KAPAN ORE PROCESSING ENTERPRISE WILL RESUME OPERATIONS

Kapan, April 2, Noyan Tapan. Robert Fallerta, General Director of the
Deno Gold Mining company CJSC, former Kapan ore processing enterprise,
announced at the press-conference called on March 30, that the
enterprise would start operating April 1. 950 -1000 employees will
be occupied at the enterprise instead of previous 1200. The company
will produce copper and zinc concentrates, and zinc concentrate will
be temporarily reserved, while copper concentrate will be sold.

"Mass lockouts are not anticipated, there will be no change in
salaries, new work contracts will be signed with employees," told
R.Fallerta.

Significant work had been done during the forced outage. New
air-conditioning and lighting systems had been installed, new
technologies for further exploitation have been developed at the
factory and mine.

According to Fallerta, implementation of social programs in the region
of Kapan will be continued.

ArmInfo. The Armenian-Turkish border will be opened this year after
May, Director of Armenian Centre for National and International
Studies, Richard Giragosyan, told journalists today.

‘I think Turkish diplomates will wait for development of events
after US president’s visit to Turkey and his speech on 24 April. But
irrespective of the fact is the USA recognizes the genocide or not,
Armenia does not own many levers of affecting Turkey. The Armenian
party has always insisted on opening the border to Armenia by Turkey
and starting normal diplomatic relations without pre-conditions’, –
he said.

To note, new stage of the Armenian-Turkish relations started on
6 September 2008, when President of Turkey Abdullah Gul visited
Yerevan for the first time by invitation of President of Armenia
Serzh Sargsyan to watch the football match between the national teams
of Armenia and Turkey. The diplomatic relations between Armenia and
Turkey have been broken and the border shut down since 1993 by the
initiative of official Ankara.

The ARF Dashnaktsutyun raised the question on the exploitation of
the administrative keys for the Mayor republican candidate’s sake
and is waiting for an answer. This was stated on April 1, by the
Dashnaktsutyun candidate for Mayor Artsvik Minasyan.

Dwelling on the unequal competitive conditions which are supposed
considering that another candidate for Mayor Gagik Beglaryan has been
appointed Mayor before the election, Artsvik Minasyan accepted that
Gagik Beglaryan gets an advantage in this way. He noted that appointing
Mayor is the president’s right but Serge Sargsyan did not consult
with the coalition in this connection. "However, I don’t see any
problem here, is the game rules are observed," says Artsvik Minasyan,
adding that he means the not using of administrative resources, or
not spending of the municipal money in the way to make evident after,
that it was an electoral bribe.

According to Artsvik Minasyan, the advantage of Gagik Beglaryan is
that being Mayor now, he has the possibility to solve problems in the
city and increase his rating. But in this case the other candidates
should not struggle against but for and propose other approaches
for problem solutions. This is the Dashnaktsutyun candidate’s
opinion. Nevertheless, Artsvik Minasyan thinks that only the president
can be the guarantee for the rules observation and not utilization of
the administrative resources during the election because "as in almost
every case, I this case too, everything depends on the decision of
the supreme comandor." Artsvik Minasyan said that he hopes that the
president will make this decision and will not let the administrative
resource to be used.

"Let the citizen to make their own choice at this Mayor election
which is the first," said Artsvik Minasyan.

At the same time, he notes that there are signals that the
administrative recourse is already being employed.

Artsvik Minasyan stated that if the government does not take up
measures for their prevention but considers them a provocation, so
the government is engaged in demagogy. Artsvik Minasyan said that
such a behavior may cause a situation which may be the reason for
March 1 repetition. According to Dashnaktsutyun candidate everyone
should realize that stets must be taken up to avoid its repetition.

