inspectorate and investigation and control department of the Committee
of state revenue of Vayots Dzor identified illegally operating
gambling hall , press office of the Committee of state revenue
reports.

The game room with 16 slot machines acted without state registration
and license and belonged to the resident of the village Tsahkunk of
Gegharqunik Arman Minasyan.

Employees tax inspection instituted administrative proceedings and
imposed a fine equial to 25 million AMD.

/PanARMENIAN.Net/ Turkish President Abdullah Gul urged Saturday
Armenian Diaspora not to block settlement of problems between Turkey
and its neighbor Armenia.

"They should support all efforts for peace in the Caucasus, if they
care about the future of Armenia," Gul told reporters in Azerbaijan’s
Nakhichevan Autonomous Republic where he attended the summit meeting
of leaders of Turkic-speaking countries, World Bulletin reports.

Gul said the Armenian Diaspora was pursuing such a policy in order to
preserve their identity in some countries.

"But this is not right," Gul said. "It is easy to speak from a
distance."

Asked if tension between Turkey and Azerbaijan –after the protocol
that Turkey and Armenia agreed on to normalize relations– was
overcome, Gul said, "fraternity between Turkey and Azerbaijan has
always been tested. In this respect, Turkey and Azerbaijan have full
confidence in each other."

Gul’s remarks came after protests on Friday at the start of Armenian
President Serzh Sargsyan’s tour of Armenian Diaspora in the world.

Nairit Plant To Be Started-Up In October 2009

ArmInfo. Production at Nairit plant, which specializes on manufacture
of synthetic rubber, was restarted from September 2, spokeswoman of
Nairit Plant CJSC Anush Harutyunyan told ArmInfo on Thursday.

She said the plant was stopped for repair-and-renewal operations from
June 12, 2009, in view of the production accident on May 14, as a
result of which the chloroprene production section was damaged. All the
repair-and-renewal operations have been completed and the management
hopes for the plant start-up in October, the spokeswoman said. She
added that about 3,000 employees will be engaged at the plant.

To recall, 4 people died and 8 injured as a result of May 14 accident,
the reasons of which are under investigation. Rhinoville Property
Limited International company, 10% shares of which remained with the
state, is 90% owner of Nairit plant. Rhin®ville Property Limited
has been established by Samex Polish Company, American Intertex and
Russian "Eurogas". In 2008, the plant produced 5414 tons of rubber,
and for Jan-Aug, 2009 – 534 tons.

On September 30, the Supreme Spiritual Council convened a meeting
in the Mother See of Holy Etchmiadzin, under the presidency of His
Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians.

Following discussion on the process aimed at normalizing
Armenian-Turkish relations and the associated ongoing discussions,
the Supreme Spiritual Council made the following statement:

The Supreme Spiritual Council welcomes the process to establish
diplomatic ties free of preconditions between Armenia and Turkey and
the process to normalize Armenian-Turkish relations, for the sake
of regional security, preservation of peace and the development of
regional cooperation.

The Supreme Spiritual Council positively assesses the pan-Armenian
discussions currently taking place surrounding this process.

The Supreme Spiritual Council considers as natural and understandable
the concerns of Armenians living in Armenia, Artsakh and the
Diaspora, within the context of the bitter historical experience
of our people with Turkey, Turkey’s official policy of denying the
Armenian Genocide, Turkey’s intolerant position expressed toward the
Republic of Armenia, as well as the formulations contained in the
yet to be signed protocols regarding Armenian-Turkish relations that
have caused various interpretations, and the unacceptable statements
coming from the Turkish side associated with this process. In this
regard, the Supreme Spiritual Council reconfirms that the Armenian
Genocide is an indisputable fact, as is the right to independence
for the Republic of Nagorno Karabagh and the self-determination of
the Armenians of Artsakh. Our people and authorities shall never
abdicate the pursuit and defense of our just national rights.

The Supreme Spiritual Council exhorts all sons and daughters of our
nation to show utmost vigilance and reason to avoid nation-damaging
polarization, and united together, to face the challenges before
our people.

The Supreme Spiritual Council appeals for the assistance of our Lord
Jesus Christ and the guidance of the Holy Spirit for the authorities of
the Republic of Armenia, so that they lead the process of normalizing
Armenian-Turkish relations to a successful conclusion, for the sake
of our people’s cherished and vital interests.

Georgia ‘started unjustified war’

The war in Georgia last year was started by a Georgian attack that was
not justified by international law, an EU-sponsored report has
concluded.

However, the attack followed months of provocation, and both sides
violated international law, the report said.

Russia said the report delivered an "unequivocal answer" on the
question of who started the conflict.

But Georgia said the investigation proved that Russia had been
preparing for war all along.

