Chinese, Armenian leaders discuss China’s participation in

Chinese leader Hu Jintao and Armenian President Serzh Sargsyan has
discussed China’s participation in a construction of a railway between
Armenia and Iran, Armenian state’s press-service said Sunday.

Last year the Armenian and Iranian transport ministers signed an
agreement to build a railway linking Armenia with Iran’s Persian Gulf
ports. The construction of the 470-kilometer long railway, with 410
kilometers passing through Armenian territory, is expected to last for
at least five years and to cost $1.5-$1.8 billion.

"Sargsyan said that a development of the relations with China is a
priority of Yerevan foreign policy, and noted that bilateral relations
do already have a good dynamic of their development," the statement
said.

The sides also noted with satisfaction the successful implementation
of various joint projects in energy, chemical industry, agriculture,
science and technology, defense, culture and education, stressing that
an exploitation of the Shanxi-Nairit joint Armenian-Chinese
chloroprene rubber production plant is an important evidence of the
development of Armenian-Chinese economic cooperation.

Last year Armenia reached an agreement with Iran on a $400 million
loan for the construction of a railway between the two countries.

An agreement on the construction of the strategic route was signed by
the Armenian transport minister, Gurgen Sargsyan and his Iranian
counterpart, Hamed Behbahani, in April 2009 in Tehran.

The construction of the 500-kilometer (310-mile) railway, with 60
kilometers (37 miles) in Iranian territory, is expected to take at
least five years and cost $1.5-$1.8 billion.

The railway, with the Armenian section connecting the northern city of
Sevan to the southern city of Meghri on the border with Iran, will
ensure the transportation of energy supplies and other goods, and
increase trade between the countries.

Landlocked Armenia, currently under economic blockade by Turkey and
Azerbaijan, has rail links with other countries only through the
territory of Georgia, which is complicated by Tbilisi’s often
fractious relations with Moscow.

Russia and Ukraine had also expressed interest in financing the project.

YEREVAN, APRIL 30, NOYAN TAPAN. On April 29 multi-language information
panels were installed at the Matenadaran Scientific Research Institute
for Ancient Manuscripts after Mesrop Mashtots. This initiative of the
Armenian Monuments Awareness Project (AMAP) is another remarkable
event in the series of events aiming at raising awareness on the
cultural-historical and natural monuments of Armenia, as well as
promoting tourism in the country.

The installation of information panels was sponsored by VivaCell-MTS,
the US Ambassadors Cultural Fund, USAID/CAPS, Honorary Consul for
Italy in Gyumri and the Norwegian Ministry for Foreign Affairs. The
project was also promoted by International Council on Monuments and
Sites ICOMOS/Armenia, Holy See of Echmiadzin, Institutes of Botany,
Archaeology and Ethnography of the National Academy of Sciences of
Armenia, Matenadaran and the Ministry of Transport and Communication
of Armenia.

"Matenadaran is a treasure we should cherish, where the whole Armenian
spiritual legacy is represented chapter by chapter. Matendaran is the
repository of Armenian spirit, culture and its legacy of inspiration,
achievement, and perseverance that helped our Nation, long-lasting
and unfading, like its world-famous Vordan Karmir paint, reach those
days even without having statehood. And therefore, there has never
been a better time to be an Armenian as today we have this statehood,
and much more opportunities for preservation and development of our
cultural identity," told VivaCell-MTS General Manager Ralph Yirikian
at the ceremony of opening.

The Matenadaran is one of the world’s richest manuscript depositories,
with a collection of nearly 17,000 manuscripts covering almost all
areas of ancient and medieval Armenian culture and science. Many
originals lost in their mother tongue are available only in their
Armenian translations, preserved at the Matenadaran and particularly
valuable to world culture and science. In addition to the Armenian
manuscripts, which form the main body of the Matenadaran collection,
there are also preserved manuscripts in Arabic, Persian, Greek,
Assyrian, Old Slavic, Latin, Ethiopian, Indian, Japanese and other
languages.

Mashtots also established a collection of Armenian manuscripts at
the Holy See of Echmiadzin (the center of the Armenian Church). In
1920 the Holy Etchmiadzin Matenadaran became state property and in
1939 it was relocated to Yerevan.

Igdir – APA. Within the framework of the visit to Turkey, chairman
of the Supreme Assembly of the Nakhchivan Autonomous Republic Vasif
Talibov met with Igdir Governor Saffet Karahisarli, APA reports
quoting Turkish news agencies.

