A few weeks ago, a new CD by the violist Kim Kashkashian arrived in
the mail. She plays pieces by Armenian and Israeli composers on the
disc, and after popping it into the CD player, I was amazed to find
myself blown away by the title track.

It’s called Neharot, Neharot. That’s Hebrew for Rivers,
Rivers. Kashkashian says it’s about war and grief.

"The piece refers specifically to the weeping and mourning of women
before, during and after war," Kashkashian says, although the music
wasn’t originally intended to reflect that.

Israeli composer Betty Olivero was writing a piece for Kashkashian
to play when war broke out across Israel’s northern border. Rockets
were flying. People were dying, and grieving. And those events forced
themselves into Olivero’s composition.

It’s scored for two string ensembles — that often play against each
other — an accordion, percussion and, of course, Kashkashian’s
viola. (You can hear an excerpts of the music on the left side of
this page.)

Reaching Inside ‘Neharot, Neharot’

The music quotes liberally from Middle Eastern melodies and songs of
mourning, Kashkashian says. There are also quotes from a madrigal by
the Italian baroque composer, Claudio Monteverdi, which sound just out
of reach — just beneath an only partially penetrable, dark surface.

"The piece starts very, very dark," Kashkasian explains. "The two
orchestras play a dissonance both harmonically and rhythmically,
and the accordion is joining the second orchestra. So that’s how the
piece opens, and what you’ve got is a picture that’s already distorted
from the very beginning."

The music becomes more conflicted, and then the mournful lament of
violas begins. Not Kashkashian’s, but those of the ensemble.

"What Olivero’s done is darken the picture, make us a little confused,"
Kashkashian says.

Some nine minutes into these musical allusions to war and grief, it
becomes explicit. The taped voices of women crying out in mourning
seem to appear from the haze, intertwining with Kashkashian’s viola.

She says the challenge for her in this piece is not to play like a
classical violist. Kaskashian tries to match the singers in a way
she describes as more vocal than instrumental.

Within a few minutes, there’s some resolution, some familiar
intervals. But I found the memory of those voices stayed with me —
they are actually laments that professional mourners sing in Arabic
and in Kurdish. For me, it demonstrates the paradox of recording. I
can listen to them over again. I can read liner notes that describe
how the composer came by the idea. But nothing substitutes for the
first hearing — when it is new, powerful, disorienting and painful.

"It is a paradox," Kashkashian says. "For all of us interpreters, we
face the paradox of having a given text, which stays the same. It’s
our job to be true to it and yet to make it new every time we get
on stage."

Cyprus Has Always Stood By The Side Of Armenians

Cyprus has always stood by the side of the Armenian people with
regard to their struggle for recognition of the Armenian Genocide,
pledged House of Representatives Speaker Marios Garoyian.

In his opening address on Wednesday at the Conference on "The Armenian
Genocide and International Law" in Beirut, Garoyian noted "whether
committed in times of peace or war Genocide constitutes a crime,
condemnable and punishable under International Law".

Garoyian said that "although the United Nations Convention on the
Prevention and Punishment of the Crime of Genocide provides for
an effective international tool against this crime, adhering to a
Convention is only the first important step of what should actually
and ultimately be pursued".

Referring to the Armenian Genocide, Garoyian said that the Genocide
of one and a half million Armenians by the Ottomans, in and around
the year 1915, undoubtedly constitutes such a crime, for which Turkey
has been toiling to prevent recognition.

"Notwithstanding the importance of historical recognition of crimes, so
that impunity does not gain the upper hand in international law, it is
imperative that all nations proceed to a straight-forward recognition
of genocides, including the perpetrators of the crime", he said.

Cyprus, he added, "has always stood by the=2 0side of the Armenian
people with regard to their struggle for recognition of the Armenian
Genocide".

"Further to the fact that, for Cyprus, this constitutes a matter
of principle, in terms of justice and international law", he said,
"it is also a small sample of appreciation and gratitude towards
all Armenians’ stance to Cyprus’ struggle for reunification of our
country. Solidarity between the Armenian and the Cyprus people is
indeed mutual", he stressed.

He noted that it was not circumstantial when the late Spyros Kyrpianou,
then Minister of Foreign Affairs of the Republic of Cyprus, first
raised the point, in the mid 60s, of the recognition of the Armenian
Genocide from the UN General Assembly podium.

