Economic gloom is raising the need for measuring the reach of various
media, especially the digital media which is gaining ground and faith
of media agencies. Realising that requirement, Effective Measure
conducted an online survey in which it looked at 555 million page
impressions in the Middle East during June. Scott Julian, CEO of
Effective Measure, said this represents approximately nine million
unique internet browsers and 32 million user sessions. Defining the
need of this survey, Julian said: "The survey results will help a
number of groups in the region. "Firstly, we think consumers will
benefit because publishers will be better able to tailor their content
towards their audience. Meaning more relevant, more interesting
content on what really interests people. "Secondly, publishers and
advertisers will benefit by being able to better understand who is
looking at their content, and what products and services are attractive
to these people, enabling them to make better advertising decisions."

Effective Measure uses this information in conjunction with opt-in
survey data to understand the demographics, behaviour, lifestyle,
purchasing habits, motivations and influence of browsers. "The sheer
scale of measurement that Effective Measure are now undertaking in
the Middle East makes it the most comprehensive and accurate tool for
assessing internet users in the region," said Julian. This allows a
precise understanding of how user patterns and the profile of these
users change throughout the seasons, particularly during summer
holidays and Ramadan. It also ensures the results are representative
and statistically reliable with more than 30,000 people participating
in the survey to date, with growth expected to remain at above 10,000
every month. The survey covers Saudi Arabia, the UAE, Egypt, India,
Morocco, Algeria, Pakistan, Jordan, Kuwait, Ethiopia, Syrian, the
Philippines, Iran, the US, Britain, Bahrain and Armenia. Dan Healy,
CEO of Real Opinions, Effective Measure’s Middle East distributor,
said they had trained more than 50 internet media buyers in using the
newly available data. "We work with the buyers to help them ensure
their internet advertising is efficiently used to focus on websites
their target audience visit, when they are there and how they behave
when they arrive," said Healy. "Effective Measure has been positioned
to allow all websites to participate and it allows all media buyers
to assess the uniqueness of visitors, no matter how big or small
they are. "Advertisers want to focus on who are visiting websites
and to gain an accurate understanding of the number of people they
are reaching – this has not being entirely possible before."

Majority of the surveyed responded in English (54.68 per cent), while
39.13 per cent responded in Arabic and the remaining (6.19 per cent)
in French. Analysing this data over time will help websites to see
the impact their website modifications are having from an end-user
perspective and how to improve further. Results collected so far show
that the average length of time on websites range from 20 seconds
to two minutes. This has a dramatic impact for those advertising on
websites seeking to maximise the length of time their advertisement is
exposed to visitors. "At the end of the day, media buyers are being
held accountable with what they have been able to achieve with their
expenditure. And Effective Measure increases the transparency and
impact advertising has," said Healy. According to Healy, Effective
Measure’s single most important feature is Digital Helix which solves
the issue of over calculation of unique website visitors caused by
visitors deleting cookies. "Don’t let others pretend that this isn’t
an issue," said Healy and added: "The global industry has been looking
at this for many years as over-calculation of visitors has increased."

Middle east web users Who is browsing from the Middle East: – 70 per
cent of the audience is male (on some websites more than 60 per cent

During his Yerevan visit President Saakashvili stated that the
southern Caucasus countries should strengthen their economic ties
and suggested the creation of a common economic zone. Analysts have
positively assessed this idea although mentioning that it is unlikely
to be fulfilled in the near future. Saakashvili also mentioned that
due to the Armenia-Azerbaijan conflict this zone could not yet be
fully implemented but said initial steps will be taken by Armenia
and Georgia.

Some analysts think that economic integration between Georgia and
Armenia could face some difficulties because of their different
political orientations. Armenia is almost completely bound to the
Russian economy but Russia considers Georgia its number one enemy
and through its aggression has cut all economic ties between the
two countries.

It is interesting to note that Saakashvili initiated the creation of
a Caucasus market soon after the Rose Revolution during his visit to
Baku. Georgia was then clearly the leader among the three countries as
it had the ability to act as a mediator between Armenia and Azerbaijan.

