Yuri Merzlyakov considers possible that the UN draft resolution on
“the situation in occupied territories of Azerbaijan”, initiated by
Baku, is not put to the vote. Russian Cochairman of OSCE Minsk Group
for settlement of the Karabakh conflict Yuri Merzlyakov told ARMINFO.

The Russian cochairman also informed that the next Prague meeting of
the foreign ministers of Armenia and Azerbaijan is to take place in
mid January of next year. According to him, the cochairmen of the OSCE
Minsk Group will also take part in the meeting. Answering the question
how he estimates the two recent meetings of the foreign ministers of
Armenia and Azerbaijan in Sofia and Brussels, and how he assess the
resumption of the Prague process, the Russian cochairmen expressed
an opinion that the mentioned meetings are not the resumption of the
Prague process. On the whole, the cochairman expressed satisfaction
with the work done. “We are completing this year positively. There
is prospect”, he mentioned.

vision’ for the future and says Turkey is set to strive for settlement in
Cyprus

Having sealed a historic deal to start accession talks with the
European Union on Oct. 3, 2005, which critics at home attacked as
“submissive,” the government took its case to the public and the
president yesterday and assured them that there would be no recognition
of the Greek Cypriot government.

“Nobody should attempt to overshadow this momentous development. Those
who try to do so lack vision for the future,” Foreign Minister
Abdullah Gül told a meeting of his Justice and Development Party
(AKP) yesterday. He and Prime Minister Recep Tayyip Erdoðan later
met with President Ahmet Necdet Sezer to explain to him what Turkey
had won at a Dec. 16-17 summit in Brussels. At the two-day summit,
EU leaders agreed to open accession talks with long-time aspirant
Turkey on Oct. 3 only after the sides forged a compromise deal under
which the government pledged to sign a protocol extending Turkey’s
1963 Association Agreement to 10 new members of the union, including
Greek Cyprus.

Prime Minister Recep Tayyip Erdoðan has denied that this amounted
to recognition of the Greek Cypriot government, but conservative
critics lashed out at the government, saying it “sold out Cyprus”
for an insufficient nod from Brussels for the start of talks.

“The second Sevres talks are set for Oct. 3, 2005,” said the
headline of Islamic Milli Gazete. Nationalist Ortadoðu said Erdoðan
“Surrendered,” and conservative-secular Cumhuriyet described the
outcome of the Brussels summit as a “date in return for Cyprus.”

“I ask the government, ‘What is it that you are celebrating?’ Is there
a victory unknown to the nation?” said Mehmet Aðar, chairman of the
True Path Party (DYP), earlier yesterday Democratic Left Party (DSP)
Zeki Sezer warned “the price of recognizing Greek Cyprus” could be
too high for the government to pay.

Gül responded to critics, saying the summit outcome was a
success. “Those who want to overshadow this success are trying to make
things look like a deal under which gains came in return for Cyprus,”
he told the AKP meeting. He emphasized that Turkey would not sign
any bilateral protocol with the Greek Cypriot administration. “This
is out of the question,” he said.

According to Gül, failure to forge a deal in Brussels would be
tantamount to putting the future of 70 million Turks at risk because
of Greek Cyprus with its 600,000 people.

The government also conferred with Turkish Cypriot leaders after the
close of the EU summit. Turkish Cypriot President Rauf Denktaþ has
praised the government’s stance, which he said was “firm” and added
that the Turkish government had not given in.

New effort for solution

The Dec. 17 deal effectively gives Turkey 10 months until Oct. 3 to
sign the protocol with the EU Commission, which diplomats say would
be equivalent to de facto recognition of Greek Cyprus.

Turkish leaders have repeatedly said Ankara would not recognize Greek
Cyprus unless it were to become part of a comprehensive settlement
on the island.

Gül said Turkey would undertake efforts to ensure that the Cyprus
issue gets a lasting solution and added that preparations were already
under way, without elaborating further.

Greek Cypriot newspapers carried reports of plans for a new round
of talks on a solution in Cyprus and added that such plans had the
support of the EU. While in Brussels Annan said his good offices were
available whenever the Cypriot parties were ready to resume talks.

Greek Cypriots rejected a reunification plan drafted by U.N.
Secretary-General Kofi Annan in an April 24 referendum. Turkish
Cypriots voted in favor of the plan, which is named after its author.

New era or ‘test of fire’

According to Gül, the fact that the EU had set out a definite date
for the start of talks was a marker in the history of Turkey.

“As of Friday, life in Turkey has changed,” Gül said in praise of the
summit decision in an interview with private CNN Türk. “The important
issue is that Turkey’s direction has become definite. Turkey has
entered a period of permanent stability.”

