claim: "Get rid of, let’s say, Armenians
and sell Glendale, we’d be in better shape."

Apparently, Handel and his crew need some help in math, as getting
rid of Armenian Americans would not reduce the population of the
United States by 50%. Perhaps he would have been better off picking
on a more populous and more established minority group. But then,
that may have been costly for his career.

After receiving a complaint from a listener, Handel was still
unrepentant and took his tasteless joke to yet another level. Referring
to the Armenian Genocide, the show’s board operator, Lara Hermanson,
said "What the Turks started, Handel will finish!"

I understand the attempt at the crazy, over-the-top humor. I get it,
but I still think it was tasteless and too risky. And the immediate
aftermath did not help resolve the matter.

Handel continued to be unapologetic, hiding behind his past support
for official recognition of the Armenian Genocide. To demonstrate his
point, he shed some light on his trip to Turkey, where he "almost"
got into a fistfight when a tour guide questioned whether the Armenian
Genocide happened.

I am not sure what "almost" suggests, but as a person whose
grandparents were victims of the Holocaust, nothing less should be
expected from Handel. His outrage at the denial efforts of the Turkish
state is no excuse for irresponsible remarks on his show.

Jokes on mass murder are not welcome, nor should they be tolerated.

It took Handel and Hermanson just about a month to issue official
apologies after a meeting with the representatives of the Armenian
community. For now, everyone is on the same wavelength — genocide
is no joking matter.

There is a silver lining in all this. The dialogue established with
KFI may lead to a commitment to public education regarding all acts
of genocide.

I don’t personally believe that Handel is a bigot. But sometimes,
it doesn’t matter what goes on in someone’s head when the words can
be perceived as bigoted and energize individuals who are looking for
an excuse to be intolerant. As a media personality, Handel’s words
have more power than others’ and the consequences of his show can
influence large groups and communities.

Commemoration of the Armenian Genocide gets a fair amount of attention
during City Council meetings in April, but Handel’s statements of
intolerance should also be addressed officially, diligently and in
a timely manner.

Handel had potentially insulted a good number of the city’s residents,
so where was the City Council? Individuals should not only take
responsibility, but also understand the consequences of their
statements — and their silence.

YEREVAN, JUNE 16, NOYAN TAPAN. The Armenian economy can and must
develop by its own patterns and overcome the financial and economic
crisis on its own, the advisor to the RA National Assembly speaker,
economist Tatul Manaserian stated at the June 16 press conference. By
his forecast, the worst period of the crisis will be in mid or late
2010, for which Armenia must be prepared.

T. Manaserian gave an affirmative answer to the question about whether
Armenia’s economic system is able to develop without the help of the
outside world – he said that everything depends on those who work
out and implement the economic programs.

In his words, in Armenia it is necessary to form a team of experts who
will conceive the economic processes in our country and the world and
will realize what burder they will have to shoulder. "At the present
time the government is very far from the one I imagine," he said.

T. Manasarian also spoke about the tax package discussed at the
National Assembly a few days ago. According to him, those engaged in
big business currently do not submit the necessary documents to the
respective state bodies, which contributes to the growth of shadow
economy so a fight should be waged against it. "Any bill should have
some substantiation. The substantiation presented by the government
regarding the tax package is of abstract nature," T. Manaserian said.
