The three representatives of Armenia appeared on the last day of
the European Youth Judo tournament taking place in Karen Demirchyan
stadium, Yerevan. Artush Lazarian and Gor Khorodyan with 100 and 100+
w/c lost the very first battle and Karen Janoyan in 90 w/c though
overcame the obstacle of the launching round but lost and was left out.

In this tournament Armenia has received 1 gold and 2 bronze medal. The
champion of the tournament was recognized Artyom Baghdasaryan with
73 w/c, and the third place took Davit Lazarian and Tigran Varosyan
with 55 and 60 w/c.

As of September 11, 2009, 315 convicts (including 8 women and 3
minors) were released from Armenia’s penitentiary institutions under
NA Decision on Declaring Amnesty, RA Justice Ministry’s press service
reports.

/PanARMENIAN.Net/ President Serzh Sargsyan has received Farid
Mukhametshin, RF President’s Special Representative for CIS and
Head of Federal Agency for CIS Affairs, who has arrived in Armenia to
participate in Russian Language Days. President noted with satisfaction
that Days of Russian Language are becoming a good tradition in Armenia,
forming inseparable part of bilateral cooperation. Parties stressed
the role of Russian language, as an important tool for intercultural
communication. Mr. Sargsyan said that Russian language is a compulsory
subject in Armenia’s school curricula, and country is taking steps
towards raising the level of its teaching.

Parties also focused on possibilities for cooperation, implementation
of cultural programs and activity of Armenian-Russian Slavonic
University. Armenian President attached much importance to humanitarian
cooperation as a tool of strengthening friendly ties between two
states, RA President’s press service reports.

resigned after defeat (1:2) from Armenian team in the World Cup 2010
qualifying round.

"After the match I informed the players and Belgian Football Federation
President of my resignation. Whatever happened in Armenia vs Belgium
match is unacceptable for me. I cannot stand this," head coach told
Belgian mass media.

Frank Vercauteren headed Belgian national team starting April,
2009. He was supposed to work till January 1, 2010 until a new coach,
Dick Advocaat’s supersedes him. The latter was dismissed form the FC
Zenith on August 9, 2009 and will be capable of assuming his duties
in the near future.

company in Yerevan, Valerie Gortsunian was honored as the Knight of
Art and Education by the Ministry of Culture and Education of France.

In the letter addressed to Valerie Gortsunian French Minister of
Culture Frederic Mitterrand noted that he is glad to award such an
order to a person who was deeply devoted to the spreading the French
culture. According to the Minister, Valerie Gortsunian really deserves
this award who keeps high the colors of France in Armenia and who is
the first in defending Armenia’s colors in France.

Baku, 7 September: At its meeting, the board of the Democratic Party
of Azerbaijan has passed a statement concerning the protocols agreed
between Turkey and Armenia.

According to information received by APA from the party’s press
service, while the party shares the public’s concerns, it urges people
to pay attention to positive aspects in the protocols.

"Building Turkish-Armenian relations in line with the protocols may
seriously help the growth of Turkey’s role in the South Caucasus,
weakening of Russia’s positions in Armenia and considerably facilitate
resolution of conflicts between the South Caucasus states, especially
Armenian aggression against Azerbaijan," [the statement read].

The Democratic Party of Azerbaijan believes that the policy of
reconciliation between Turkey and Armenia will ultimately result in
the liberation of Azerbaijan’s occupied territories.

The gathering also discussed and condemned destruction of mosques
in Baku. The party regards this as a situation that runs counter
to beliefs of the population: "Members of the Democratic Party
of Azerbaijan state that this conduct is a leftover from the
communist-atheist way of thinking and is against spiritual and secular
regulations. We urge the Board of Muslims of the Caucasus to voice
a serious assessment of the situation and to attempt to dissuade the
authorities from such moves."

"OSCE mission’s measuring work in Lachin corridor is a part of
negotiations over the settlement of Nagorno Karabakh conflict",
Spokesman for the Ministry of Foreign Affairs Elkhan Polukhov said
while commenting on Turkish newspaper "Yeni Safak" article about
future of Lachin corridor.

"Yeni Shafak" quoted the diplomatic sources as saying that the OSCE
mission will visit Lachin corridor in the second half of September.

The mission will hold measuring work in Lachin corridor and submit
report on the results of visit to OSCE Minsk Group.

GEORGIA READY TO DISCUSS STATUS OF ARMENIAN LANGUAGE IN GEORGIA

Georgia is ready to discuss the issue of giving the Armenian language
regional status in the country, Georgian Foreign Minister Grigol
Vashadze told Interfax during a working visit to Yerevan on Friday.

"The sides have respect [for each other] and pay attention to all
ideas voiced in Armenia and Georgia. The Armenian president has more
than once said the language [Armenian] should be given regional status
and said it would be useful to discuss this issue. We are ready to
discuss any ideas with our Armenian colleagues," Vashadze said,
commenting on Armenian President Serzh Sargsyan’s statement on the
possibility of the Armenian language being given regional status in
Georgia.

"I want to emphasize: regardless of what status the Armenian language
will have in Georgia, Georgians of Armenian descent enjoy protection
and have the same rights as other peoples represented in Georgia. To
us they are an integral part of our history, our culture," Vashadze
said.

Sargsyan said at the annual meeting with officials from the Armenian
Foreign Ministry’s central administration held in Yerevan earlier,
that "the recognition of the Armenian language as a regional language
in Georgia, the registration of the Armenian Apostolic Church, and the
preservation of Armenian monuments will only strengthen Armenian-
Georgian friendship and mutual trust."

"We should be sensitive, but at the same time consistent and
principled in all these issues," Sargsyan said.

The question on the profits of banks during the crisis period is
relevant not only for Armenia. Actually, compared with Europe and
America, the Armenian banks are just baby talk.

But the problem is that the banks are allocated means from the state
budget in the framework of anti-crisis programs. Thus, instead of
reducing interests on loans and raising rates on deposits, banks gain
enormous profits which are paid as bonuses to their employees, or
rather leadership. For instance, nine banks that last year received
financial assistance from the U.S. government, in the end paid its
staff bonuses of 32.6 billion, according to a report of the Attorney
General of New York.

Things reached the point that France put forward a proposal to limit
banking bonuses. Yesterday, the EU finance ministers announced that
they reached agreement on this issue. Apparently, soon a law will be
adopted which will forbid banks to enrich at the expense of public
funds.

The anti-crisis struggle in Armenia became bank support. The Prime
Minister repeatedly declared that a stable banking system is the key
to victory over the crisis. The government directs the budget means
as well as the loans from international financial institutions to
the banks. It does this for the banks to be able to lend for business
development and mortgage under the relatively low interest rates. But
interest rates of loans remain almost unchanged. Besides the fact that
the refinancing rate in Armenia is much higher than in other countries,
banks do not want to lose excess profits and do not lower interest
rates. Recently, the central bank again lowered the refinancing rate,
but judging by everything it did not cause excitement in the credit
market.

According to the representative of the International Monetary Fund in
Armenia Nienke Oomes, "unfortunately the link between the Central Bank
refinancing rate and the interest rates of banks is not strong enough".

It turns out that public funds (and borrowed funds from abroad will
also be included in the "gold fund" of public debt), instead of
developing the economy, settle in the pockets of bankers. And here
the banking system becomes not the guarantee of economic stability
but an obstacle to its development. Armenia does not necessarily have
to wait for the enactment of legislation in the EU, the government
can now think about the law which enables banks keep only a fee for
services and a small commission.
