"It has become obvious lately that the OSCE Minsk Group for the
settlement of the Nagorno-Karabakh conflict are trying to persuade the
two Armenian sides to accept the Madrid Principles, which are actually
a repeat of the settlement plan worked out by the Bolsheviks in 1920s,
when the 11th army seized Nagorno-Karabakh. The Bolshevik authorities
viewed Nagorno-Karabakh as a disputed territory whose fate was to be
decided later, by means of talks or a plebiscite.

What really happened? Nagorno-Karabakh was made part of Azerbaijan,
with no talks or plebiscite ever held in the region. In determining
Nagorno-Karabakh’s status in 1920s, Soviet Russia did not observe
an all-important principle – nations’ right to self-determination,"
said Doctor of Philosophy, Professor Sergey Sargsyan.

"The USSR leader assumed a similar attitude in 1988-1991, which
resulted in a 3-year bloody war Azerbaijan unleashed against
Nagorno-Karabakh. That war claimed tens of thousands of lives on
both sides. By sacrificing their best sons’ lives the Armenians of
Nagorno-Karabakh defended their freedom in that aggressive war,"
Sargsyan said.

The security of the Nagorno-Karabakh Republic (NKR) is not to be
discussed and "signing any document under pressure will inevitably
result in a war in the region, as the Azerbaijani leaders will create
intolerable conditions for the Armenian population in the NKR."

As regards official Baku’s warlike statements, Professor Sargsyan
said: "It is not difficult to predict that new hostilities will turn
the Baku-Tbilisi-Ceyhan oil pipeline and the Baku-Tbilisi-Erzurum gas
main into pyre. The Karabakh Armenians have an extensive experience of
guerrilla warfare, do they not? A new war, if unleashed by Azerbaijan
against the NKR and Armenia, will last for many years – it will not
be a Blitzkrieg as the Aliyev clan plans. In any case Azerbaijan will
lose that war as well. The result will be Azerbaijan’s return of the
Nagorno-Karabakh’s territories occupied during the first war, overthrow
of the Aliyev regime, destruction of the oil and communication sectors
of Azerbaijan’s economy and other losses."

Professor Sargsyan believes that a new war between Azerbaijan and
Nagorno-Karabakh would cause a political chaos, which would undermine
the fragile peace the South Caucasus and create favorable conditions
for Georgia’s war with South Ossetia and Abkhazia.

"Russia — whether she liked it or not — would be involved in a
long-lasting war with Georgia. I think that war would be radically
different from the war last August. Its scenario will resemble that
of the Vietnam War, with some differences: Russia would wage the war
at its southern borders, with not only hot spots, but also terrorists
intensifying their activities there," the Professor said.

As regards the "gas for Karabakh" formula being discussed by some
circles, Sergey Sargsyan said: "The ‘surrender’ of Karabakh (if we can
use such terms at all) does not in any way meet Russia’s interests,
as such an agreement would run counter to the logical development
of political processes. Such a step would be tantamount to Russia’s
political and geopolitical suicide. Russia is certainly well aware
of that – after the last Armenians have been driven out of Karabakh,
Russia’s presence in the South, and later in the North, Caucasus will
come to its end. On the other hand, that would cause resumption of
hostilities with Georgia."

The Professor pointed out that present top-level Armenian-Azerbaijani
meetings do not at all reflect the essence of the Nagorno-Karabakh
conflict, the NKR and Azerbaijan being the principal parties to it.

"Without Nagorno-Karabakh being immediately involved in the
negotiations as a party to the conflict, and its interests, rights
and duties considered, the main problem – the country’s status –
is impossible to solve. Alas, no progress has ever been made in this
matter. No tendency to a change in the format of negotiations can be
observed," Professor Sargsyan said.

The settlement scheme provided by the Madrid Principles is "nothing but
delayed deterioration under the pretext of empty talk bout allegedly
fair combination of the principles of territorial integrity and
nations’ right to self-determination."

"More than a hundred years of the Armenian people’s experience of
placing hopes on the great powers’ diplomacy — London Convention
1871, Treaty of San Stefano, 1878, Congress of Berlin, 1878, Treaty
of Sèvres, 1920, Treaty of Kars, 1921, Treaty of Lausanne, 1923,
etc.. — has shown that diplomacy did not prevent tragedies. Rather
it brought massacre, pogroms and refugees to the Armenian people. The
paradox is that the naïve Armenian people goes on hoping for ‘outward
favor’. Our people think that modern day diplomats and politicians are
persons of higher moral standards than their fathers. The Armenian
people should have relied on its own strength, looking for allies
and friends among its sons. Over centuries no one has been able to
break the freedom-loving spirit of the Karabakh people – neither
Yazdegerd II nor Genghis Khan, or Tamerlane or Stalin or Gorbachev,
many others. I think no one is able to do it now. This time, the
courage and inflexible willpower of freedom-loving Karabakh Armenians
and of the entire Armenian people, in cooperation with the leaders,
will thwart the poorly camouflaged plans of great powers," Professor
Sergey Sargsyan concluded.