The Cyprus House of Representatives has been one of the first
Parliaments to adopt a relevant resolution in 1975, followed by other
resolutions in 1982 and 1990. Equally important, the 24th of April has
been declared by the Cyprus Parliament and Government as a Memorial
Day of the Armenian Genocide, the House President told the conference.

These are actions of solidarity, open and unequivocal declaration of
principles and a demand for the restoration of the historic truth,
Garoyian said.

Cyprus and its people, he said, have many more reasons to understand
the injustice of the Armenian Genocide and this is not just due to
the existence of a vibrant community of Armenians living in Cyprus,
b ut also due to the implementation of Turkey’s policy of ethnic
cleansing against Cyprus’ population during the 1974 invasion and
the continuing occupation of 37 percent of our country’s territory.

"Not only one third of Cyprus’ population was forced out of their
homes, but also Turkey proceeded to a still continuing massive
colonization of the occupied area and to the destruction of the
religious and cultural heritage in the same area. Among the places
of worship that were destroyed and/or left to perish, not least,
is the Church and Monastery of Sourp Magar", he noted.

"We, as parliamentarians, have a duty to raise our voice in all
possible fora in the international arena so that the truth is heard
and understood and so that history does not repeat itself", Garoyian
warned.

He noted that interests cannot be pursued at the cost of principles
and justice. "Economic, political and geostrategic interests should
not dictate the international community’s response to illegality
and crimes.

Principles should not be negotiable, nor should they be sacrificed
on today’s power chessboard", he added.

"The prevention of recurrence of such atrocities must be our primary
aim and collective action with regard to this could be the most
effective solution", Garoyian said.

He remarked that as an Armenian himself, Armenians of the Diaspora
are a closely knit community and are indeed indebted to many countries
standing up as a second home to them. I take this opportunity to thank
all countries and their peoples, that have embraced the Armenians of
the world, including, of course, Lebanon and Cyprus", he concluded.

"The current authorities want to "throw" the burden off their shoulders
and that is why they say that the protocols must be ratified by the
parliament," former NA chairman Babken Ararktsyan told "A1+".

"The Constitution separates the responsibilities of the National
Assembly, the President and the Government. There must be political
will and determination instead of throwing the burden on other people’s
shoulders," says Ararktsyan

Ararktsyan has generally been in favor of normalization of
Turkish-Armenian relations since the 1990s."But we must understand
what price we are paying for that. Once, for the first time, chairman
of the USSR Committee of Ministers Kosigin announced that the Soviet
Union has no territorial claims from Turkey and that caused a heated
reaction not only in Armenia, but in the Diaspora as well. Then Robert
Kocharyan made a similar announcement, but they were just oral. Now
the borders will be set on paper; in other words, this is between
two states," says Babken Ararktsyan.

Ararktsyan is also concerned about the timeline for discussions and
consultations.

"The issue had to be solved through serious, detailed discussions
and not through a six-week discussion. Leading this most significant
and fatal issue based on some football game timeline is an immoral
attitude toward the issue concerning Armenians everywhere."

Ararktsyan views the recent dangers of war in the context of the
propaganda.

"They are presenting the danger of war to our people so that they
can justify that there would be a war otherwise."

Babken Ararksyan also knows that the protocols are directly tied to
the Nagorno-Karabakh conflict resolution. "I think that all possible
and impossible concessions were made before the Turkish side agreed
to this kind of protocol."

According to Ararktsyan, the Turkish side tried to present the issue
of the Turkish-Armenian commission in secret, but it is clear that it
is stated in the document and thus, the genocide issue is not only
excluded from the agenda of the international community, but it is
also out of the relations between Turkey and Armenia.

Serzh Sargsyan has clarified that there will be a sub-committee of the
intergovernmental commission. In response to that, Ararktsyan said:
"That is another god-for-saken slyness. It just has to be translated
into normal words and everything will be clear."

/PanARMENIAN.Net/ MP Khachatur Sukiasyan has surrendered to
authorities, Spokesperson of RA General Prosecutor’s Office Sona
Truzyan told a PanARMENIAN.Net correspondent.

Sukiasyan voluntarily gave himself up to special investigative service
and was put under arrest.