Armenia will probably hold extra parliamentary elections in the second
half of 2009, according to Marxist party leader David Hakobyan. "The
President can’t rely on the current parliament," he said. "If the
parliament is not re-elected, Armenia may see an extra presidential
election." He said will not join any force in case of parliamentary
elections. He also said that a member of parliament should not be
engaged in business. "Unfortunately, politics in Armenia has become
a business," Hakobyan said.

political forces’ agenda for over 20 years. A positive solution to this
issue will promote further strengthening of Armenia," RA Republican
Party Leader Galust Sahakyan told a news conference.

When questioned by PanARMENIAN.Net reporter, if RA Parliament
might accept opposition -initiated resolution on acknowledging the
independence of Karabakh along with 7 liberated regions, registered as
a security zone in NKR Constitution, Galust Sahakyan responded that
Armenia doesn’t need legal implementation of what actually belongs
to it. "Opposition forces pose issues they will not be able to bear
responsibility for," he noted.

Galust Sahakyan emphasized that the issue should be resolved
diplomatically, and expressed an opinion that NKR conflict settlement
will enter a more active phase after 2012. When asked if his forecast
are linked to the nest parliamentary elections, Sahakyan replied
that together with growing new generation of determined people,
our generation will give final answers to all questions.

"As to final NKR conflict resolution in 1994, it has only to be made
legally founded", he noted.

of ruling Republican faction Galust Sahakyan told a news conference.

But if Culture Ministry was found responsible for certain omissions and
extra expenses, the first thing to be done is to check reliability of
such information and get familiarized with law enforcement agencies’
reports.

Chairman of Controlling Chamber submitted report on the Activities
of Culture Ministry in 2007-08. Ministry was found responsible for
spending extra sums in the amount of AMD 61 million 499 thousand
which should have been returned to the Budget.

A sum of AMD 118.5 million was allocated for the Monument Preservation
Program. Exhibited photographs displayed the awkward state Hnevank
church. The destroyed part of the building was repaired by stone
fragments found by chance.

Controlling Chamber found financial violations in other spheres
as well. Thus, back in 2006, the Ministry allocated AMD 14.9 for
Sayat Nova opera which hasn’t been staged so far. The allocations
to the "Union of Theatrical Figures" NGO comprised AMD 11 million
780 thousand, but having doubts as to the reliability of documents
submitted, the Controlling Chamber demanded that a sum of AMD 8.6 be
returned to the State Budget.

ANKARA – The signal remains strong for reconciliation between Turkey
and Armenia as the Turkish state broadcaster’s head of radio reveals
plans to begin TV broadcasts in the Armenian-language within a year. ‘I
sincerely am working for the common future of the two peoples,’
says a member of the broadcasting team.

Just months since it began radio broadcasts in Armenian, state-owned
Turkish Radio and Broadcasting Corporation, or TRT, is now preparing
to launch an Armenian television channel.

According to a source, who declined to be named, initial efforts to
broadcast in Armenian began after a meeting between President Abdullah
Gul and his Armenian counterpart, Serge Sarkisian, last September
when Gul visited Yerevan for a football match between the national
teams of both countries. One team will prepare the television and
radio broadcasts together.

TRT Radio Bureau and Foreign Broadcasts Director Å~^enol Göka
confirmed that Armenian television broadcasts would begin within a
year. Göka refused to provide any details on preparations, but did
say the rate of work was accelerating.

In April, Ankara and Yerevan agreed on a "road map" deal for
U.S.-backed talks leading the way to normalizing ties and opening the
common border, which Turkey closed in a show of support of Azerbaijan
in 1993 after the Armenian occupation of Azerbaijani territories in
the disputed Nagorno-Karabakh region.

Armenia accuses Turkey of failing to recognize the 1915-era killings
of Armenians within Ottoman Empire as an act of genocide. Turkey
says hundreds of thousands of both Turks and Armenians died at the
time due to communal violence and wartime conditions, but rejects
allegations of genocide.

"We are ready to normalize relations without preconditions and are
hopeful that Turkey too will take that path, "Foreign Minister Edward
Nalbandian said.

"As for Turkey’s part, I can only express hope that Turkey will not
retreat," Nalbandian said in response to a question from an Armenian
reporter at a joint-news conference with Foreign Minister Sheikh
Abdullah bin Zayed al-Nahayan of the United Arab Emirates on Sunday
in Yerevan.