On March 31, the speaker of the Armenian National Assemble Hovik
Abrahamyan met with the honored priest of the Armenian Evangelistic
Church Rene Levonyan. The collocutors discussed the amendments
to the Armenian law on the freedom of conscience and religious
organizations. The Speaker of the National Assemble said that the
draft was sent to the CoE Venice committee and to the OSCE office
for democratic institutes and human rights in order to get their
joint examination conclusion. Hovik Abrahamyan noted that the RA
constitution for the freedom of conscience and religious organizations

On March 27 160 students of several schools of Yerevan, Nagorno
Karabakh and Javakhk, members of the International Association of
Lawyers and Psychologists, visited the National Assembly. They met with
the Chairman of the Standing Committee on Defense, National Security
and Internal Affairs Mr. Artur Aghabekyan, Ms. Naira Zohrabyan,
Deputy Chair of the Standing Committee on Science, Education, Culture,
Youth and Sport and Mr. Viktor Mnatsakanyan, Chief Adviser to the
President of the National Assembly.

Ms. Zohrabyan conveyed the greetings and best wishes of Mr. Hovik
Abrahamyan, President of the National Assembly of the Republic
of Armenia to those present, noting that the National Assembly
is ready to listen to the views of all layers, to understand their
concerns. Ms. Zobrabyan emphasized that the policy of the President of
the National Assembly is to respond to all the concerns of society. The
parliament is open to the dialogue with society.

She familiarized the students with the structure of the National
Assembly, its political parties, standing committees and the
activities. Ms. Zohrabyan touched upon the draft law, adopted through
the first reading on General Education, also noting the further
legislative amendments to the laws on Advertising, on TV and Radio
etc. In 2008 the National Assembly adopted 297 laws, 30 of which-
basic laws and 267 – amendments. Chairman of the Standing Committee on
Defense, National Security and Internal Affairs Mr. Artur Aghabekyan
touched upon the foreseen amendments to the RA draft law, recently
debated, on Conscription and military issues in general. He informed
the future recruits about the foreseen amendments and refuted the
rumors that the term of service in the army will be 3 years. According
to him there would be no such similar amendments within the forthcoming
10 years. The other amendment, related to the abolition of the
deferment privilege would not be debated before autumn.

The students came to the meeting with prepared speeches, which related
to the negative influence of the broadcast serials the rights of
citizens, the problems of disabled persons, etc.

At the end of the meeting Ms. Naira Zohrabyan, Deputy Chair of the
Standing Committee on Science, Education, Culture, Youth and Sport of
the National Assembly, answered the students’ questions and proposals,
noting that the proposals would be conveyed to the President of the
National Assembly and solutions would be given to them if possible.

Mr. Khachik Mirzoyan, Head of the International Association of Lawyers
and Psychologists, thanked the authority of the National Assembly
for the warm reception. At the end of the meeting the students got
familiarized with the foundation history of the Parliament and reviewed
through the building.

Organization says though Armenian issue will be discussed during
U.S. President’s visit to Turkey, Ankara will not compromise and open
borders with Armenia.

"U.S. and Turkey will discuss Armenian issue. But it is politically
incorrect to think that Ankara will compromise Yerevan and open borders
under Obama’s pressure," Turkey-based International Strategic Research
Organization director Sedat Lachiner told Trend News in a telephone
conversation from Ankara.

Turkey’s SABAH newspaper quoted the anonymous EU official as saying
that he hopes the Turkey-Armenia border will be opened following
U.S. President Barrack Obama’s visit to Turkey in April.

Obama will trip to Turkey on April 5-7.

Lachiner said Turkey was put on more pressure regarding Iraqi issue
during former U.S. President George Bush’s office. However, Turkey
did not allow U.S. troops to use its territory.

"Turkey will never act in detriment of Azerbaijan’s
interests. Azerbaijan is aware of all talks between Turkey and
Armenia," Lachiner said.

He said media is exaggerating reports on opening of the Turkey-Armenia
border.

The border can be opened after Armenia withdraws from "occupied
Azerbaijani lands". "Turkey will not harm its interests under the
pressure of any state," he said.

We will continue our daily presentations in the road to the Eurovision
Song Contest to take place in Moscow, Russia. The three shows taking
place in May will decide where we will head on next year.

