Moscow – APA. Establishment of collective missile defense grouping
in the Caucasus will end in 2010, official representative of Russian
Foreign Ministry Anderi Nesterenko said, APA reports quoting Armtoday.

He said that military coalition groping on the bilateral level
(Russia-Armenia) in the Caucasus and its management bodies had been
formed. Work continues on establishing the military grouping of the
united military systems.

In a bid to restore confidence in Armenian banks, the Armenian
government on April 9 pledged 20 billion drams (roughly $55 million)
in loan guarantees for property developers, the Regnum news agency
reported. Prior to the onset of the global economic downturn, the
construction sector had been a locomotive for Armenian economic growth.

Prime Minister Tigran Sarkisian said that the state will primarily
underwrite housing or office projects that are more than half-way
completed. The prime minister stressed that Armenian banks do not
face liquidity problems, but are wary of investing in construction
because of higher risks, Armenian news sources reported.

Armenia’s booming construction business accounted for about a quarter
of the country’s Gross Domestic Product in 2008.

already announced the steps it is going to accomplish. The government
has transferred a part of the expenditures from the second to the
forth quarter, and this was already stated," said the president of
the Armenian Central Bank Artur Javadyan. In addition, Javadyan is
stating this, admitting at the same time that according to the CB
predictions and according to the predictions of the government which
are worse that those of the CB, the increase of the Armenian economy
in 2009 will be less than the 9 percent scheduled by the budget.

Mr. Obama: Why Are You Courting the Muslim World In Turkey?

Charles de Gaulle argued that authority is derived from
prestige… and prestige ‘is largely a matter of feeling, suggestion
and impression, and it depends primarily on the possession of an
elementary gift, a natural attitude’ … lately gone by the
fashionable term charisma.’ Mr. Obama’s charisma veils what is either
his inordinate ability to manipulate, orhis total ignorance of the
Muslim world. His choice of cabinet suggests it is the former.

On his first overseas tour as President of the United States,
Mr. Obama deliberately chose Turkey to make his case to Moslems and
stated that the United States is `not at war with the Muslim
world’. The choice of country merits scrutiny.

Mr. Obama praised Kamal Ataturk as someone `whose life is not
something that can be cast in stone and marble. His greatest legacy is
Turkey’s strong and secular democracy’, he said. True, Mustafa
KemalAtaturk was the founder of the modern Turkish Republic but how
relevant wasthis in reaching out to the Islamic world? Ataturk,
perceived citizenship as the core of legitimacy– citizenship based on
the Western philosophy and ideology. Article 88 of Teskilat I Esasiye
Kanunu 1924 ordained that all people living in Turkey, regardless of
ethnic origin or religion were to be considered Turks (democratic
values!). They had to be patriotic and civilized. The past was erased,
total elimination of Ottoman and Islamic history, and someone else’s
values were borrowed – the West, to create a national identity – a
`revolution of value’.

It is an irony that Mr. Obama chose this `Islamic State’ and praised
its founder for having rejected Islamic values (although Islam as a
`historic heritage’ of overseas Moslem such those in Bosnia was
accepted). Turkish non-Muslims such as Jews, Armenians, and Greeks
could be citizens, but not nationals. And most importantly, the
Turkish military is guardian of the Turkish Constitution and a
bottom-up Islamic party is contrary to the Constitution.

This is one reason why it must be an insult on all those who hear it
to have Mr. Obama say: `Let me be clear: the United States strongly
supports Turkey’s bid to become a member of the European
Union’. Joining the EU would weaken the military’s interventionist
policies in guarding the Kamalist state ideology and the Turkish State
would no longerbe secular if it chose to reject the Ataturk-imposed,
Western-based philosophy of citizenry.