The plan was to launch the radio channel in June but it was
brought forward to April 2 so that broadcasting could begin before
U.S. President Barack Obama’s state visit on April 5.

Göka said the decision to launch a radio channel in Armenian was
made about 18 months ago. Broadcasts in Armenian carry a message
to Armenia and the world, said Göka. "We are tackling the common
history of the two nations. We are emphasizing our joint values in
order to strengthen the links between the two people."

Most popular broadcaster

He said TRT was proud to be one of the most popular broadcasters
in Armenia. But, he also criticized the head of the Armenian state
broadcaster, Alex Haroutunian, saying: "He was in Turkey a few
weeks ago and made a statement about how he did not know about TRT’s
broadcasts in Armenian. To tell you the truth, I was very upset. The
only thing I will say is that they knew about the broadcasts." The
two signed a deal last year to prepare joint programs.

When asked about the Armenian broadcasts in the Eastern Armenian
dialect, which is used mainly in Armenia rather than the western
dialect used by Turkish Armenians and the Armenian diaspora, Göka
said: "In the beginning, when we decided to launch such a service, our
target audience was Armenia, not Istanbul. We see these broadcasts as a
key to developing good relations with Armenia." Speakers of western and
eastern Armenian dialects are virtually unintelligible to one another.

Göka also said he could not understand all the controversy surrounding
TRT’s broadcasts in Armenian, noting that TRT radio broadcasted in
31 different languages. The team in charge of the Armenian broadcasts
has been kept away from the public’s eye.

Armenia-born Ernest Margarian is a member of that team. Margarian,
who told the Hurriyet Daily News & Economic Review that he was making
public his identity for the first time, said he had moved to Turkey
in 2004 and decided to settle in Ankara. When asked why he chose
to hide his identity, he said: "I didn’t really have a reason. I am
not really doing anything that will attract criticism. I just didn’t
want to become a public person." Any potential criticism from Armenia
for what he is doing does not discourage him, he said. "Because I
sincerely am working for the common future of the two peoples."

Business Environment Index Grows By 12 Per Cent Over Second Quarter

BUSINESS ENVIRONMENT INDEX GROWS BY 12 PER CENT OVER SECOND QUARTER

/PanARMENIAN.Net/ Business Environment Index in Armenia has grown by
12 per cent over the second quarter of 2009 compared with the first
quarter and declined to 37.6. Consumer trust index has reduced by 4.2
per cent over the second quarter of 2009 reaching 43.2. The business
Environment and consumer trust indexes have reduced by 23.5 and 12.3
per cent respectively compared with the same period of 2009.

As the Central Bank of Armenia reports, over the second quarter of
2009 economic activity index reached 56.9 per cent, which is 18 per
cent higher than during the first quarter. The economic activity index
has reduced by 28.2 per cent as compared with the same period of the
last year.

819 enterprises in industrial production, construction and services
and 1804 households participated in the Central Bank’s survey from
the capital and all regions of the country.

Lydian International Ltd (TSX: LYD) said it has begun its 2009
drilling program at the Amulsar gold discovery in Armenia aimed at
delineating the extents and reveal the size potential of the gold
mineralized system.

It has contracted International Drilling Services for 14,000 metres
of combined diamond and reverse circulation drilling.

Drill holes will step out systematically from a centre corresponding
to the current 1 million ounces resource and will follow extensions
of known surface gold mineralization and corresponding subsurface
geophysical anomalies over an area of at least 6 square kilometres.

Lydian was recently granted a 25 year mining license at Amulsar
and has now merged existing exploration licenses such that the
mining license is surrounded by 113 square kilometres of contiguous
exploration licenses.

President and CEO Tim Coughlin said: "Last year’s program was designed
to define an initial resource and satisfy regulatory requirements
leading to the granting of our mining license. Now, following
regulatory approval and the successful amalgamation of surrounding
exploration licenses, the aim for 2009 is clearly to step out and
test the true size potential of this exciting new gold discovery."

Document Points To Alleged Military Plot Against Turkish Government

DOCUMENT POINTS TO ALLEGED MILITARY PLOT AGAINST TURKISH GOVERNMENT

Under conditions of economic crisis and social polarization,
tensions between the Islamist and the secularist wing of the Turkish
establishment are continuing to fester below the surface.

