TURKEY’S FM SAYS TO TALK TO MEDIATORS ON ARMENIA PROTOCOLS

Turkish Foreign Minister Ahmet Davutoglu said "substance and spirit
of the protocols between Turkey and Armenia for normalisation of
relations should be protected."

Commenting on the Armenian Constitutional Court’s reasoned verdict on
the protocols at a press conference in Ankara Friday, Davutoglu said
"it was natural for the Armenian court to elaborate on the protocols’
compliance with the Armenian constitution, adding however that
preservation of the substance and spirit of the protocols, was what
really mattered for Turkey."

"Restrictions on the protocols, attempts to divide them and give
precedence to certain parts over others, does not suit with the
substance and spirit of these protocols," said Davutoglu.

He said Turkey set out with a perspective to normalise relations
with its neighbour Armenia and displayed a strong political will to
conclude the process expressing Turkey’s expectancy from Armenia to
be loyal to the protocols.

Davutoglu said he would call U.S. Secretary of State Hillary Clinton
and talk to Switzerland who is mediating the talks with Armenia to
voice Turkey’s concerns.

Speaker Hovik Abrahamyan received EU Special Representative for the
South Caucasus Peter Semneby.

Parties discussed the current stage of Armenia-Turkey reconciliation
process. Armenian Speaker expressed hope that Turkey will remain
committed to the Protocols signed in Zurich on October 10, 2009.

Mr. Abrahamyan also briefed the guest on Protocol ratification process,
stressing that Armenian side strictly follows established procedures.

At that, he noted that, "Turkish side should be consistent in its
efforts towards the ratification and implementation of Protocols,
refraining from actions that could harm the process,"

The Protocols aimed at normalization of bilateral ties and opening of
the border between Armenia and Turkey were signed in Zurich by Armenian
Foreign Minister Edward Nalbandian and his Turkish counterpart Ahmet
Davutoglu on October 10, 2009, after a series of diplomatic talks
held through Swiss mediation. On January 12, 2010, the Constitutional
Court of the Republic of Armenia found the protocols conformable to
the country’s Organic Law.

bonds issued by the Bank (nominal value – AMD 100,000, annual
coupon – 9% per annum, maturity period – 365 days, Depository code –
AMHSBCB11ER8, Stock Exchange code – HSBCB1) matured on 13 January 2010.

In accordance with the terms defined in the Prospectus, the nominal
amount and accrued interest with total value of AMD 1,090,000,000
(one billion ninety million) were successfully paid to investors’
accounts on 14 January 2010.

HSBC Bank Armenia was established in 1995. License N67 of the Central
Bank of the Republic of Armenia. The bank started its activity in
1996 as "Midland Armenia Bank" JSC. In 1998 it was renamed into "HSBC
Bank Armenia" CJSC. The co-founders of the bank are the HSBC Group –
70%, and the investors representing the Armenian Diaspora. The bank
is the member of SWIFT and Bankmail payment systems.

against Javakhk activists – Gurgen Shirinyan and Aram Batoyan.

In October 2009, Akhalkalaki regional court sentenced Gurgen Shirinyan
to three years in prison on charges of hooliganism (judgment by
default). Aram Batoyan, the head of Javakhk sports and culture union,
was accused of illegal possession of arms allegedly found during a
search in the union’s premises on July 21, 2008 (judgment by default).

With these trials, the Georgian authorities intend to establish
a regime of state terrorism and keep the Armenian population in
awe, Yerkir Union said in a statement, calling on the international
organizations and diplomatic outposts accredited to Georgia to address
the situation in Javakhk and put an end to repressions.

Javakhk is first mentioned under this very name in "Armenian History"
by the V c. historian Movses Khorenatsy in regard to the administrative
reforms realized by king Vagharshak. Regardless of the different
interpretations of the list of the kings of the pre-Christian period,
all the researchers agree that the aforementioned events date as far
back as the II c. BC. In the IV c.

BC Javakhk was the summer residence of the Georgian king Parnavaz,
"In autumn and spring he lived in the city of Mtskhet , in summer in
Javakhet and in winter in Ganchenk". About 185 BC, Artashes I annexed
the province to Metz Hayk Kingdom , while in 37 AD it became part of
Georgia .

In the IV c. AD Javakhk is mentioned in the description of St. Nune’s
journey to Mtskhet,"… and in June I came to Mount Javakhet, and to
the Parnava Sea, and when I came there I saw fishermen by the sea and
shepherds on the seashore…". When Armenia was first divided between
Byzantium and Sassanid Persia, Javakhk was annexed to the Georgian
Province headed by the Marzpan (the governor) of the province, along
with the other provinces of Gugark Region.

The Armenian-Georgian war for Javakhk started on December 5, 1918 and
was stopped after British interference on December 31. An agreement
signed in Tiflis in January 1919 stated that the northern part of
Borchalinsky district passed on to Georgia, the southern part passed
on to Armenia while the middle (Lori and Zangezur) was announced a
"neutral zone" and was under control of British governor-general.

In 1921, Turkish troops intruded into Javakhk, meeting no resistance
from the Georgian army. As a result of the intrusion, half of the
region’s population died.