Azerbaijani Consul General in Gars Hasan Zeynalov, Turkish Consul
General in Nakhchivan Ahmad Enginal and police chief of Igdir Mustafa
Aydin attended the meeting. Igdir Governor spoke about high-level
cooperation with Nakhchivan and implementation of joint projects:
"We are always together with our brothers from Nakhchivan and
this friendship will continue". While responding to questions of
journalists Vasif Talibov said that within the framework of the visit
he met with Turkish leaders: "Our meetings were very productive. We
discussed issues on Nakhchivan-Igdir-Gars railway, establishment
of free industrial zone which can be used jointly by Turkey, Iran
and Nakhchivan. If this project is realized then all three sides
will strengthen from the economic standpoint". Talibov noted that
he once more was sure of that, Turkish Government’s policy towards
Azerbaijan hadn’t changed: "Turkish Government has always announced
that it will not open borders with Armenia unless Armenians leave the
occupied territories of Azerbaijan. Today Armenians are like children
who enter children’s toy market and wish to buy every toy they see".

Sargsyan participated today in the opening of the new building of the
"All-Armenian Youth Center" Foundation. Governmental press service
told Armenpress that executive director of the foundation Alexander
Ter-Hovakimyan came up with an opening speech. He noted that during
the coming month the programs of the foundation will be established
which will support the solution of issues of the youth. The foundation
will carry out its activity within the framework of the programs of
the president directed toward the development of the youth with the
support of the prime minister.

For the implementation of the program this year 35 million AMD will
be provided from the state budget. The prime minister toured in
the building and got acquainted with the building conditions and
technical opportunities.

Afterwards the meeting of the prime minister with the students majoring
in economy of different universities took place. Tigran Sargsyan
delivered a lecture and answered to the questions of the students.

U.S. President Barack Obama gathered yet another unprecedented summit
in Washington, D.C., this past week, following the International
Nuclear Security Summit held a couple of weeks ago. More than 300
delegates from 56 Muslim countries participated in the Presidential
Summit on Entrepreneurship.

Turkey sent several exciting delegates, most of whom I was able to
have long conversations with on the sidelines of the summit.

Obama convened this summit, in which the participants were mostly
small-business owners, innovators and businessmen, to further forge
ties with Muslim countries. He made sure his intentions would be well
understood by sending Secretary of State Hillary Clinton, his treasury
and education secretaries and many other high-level officials to the
summit to give talks and mingle with the guests. Some other White
House officials also made themselves ready for open-ended interviews
to talk about the importance of the summit, which is a rare occurrence
at any rate.

The biggest surprise of the summit for us was that Turkey was selected
to organize the second summit in 2011.

Mike Hammer, a spokesman for the White House National Security Council,
said in an e-mail message that as "President [Obama] outlined in
his Cairo speech nearly a year ago, the United States is keen to
deepen our engagement with Muslim communities around the world and
also develop new partnerships based on mutual respect and mutual
interests… entrepreneurship can unlock tremendous potential, promote
education, foster innovation and create jobs. We deeply appreciate
Prime Minister [Recep Tayyip] Erdogan’s leadership on this issue;
it is yet another tangible example of the depth and breadth of the
U.S.-Turkey strategic partnership."

Another White House official told me last week during the summit that
it was confirmed only one day before the event started that Turkey
would host the second one. It is noteworthy that this confirmation
came right after April 24, when Obama released his statement on the
Armenian day of remembrance.

Though Muslim countries sent delegations to Washington, the gap
between the two has not shrunk. There are a number of obstacles that
keep stirring up anti-American sentiment in Muslim countries. For
example, the never-ending attacks by Afghanistan-based U.S. forces,
which have repeatedly caused the killing of innocent people, are one of
the biggest factors injecting more strain. Raising tension with Iran
also sends mixed signals to the Muslim world as the situation appears
to be that the U.S. wants to take on another Muslim country, after
Iraq and Afghanistan, whatever the reason. And finally, in addition
to many other issues, the lack of progress on the Palestine-Israel
peace process continues to weaken Obama’s standing in the Muslim world.

There are Middle East experts in Washington who have already announced
the death of the two-state solution for the Israel-Palestine conflict,
a big source of anti-American sentiments in the region. One of those
experts is Dr. Reza Aslan, the author of "Beyond Fundamentalism,"
who visited the region very recently and gave a talk at the Rumi Forum
last week. According to Aslan, the two-state solution is already dead
and buried because neither party is ready and willing to reach that
solution. The Palestinian leadership, Aslan argued, lost the trust
of Palestinian people with its ineptitude and corruption.

The ideological settlers group has a bigger sway in the current Israeli
government; Prime Minister Benjamin Netanyahu himself considers
Jerusalem the capital of the Jewish state and does not shrink from
building in any part of the city, which fuels Palestinians’ anger.

Therefore, even though inviting representatives from more than 50
Muslim countries to Washington seemed like a wonderful idea to show
Obama is committed and has taken another step toward the Muslim world,
it falls flat in comparison to the colossal issues just discussed.

Turkey-Iran-US

Dozens of analyses and opinion pieces on the Iranian conundrum appear
every day; for the approximately half-dozen experts I talked to this
week, the confusion and speculation over the issue is visible.