Ombudsman: Armenian Antitrust Institutions Ineffective

YEREVAN, October 23. /ARKA/. Armenian antitrust institutions are
ineffective, Armen Harutyunyan, the country’s ombudsman, said at a
press conference on Friday.

"Antitrust institutions in Armenia carry a formal character, and
consumers’ rights are absolutely not protected here," he said.

Harutyunyan thinks that institutional reforms are needed for solving
this problem.

He said that all the sectors of the national economy were monopolized.

The ombudsman said that this problem removal is not connected with
outside factors, and the only thing needed for ridding the country
of it is a good will.

Regular Air Communication To Be Established Between Armenia And Tuni

YEREVAN, OCTOBER 22, NOYAN TAPAN. During the October 22 sitting,
the Armenian government approved the proposal to sign an agreement on
air communication between Armenia and Tunisia. Head of the RA Civil
Aviation Department Artem Movsisian said the document would form a
basis for proper management of regular air communication between the
two countries and promote their economic and cultural relations.

Turkish Parliament Considers Protocols

Turkey’s Mejlis (parliament) today launched discussions on the
Armenian-Turkish Protocols signed in Zurich on October 10.

In his addressing speech Turkey’s Foreign Minister Ahmet Davutoglu
presented to the Turkish parliament the contents of the Protocols on
establishing diplomatic relations between Armenia and Turkey and on
the opening of Armenian-Turkish border.

Representatives of parliamentary parties are expected to express
their opinions on the documents.

Following the ratification of the Protocols, the documents will be
forwarded to the Turkish Parliament’s Foreign Relations Commission
and later to the Supreme Council.

Turkey’s parliament has 544 MPs most of them representing the ruling
party "Justice and Development" headed by PM Recep Tayyip Erdogan.

Armenia’s National Assembly (parliament) will discuss the Protocols
after they are ratified by Turkey’s parliament.

Note that today the Presidents of Turkey and Azerbaijan, Abdullah
Gul and Ilham Aliyev, had a telephone conversation.

Gul presented the details of his talks with U.S. and Russian Presidents
in the context of establishing security in South Caucasus.

The interlocutors agreed that Turkey and Azerbaijan have no
differences.

Greece’s new prime minister urged Turkey on Monday to withdraw
thousands of its troops from Cyprus to help ongoing talks aimed at
reunifying the divided island.

The long-festering dispute on the eastern Mediterranean island has
poisoned relations between Greece and Turkey, both NATO members,
undermining the military alliance and European Union cooperation on
security and hindering Turkey’s bid for EU membership.

"It is a matter that either we solve to unite us, or it will keep
us divided," George Papandreou said after talks with Greek Cypriot
President Dimitris Christofias.

Cyprus was split into a Turkish Cypriot north and a Greek Cypriot
south in 1974. The island joined the European Union in 2004, but only
Greek Cypriots enjoy the benefits of membership.

"Certainly, occupation troops cannot be allowed to exist in an EU
member state, especially by an EU candidate country," said Papandreou,
who is paying his first official visit abroad as prime minister after
winning general elections earlier this month.

Year-long talks between Christofias and Turkish Cypriot leader Mehmet
Ali Talat have so far produced little real progress.

Christofias is blaming Turkey for restricting Talat’s ability to
negotiate an agreement on complex issues such as power-sharing under
a federal structure and arrangements on property lost during the war.

Turkey says it fully backs the peace process.

The Greek Cypriot leader renewed his support for Turkey’s bid to
join the EU, but added: "We are not masochists … We cannot accept
Turkey proceeding to full union membership without first achieving
a Cyprus settlement."

Cyprus is already blocking the key energy chapter in EU-Turkey
accession talks – one of 35 that Turkey must negotiate with the bloc.

Abdullah Gul Saturday discussed a range of regional issues in a
telephone conversation, including the evolving relations between
Turkey and Armenia, the White House said. They discussed "the historic
progress that is being made on normalization of relations between
Turkey and Armenia, and the importance of maintaining the momentum in
this important effort," the White House said in a statement.

Turkey and Armenia signed two protocols a week ago aimed at opening up
diplomatic relations, bilateral ties and their common border after
years of hostility.

On Friday, Armenia backed Turkey’s efforts to join the European Union,
saying it would serve its own interests in pursuing closer relations
with the EU.

Gul and Obama discussed the situation in Afghanistan and agreed to
work closely in the "critical weeks" ahead. Obama is in the midst of
defining a new strategy for the war there, which has seen escalating
deaths of US and international troops.