Furthermore, as a non-EU member, America has far more leverage on
Turkey than it would if it were to become an EU member. Maintaining
the status quo, the United States can give Turkey20a show of support
and coax it into betraying its national interest while serving the US
and Israel – a long time ally of Turkey’s. This arrangement has not
been without rewards. The Armenian Genocide has been suppressed in the
U.S. even though it has been well recorded that six years after the
Madrid Conference, in 1939, Hitler referred to the Armenian Genocide
thus:

`It was knowingly and lightheartedly that Genghis Khan sent thousands
of women and children to their deaths. History sees in him only the
founder of a state. The aim of war is not to reach definite lines but
to annihilate the enemy physically. It is by this means that we shall
obtain the livingspace that we need. Who today speaks of the massacre
of the Armenians…'[i]

In 2006, France passed a bill making it an `offence to question
theArmenian genocide’. How likely is it that Mr. Obama will offend
Israel and pass a bill making it an offense to question the Armenian
genocide if he truly supports Turkey to join the EU? Mr. Obama, it
seems, is not free to choose the man who would run his National
Intelligence Council – Chas Freeman was pushed out by the Israeli
lobby.

Turkey has made great strides – however, one has to question
Mr. Obama’s true motives. If his intentions were to have a cordial
dialogue with a Moslem nation, why was the largest Moslem populated
country such asIndonesia not chosen? Alternatively, Malaysia would
have been an excellent venue for addressing20the Moslem world. What
makes Mr. Obama’s sincerity questionable is the delivery of a `massive
shipment of U.S. weapons to Israel on March 22nd’ (Amnesty
International Report) after the Israelis brutally massacred the
Gazans.

One is left wondering why it is that Israel, with all its nukes, its
savagery, its violation of all international laws, including the
latest incident of violating the sovereignty of Sudan, blatantly
threatening Iran in violation of the basic UN Charter, is deserving of
so much friendship [read dictating to the U.S.] and foreign aid from
the United States of America, and Iran, which has not violated any
laws, is being sanctioned? Mr. Obama should realize that Charisma
cannot maintain effective leadership.

President Obama may have put Turkey last on his first overseas trip,
but in this case, last does not mean least. He’s actually moving this
democratic Muslim country into a position of greater primacy among
America’s foreign partners – as it should be.

This would not have been possible under the previous
administration. Not that President George W. Bush didn’t also recognize
the central role that this strategic country of more than 70 million
people plays in one of the world’s most troubled regions.

But the Iraq war turned Turks off to the US. Very off. Turkish public
opinion of America was among the lowest in the world last year,
mustering just 12 percent approval. The government, a longtime NATO
ally, has been more supportive, taking part in the NATO campaign in
Afghanistan. Still, relations have been at a low.

One senses that Turkey is ready to work more closely with this
president. The "Hussein" part of his name helps. But so does the
fact that the US is preparing to pull out of Iraq. Helpful, too,
is Mr. Obama’s "listening" attitude, though his speech before the
Turkish parliament in Ankara Monday at times sounded like a professor
in a lecture hall.

The potential benefits of a closer US relationship with Turkey are
significant – for both countries.

Turkey sits at a geographic crossroads where religions, petroleum,
and political interests have often collided like tectonic plates. With
a toe on the European continent and its heel abutting the Caucasus,
Iran, Iraq, and Syria – and with its democratic credentials, economic
clout, and Islamic sensibilities – it is in an ideal position to help
the US work constructively in a region that springs conflict.

In recent years, Ankara has been trying to implement a policy of
"zero problems" on its borders. This spade work could prove useful
at a time when Washington is looking to revive the Middle East peace
process and explore dialogue with Iran and Syria.

Turkey has brokered peace talks between Syria and Israel (unsuccessful
so far). It’s brought the leaders of Afghanistan and Pakistan
together. It has attempted to calm relations between Russia and
Georgia. And now it’s involved in a historic effort to open its
border with Armenia – even as the two countries still bitterly
disagree whether the 1915 massacre of Armenians under the Ottoman
Empire constitutes "genocide" or not.

At the same time, the US is uniquely positioned to assist
Turkey. Lawmakers applauded when Obama pledged to strengthen American
support in fighting Kurdish terrorists who launch attacks on Turkey
from northern Iraq. Ankara criticized the Bush administration for
not doing enough.

Obama, too, can speak with special authority in encouraging the
traditionally Christian European Union to move ahead with membership
for largely Muslim Turkey. As America knows, "diversity of ethnicity,
tradition and faith" is a "gain," as he said today, not a minus.