Svante Cornell, the research director at the Central Asia-Caucasus
Institute Silk Road Studies Program, said Turkey has had a two-fold
foreign-affairs policy outlook for some years now. While trying to
warm its relationships with countries that are condemned by the West
one way or another, such as Iran, Syria and Sudan, Turkey also strives
to maintain good relations with the West.

Cornell calls this policy a "balancing game" and claims Turkey wants
to walk this thin line without damaging its relations with either side.

The worst scenario for the Turkish balancing game, Cornell predicted,
would be a military confrontation in the region. The second-worst
scenario would be a clash over sanctions at the United Nations Security
Council, which is expected this spring.

In recent weeks and days, French President Nicolas Sarkozy, along
with German Chancellor Angela Merkel, has also been intensely pushing
for strong sanctions against Iran. Sarkozy made his first visit to
China this past week since the relations between France and China
went sour following a previous episode over Tibet. However, the
president of China did not comment publicly on the sanctions issue
after the meetings.

Cornell says it appears as if the Obama administration just wants to
pass "a package" but does not care much what will be in it. That’s
why the Obama administration is watering down the package and getting
ready to live with a nuclear Iran.

Turkey has made clear its views on the sanctions package. In a speech
a couple of weeks ago in Washington, Turkish Foreign Minister Ahmet
Davutoglu reminded first about the past sanctions experience with Iraq,
and how Turkey lost economically during this time. Davutoglu seemed
unwavering about another sanctions package this time. Turkey plainly
lauds its disbelief on the utility of the sanctions by repeating a
"sanctions don’t work" slogan.

Today’s Turkish administration, which has been promoting proactive
and friendly policies in its region close to a decade now, views
applying sanctions on Iran as being against its economic interests
and friendlier Middle East policies.

On the other side, the Obama administration will likely not seek
retribution against Turkey for such opposition at the U.N. Security
Council, according to another Washington-based Iranian-American
security analyst.

For President Obama, who has many hurdles to tackle before mending
ties with the Muslim and Arab world, Turkey occupies a significant
post; it is a country that cannot be overlooked or risk being lost,
even if it ends up opposing sanctions.

YEREVAN, April 29, /ARKA/. Russian gas supplies to Armenia have
been halted April 29 because of a landslide in Kazbegi region,
Georgia, a press officer for Armenia’s gas operator, Armrosgazporm
(ARG) Shushan Sardarian said. She said a crash crew has been sent
from Tbilisi to the area to fix the problem as soon as possible. She
quoted a representative of Georgian national gas company as saying
that the repair will take 3 days.

Armrosgazprom said the breakdown will not affect home gas consumption
as it has enough gas in its Abovian underground storage facility to
meet the demand for several weeks.

ARG is the only company dealing with import and distribution of
Russian natural gas coming to Armenia from Russia via Georgia. It
was established in 1997. Russian Gazprom holds 80 percent in it, the
rest is owned by Armenian government. As of March 1 the underground
facility had 118 million cubic meters of gas stored.

Arthur Manukyan, an Armenian suffering from a chronic illness who
has sought a permanent residence permit from Turkey, is likely to
be granted Turkish citizenship at the order of Prime Minister Recep
Tayyip Erdogan.

"I am thankful to our prime minister. If I gain citizenship, I
will go to Armenia and visit my friends. I am very happy," he told
Today’s Zaman. Since he was one of thousands of undocumented Armenian
immigrants living in Istanbul, he was not able to leave Turkey.

Armenian Archbishop Aram AteÅ~_yan and the president of the board of
trustees of the Armenian Surp Pırgic Hospital, Bedros Å~^irinoglu,
previously requested a permanent residence permit for Manukyan, who
suffers from moyamoya syndrome, an inherited disease in which certain
arteries in the brain are constricted, in their talks with Erdogan.

Erdogan then ordered officials to look into the issue and signaled
that a permanent residence permit would be given to him.

While Manukyan was waiting for the permit, Republican People’s Party
(CHP) Ä°zmir deputy Canan Arıtman reminded Erdogan of Manukyan’s
case during parliamentary talks on a reform package over the
weekend. When Interior Minister BeÅ~_ir Atalay, who was with Erdogan,
said citizenship would be better and Arıtman said his family should
also be granted citizenship due to his illness, Erdogan reportedly
said, "OK."

Manukyan and his family were invited to the Ä°stanbul Police Chief’s
Office yesterday, and he is expected to be granted Turkish citizenship
soon.

Thousands of undocumented Armenian immigrants currently live in
Ä°stanbul, where many settled after an earthquake in their homeland
in 1988. The exact number of Armenian immigrants in Turkey is unknown,
but Turkish-Armenian groups say Turkish politicians inflate the number
of illegal workers and threaten expulsions whenever tensions escalate
between Ankara and Yerevan.