[Presenter] Summarizing his All-Armenian [diaspora] tour President
Serzh Sargsyan has commented on concerns [over normalization of ties
with Turkey] expressed most frequently during the past days at a
session of the National Security Council. "It is much more important
for us to listen to possible approaches and to receive as much advice
as possible on this issue; I believe we have succeeded in this",
the president of the country said.

[Sargsyan speaking at the session] During the tour a question was
frequently posed on whether these consultations are held too late,
taking into consideration that the protocols [on normalization of
the ties] had already been initialed. I believe that only those who
genuinely believe that normalization of relations between Armenia and
Turkey ends with putting initials under the protocols can think this
way. Of course it is not the case. For me discussions which took place
in the diaspora were extremely important in regard of planning our
strategy and tactics in each link of a complex and effort-intensive
chain – from initialing to signing, from signing to ratification, and
from ratification to implementation. During the meeting a concern was
frequently voiced that Armenia does not have sufficient resources –
human, financial-economic, political – in regard of organizing those
relations as an equal one with an equal one. I believe this is a
wrong approach. Yes, we face the need to mobilize our resources,
and also to use Diaspora’s potential in a full-fledged way. However,
I believe, this argument cannot be sufficient for isolating ourselves
inside the country.

[Presenter] The president of the republic spoke about the concerns
that establishment of relations and opening of borders may lead to
economic and demographic expansion [of Turkey over Armenia]. Sargsyan
said that this is the same as to suppose that the best remedy for a
headache is cutting the head off.

[Sargsyan] I have had an occasion to reconfirm our position that we do
not believe that the protocols may be read as documents which restrict
Armenia’s negotiating positions in the Nagornyy Karabakh issue. Both
concerns of our compatriots and statements periodically voiced by the
Turkish leadership regarding this issue are understandable. Of course,
all processes may impact each other in our small region. This is about
a different thing – and we will never go into unilateral concessions
in the Nagornyy Karabakh issue irrespective of what processes are
taking place, or of what we may be promised in return for that.

Newspaper Prints Azerbaijani Flag On Its Cover For Armenia-Turkey Fo

The news that flags other than those of the two competing teams
during the Armenia-Turkey football match were prohibited brought
about serious concerns among ultra-nationalists.

As Tert.am’s correspondent reports from Bursa, the Turkish right-wing
newspaper Yenicag ("New Times"), in order to please Azerbaijani
fans attending the football match, decided to be sly by printing the
Azerbaijani flag on its cover page of its issue published on the day
of the match.

Thus it came to be that instead of the prohibited flags, football
fans could simply buy a copy of Yenicag and take it with them into
the stadium. But the sly idea amounted to not much, since the ban
on Azerbaijani flags was repealed and the paper’s daily sales didn’t
break a record.

/PanARMENIAN.Net/ German Chancellor Angela Merkel’s conservatives
and the Free Democrats (FDP) have agreed not to rule out Turkish
membership in the European Union in their coalition agreement,
sources from both camps said on Thursday.

The compromise between the centre-right parties that won a
parliamentary majority in last month’s German election represents
a defeat for Merkel’s Bavarian allies, the Christian Social Union
(CSU), the staunchest opponents of the Turkish bid.

The sources said the deal between the parties was likely to contain
language similar to that included in Merkel’s 2005 coalition agreement
with the Social Democrats (SPD).

In that document, the parties said: "If the EU is not in a position
to take on new members or Turkey cannot fully meet all the criteria
necessary for membership, Turkey must be bound closely to European
structures in a way that allows its privileged relationship with the
EU to develop further".

The EU unanimously agreed to open official accession talks with
Turkey in 2005, shortly before Merkel took office. Her conservative
bloc opposes the bid and she has said repeatedly that Ankara should be
offered a "privileged partnership" that stops short of full membership,
Reuters reported.

An important component of Armenia-NATO relations is the participation
in NATO-led activities, Armenia’s Ambassador at NATO Samvel Lazarian
said during the space bridge between the Information Center on NATO
in Yerevan and the Alliance’s Headquarters in Brussels.

According to the Ambassador, this participation solves two issues –
it allows to contribute to ensuring international security and improve
the professional experience of Armenian soldiers,

According to Samvel Lazarian, the participation of Armenian
peacekeepers in Kosovo received a high evaluation. "Continuing this
tradition and taking into consideration our political decision that
Armenia should participate in ensuring international security to the
extent of its abilities, we decided to expand our cooperation and
send our servicemen to Afghanistan," he said.

Representative of NATO International Staff Lorenz Meyer-Minnemann
highly assessed the relations between Armenia and NATO, reminding
that Armenia has demonstrated great performance in the process of
implementation of the "Partnership for Peace" program.

Representative of NATO International Staff expressed opinion
that normalization of Armenian-Turkish relations would be of great
importance for providing security in the region and would positively
influence the relations between Armenia and the North-Atlantic
Alliance.
