YEREVAN, 01.12.08. DE FACTO. On November 28 NKR President Bako
Sahakian met in Los Angeles with American-Armenian entrepreneur
Jerry Turpanjian.

According to the Central Department of Information of the Office
of the NKR President, issues related to realization of different
projects in the NKR socioeconomic sphere were discussed during the
meeting. The President rated high the Turpanjian rural development
program carried out in Artsakh within the frameworks of the American
University of Armenia, noting its significance from both the economic
and educational points of views. The Head of the State considered
important to diversify activities in Artsakh which would have a
positive impact on further strengthening the Artsakh-Diaspora ties.

India defeat Armenia to take lead

NEW DELHI: The Indian junior team defeated Armenia 2.5-1.5 in the
first match to take a 1-0 lead at the India-Armenia Friendship chess
tournament at Russian Center For Science and Culture on Sunday.

World Junior Champion Abhijeet Gupta and B Adhiban turned out to be
the winner amongst Indians, defeating 2006 world junior champion Zaven
Andriasian and Samvel Ter Sahakyan respectively on the top and fourth
board.

Grandmaster S Arun Prasad played out a draw with GM Hrant Melkumyan to
ensure an Indian victory after G Rohti was outdone by GM Avetik
Grigoryan on the third board.

The Indians, slightly inferior in terms of average ratings, got a 1-0
lead in the three match contest and the Armenians are expected to hit
back harder in the next match on Monday.

Displaying the form he possessed in his world junior triumph, Abhijeet
bruised and squeezed the defenses of Andriasian on the top board in a
Sicilian defense game.

The Armenian was at sea once Abhijeet got his attack rolling on the
queen side against white’s king and even though Andriasian sacrificed
an exchange, the Indian was simply remorseless. The dye was cast on
the 29th move when Abhijeet initiated the final assault and nine moves
later India scored first victory in the match.

In the another game, Adhiban played true to his attacking style in a
Sicilian Scheveningen defense game where Sahakyan was outdone in the
middle game. Taking a cue from an earlier played game, Adhiban went
for a less played system on the 17th move and Sahakyan took a lot of
time to determine his course of action.

A lightning rod for Turkey’s Alevi community

ISTANBUL – Modern times have called for a leader who would be
courageous and willing to speak up and Ä°zzettin DoÄ?an is
just such a person…

[He] is a committed Alevi and leader in his community and has in fact
the best known name among the Alevis today, nationally and
internationally. The Alevis are facing problems that only a government
can deal with and not just the present one but others in the past that
have promised help just to gain Alevi votes. Prof Ä°zzettin
DoÄ?an could be described as something of a lightning rod.

His comments and pronouncements as one of the leading dedes (elders)
of the Alevi community often attract support and criticism. But he
comes intellectually well-equipped to explain, argue, comment and
pronounce to and for his community.

In spite of white hair, DoÄ?an’s energy and activities make him
seem younger than his 68 years. Born in Malatya to parents who were
both from the families of Alevi dedes, he spent his formative years
there. He went on to study at Galatasaray Lycee, then abroad in
Switzerland and France and eventually obtained a doctorate in law. His
studies and thesis show a special interest in Turkey and its relations
with the European Union from a legal point of view. His experience
left him western oriented but at the same time he hasn’t wanted to
lose the values he has from Anatolia.

DoÄ?an’s continuing to work in academia Ä? he has taught
in universities in Istanbul – shows that he is disciplined, has a good
memory and enjoys reading and learning new things but not just
superficial things, he likes to go to the heart of matters. He also
likes and trusts the young people who are around him.

Where the Alevi community in Turkey belongs has become a bone of
contention since the end of the Ottoman Empire. The Alevis to some
extent agree with the Shiite branch of Islam that believes the
rightful heir of the Prophet Mohammed was Ali, the latter’s cousin and
son-in-law, and his heirs by blood. Hence their name is Alevi or the
follower of Ali, but they are not Shiites. Turkey on the other hand
throughout the Ottoman Empire was Sunni for the most parts and Sunnis
and Alevis believe that the leader of the Muslim community can be
chosen by that community.