A majority in Turkey is hopeful that Turkey will have a bright future
now that its EU bid is on a definite path. This optimism was the main
feeling that motivated a colorful welcome-home ceremony for Erdoðan
and Gül in Ankara on Saturday, when thousands presented them with
flowers and applauded Erdoðan as the modern-day “conqueror.”

But that new era is no doubt full of uncertainties, including whether
Turkey can really become a member of the EU one day. One Associated
Press analysis described the difficulties once the talks open as a
“test of fire” for Turkey.

Yesterday, Dutch Foreign Minister Bernard Bot said there was a big
chance Turkey would in the end not join the European Union because
of the referendums France and Austria will hold on its accession.

“There is a big chance (that Turkey will not become a member) and I
find that not a pleasant idea. In a way the rules of the game have
changed during the match,” Bot told the Dutch television program
Buitenhof. Also yesterday, Austria pledged to push for an EU-wide
referendum on Turkish entry, saying the issue of Turkish accession
should not be settled in an “ivory tower.”

In Cyprus, Greek Cypriot leader Tassos Papadopoulos said his government
could still block Turkey’s path to EU membership if it does not sign
the protocol.

If the customs agreement is not signed, “then the Republic of Cyprus
has the right not to consent to the start of the entry talks,”
Papadopoulos said in a televised address.

In addition to leaving the Cyprus issue open until Oct. 3, the
summit outcome is also raising worries over the process of accession
itself. Most important of all, the EU summit said the accession talks
would be “open-ended” and that there would be no guaranteed outcome
at the end.

Heeding strong domestic opposition, the EU leaders may come up with
additional hurdles to delay Turkey’s entry. One such hurdle could be
recognition of an alleged genocide against Armenians, a charge that
Turkey categorically rejects.

Several critical newspapers in Europe said the deal with Turkey would
mark the end of the EU’s political ambitions to become a power on
the world stage.

Germany’s Frankfurter Allgemeine Zeitung said German Chancellor Gerhard
Schroeder, who staunchly backed Turkey’s bid, “could go down in history
… as the German chancellor during whose term in office and with
whose approval the idea of a politically united Europe was abandoned.”

Turkey will have to deliver results in meeting “benchmarks” on a number
of key issues, from Kurdish rights to ensuring “zero-tolerance” of
torture, and in passing additional penal code reforms. Erdogan will
also have to make good on recognizing Greek Cyprus.

Overcoming that first hurdle, Turkey then faces a test in a vast
array of policy areas to meet minimum standards before talks begin
in such complex policy issues as environmental protection laws and
food safety standards. And during the negotiations, any of the EU’s
25 nations can call for a freeze in the talks if they feel Turkey is
backtracking on reforms.

Yerevan, 20 December: Artur Bagdasaryan, speaker of the Armenian
National Assembly, expressed his negative attitude in Yerevan today
towards Russian State Duma Speaker Boris Gryzlov’s recent statement
that Armenia is Russia’s “outpost” in the South Caucasus.

“Armenia is a sovereign state and cannot be any country’s outpost,”
Bagdasaryan said, adding that Armenian-Russian relations are developing
in a “normal and natural way”. However, the speaker said that “they
are lagging behind Turkish-Azerbaijani relations in terms of their
content”.

Commenting on Gryzlov’s statement last week, Azerbaijani President
Ilham Aliyev said: “Armenia turns out to be a Russian outpost and
now we do not know who to talk to – this outpost or its owner.”

CALEDONIA – Whoever broke into St. Mesrob Armenian Apostolic Church
in late November apparently cut themselves in the process and left
a blood trail throughout the building.

Caledonia Police Department and Crime Stoppers of Racine County Inc.,
is asking for help in finding that person or persons.

The church, at 4605 Erie St., was broken into sometime late on Nov.
28 or early Nov. 29. They broke through the doors and caused thousands
of dollars of damage to the property. They also took cash and a
computer, worth $2,600.

Anyone with information about this burglary is asked to call Crime
Stoppers, at (262) 636-9330, or toll-free at 1-888-636-9330. Callers
can remain anonymous and may get a cash reward up to $1,000 for
their information.

Dutch Foreign Minister and term president of the European Union (EU)
Bernard Bot determined that the EU has not clarified two issues. The
first is whether to begin negotiations with Turkey and the second
deals with the expression, “open ended.”

Holding a press conference at the end of the EU General Affairs
Council, Bot indicated that he was hopeful about the decisions, which
will be announced on Friday and added that acceptation of the so
called Armenian Genocide by Turkey was not in the Copenhagen
Criteria.

Bot answered reporter’s questions at the end of the press conference.

When asked, “Is the recognition of Cyprus a redline for the EU?” BO
said, “There is no redline in our book.” Bot went on that answering
the conditions by “yes” or “no” is Turkey’s choice.

Bot answered the question of whether the term presidency had a B plan
in case negotiations failed, Bot said: “The presidency has no
obligation to offer such an option” and added that member states are
trying to reach a consensus.

