President of the Republic of Armenia Serzh Sargsyan will leave for the
United Kingdom of Great Britain and Northern Ireland on a three-day
working visit. The delegation comprises His Holiness Garegin II,
Supreme Patriarch and Catholicos of All Armenians, Foreign Minister
Edward Nalbandian and the Mayor of Yerevan, Gagik Beglaryan.

Within the framework of the working visit President Sargsyan will
have meetings with Queen Elisabeth II, Foreign Minister David Miliband
and Prince Charles.

President Sargsyan will attend the opening of the "Yerevan – my love"
project initiated by Prince Charles and ex-Prime Minister of Armenia
Armen Sargsyan.

On February 10 Serzh Sargsyan is expected to make a speech at the
International Relations Institute of London. President Sargsyan will
touch upon regional security issues, the current stage of normalization
of the Armenian-Turkish relations and the negotiations on the Karabakh
conflict settlement.

At the Tate museum of international modern art President Sargsyan
will be present at the opening ceremony of the exhibition dedicated to
the life and work of renowned American-Armenian artist Arshile Gorky.

The President of the Republic of Armenia will give an interview to
the Al Jazeera TV.

"Azerbaijani days" were declared at the Euronews channel. The channels
showed an interview with the president of Azerbaijan Ilham Aliyev
where they presented the hard life of people who were forced to leave
Karabakh becoming refugees and who are currently waiting to return to
their homes thanking the Azerbaijani government for its assistance
but say that the best will be to return to their territories. And
the territories, according to Euronews, are occupied by Armenians.

When Euronews shows a report on Armenia or Karabakh, the Armenian
government presents it as a result of its constructive and initiative
policy and shows it every day. Such a thing happened lately when
Euronews showed a report on Karabakh and the Armenian official
propaganda was nearly to declare it as the start of Karabakh’s
membership to the European Union.

Now the Azerbaijani government is perhaps engaged in the same thing
and shows the Euronews report on different Azerbaijani channels
presenting it as an achievement of the Azerbaijani foreign policy
and an important step aimed at the return of the territories.

Euronews now probably wonders whether the Armenians do not want to
"order" a "counter report". And Armenia, apparently is trying to find
out whether Azerbaijan had paid more and raised the price for the
"objectivity" of Euronews or the situation is the same.

But this is not important, but the thinking of the Armenian and
Azerbaijani elite. They think that any interview in the influential
world media contributes to strengthening their political positions.

They think that interviews, articles in foreign media can change the
reality that they can solve some problems because the world centers
sit and watch TV and read newspapers to decide how to proceed.

Apparently, they think that the interests of the United States,
Russia, and Great Britain are formed solely from reading newspapers,
as is the case, apparently, in Armenia and Azerbaijan.

Perhaps the elite of Armenia and Azerbaijan understand that all
is not so, but try to convince the society and "wash" its brains
at least for a week with the help of a report at Euronews or some
other channels, rather than to secure some real success within the
society. The international community prefers judging about conflicts,
including Karabakh, by the phenomena and events not in the newspapers,
but in the real life.

The calculation of interviews and reports in the foreign media is not
important because they do not change anything but the home situation
depending on the strength of the foreign policy does. By the way,
the question of Euronews to Ilham Aliyev about whether he feels the
king is the best proof of this. Although it is not excluded that the
Armenian elite is offended by Euronews for the fact that they did
not ask this question the Armenian leadership.

A Festival Of Robbers And Crooks

A FESTIVAL OF ROBBERS AND CROOKS

In the dark of the night they gathered, masked like common thieves and
bank robbers. A bunch of crooks, corrupt and dishonest politicians,
using their illegitimate authority gained by rigged election, sold
the Armenian Nation down the pike. They signed the ill fated Protocol
of surrender with Turkey, which paved the way for concessions to
Azerbaijan over Karabakh, and bolstered Turkish strategy of denying
the Genocide.

Spearheaded by Armenia’s Foreign Minister Edward Nalbandian, and
Prime Minister Serge Sarkisian, the government of Armenia and Turkey
had covertly negotiated the Protocol for months, and then surfaced,
to everyone’s surprise, in Switzerland for the official signing in
front of the cameras. It was a festival of robbers and crooks!

