RA AND AZERI FOREIGN MINISTERS MEET IN ATHENS

ATHENS, DECEMBER 1, NOYAN TAPAN. RA Foreign Minister Edward Nalbandian,
who arrived in Athens on November 30 to participate in the 17th
session of the OSCE Ministerial Council, met with OSCE Minsk Group
Co-chairs Yuri Merzliakov, Bernard Fassier, Robert Bradtke and Personal
Representative of OSCE Chairman-in-Office Andrzej Kasprzyk.

Then a meeting between E. Nalbandian and Azeri Foreign Minister Elmar
Mammadiarov organized by the Co-chairs took place in the format of
a working dinner. A possibility of adoption of a statement on the
Nagorno Karabakh problem at the 17th session of OSCE Ministerial
Council was discussed at the meeting.

According to the RA Foreign Ministry Press and Information Department,
the same day E. Nalbandian met with OSCE Parliamentary Assembly
Special Representative on Nagorno Karabakh Goran Lennmarker. The
latest developments in the Nagorno Karabakh settlement negotiations
were discussed at the meeting.

Addressing the 17th session of the OSCE Ministers of Foreign Affairs,
French Foreign Minister Bernard Kouchner called on Azerbaijan and
Armenia to solve the Nagorno-Karabakh conflict soon.

Kouchner said there is a strong basis to reach solution to
Nagorno-Karabakh and Transdniestria conflicts.

He noted that important steps were made toward solving the conflict by
the OSCE Minsk Group, as well as Azerbaijani and Armenian presidents.

"The presidents met for six times this year only. We hope that progress
will be reached in Athens too and the conflict will be solved soon. I
call on the foreign ministers of both countries to reach an agreement
on the solution to the conflict and formalize a written agreement,"
Koushner said.

(RPA) was unprecedented, according to RPA member Karen Avagyan.

"It turned a new page in Armenia’s political life," he told a news
conference in Yerevan.

Heritage parliamentary group leader Stepan Safaryan said for his
part that RPA’s 12th congress suggested authorities’ intention to put
the focus on Republican Party only. "This is the way Serzh Sargsyan
tries to block formation of a different political force," he noted,
voicing his doubts over the opposition’s showing a united front,
like the Armenian authorities did.

An exhibition dedicated to 20th anniversary of the fall of the Berlin
Wall was launched at the Yerevan State University today.

The opening ceremony was attended by German Ambassador to Armenia
Hans-Jochen Schmidt, Armenian Deputy Foreign Minister Karine Ghazinyan,
French Ambassador to Armenia Serge Smessov, representatives of the
US and Russian Embassies. They presented the role of their countries
in the fall of the Berlin Wall.

The participants agreed that the fall of the Wall played a critical
role in the further development of European cooperation.

"The citizens of the German Democratic Republic had enough will to
accomplish a peaceful revolution. It is through their efforts that
Germany was reunited," Ambassador Schmidt said.

Armenian Deputy Foreign Minister, ex-Armenian Ambassador to Germany
Karine Ghazinyan stressed that the fall of the Berlin Wall could
serve as an example for the fall of another invisible wall – the
closed Armenian-Turkish border.

According to her, the Armenian-Turkish dialogue is targeted at the
removal of this invisible wall, while any preconditions will hinder
the dialogue.

"If Turkey is really sincere, it should ratify the protocols," Karine
Ghazinyan said.

ArmInfo.The NKR Foreign Ministry has sent the text of the NKR
Parliament’s statement adopted on November 25 to the OSCE Secretariat
to distribute it among the participants of the upcoming OSCE
Ministerial Council in Athens on Dec 1-2.

The NKR Foreign Ministry told ArmInfo a relevant letter has been sent
to OSCE CiO George Papandreou and a copy of the letter to OSCE CIO
Personal Representative Andrzej Kasprzyk.

The NKR National Assembly adopted the above statement in connection
with the aggressive policy of official Baku in settlement of the
Azerbaijani-Karabakh conflict.

Armenian Prime Minister Tigran Sargsyan received today the delegation
chaired by National Defense Minister of Poland, Bogdan Klich,
government’s press office reported.

The Armenian Prime Minister voiced hope that `the visit of the Polish
delegation will serve as an additional impetus for the reinforcement
of relations between the two countries, especially in the field of
military cooperation.’

Tigran Sargsyan also expressed gratitude for the adoption of the bill
on recognition of the Armenian Genocide by the Polish Sejm.

Touching upon the current developments in the region, the Prime
Minister presented the process Nagorno-Karabakh settlement and the
Armenian-Turkish normalization.