Shiite Islam
The followers of Shiite Islam are mostly to be found in Iran and Iraq
and today constitute only about 15 percent of Muslims
altogether. Although the origin of the Alevis is none too clear, they
historically were mostly found in the eastern part of Turkey and
scattered throughout the many villages there. They likely came from
Central Asia in the 10th century. At some point, they mingled with the
mystic sect based on the teachings of Haci Bektasi Veli, a 13th
century mystic philosopher and humanist from Khorasan in northeastern
Iran. Haci Bektasi’s philosophy that was adopted by the Alevis had
three major points: love and respect for all people, tolerance for
other religions and ethnic groups and respect for working people.

When the Alevis began migrating west in search of work and a better
life, they brought their religious beliefs and practices with
them. But the Sunnis had trouble accepting that the Alevis were
Muslims since they followed practices that did not conform to what the
former believed. For instance the Alevis do not believe in fasting
during the month of Ramadan or going to a mosque to pray. They have
their own places of worship known as cemevis and their services
include singing and dancing. The Sunnis who are in the majority and
control the government refused and continue to refuse accepting the
cemevi as the equivalent of a mosque. There are other areas of
disagreement.

Modern times have called for a leader who would be courageous and
willing to speak up and Izzettin DoÄ?an is just such a
person. The dedes in the rural areas had been able to control of the
Alevi communities but this power dissipated as people migrated to the
large cities of Istanbul, Ankara and Izmir and even immigrated to
other countries. Today their role is rather limited to social
activities, rituals and rites and the communal use of the cemevi.

But DoÄ?an is a committed Alevi and leader in his community and
has in fact the best known name among the Alevis today, nationally and
internationally. He writes letters and articles, gives interviews and
speaks at conferences and he has set up his own association, Cem Vakfi
or Cem Foundation. Established in 1995, it has a website and publishes
information on Alevi-ism and its beliefs, has links to its radio and
television stations and provides a host of other information about the
community.

DoÄ?an told the Daily News that he set it up as a means of
warning about the politicization of Islam. "If western democracies
continue with values that rely on intelligence and knowledge that will
neutralize political Islam, I believed that it was necessary that an
understanding of Alevi Islam had to be offered to the Turkish people
anew in order to secure its continuation."

DoÄ?an added, "Turkey has witnessed Alevi-ism slowly appearing
in the light of day. If you don’t provide people with an understanding
of Alevi Islam, the majority will suffer a very great loss and it will
be inescapable that Alevi-ism will become a problem of trust in
Turkey."

DoÄ?an is a staunch supporter of Atatürk and his
reforms. He in fact sees Atatürk as having set out to establish
the Turkish Republic on a new foundation. He explained, "Many people
are unaware that Ataturk wanted the new republic to rest on a new
cultural basis. He established the Turkish Language and History
Societies for this reason and for the first time in nearly 400 years
books related to Alevi-ism were published."

The Alevis are facing problems that only a government can deal with
and not just the present one but others in the past that have promised
help in order to gain Alevi votes. After all the Alevis are several
million strong. But once a political party was in power, its leaders
would renege on their promises. In the most recent general election,
DoÄ?an called on the Alevis to vote for whichever party seemed
to be the most helpful in addressing the Alevis’ problems.

Some of these problems are based on the fact that the government has a
government office called the Directorate for Religious Affairs. This
office considers the Alevis to be Sunni Muslims and therefore should
use mosques instead of cemevis as their places of worship. So it
permits the building of mosques in areas where the majority of the
people are Alevis while limiting the number of cemevis built. This
started in the 1980s and while it still happens, it is much less
frequent than before.

Another problem is the Directorate’s insistence on religious
instruction in school, that is Sunni Islam, on a compulsory basis. The
only children that are not required to attend these classes are those
of minority religions such as Christianity or Judaism. But the catch
has been that questions on the annual examinations for educational
advancement include some on Islam. They’re not compulsory questions
but the added points won from correct answers may mean the difference
between having enough to go on to university or not or winning the
university of one’s choice.

DoÄ?an and other Alevi leaders have their work cut out for
them. DoÄ?an has repeatedly called on the government to
eliminate the Directorate of Religious Affairs or include a section in
it for the Alevis. He is adamant about Alevis being Muslim.

He recently described those who said the opposite as "stark raving
ignoramuses." Such statements have attracted widespread publicity and
don’t sit well with the current government whose members tend to be
religiously conservative. In fact the Turkish government regardless of
which party is in power is trapped in a definition of minority
enshrined in the Lausanne Treaty that was signed in 1923 and allows
for only Orthodox Christians, Jews and Armenians. Alevis are Muslims
and so don’t qualify as a minority even if their practices are
different from those of Sunni Muslims.