The world faced a fait accomplit. Secrecy was necessary when the
Protocol was in the fetal stage because its architects knew that it
is easy to abort a fetus, than kill a newborn.

The ceremony made an impressive picture with both sides being
surrounded by our Secretary of State Hillary Clinton, Russia’s Foreign
Minister Sergei Ivanov, and Javier Solana of the EU. They were present
in person to lend their unconditional support to the agreement. They
were there to protect their own interests, rather than pursue a fair
and balanced agreement. Their presence magnified the geopolitical
and strategic importance of the region.

The festival looked disingenuous. Tensions were high except for Ahmet
Davutoglu, the Foreign Minister of Turkey, who sported a wide grin,
and looked like a cat, who had just swallowed a canary. Tensions were
high because in their heart of hearts, they knew that the agreement
is lopsided, and that Turkey had a hidden agenda to pursue.

Nalbandian and his team knew, or should have known that oil and water
don’t mix.

They should have known that signing such a deceptive document is
unacceptable by the Armenian Nation, especially the Diasporans, who
are still suffering from collective Post Traumatic Stress Syndrome
(PTSD), or Karabakhis who are under seige.

They should have known that neither the Genocide, nor Karabakh are
negotiable.

They should have known that Turkey and the Super Powers have the
upper hand, in this deal, and that Armenians were negotiating from
a position of weakness, rather than strength.

They should have known that opening the door to Turkey will blow a
storm which could not be harnessed by Armenians, who have become used
to serfdom under the Soviet regime.

They should have known that opening the border, which is already
porous, will legitimize the existing border, forever affirming the
ill fated Kars Treaty of 1921, in which the Bolsheviks traded Armenian
Kars for Georgian Batumi.

Finally, they had a trump card in their hand, but they did not use
it: Diaspora.

They did not listen to the voice of the people, and neglected the
will of the people, compromised the long term interests of Armenia
and Diaspora.

They were inebriated by the international attention given to their
festival, the festival of robbers and crooks.

I maintain that the negotiating sides were not naïve; Armenians knew
all this, but they did it for personal gains, and for the interests
of the gangsters and the oligarchs who control the economy, therefore
the political agenda of Armenia.

I could say this because I know about one of the major players,
Nalbandian. He was Armenia’s ambassador to Egypt, when I was visiting
Cairo in 1998. I learned, through a high Egyptian official that "We
[the Egyptian Government] have had it with this guy [Nalbandian],
we are about to declare him ‘Persona non-grata’ and ask the Armenian
government to replace him". They were complaining about his diplomatic
indiscretions, and non-diplomatic wheeling dealings.

The leaders of the Armenian community of Cairo couldn’t stop
complaining about his indifference to the issues that concerned them.

At a dinner in a posh restaurant in Cairo hosted by a prominent
Armenian community leader, a high American Embassy official approached
me and said "I hear Nalbandian has invited you to meet with him, Doc, I
don’t want you to meet with him, he is no good, he is a Communist, and
we have a file this thick on him, don’t visit him". To which I replied
"I am an American, I am free to meet whomever I want, but for your
information, I have already rejected his invitation". He was pleased.

Shortly thereafter Nalbandian assumed the ambassadorship of France.

This is the kind of a man who spearheaded, enthusiastically, the
negotiations with Turkey, which resulted in the ill fated Protocol. I
must say that I don’t know much about his partner President Sarkisian,
many do, but I know one thing; "Birds of the feather, flock together".

Some birds of the same feather are here in the United States. They are
the gang who started and or supported the ill fated Turkish Armenian
Reconciliation Committee (TARC) in the 90s, the most prominent of
which is the Armenian Assembly. I’ll leave it at that for now.

While the festival continued, the robbers and the crooks, on the
other side of the border, took their next planned step to achieve
their goal of institutionalizing the Genocide Denial. Thankfully
they exposed their hand early in the game by imposing conditions,
which were veiled in the Protocol, but now became central; they
declared that unless Armenia and Azerbaijan make progress over the
issue of Karabakh, they are not going to submit the Protocol to their
Parliament for ratification.

For all intents and purposes the Protocol, in its present form, is
dead. The Turks have a thousand-year-wait to submit their Protocol
to their Parliament.