The report said about 850 people were killed in the August 2008 war,
and that more than 100,000 fled their homes, about 35,000 of whom are
still displaced.

It was commissioned by the Council of the European Union, and written
by Swiss diplomat Heidi Tagliavini, with the help of 30 European
military, legal and history experts.

The conflict erupted on 7 August 2008, as Georgia shelled the
breakaway region of South Ossetia, in an attempt to regain control
over it. The previous months had seen a series of clashes.

Russian forces quickly repelled the assault, and pushed further into Georgia.

The conflict lasted for five days before a ceasefire was agreed.
Russia pulled back, but built up its military presence in both South
Ossetia and Abkhazia.

‘Not justifiable’

"The shelling of Tskhinvali (the South Ossetian capital) by the
Georgian armed forces during the night of 7 to 8 August 2008 marked
the beginning of the large-scale armed conflict in Georgia," the
report says.

It adds later: "There is the question of whether [this] use of
force… was justifiable under international law. It was not."

It also says Georgia’s claim that there had been a large-scale Russian
military incursion into South Ossetia before the outbreak of war could
not be "sufficiently substantiated", though it said there was evidence
of a lower-level military build-up.

The report states that while Russia’s initial actions in fighting back
against attacks on its personnel in South Ossetia were justified, its
subsequent actions, in pushing far into Georgia proper "went far
beyond the reasonable limits of defence" and was "in violation of
international law".

"Furthermore, continued destruction which came after the ceasefire
agreement was not justifiable by any means."

Given the European Union’s relations with Russia have improved
compared to a year ago, the EU may welcome the report itself, but may
want to distance itself from the content, says the BBC Brussels
correspondent Dominic Hughes.

EU countries said in a statement the report was not about apportioning
blame, but they hoped it could "contribute toward a better
understanding of the origins and the course of last year’s conflict".

Russia has recognised South Ossetia and Abkhazia as independent and
has vowed to protect them.

However, Georgia and the vast majority of the international community
still views them as part of Georgia, and the report’s author said
Russia’s recognition "must be considered as being not valid in the
context of international law, and as violations of Georgia’s
territorial integrity and sovereignty."

Aid agencies say a refugee crisis continues in the region, with the
Russian-backed authorities in South Ossetia refusing to allow tens of
thousands of ethnic Georgians back to their homes in the region.

(Tavush region) resident Gagik Saturyan.

As ArmInfo correspondent reported, the bullet wounded the civilian on
the leg. The wound turned not be dangerous for his life. The incident

ArmInfo. Within the framework of the Second Judicial Reform Project
in Armenia, Hulla & Co. Human Dynamics KG, Austria, in cooperation
with Ameria CJSC, was commissioned for the implementation of the
"Technical Assistance and Consulting Services for the Institutional
Support of the Council of Justice and Judicial Department" project.

The press service of America reports that the judicial reforms in
Armenia are implemented in two stages. During this initial phase
(2003-2008) actions were taken to contribute to the separation of the
judicial power from political power, as well as a new institutional
framework was introduced.

The second stage of the reforms is aimed at providing Armenia’s
judiciary with the administration, facilities and expanded capacities
required to improving efficiency, reliability and the transparency

Support of the Council of Justice and Judicial Department" 8-month
project will come up with comprehensive recommendation package on the
use of tools, mechanisms and criteria for the evaluation, promotion
and disciplining of judges.

Within the framework of the project the Consortium will develop
rules and processes for Council of Justice procedures for the
professional development of judicial candidates and promotion lists,
standard evaluation criteria for judges and evaluation processes. The
consultants will also implement transparent rules and procedures
that provide due process for the disciplining of judges. Finally,
the Consortium will hold training sessions for the key personnel of
the Ministry of Justice and Judicial Department to provide practical
training on the recommendation package and reports developed during
the Project.

Spanish Festival Honors Tehran Vocal Ensemble

SPANISH FESTIVAL HONORS TEHRAN VOCAL ENSEMBLE

TEHRAN — The Tehran Vocal Ensemble won the golden medal in the Mixed
Choir Category of the 11th International Folksong Choir Festival.

The ensemble is the only non-European participant in the event that
was held from September 23 to 26 in Barcelona, Spain.

The ensemble had three performances: one in the competition section,
one open-air concert and another at Barcelona’s Church of St. Maria
del Pi – Barrio Gotico.

They performed several Azeri and Armenian pieces as well as some
European folk music during the festival.

Tehran Vocal Ensemble was awarded two medals at the 2nd Asian Choir
Games, which took place in South Korea this year.

The competing groups were judged by a group of four musicians and choir
directors, and included Germany’s Michael Rinscheid, Estonia’s Kai
Toe Ellermaa, Italy’s Felix Resch and Czech Republic’s Miroslav Kosler.