Determining that the adaptation of the Ankara Agreement to the 10 new
member states was significant, and additionally disclosed, “But
recognition of Cyprus is not a part of the issue of opening
negotiations” for a question about recognition of Cyprus.

Bot also revealed that accession agreements with Bulgaria and Romania
would be signed the following May at the latest and added that
negotiations with Croatia may start in April 2005.

Uttering that issues on China and Iran were also dealt with during
the meeting, Bot clarified that they were pleased for a peaceful
solution to the contested presidential elections in Ukraine.

TEHRAN (MNA) – Azerbaijan was recorded this year as the leading
importer of Iran’s flowers, setting an import of 37% of the total
Iranian flower exports. The amount valued at $1.26 million, which
showed 27.5% growth compared with last year’s figure in the same
period.

Turkmenistan and UAE stood next with importing 33% (421,000 dollars)
and 12% (161,000 dollars) of the volume, respectively. Kuwait and
Armenia were also registered among Iranian flower importers.

Armenian politician calls on Cyprus to withstand threats

Nicosia, Dec 14 (CNA) – President of the political bureau of Armenian
”Tasnak” socialist party, Hrand Markarian, has called on Cyprus to
maintain a steadfast position regarding the possibility of Turkey
commencing EU accession negotiations and not to give in to threats and
promises, adding that he expected the Republic of Cyprus to raise with
the EU the issue of Turkey recognising the Armenian genocide.

In statements to CNA after a meeting in Nicosia with President of the
Republic Tassos Papadopoulos, Markarian said his party had launched a
campaign for the recognition of the Armenian genocide.

Caucasus Research Resources Center in result of analysis conducted in
three South Caucasus republics. 1500 citizens of Yerevan, Tbilisi and

that 23% of Tbilisi citizens are not satisfied with direction of
development of their country and 47% citizens of Baku.

power is one of the key tasks of constitutional reforms in Armenia.
According to Vardan Poghosyan, the head of Democracy NGO during the
discussions organized by Partnership for Open Society organization,
this is stated in the intermediate assessments of the Venice
Commission concerning the submitted drafts of constitutional reforms
in Armenia. According to him, the Venice Commission welcomes the
constitutional amendment which states that 9 of 12 members of the
Council of Justice of the republic should be elected by the judges
themselves. At that, the rest should be elected by the Parliament,
not the President. Also, in accordance with the intermediate
conclusion of the Commission, the role of the President as the Head
of the Council of Justice should be purely formal. At that, the
Council of Justice should be the end instance in the professional
work of the judges, in particular, concerning the election,
appointment, career growth, training, resignation, etc. in this
connection, the appointment of all Chairmen of courts by the
President without the participation of Council of Justice may cause
certain difficulties. The assessment report also points out the need
for constitutional guarantee for independence of prosecutors from the

conflict’. `We will try to shift to practical steps from research
actions and to establish joint business in the region. Unfortunately,
Azerbaijan categorically opposes any cooperation’, he said during the
presentation of the book. He also said that offices will be
functioning in all countries of South Caucasus in the framework of

establishment of joint business in the region and support the

The book `From Economy of War to Economy of Peace in South Caucasus’
was published in the framework of Business and Conflict program of

GRETA SARGSIAN CALLS ON THE EVU TO PREVENT POSSIBLE SPLIT IN ORGANIZATION

YEREVAN, December 11 (Noyan Tapan). “You all are my sons, I love you
and take pride that you exist and should exist. If there are you, this
means Armenia also exists.” These were the welcoming words to the
sixth congress of the “Erkrapah” volunteers union by Greta Sargsian,
mother of the union’s founder and former Armenian Prime Minister
Vazgen Sargsian who was assassinated during the terrorist act at the
RA National Assembly in 1999. As regards the recent talks about a
possible split in the union, Greta Sargsian stated: “I am convinced
this will not happen. This is just a desire of those who sit
“upstairs.” She reminded the congress participants about the
atmosphere of trust when the union had been founded: “The most
important thing is your spirit, without which the victory would not
have been possible. Then, during the war, the powerful of this world
respected us and did not call us aggressors. But now Armenia has lost
its face because of talentless policies of the illegitimate
authorities of the country.” She called on the union members to forgo
their personal ambitions in the name of interests of Homeland and the
people: ” On behalf of your mothers I demand and appeal: you have no
right to split this powerful organization to your enemies’
delight. Vazgen Sargsian put a lot of effort into founding the EVU and
I think there will be no split!” Greta Sargsian declared. She reminded
the volunteers about the responsibility they bear before their late
friends and called for unity in the name of solving the existing
problems such as creating an atmosphere of trust in the society, the
struggle for an independent economic development, as well as the
preservation of science and arts, both now in a sad state.