On June 12, the daily newspaper Taraf published a new document, which
allegedly reveals fresh plans by the Turkish military to discredit
and destabilize the ruling Islamist Justice and Development Party
(AKP). The plans include a frame-up to weaken the most powerful Sunni
religious sect in Turkey, led by Fetullah Gulen. The action is also
designed to give support to members of the military who were arrested
as part of the ongoing Ergenekon investigation and court case.

Ergenekon is a clandestine, ultra-nationalist organisation, composed
of retired generals, top bureaucrats, mafia members, leading members
of the Kemalist-Maoist Workers Party, and some journalists. Popularly
known as the "deep state," its aim is to topple the government.

The document is entitled, "Action Plan to Fight against Reactionaryism"
and is dated April 2009. It contains a detailed, multi-step plan
drawn up by Naval Forces Senior Colonel Dursun Cicek and submitted
to a department of the General Staff. It was seized in the office of
Serdar Ozturk, lawyer of a retired colonel who was arrested earlier
this year on charges of being a member of the Ergenekon gang.

According to media reports Colonel Cicek is commissioned in the
Operations Command 3rd Support Unit, which replaced the notorious
Psychological Warfare Department some time ago. This means that
the alleged plot was actually tailored in the very centre of the
General Staff.

In his column dated June 15, Ihsan Dagi of the Islamist English daily
Today’s Zaman summarises the measures contained in the plan as follows:
"Planting weapons in some people’s houses and then making it seem as
if they belong to people from the Gulen movement, and then trying to
paint them as terrorist organization; conspiring to provoke hatred
amongst Sunnis and Alevis by fabricating anti-Alevi documents in Sunni
households; fabricating information about the suspects in the Ergenekon
trial and misleading the court; using controlled Islamists leaders
to create a fabricated threat of Shariah; using media to discredit
the Gulen movement and the AK Party; creating division inside the AK
Party through agents planted inside the party; portraying the Gulen
movement as in cooperation with the outlawed Kurdistan Workers’ Party
[PKK], the CIA and MOSSAD; appearing on TV and radio and making false
confessions about the Gulen movement, etc…"

The "action plan" also envisages the systematic production of
provocative and chauvinistic news/rumours about Greece and Armenia
in order to widen and strengthen support for right-wing nationalist
parties.

The plan calls for launching a propaganda campaign to emphasise that
the military personnel who are detained or arrested as part of the
Ergenekon operations are in fact innocent and were put behind bars
just because they are against the reactionary powers that are trying
to overthrow the secular regime in the country.

The example of retired Brigadier General Veli Kucuk demonstrates the
true colours of these "innocent" patriots. Throughout the 1990s,
Kucuk was heavily involved in the "deep state" and its network of
covert groups that targeted members and supporters of the Kurdistan
Workers’ Party (PKK) as well as common Kurdish people. Kucuk was one
of the main figures in the "Susurluk affair" of 1996, which brought
to light the close links between security forces, mafia gangs and
Grey Wolf fascist death squads. Later on, his name was mentioned in
connection with the murder of the leading judge at the administrative
court in 2006. It was learned that Kucuk had known the perpetrator,
the lawyer Alparslan Aslan, who had links to the same milieu of mafia
and fascist groups.

In the 1970s the so-called "deep state" carried out numerous
assassinations and destabilisation operations against the workers’
movement and left-wing organisations.

The General Staff’s "response" On the day the news report hit
the headlines, the General Staff announced it had launched an
investigation into the claims published in Taraf. At a weekly press
briefing, Brigadier General Metin Gurak told reporters, "An order
has been given at once to the General Staff’s Military Prosecutor’s
Office to thoroughly investigate the issue." When asked what would
be probed, the document’s accuracy or who leaked it to the press,
Gurak avoided a clear answer and repeated; "the issue would be
thoroughly investigated."

Three days after Taraf’s news report was published, the General
Staff issued a short statement claiming that the document "has not
reached our office yet. It will be made certain whether the document
is genuine or a fake one."

In the press there are conflicting press reports about the
authenticity of the document. Generally, the Kemalist-leaning media,
citing military sources claim it to be fake while Islamist-leaning
papers, citing police sources, claim it to be authentic. But there
are many reasons to believe the document may be genuine. This latest
"psychological war" plan creates the sense of déja vu for anybody
who closely follows the recent history of Turkish political life.