There also is a tendency to equate Alevi-ism with being Kurdish,
although most Kurds are not Alevi, thus turning Alevis from a group of
people following the same beliefs into an ethnic group, in a way
politicizing them. One has only to look at the situation in Iraq with
two religiously based political groups, the Sunnis and the Shiites,
and one ethnic group, the Kurds who may or may not have Alevi
members. Just as the Sunnis and Shiites there cannot agree, the Alevis
and the Sunni Turks also cannot agree.

Is DoÄ?an something of a lightning rod? Yes, one could describe
him that way since he doesn’t mind saying provocative things. He
prefers what is concrete although he is open to reform and is bothered
when he thinks that he is faced by a fait d’accompli. And like a good
lawyer, he asks penetrating questions in order to get at the heart of
matters. Tolerance, peace, principles and uniting Alevis and Sunnis
help guide him on his way.

Certainly he faces criticism within his own community from time to
time. The Alevi groups that have formed in groups abroad are sometimes
critical of his actions as well. When DoÄ?an did not attend
anniversary services at the Madımak Hotel in Sivas, he met with
criticism. Thirty-three people, who were there to attend a memorial
service for Pir Sultan Abdal, died when the Madımak Hotel was
set on fire in 1993. Every year since then people have gone there to
lay flowers at the hotel but DoÄ?an didn’t go on this, the 15th
anniversary. Pir Sultan Abdal was a Turkish Alevi mystic poet who
lived in the 16th century until he was hung by Ottoman authorities.

Comparison between Nazım Hikmet and Fethullah Gülen
DoÄ?an also met with reaction in June this year when he
seemingly compared Fethullah Gülen’s stay in the U.S. that
began in 1998 to Turkish poet Nazım Hikmet’s going into exile
in 1950. Gülen himself is a controversial figure who preached a
philosophy of Islam that maintained Muslim faith based on the Qur’an
and added his belief in modern science, inter-faith dialogue and
multi-party democracy. People felt the comparison was inappropriate.

A recent march and meeting in Ankara that Alevi dedes called for met
with DoÄ?an’s disapproval and he didn’t attend. He disapproved
because he felt that the participants shouldn’t just be Alevis. Rather
people who were not Alevis but supported them ought to have been
called as well.

Some of the Alevi community decided in 2005 to battle for their rights
through the Turkish courts and legal system because the Turkish
constitution allowed for freedom of religion. If after the years of
court battles came to naught, then the community would appeal to the
European Court of Human Rights. They are still in the courts. Peace,
cooperation and a communal spirit and having to figuratively fight for
these seem rather like a contradiction in terms. But it has to be done
and DoÄ?an is determined to carry on.

Although all NA deputies were against the government’s bill to raise
salaries of RA Prosecutor General and the 216 judges and leave the
salaries of the executive and legislative bodies the same, today
many deputies pressed the buttons and "conscientiously" voted for
the disputed bill after the first reading.

With 64 for, 2 against and 12 neutral, the government managed to
pass the bill after the first reading. Before the vote, head of the
"Heritage" faction Armen Martirosyan announced that they were not
going to participate in the vote, while member of Rule of Law Hovhannes
Margaryan, who criticized the government yesterday and even proposed
to name the government "modest", announced today that the party is
going to vote for the bill because the government orally approved
one of its oral proposals.

Before the vote, NA Chairman Hovik Abrahamyan informed that the
government and the parliament have come to the agreement to pass the
bill, but without any sign and conceptual changes; however, in March
or April, the government will present to the parliament the plan that
will fix the salaries for civil servants and high-ranking officials.

Today, the parliament also voted on the issues discussed during the
last extraordinary session. The RA law on "Defense" was passed with
88 for, nobody against or neutral.

Belarus today for a two-day official visit.

During the visit the Foreign Minister will have meetings with the
President of Belarus Alexander Lukashenko, Foreign Minister Sergey
Martinov and Minister of Economy Nikolay Zaychenko.

Minister Nalbandian is also expected to meet with representatives of
the Armenian community of Belarus.

Statement of "Republic" party political council

With the obsession of stretching out its tenure, the RA illegitimate
administration is committing acts of violence, setting limits on civil
rights and liberties, keeping dozens of oppositionists as political
hostages in jails and has turned trials into a sham by making the
judges and prosecutors serve the administration.