The final nail in the coffin of the Protocol came from Armenia’s
Supreme (Constitutional) Court, which ruled-and I am paraphrasing-that
the issues of the Armenian Genocide and Karabakh are untouchable,
constitutionally; the two objectionable issues leading to our
opposition.

The Supreme Court deserves a bouquet of flowers for their ruling,
compliments of the Armenian Diaspora.

With this Festival, crooks on both sides have robbed their people
of the right for peaceful co-existence, and good neighborliness, and
the big powers have lost a good chance for reshaping the geopolitical
landscape of the region. They must try again!

"Absolute rate constants (k(eff)) for the chemical reactions of
Cu(II)(2)(3,5-di-iso-propylsalicylate)(4)(H2O)( 3),
Cu(II)(2)(3,5-di-tert-butylsalicylate)(4),
Cu( II)2(3,5-di-tert-butylsalicylate)(4)(H2O)(4),
Cu(I I)(2)(3,5-dimethylsalicylate)(4)(H2O)(3),
Cu(II)(2 )(3-ethylsalicylate)(4)(H2O),
Cu(II)(2)(3-phenylsa licylate)(4), and
Cu(II)(3,5-di-iso-propylsalicylate)(2)(pyridin e)(2) with
tert-butylperoxyl radical were determined using kinetic electron
paramagnetic resonance measurements in 10% toluene in the hexane
medium at temperatures ranging from -63 degrees C to 2 degrees C.

These antioxidant (AO) chelates were ranked by their reactivity as
follows: 2,6-di-tert-butyl-4-methylphenol >>

Cu(II)(2)(3-phenylsalicylate)(4) >

Cu(II)(2)(3,5-dimethylsalicylate)(4)(H2O)3 >

Cu(II)(3,5-di-iso-propylsalicylate)(2)(py ridine)(2) at 20 degrees C.

Differential pulse voltammetry was used to determine redox behavior
of these chelates in CH2Cl2. Two types of salicylic OH groups were
detected in these Cu(II) salicylates, characterized by the presence
or absence of AO reactivity," scientists in Yerevan, Armenia report
(see also Chemical Kinetics).

"One of them was coordinate covalently bonded to Cu(II) via the
oxygen atoms of the salicylic OH groups, displaying oxidation peak
potentials in the range from +650 to 970 mV versus Ag/Ag+. The second
type was intramolecularly hydrogen bonded to carboxylate oxygens,
with an oxidation peak potential in the range from +1100 to 1200 mV
versus Ag/Ag+. It was concluded that non-hydrogen-bonded salicylic
OH groups are responsible for the antiperoxyl radical reactivity of
these chelates, while neither Cu(II) nor salicylate ligands displayed
reactivity with peroxyl radical, It has been established in this
research that axially bonded electron pair donors such as pyridine
and water decrease H-donating reactivity of Cu(II) salicylates by
promoting the formation of intramolecular hydrogen bonding between
the salicylic OH hydrogen atoms and carboxylate oxygen atoms in the
salicylic ligands," wrote L.A. Tavadyan and colleagues, National
Academy of Science.

The researchers concluded: "Dependences of log k(eff) at 20 degrees C
and the anodicoxidation potential (E-pa) for the salicylic OH group on
the difference between symmetric and asymmetric stretching frequencies
of carboxylate groups (in Fourier transform infrared spectra) for
the substituted Cu(II) salicylates were determined."

Tavadyan and colleagues published their study in International Journal
of Chemical Kinetics (Reactivity of Substituted Copper(II) Salicylates
with tert-Butylperoxyl Radical: Structure-Reactivity Relationships.

American Consulate In Turkey Attacked Yesterday

There was an attack on the the U.S. Consulate in the Turkish city of
Adana on February 3.

According to Ä°hlas news agency, armed individuals in a vehicle opened
fire on the consulate building and fled the scene.

Law enforcement officers working in the terrorist crime unit of
Adana’s Department of Security managaed to arrest six individuals,
who are suspected of being Al-Qaeda members.

Armenian Government Proposes New Tax Bill

The Armenian government has proposed a new set of taxes, of which
the land and property tax will be considered obligatory.

At yesterday’s National Assembly session, Territorial Administration
First Deputy Minister Vache Terteryan presented the draft law "About
Taxes: About Making Amendments and Additions to RA Law."