But Turkey itself must "sustain" (i.e., don’t stall) its commitment to
democratic reforms in rule of law and minority and religious rights,
Obama rightly pointed out.

Of course, even best of intentions on both sides will not guarantee
positive outcomes. But through his bridge-building trip to Turkey,
the president brings the US much closer to the possibility of them.

Armenian CB Reduces Refinancing Rate

YEREVAN, April 7. /ARKA/. At its sitting today the Board of the Central
Bank of Armenia (CBA) decided to reduce the annual refinancing rate
by 0.25% down to 7.5%.

The CBA press service reports that, with the inflation environment
resultant from the declining world and domestic demand, inflation
rates proved to be lower that forecast in Armenia despite the AMD
depreciation during this March.

On the other hand, the further decline in external demand, slackened
financial flows and the persistent unfavorable trade conditions have
speeded up the economic decline.

The CBA Board are unanimous that, with the formed and forecast
macroeconomic developments, reasonably combining the tasks of meeting
the inflation targets and of promoting economic activity implies an
expansionary monetary policy. Therefore, reduced refinancing rates
combined with larger scopes are more effective, the report says.

An inflation rate of 1.4% was registered in Armenia this March against
this February, while the annual inflation rate remained unchanged – 1%.

An inflation rate of 4% (±1.5%) is budgeted in Armenia for 2009.

What remained unclear today was whether the criminal case brought
up against "Chorort Ishkhanutyun" journalist Gohar Veziryan would be
quashed or not.

The journalist is charged with disrespectful behavior towards the
court.

During the trial of member of political council of the "Republic" party
Smbat Ayvazyan, according to testimonies of witnesses during inquiries,
Gohar Veziryan called Judge Gagik Avetisyan a schizophrenic and
meek. However, those words are not heard in the recording. According
to Gohar Veziryan, she found the words in the newspaper, but the
bailiffs say that Veziryan said them in court.

During yesterday’s trial defendant Hovik Arsenyan filed a petition
asking the court to put an end to the criminal persecution since
there is no criminal gang.

Accuser Levon Charkhifalakyan asked the judge for time to think, but he
hadn’t shown up to court today and did not inform the judge about that.

Four bailiffs and secretary of the trials will be prosecuted in court
as witnesses.

Judge Gagik Poghosyan decided to postpone the trial and set the date
for the next one on April 10 at 4:30 p.m.

Gohar Veziryan was charged with the 3rd part of Article 343 of the
Criminal Code, which foresees a cut of minimum wage by 300 or 2-3
months in jail.

was plotting to kill President Barack Obama during his visit to Turkey.

The Secret Service in Washington said Monday night that Turkish
National Police arrested the man last Friday in Istanbul. Secret
Service spokesman Ed Donovan said the president was never in any
immediate danger.

White House spokesman Robert Gibbs, who was with Obama in Istanbul
on Tuesday, declined to comment on the incident.

Donovan said the Secret Service is not releasing any information about
the suspect. As standard procedure involving a threat against the
president overseas, the Secret Service is following up with Turkish
authorities regarding the case, Donovan said, AP reports.

"The normalisation of Armenian-Turkish relations should have no
preconditions and it is with this mutual understanding that we have
been negotiating with the Turkish side," said Armenia’s Foreign
Minister Edward Nalbandian in reply to the recent statements of some
Turkish officials.

According to the Turkish officials, the normalisation of
Armenian-Turkish relations is conditioned by other issues like the
resolution of Nagorno Karabakh problem and the process of international
recognition of the Armenian Genocide.

Normalisation of the relations has no linkage to the resolution of the
Nagorno Karabakh problem and has never been a subject of negotiations
towards the normalisation of Armenian – Turkish relations.

It has been said many times, and I want to stress it again, that the
normalisation of Armenian-Turkish relations can never question the
reality of Armenian Genocide.

Today, dozens of states and international organizations have recognized
the Armenian Genocide, which Armenia has welcomed.

Remind that Edward Nalbandian will visit Istanbul on April 6-7 to
participate in the 2nd "Alliance of Civilsations" forum under the
auspices of the UNO. The forum aims to develop the intercultural
understanding and cooperation.