Today we will be taking a look at Armenia whose entry "Nor Par"
penned by Vardan Zadoyan & Avet Barseghyan and composed by Mane
Hakobyan will be sung by the popular sisterly duo composed of Inga &
Anush. The duo who will be representing Armenia will be hoping to
continue their great past sucess being one of the better newcomer
nations in recent years. They will be singing in spot number 6.

The Selection The Armenian entry shall be sung by Inga and Anush
Arshakyans singing the song ‘Jan Jan’. They entered the national
final held on 14th February. A massive 21 songs were presented. Inga
and Anush were triumphant scoring maximum points in both the jury and
tele-voting procedures. Mane Akopyan composed the song, with lyrics
written by Vardan Zadoyan and Avet Barseghyan.

The Artists Inga and Anush Arshakyans are sisters aged 27 and 28
are known exclusively in Armenia. They have also acted together in
the State Song Theatre of Armenia. Starting from 2003 they perform
also independently. They performed both in Armenia as well as abroad
in countries such as the United States of American, Tehran, London,
Paris, Russia and German amongst others.

The Song The song starts with a wail like Sirusho last year. It is
a very ethnic track, something I would expect to listen to walking
the streets of Armenia. I think it is certainly a charming and
their voices aren’t bad, but I do find that it is often more like
two people shouting at each other, which was pretty much the case
at the national final. I really do like the how ethnic this song is,
but clumsy lyrics make the flow of the song a bit awkward at times. I
think it would be a hit in Armenia and the video is a bit plain and
simple but they look all look like they are having fun including
all those dancers. So. You do have to admire that this song is one
of few that isn’t trying to be a generic pop or rock song or even
a ballad. Inga and Anush have created a genuine Armenia song, which
was the original idea for Eurovision as it is to show everyone the
culture and music of your country and I really admire them for sending
this. The song isn’t amazing so I’d have to say good, not great. I
can’t see it winning but Eastern countries will love it due to its
originality ad similarity to the region. I’d love to see it in the
final and I am pretty sure it will be.

We wish Inga & Anush the best of luck in the semifinal hoping to
make it to the final for the fourth time in their four year tenure
in order to start off their campaign to bring it home.

"What is very clear is that President Obama has a tremendously strong
and principled record on this human rights issue," Aram Hamparian,
the Executive Director of Armenian National Committee of America
answered to Panorama.am question regarding the U.S. President’s
recognition of Armenian Genocide.

According to him the Turkish government is using every lobbying,
media, and other means to derail the tremendous momentum toward
U.S. rejection of Turkey’s gag-rule on the Armenian Genocide.

"The U.S. should not, and need never, be bullied by another
nation, particularly on matters of core American values, like
genocide-prevention and human rights," mentioned Aram Hamparian.

President Obama, according to Mr. Hamparian, has been remarkably
clear in his recognition of the Armenian Genocide, his calls for
its commemoration by the US government, and his repeated pledges to
properly recognize the Armenian Genocide if elected President.

"We know the President to be a man of his word, and have been deeply
impressed by his commitment to principle and his willingness to speak
the truth, even when that is sometimes difficult for some to hear. The
time has clearly come for the U.S. government to rise above the level
of Turkey’s threats in addressing the Armenian Genocide. We must, as a
nation, look at this issue in its proper context as a matter of core
American values, and reject any and all efforts to silence our proud
tradition of standing up for human rights and against genocide. No
nation has the right to impose a gag-rule on the American people,"
said Mr. Hamparian.

The General Court of Kentron and Nork Marash communities today returned
the verdict on Vardan Jhangiryan. The court found him guilty under
Article 316.1. He was sentenced to six years of imprisonment with a
suspended term of three years.

The defending side declared during the previous sitting it did not
expect an acquittal, but it demanded from the court to allow Vardan
Jhangiryan to leave the republic after the verdict is announced
to get necessary treatment. The court, however, did not change the
preventive punishment.

Lawyer Lusine Sahakyan told "Radiolur" that the defending side will
appeal against the decision at the Court of Appeal.

– died in an accident on March 26, the press office of the NKR Defense
Ministry told PanARMENIAN.Net.

A criminal case has been initiated. Investigation is underway.