After establishment of the soviet rule in Georgia, Javakhk issue
was raised again. Overwhelming majority of the province stood for
joining Armenia. A final decision was taken at the plenary session
of the Caucasus Bureau and was forwarded to consideration of the
Georgian Communist Party’s Central Committee, which decreed that
"taking into account Akhalkalaki’s political and economic ties with
Tiflis, the proposals of our Armenian comrades is unacceptable."

GORKI, Moscow region, January 18 (Itar-Tass) –President Dmitry
Medvedev and Armenian President Serzh Sargsyan are meeting at the
Russian leader’s residence outside Moscow to discuss bilateral
relations and the settlement of the Nagorno-Karabakh conflict.

"We will discuss the current agenda, both economic and foreign policy
ones. We will talk about global problems and the serious projects we
are undertaking. We will certainly talk about the Nagorno-Karabakh
settlement, about what should be done this year because many good
things can be done for our relations and our peoples this year,"
Medvedev said.

He expressed hope that "the crisis downfall will end and the
instruments we talked about in terms of economic cooperation and
military and foreign policy cooperation will start working".

Sargsyan noted that this was his first international visit in 2010.

"This is the right time that allows us to review our work to strengthen
Russian-Armenian relations in 2009 and map out new plans for 2010,"
he said.

He said both economic and humanitarian relations had been intensified
last year. "I think there are grounds for achieving more in 2010. I
think we should do everything we can to make serious achievements in
our relations every year," the Armenian leader said.

He thanked Medvedev for help in strengthening peace in the region. "I
thank you and Russia for supporting our initiatives to strengthen peace
and security in our region. We want to solve all issues peacefully
and on that we are not only strategic allies but we probably think
alike," Sargsyan said.

"Absolutely so," Medvedev replied.

The Russian president said political contacts between the two countries
were developing quite actively: six or seven top-level meetings were
held in 2008 and 2009.

Medvedev received Sargsyan in his residence in Gorki. He and his wife
came out to the porch to greet Serzh and Rita Sargsyan. Medvedev then
invited Sargsyan to his office.

"We have the fireplace going today because of the severe frosts on
Epiphany," he said.

As news reports emerge from Haiti following the devastating earthquake
which shook the island nation on Tuesday, January 12th, 2010, we have
learned that Archbishop of Port-au-Prince, Monsignor Joseph Serge Miot,
and over one hundred priests are among the victims.

On Thursday, January 14, Western Prelate Archbishop Moushegh
Mardirossian sent a letter of condolence to Cardinal Roger Mahony,
expressing his sympathies on behalf of Prelacy clergy and faithful
on this tragic loss of life.

By the ordinance of the Prelate, prayers will be offered for the
victims of the earthquake during Divine Liturgy on Sunday, January 17.

We call upon our faithful to participate in these prayers and also
in the relief efforts by extending a helping hand through the many
humanitarian organizations involved in this effort.

Varuzhan Hakobyan , silver medalist of the world team championship,
takes part in the international chess festival between January 16 and
31 in the Dutch city of Wijk aan Zee. Hakobyan (2628) plays in the
"B" tournament.

Varuzhan Hakobyan in the first round played a draw with Anna Muzuchuk
(Slovenia), while in the second round lost to Arkadi Naiditsch
(Germany).

After 2 rounds Hakobyan with 0.5 points takes 9th place out of 14.

Anish Gehry (The Netherlands) with 2 points is the leader of the
tournament "B". The tournament will end on January 31.

Varuzhan Hakobyan Armenian grandmaster. In 1992, took 3rd place in
the Junior Championships of Armenia. At the world championship among
juniors (Czechoslovakia) Hakobyan won 8th place among 50 participants.

Since 2002 represented the United States, and in 2005 took 8th place
in Alajuela Open Champion tournament. In 2006 won the bronze medal in
the Chess Olympiad. In 2007 he was second in the World Open Champion.

In 2008 he became the winner of the Chicago Open tournament .

Chess festival in Wijk aan Zee is the International Chess Tournament,
which takes place annually in the Dutch city of Wijk aan Zee.

In 2008, the Armenian grandmaster Levon Aronian became the winner of
the tournament.

My Word: Turkish dramas

The scene was something out of a poorly scripted TV series. The
incident in which Deputy Foreign Minister Danny Ayalon tried to show
Turkish Ambassador Ahmet Celikkol that Israel would not take his
country’s latest insult sitting down has itself turned into the bigger
story.

Clearly Jerusalem could not remain quiet in the wake of the Turkish
television series called The Valley of the Wolves, which portrays
Israeli agents and diplomats as bloodthirsty baby-snatchers. Not only
Ayalon lacks subtlety. Just three months ago, a different series,
Ayrilik, portrayed IDF soldiers shooting Palestinian children at
point-blank range.