Mr. Klich noted that Poland backs the peaceful settlement of issues in
the South Caucasus. `We highly appreciate the signing of the
protocols,’ he said. The interlocutors referred to the Cooperation for
Peace Program implemented within the framework of NATO. He noted that
as a country presiding over the European Union, Poland is interested
in the implementation of the Eastern Partnership Program.

At the end of the meeting Prime Minister Tigran Sargsyan asked to
convey his greetings to his Polish counterpart and voiced hope that
the latter’s forthcoming visit to Armenia would contribute to the
reinforcement and intensification of economic ties.

group form part of a very important period of French history.

"When I shot "The Army of Crime", a film about him and the epoch,
I wanted my contemporaries to ask themselves a question, "What would
they do, if they were in our shoes?" director Robert Guediguian told
a news conference on Friday.

At that, he noted that the film was shot in 2008 and was included
in the non-contest program of Cannes festival. Thereafter it was
purchased by several countries, including China.

"The Army of Crime" has been screened in Spain, Britain and
Scandinavian countries. The premier screening in Yerevan is due
on November 29 in Moscow cinema. On November 28 and 30, it will be
screened in Udjan village (Shirak region) and Gyumri.

"I appreciate the youth which is able to say ‘no’ and fight for
something. That’s why the film calls on youth to ‘Wake up’. But
that can hardly be called a united front of rebellious young people,
because there are a lot of problems as it is," director explained.

According to him, the film features a historical reality
characteristic of the period of World War II. "The bearers of true
internationalism belonged to different nations.And it’s painful to see
the French, as well as representatives of other nations lose belief in
internationalism. That’s why the plot of the film is becoming actual,"
Robert Guediguian said.

A French anti-fascist of Armenian decent, Misak Manushyan was born
on September 1, 1906. Orphaned after Armenian Genocide, he found
himself in Syria. Later, in 1925, he emigrated to Paris. There he
worked at Citroen plant. Together with his Armenian compatriots,
he published a journal advocating left-hand ideas and calling on
emigrants to preserve of Armenian culture. Active hero of World War
II, Manushyan organized anti-fascist operations together with his wife
Meline Manushyan. Starting from August 1943, his group launched attacks
against German occupants. The well-known Nazi "Red Placard" published
in 15.000 copies portrayed the hero; "Manushyan, Armenian, band leader,
56 attacks, 150 dead and 600 wounded" – this is what it read.

Misak Manushyan was arrested by German command, subjected to
tortures and 3 month later executed together with 21 members of his
group. On the execution day, he wrote to his wife, "What to tell
you? Everything inside myself is uncertain and at the same time so
light. I voluntarily joined the liberation army and will die now that
we are on the threshold of victory. Happy are those who’ll live after
us, enjoying peace and freedom." Manushyan was posthumously awarded
with Honorable Legion order. Streets and squares in Paris, Valence,
Marseilles, Guardan and Yerevan are named after him and his group
(Manushyan’s group). His name was referred to by writers like Paul
Eluard, Louis Aragon, Charles Aznavour and Leo Ferre.

to creation of the film, portraying Missak Manouchian’a life," actor
Serge Avedikian said, reminded of chansonnier’s accounts about his
father, Mishs Aznavourian. "They helped me a lot in my work in Robert
Guediguian’s "The army of crime" film to premier in Yerevan on November
29," the actor said.

The film deals with the true events surrounding the Affiche Rouge
("red poster") affair. The phrase "army of crime" was taken from the
caption on historic propaganda poster, in which the Nazis sought to
present prominent resistance fighters as criminals. The caption read
"Liberators? Liberation by the army of crime".

In Paris during the German Occupation, an ill-assorted group of
resistance fighters commits disorganized attacks. Missak Manouchian,
an Armenian exile, is ready to help but is reluctant to kill; for
him, being ready to die but not to kill is an ethical matter. However,
circumstances lead him to abandon his reluctance. Under his leadership,
the group structures and plans its actions and thus the Manouchian
network is born. The film traces the story of this group, from its
shaping to the execution of its members in 1944.

"~SThe army of crime" has already won acclaim among the audience,
owing to its truthfulness and professionalism," Ariane Askaride, the
actress starring in the role of Madame Elek in Robert Guediguian’s
film, emphasized.

Baghdasaryan Thursday received Grigol Tabadadze, Georgian Ambassador
to Armenia.

Armenian-Georgian relations were in the focus of discussions. Parties
agreed that any problems between their countries could be resolved
via duologue.

They also attached importance to deepening bilateral cooperation.

Mr. Baghdasaryan touched upon the social-economic problems of Javakhk
and the lands belonging to Armenian churches.

Georgian diplomat agreed to the decision on restoring St. Gevorg church
of Tbilisi within a year. He also informed Armenian official that
Javakhk’s problem was in the focus of Georgian authorities’ attention.