According to Truzyan, MP was accused of crimes prescribed by Section
1, Article 225 of RA Criminal Code (Organization of mass disorder,
accompanied with violence, pogroms, arson, destruction or damage to
property, using fire-arms, explosives or explosive devices, or by
armed resistance to the representative of the authorities).

Macro-entrepreneur and RA parliament member Khachatur Sukiasyan was
being searched by the Police for being involved in organization of
March 1-2 mass disorders in Yerevan.

Social Democratic Party Hnchakyan party made a statement in connection
with the release of texts of the Armenian-Turkish protocols. The
statement asserts that a thorough study of the protocols will indicate
the beginning of the process of unilateral concessions on the part of
Armenia. Recognizing the territorial integrity and inviolability of
borders of third countries, Armenia, in fact, recognizes Artsakh as
part of Azerbaijan. By agreeing to the establishment of a commission
to study historical issues, Armenia will close the issue of genocide
recognition. Recognizing the present border between both countries, in
fact, Armenia will recognize the Kars Treaty imposed on the Armenians.

Although the border was spoken to be open without any precondition,
however, the study of texts of the protocols suggests that we are
proposed to pay a huge price for the opening of borders. If the price
is the refusal to recognize the genocide, it is not anything else but
a betrayal of national interests, the statement says. Adopting the
"road map" on Armenian-Turkish relations, our people have not only
to renounce their territorial claims, but also to exclude their
Karabakh’s participation in the negotiations.

We have repeatedly stated that the normalization of the Armenian
and Turkish relations is impossible without the participation of the
Diaspora, whose existence is attributable to the genocide implemented
by Turkey, is said in the statement.

The proposed documents are not acceptable for the SDHP and we are
ready to use all our capabilities to thwart the ratification of these
protocols, the statement runs.

Armenia’s acceptance of Turkish-proposed protocols will fully satisfy
Turkey’s desires.

Azerbaijan President Ilham Aliyev and visiting top Turkish diplomats
had talks in Baku over the weekend on recent developments in the
Caucasus, the Anatolia news agency reported. The meeting among Aliyev,
Foreign Ministry Undersecretary Ambassador Feridun Sinirlioglu and
Ambassador Unal Ceviköz, the deputy undersecretary for the Caucasus
and Central Asia, was held on Saturday following a Friday telephone
conversation between Aliyev and Turkish Prime Minister Recep Tayyip
Erdogan.

During Friday’s conversation Erdogan briefed Aliyev on normalization
efforts between Turkey and Armenia, while Aliyev informed Erdogan
about developments regarding the resolution of the Nagorno-Karabakh
dispute between Armenia and Azerbaijan, Prime Minister Erdogan’s
office said in a written statement.

Ahead of their departure from Baku later on Saturday, Sinirlioglu told
reporters that they explained Turkey’s views to Aliyev concerning
both the normalization efforts between Turkey and Armenia and the
resolution of the Nagorno-Karabakh dispute between Armenia and
Azerbaijan, without elaborating further, Today’s Zaman reported.

49,134,975 at AMD 374.82/1 US Dollar and sold USD 56,302,217 at AMD
376.58/1 US Dollar.

In the same period, sale/purchase transactions in inter-bank market
totaled USD 1,000,000, at an exchange rate of AMD 375.90/USD 1.

NASDAQ OEMEX did not carry out any transaction in the above period, RA
Central Bank’s press service reports.

On August 17-23, USD loans totaled 9.4 billion, and AMD loans – 15.5
million.

inflation and high economic growth, finance minister of Armenia Tigran
Davtyan told a press conference on Friday.

According to him, Central Bank of Armenia continues the policy of
reducing the refinancing rate, which is fully welcomed by the ministry
of finance. "The process of reducing the refinancing rates continue,
and it stimulates the economy. We would be happy if the central bank
will continue reducing it, but the task of the central bank is not
only in stimulating the economy, but also curbing the inflation level.

Optimal refinancing rate ensures low inflation and high economic
growth," he said.

Nevertheless, according to the minister, positive trends observed
recently shape the "cheap money".

On August 11, 2009 the Central Bank of Armenia decided to reduce the
refinancing rate by 0.25 percentage points to 5.25 per cent per annum.

At the beginning of the year the refinancing rate was 8 per cent and
was reduced six times since March 3, when the central bank announced
a return to a floating rate policy and raised the refinancing rate
by one percentage point to 7.75 per cent per annum.