All verdicts come from the presidential residency and proof of
that is the verdict for member of the "Republic" party political
council and commander of the "Tigran Mets" home-guard Smbat Ayvazyan,
who has been sentenced to two years of imprisonment based on false
testimonies. This is the political retribution of the administration
against one of the leading activists of our party.

The "Republic" party states:

The current RA administration continues to neglect the requirements
set forth in the PACE resolutions 1609 and 1620 and does not take
any steps to defuse the results of the crimes of March 1,

The inadequate positions of the Council of Europe promote the
administration’s authoritarian intentions and are the cause for
public protests.

The "Republic" party states that it is going to fight for the
protection of the rights and release of Smbat Ayvazan and the rest
of the political prisoners and is going to continue to actively
participate in the pan-Armenian movement with the imperative to
establish a legal administration in Armenia as soon as possible.

The 1st Conference of Parliamentary Assembly of Turkic-speaking
countries was held Friday in Istanbul, Turkey.

In his inauguration address, Turkish President Abdullah Gul said the
idea of establishment of Turkic-speaking countries` Parliamentary
Assembly was initiated by Kazakhstan President Nursultan Nazarbayev.

According to him, heads of Turkic-speaking countries supported the
idea of setting up the Parliamentary Assembly`s Permanent Secretary
which will be located in Turkey. The issue, he added, will be discussed
during the Assembly`s second summit to be held in Baku next year.

He also expressed confidence the Baku summit would be very important
to strengthen cooperation among Turkic-speaking countries.

President Gul stressed fraternal Turkic countries had recently carried
out major energy and transport projects which are vivid evidence of
successful cooperation among these countries.

Gul also expressed hope the first conference would inject an impetus to
friendly and cooperative relations among members of the Parliamentary
Assembly.

Attending the event, Speaker of Azerbaijan Milli Majlis Ogtay Asadov
said the Parliamentary Assembly`s establishment would contribute to
deepening cooperation among Turkic-speaking countries` parliaments.

Ogtay Asadov stressed his country attaches special importance to
strengthening solidarity throughout the Turkic world.

Azerbaijani MP Nizami Jafarov said common problems of the Turkic
world such as the Nagorno-Karabakh conflict and the so-called Armenian
genocide could only be resolved by making joint efforts.

He expressed hope Uzbekistan and Turkmenistan would join the
Parliamentary Assembly in the future.

Signing the Agreement on establishment of the Parliamentary Assembly
of Turkic-speaking countries were Chairman of Turkish Grand National
Assembly Koksal Toptan, Milli Majlis Speaker Ogtay Asadov, Kazakhstan`s
Senate Vice Speaker Mukhambet Kopeyev, Speaker of Kyrgyz parliament
Aytibay Tagayev.

On the sidelines of the conference, Ogtay Asadov met with Turkish

YEREVAN, NOVEMBER 24, NOYAN TAPAN. In November 1993 when the decision
on putting the national currency – the Armenian dram into circulation
was published, Armenia was facing numerous economic and social problems
and overcoming the cold winter of 1993. At the same time, there was an
awareness that it was a really historic day as putting the national
dram into circulation meant restoring an independent statehood, the
Armenian Prime Minister Tigran Sargsyan stated at the festive ceremony
to celebrate the 15th anniversary of issuing the Armenian dram and the
115th anniverstary of foundation of the Armenian banking system. The
event was attended by the Armenian President Serzh Sargsyan,
the Chairman of the Central Bank of Armenia (CBA) Arthur Javadian,
government members, the Chair and Deputy Managing Director of the IMF
Murilo Portugal, and representatives of international organizations.

According to the prime minister, "we are proud to have a stable and
reliable national currency and banking system which will allow us to
withstand modern global economic crises".

In the words of A. Javadian, in the years of independence, the Armenian
banking system underwent many ordeals and is ready today to withstand
any challenges. The achievements reached by the sector year by year,
in particular, the constantly improved field, the introduction of
modern information technologies, and the responses in line with
international trends have formed a well-founded trust in the work
and actions of CBA. A.

Javadian said that today Armenia has a national currency regulated by
definite steps, a successful banking system considered as a leading
one in the region, while the country’s population is being more and
more involved in the sector of financial services.