If the documents were forged, it is likely that the General Staff would
have shown evidence of this straight away. The military has already
staged three coups between 1960 and 1980. In similar incidents in the
recent past, the General Staff adopted the same "policy" of neither
denying responsibility nor accusing the publishers of such documents.

A few hours after the publication of the document a military court
decided to impose a ban on the media coverage "for the protection of
public order." As Resat Petek, a former chief prosecutor told Today’s
Zaman, this is a "scandalous" decision adding, "There is nothing
regarding this issue that threatens public order." Petek also said,
"It is illegal to impose a media ban on a document that was already
published."

The decision of the military court strengthens the belief that
the document is authentic. On Monday legal representatives of
Taraf appealed to an Istanbul court calling for the removal of the
broadcast ban.

On Tuesday Taraf published an interview conducted with a retired
general whose name is kept anonymous by the paper. He confirms the
authenticity of the "action plan" and said, "The preparation of the
document began in January. Two drafts of the plan were submitted to
senior military members." According to his remarks, there are other
military documents outlining similar plans.

Underlying reasons Given the extreme divisions and loss of credibility
and influence on the part of the "secularist" parties, only one force
within the Turkish political establishment that is capable of removing
the AKP government is the military. This continuously threatens the
regime with serious and uninterrupted instability and crisis.

After becoming the ruling party, the AKP distanced itself from the
traditional line of the Turkish Islamist movement, known as the
"national view" doctrine, and adopted a very friendly approach to
Europe and the West and global finance capital. At the same time,
the AKP has sought to further the interests of the Islamist wing of
the Turkish bourgeoisie and has steadily undermined the hegemonic
position of the "secular" wing of the ruling class.

Recently it hardened its line and started to hit out at leading
members of the rival faction of the Turkish bourgeoisie, particularly
the Dogan Media Group. Its deliberate refusal to sign an IMF deal
ensuring the repayment of private debts coming to maturity this and
next year–mainly owned by "secularist" capital– has led to increased
tensions. The Islamist businessmen’s association MUSIAD has repeatedly
spoken out against signing a new standby deal with the IMF.

Although there are many aspects attached to this conflict, including a
struggle between different cultural lifestyles, in the final analyses
it is a cutthroat struggle over financial resources between two rival
factions of the ruling elites. This internecine war is taking place
within the overall context of an international financial crisis and
rising class conflicts, as well as growing tensions in the Middle
East provoked by the American aggression against Iraq and US threats
against Iran.

A warning to the working class The recently leaked "action plan" is
the latest indication of the danger of military intervention not only
against the AKP government. The removal of a democratically elected
government by a campaign of "psychological warfare" would represent
a massive attack on the democratic and social rights of the working
class. Preparations for such a coup are unfolding in a climate of
nationalism and chauvinism spearheaded by the Turkish military itself
and fuelled by the bourgeois parties (both right-wing and the nominally
"left-wing") as well as a section of the news media.

Opposition to the plans of the military however, in no way implies
political support for the AKP or any other bourgeois force, which is
incapable of defending the democratic rights of the working class,
let alone assuring a decent standard of living for the toiling masses.

After suffering a humiliating defeat in the 2007 national elections,
the Turkish military decided to wait in the shadows to restore its
credibility, while in a carefully planned fashion assigning the
judiciary with the task of putting the AKP out of commission. In
response the AKP and the Islamist movement at large, which control
almost the whole police apparatus as well as a section of the
judiciary, responded with the Ergenekon case. The timing of different
detention waves carried out as part of the Ergenekon case was far
from being accidental and was essentially designed to achieve the
political aims of the AKP.

The class character of the Ergenekon case determines its
limitations. It deliberately limits itself to acts of sabotage and
assassination relating to the destabilization of the AKP government and
ignores its activities targeting the Kurdish nationalist movement,
the workers movement and left-wing parties. There are also many
indications that the AKP and the Islamist prosecutors are using the
probe and court case to suppress dissent.

Genuine democracy can only be achieved through the development of
a politically independent movement of the working class based on an
internationalist socialist program and the struggle to establish a
workers’ government.