The new bill sets out to determine new local taxes including: hotel
tax; sales tax; incomplete construction tax; uncultivated land
significant for agriculture tax; a tax on lands with no purpose to
be used, but which are significant for building; a tax on displaying
advertising in buildings belonging to communities; a tax on public
transport stops and stations; and a tax on occupying public spaces.

These taxes will be implemented at the discretion of local government
bodies.

According to Terteryan, in the future, corresponding draft laws will
be proposed for each type of tax.

Commanding General of US forces in Iraq Ray Odierno is in Ankara today
to participate in talks on the elimination of the Kurdistan Workers’
Party (PKK) in Turkey, which also has bases in northern Iraq, reports
Turkish news source Today’s Zaman.

The evacuation of Makhmour, a refugee camp populated by Turkish Kurds
who fled Turkey in the 1990s, will be a top item on the agenda of
the talks.

Prime Minister Tigran Sargsyan received outgoing Chinese Ambassador
to Armenia Xon Juin to bid farewell on the end of his diplomatic
mission in our country.

The Prime Minister and the Ambassador availed themselves of this
opportunity to look back at joint efforts and outline prospects. The
Prime Minister noted with satisfaction that the relations between the
two governments are developing dynamically and assured of Armenia’s
willingness to further strengthen friendly ties and cooperation
with China.

On behalf of RA Government, Tigran Sargsyan thanked the Ambassador for
his tenure-long fruitful efforts and significant personal contribution
to the furtherance of the Armenian-Chinese ties, including the
preparation and implementation of a number of future-wise projects
covering industry, energy, agriculture, research and engineering,
as well as some other fields of activity.

With reference to bilateral cooperation, the interlocutors said
to be pleased with increased trade turnover, mutual confidence in
international affairs and expressed conviction that continued social,
political, economic and cultural interaction to the mutual advantage
will help build up confidence between the two countries.

The Prime Minister appreciated Armenia’s participation in the Shangai
Expo-2010 international exposition and thanked the government and
the people of China for assistance.

In conclusion, Tigran Sargsyan wished the Ambassador every success
in his future career.

FEB.5 ARMENIAN ATHLETES TO LEAVE FOR VANCOUVER TO PARTICIPATE IN WINTER OLYMPICS

/PanARMENIAN.Net/ On February 12 the 21st Winter Olympic Games will
start in Vancouver (Canada). Armenia will be represented by Kristine
Khachatryan (February 17), Sergei Mikaelyan (February 15) in skiing,
Ani-Matilda Serebryakyan (February 24 and 26) and Arsene Nersisyan
(February 21 and 27) in alpine skiing.

The vice-president of the Olympic Committee of Armenia Derenik
Gabrielyan will be the head of the Armenian sports delegation. He
will leave for Vancouver on February 3, while athletes and coaches –
on February 5. Ani-Matilda Serebryakyan is currently in the U.S. and
will join the delegation in Vancouver. Coaches Gagik Sargsyan, Garnik
Hakobyan, Slavik Sargsyan, Samvel Hakobyan, Lev Harutyunyan and Asatur
Pogosyan will go to Vancouver.

A solemn ceremony, during which the Armenian flag will be raised,
is scheduled for February 6 in the Olympic village. Opening ceremony
will be held on Feb. 12 and the closure is scheduled for February 28.

YEREVAN, February 2, /ARKA/. Armenia’s GDP contracted by 14.4% in
2009, the country’s National Statistical Service said. In terms of
money the GDP dropped to AMD 3.165.5 trillion in current prices,
while the GDP deflator index was 101.5 % from the previous year.

The construction sector plunged last year by 42.3%, while the
industrial fall, including power production, was 7.6%. The agriculture,
forestry and fishing fell by 0.1% without producing any influence on
the GDP change.

The 3.5% growth in financial sector and in real property deals had an
0.3% upward impact on the GDP. The gross added value comprised 89.5%
of the GDP, up from 88.9% in 2008. At that the industrial share,
power production included, comprised 13.6%, up from 13.1% a year
before. The share of agriculture, forestry and fishing totaled 16.2%
and that of construction-18.8%. The share of trade, transport and
communications was 20% and that of services 13.1%.

Taxes, subsidies deducted, made 10.5% of the GDP. The per capita
income was 975,753 Drams or $2,686 or 1,923 Euros. In 2008 Armenian
economy grew by 6.8%.