In the opinion of M. Portugal, the fact that the dram is strong and
stable bears evidence of the efforts of the Armenian government and
the capabilities and skills of the Armenian people. It also bears
evidence of the sound financial policy being conducted in the country
and of high capitalization and liquidity of its financial system.

Levon Barkhudarian who was the RA minister of finance in 1993 told
reporters that in that period the situation was quite hard in Armenia,
and the state did not have capital reserves. Nevertheless, the
decision to put the national currency into circulation was a correct
and necessary step, and it was important both in terms of establishing
Armenian statehood and conducting an independent monetary policy.

The participants had the opportunity to see the commemorative
coins of Armenia (all the gold and silver coins issued from 1994
until now) displayed at the fresco exhibition room of the National
Picture Gallery in connection with the anniversary. More than 100
commemorative coins, including 30 gold ones, have been issued in
the indicated period. The first coin was issued in May 1994 on the
occasion of the 75th anniversary of the Sardarapat battle.

A Monument to the Armenian dram was opened at the CBA building on
November 22. Tigran Sargsyan described the monument symbolizing the
dram as a serious work of art. In his opinion, when looking at this
monument, every person discovers something for himself/herself as
people have quite a different attitude to money.

Vatican City (AsiaNews) – The pope is "saddened" and "concerned"
over the situation in Lebanon and the entire Middle East, where the
conflicts continue and persecution against Christians is on the
rise. "Only when the countries involved can determine their own
destiny, and the various ethnic groups and religious communities
accept and respect each other fully, will peace be built on the solid
foundations of solidarity, justice and respect for the legitimate
rights of individuals and peoples."

The visit to the Vatican by Aram I, catholicos of Cilicia of the
Armenians, located in Antelias, near Beirut, gave Benedict XVI the
opportunity to express the "deep concern" of the Holy See for Lebanon
and the entire Middle East – where "tensions and conflicts continue
to frustrate all efforts to foster reconciliation and peace at every
level of civil and political life" – but also to emphasize the progress
in the journey of ecumenism.

Having recalled the positive role played by the see of Cilicia in the
dialogue between Catholics and Orthodox, "we must be hopeful that
this dialogue will continue to move forward, since it promises to
clarify theological issues which have divided us in the past but now
appear open to greater consensus." "I am confident," he continued,
"that the current work of the International Commission – devoted to
the theme: ‘The Nature, Constitution and Mission of the Church’ –
will enable many of the specific issues of our theological dialogue
to find their proper context and resolution."

"Surely the growth in understanding, respect and cooperation which has
emerged from ecumenical dialogue promises much for the proclamation
of the Gospel in our time."

The pope finally recalled the "unspeakable suffering" that the Armenian
people have experienced in the twentieth century, as the culmination
of their Christian testimony.

At the end of the meeting, held in the Sala dei Papi, Benedict XVI
and Aram I presided over an ecumenical celebration in the "Redemptoris
Mater" chapel in the apostolic palace.

The visit of Aram I to the Vatican – where he went in 1997 for
a meeting with John Paul II (in the photo) – will include another
meeting with the pope, on Wednesday, and a series of events including
a visit to the basilica of St. Paul’s Outside the Walls, a prayer
meeting at Santa Maria in Trastevere, the celebration of vespers in
the church of San Bartolomeo on the Isola Tiberina, dedicated to the
martyrs of the twentieth century, conversations with Vatican leaders,
from Cardinal Bertone to Cardinal Kasper to Cardinal Tauran, and a
lecture at the Pontifical Urbaniana University, on Tuesday, on the
topic "The Christians in the Middle East."

ArmInfo. There is no Karabakh problem for Armenia since Armenia and the
people of Karabakh have resolved it long ago, Russian political expert,
academician Araik Sarkisyan told journalists in Yerevan, Friday.

‘I would like to emphasize that today nobody disturbs Armenia and
Nagornyy Karabakh regarding the terms of adopting decision on the
so-called Karabakh conflict settlement since today’s status-quo is
beneficial to all the superpowers which have their own interests in
the region’, – he said.

Sarkisyan thinks the Karabakh conflict is still relevant today only
for Azerbaijan and several Turkish-Jewish circles concerned about
favorable for themselves settlement of the conflict.

‘If Azerbaijan won the war unleashed by itself, I am sure they would
not discussed the Karabakh conflict or speak about compromises as some
of our politicians do. It is already for 800 years that Armenians
have been ceding all the time. Finally time has come to gain’, –
Sarkisyan concluded.