But Ayalon’s response, dubbed in the Hebrew press "the height of
humiliation," meant attention quickly turned from Jerusalem to Ankara,
where Turkey’s Prime Minister Recep Tayyip Erdogan was ready and
waiting. Erdogan is no friend of Israel, despite his oft-professed
desire to act as a grand mediator on the Middle East diplomatic scene.
Tellingly, he gets on much better with Iran’s Mahmoud Ahmadinejad,
Syria’s Bashar Assad and Lebanese Prime Minister Saad Hariri. Hariri,
indeed, was on hand in Ankara last week to hear Erdogan blast Israel
as "a threat to global peace" and question an IDF decision to strike a
terror cell preparing to launch rockets, with a laconic "What’s your
excuse this time?"

Ironically, Foreign Minister Avigdor Lieberman was visiting Cyprus as
the diplomatic crisis stepped up. That’s Cyprus, the island split in
two by Turkish occupying forces.

The incident is just the latest in a series of undiplomatic dramas,
perhaps the most memorable being Erdogan’s upbraiding of President
Shimon Peres at last year’s Davos economic summit before walking off
the stage. Talk about public humiliation.

IN 2004, I visited Istanbul on a trip that taught me a lot about
Turkey behind the scenes and was also a lesson in international and
interpersonal relations.

I was invited to cover what I was told was a textile exhibition. I’m
still not sure if it was the result of poor communication or the
warped sense of humor of a colleague that I found myself, less than 24
hours after receiving the invitation, sitting at a table in an
Istanbul hotel staring at a folder containing all the details on a fur
and leather trade show.

As I came to terms with being the only vegetarian and animal rights
activist in the room, the group leaders introduced the journalists to
each other.

Obviously vegetarianism wasn’t the only thing that set me apart. The
rest of the press tour included, among others, members from Iran,
Pakistan and Jordan, as well as Bulgarians, Russians, a Greek and a
Chinese woman.

Nonetheless, we quickly united, as travelers crammed into tour buses
on a set itinerary are apt to do, and slowly I began to appreciate
what a strange sample of the global village we were: The former
Pakistani colonel and a journalist who had made the equivalent of
"aliya" – leaving London where he had grown up for what was meant to
be a better life in Pakistan; two fun-loving Iranians, who
enthusiastically introduced me to compatriots; the Chinese woman who
was six months pregnant with the only child she will be allowed to
have; the Greek who marveled at the similarity of the cuisine and
culture; and the Jordanian whose mother was Turkish.

And then there were the Bulgarians, who swapped stories of ethnic
cleansing with the Turkish tour guide. Having Armenian friends in
Jerusalem, I was aware of the treatment that community had received in
Turkey. What I hadn’t heard were the stories of the Turks expelled
from Greece and the Balkans in a massive tragic swap, so that our tour
guide’s family, while Turkish, had Bulgarian roots. (Later, when I
read Louis de Bernieres’s incredible Birds Without Wings, many missing
pieces of the puzzle fell into place.)

TURKEY’S LOCATION on the crossroads between Europe and Asia affects
every aspect of its commercial and political affairs. During my visit,
the emphasis was on its plans to join the European Union.

More than one local businessman told me how Turkey needed Europe, not
only to improve its economy and lifestyle but also to allow it to
complete its modernization process and remain democratic. Most also
stressed: "Europe needs Turkey, too. Turkey is in an excellent
position to act as a mediator between Europe and the Islamic world."

Several participants at the exhibition envisaged a natural trade route
that would include Iraq and Jordan and, perhaps, Israel.

Throughout the exhibition hall, I met Iranians who assured me: "The
Iranian people has nothing against the Israeli people." One man all
but hugged me. In the days of the shah, his baby sister had required
cardiac surgery and had been flown to Haifa, where doctors at Rambam
Hospital had saved her life.

Of course, it wasn’t all peace and light. I visited one of the two
synagogues hit during an al-Qaida attack in 2003. And the Syrians I
encountered refused to talk to me.

THE WHOLE region is now waiting to see which way Turkey is facing.
With its efforts at joining the EU still stymied, the country now
seems to be looking eastward and weighing its options.

That Erdogan has managed to stay in power since 2002 – periodically
shooting insults at Israel – might mean that Turkey’s proximity to
Syria and Iran is pulling the country toward the hard-line Muslim
world.

As the Pakistani journalist with whom I’m still in touch puts it:
"These are troubling times."

But perhaps the fact that so many years later more than one
participant from my trip still maintains contact means there is some
hope for the global village. It may not make good TV footage, but it
is good news.

Turkish companies to take part in international exhibition in Armenia

20:00 / 01/15/2010Over 30 Turkish construction companies are expected
to take part in the international exhibition `The Caucasus:
construction & renovation 2010′ to be held in Yerevan on April 2-4,
2010.

The Business 24 news website reports that about 100 companies from
Armenia, Georgia, Russia, Ukraine, Iran and Turkey will take part in
the exhibition organized by Logos Expo Center. The company will
present construction technologies, building materials, furniture,
sanitaryware, etc¦

Last November Logos Expo signed a cooperation agreement with the
Turkish Turkel Fair organization. Under the agreement, Turkish
companies will participate in all the exhibitions organized by Logos
Expo, which is impetus to economic progress in both the states, said a
Logos Expo representative said.
