European Union foreign policy chief Catherine Ashton Tuesday
welcomed the normalization of relations between Armenia and Turkey
while anther high-ranking official kicked off a visit to Armenia,
Azerbaijan and Georgia.

"The European Union encourages Armenia and Turkey to remain committed
to the process of normalization and calls on both countries to ratify
and implement the bilateral protocols without preconditions and in
a reasonable timeframe," Ashton, high representative for foreign
affairs and security policy, said in a statement.

The EU welcomes the decision of the Armenian President to submit
both protocols to the parliament as well as the recent declaration
by the President of Turkey to remain committed to the normalization
of relations with Armenia, said the statement.

Ashton said the EU believes that the full normalization of bilateral
relations between Armenia and Turkey would be an important contribution
to security, stability and cooperation in the Southern Caucasus.

"The EU will continue to provide its political and technical support
to this process and stands ready to help implementing the steps agreed
between the two countries," the statement added.

Meanwhile, commissioner for Enlargement and European Neighborhood
Policy (ENP) Stefan Fule started a three-day visit to Armenia,
Azerbaijan and Georgia from April 6 to 9.

"Each and every of our partner countries is the master of its own
success in getting closer to the EU," stated Fule prior to the visit.

The EU is offering through the Eastern Partnership closer economic
integration, deeper political cooperation through the proposal to
engage in negotiations of Association Agreements with the partner
countries.

The visit is believed to provide one more opportunity to stress the
EU intention to take forward the broad agenda it has developed with
the three countries in the context of the Eastern Partnership, the
statement said.

Armenia, Azerbaijan and Georgia each have an action plan under the
ENP, designed to help, inter alia, their closer trade and economic
integration with the EU, in particular through gradual regulatory
alignment.

The implementation of the action plans should also enable the countries
to progressively become ready to negotiate, implement and sustain a
deep and comprehensive free trade area with the EU.

The new EU Eastern Partnership (EaP) initiative launched in May 2009
builds upon the ENP and aims at overall enhancing the EU relations
with the Eastern ENP countries, which has brought in particular a
perspective of new enhanced bilateral framework agreements.

The fugitive Armenian family is complaining about the unbearable
living conditions in their homeland.

The report demonstrated on Azerbaijani ATV channel Thursday features
Armenian citizen Yegishe Gevorkyan complaining about injustice
in Armenia.

"There is no life in Armenia. The Karabakh group seized the power
and does everything it wants. People are unemployed and they are
doing everything to earn a living All Armenians have lost hope and
are trying to escape from the country. Therefore, we have transferred
to the Azerbaijani side", Gevorkyan said.

He noted that today the real population of Armenia does not exceed
1,500,000 people. "Though according to statistics there are 2.5-3
million people in Armenia. It is done to falsify the elections",
he said.

Gervorkyan’s wife Ruzanna Mardanyan said the family ran away from the
country because of children. "We saw that there are no opportunities
to bring up children in Armenia. I have two sons and a daughter. When
the sons turn 18, they will have to serve in the army, but whom will
they defend? Considering this, we have passed to Azerbaijan in order
to leave for a third country afterward", Mardanyan said.

She noted that Armenians often bring up children on anti-Turkic
propaganda.

"This is a sick ideology. We do not raise up our children like this.

My brother is 30 and he has never served in the army. We consider that
peoples cannot terminate each other because of a piece of land. We
must live in piece like we did before", Mardanyan said.

As for genocide committed by Armenians in Azerbaijan’s Khojaly, when
over 600 Azerbaijanis including children, women and elderly persons
were killed on 26 February 1992, Gevorkyan said that there is no wide
information on this issue.

"This is inadmissible. What was the fault of the children and
civilians? This could be done only by Sargsyan (Armenian President
Serzh Sargsyan who was fighting in Nagorno Karabakh)", said Gevorkyan.

As reported earlier, 52-year-old Yegishe Gevorkyan, his wife Ruzanna
Mardanyan and their three children at the age of seven, six and three
years old broke the fence on the Armenian-Azerbaijani border and drove
into the Nakhchivan autonomous republic of Azerbaijan on January 10.

The devaluation of the Armenian dram will have a positive impact on
exports from Armenia, Chairman of the Union of Banks of Armenia Ararat
Ghukasyan told a press conference. According to him, the Armenian
national currency is devaluating in conformity with market mechanisms,
that is, supply and demand.

Ghukasyan said the Armenian dram remained stable during the panic
two weeks ago, which will have a positive impact on the economy.

"The market shows a favorable behavior, the U.S. exchange rate has
fallen from U.S. $1/415 AMD down to U.S. $400," Ghukasyan said,
without making any forecasts.

As regards consumer prices, he pointed out that they will depend on
the economic activity in the latter half of this year, as well as on
money transfers.

According to official forecasts, a 6-7 per cent price rise is expected
in Armenia, but numerous economists disagree with the forecasts.

Turkey To Return Envoy To Washington

ANKARA, Turkey, April 1 (UPI) — Ankara said it was likely to return
its ambassador to Washington before Turkish leaders arrive April 12
for an international nuclear summit.

Diplomatic sources told the Turkish daily newspaper Hurriyet that
Ambassador Namik Tan was set to return to Washington following in-depth
negotiations between U.S. Secretary of State Hillary Clinton and
Turkish Foreign Minister Ahmet Davutoglu last weekend.

Ankara recalled Tan in protest of a U.S. House of Representatives
resolution passed March 4 that classifies the 1915 killings of
Armenians by the Ottoman Empire an act of genocide.

Ankara said the classification wasn’t something for U.S. lawmakers
to decide. Ankara warned that the passage of the resolution could
undercut support for the U.S. war efforts in Iraq and Afghanistan.

A push to sanction Tehran for its controversial nuclear program was
at risk from the Armenia resolution, Ankara added.

U.S. State Department officials said Monday they understood why Ankara
recalled Tan, hoped for a quick return when "Turkey feels comfortable."

The report from Hurriyet added Davutoglu is expected to accompany
Turkish Prime Minister Recep Tayyip Erdogan to the April12 nuclear
summit in Washington.

He said religious figures- late Patriarch of Moscow and all-Russia
Alexei ll, chairman of the Caucasus Muslims Department Allahshukur
Pashazade and All-Armenian Catholicos Garegin ll have declared to
the world that there is no religious factor in the Karabakh conflict.

‘This is a political conflict. The aim is to attain confrontation
between peoples by creating conflicts in the Caucasus. Karabakh
conflict has always been one of the most widely discussed issues at
the meetings of the religious figures’.

Father Alexander voiced hope for conduction of a similar meeting
during the interreligious summit in Baku to be held in April. ‘If
all-Armenian Catholicos Garegin ll accepts invitation and visits Baku,
this meeting will be possible. The All-Russian Patriarch has already
informed him about it’.

The summit of religious leaders will be held in Baku on April 27-29.

It is expected to be attended by more than 150 religious figures. The
aim is to discuss interreligious state in the world.

U.S. Secretary of State Hillary Clinton and Turkish Foreign Minister
Ahmet Davutoglu discussed the resolution on recognition of Armenian
Genocide in Ottoman Empire in the course of their phone conversation.

Turkish FM expressed hope that at his regular April 24 speech Barack
Obama will consider Ankara’s stance on the matter. According to him,
third-country-adopted resolutions judging the history, negatively
affects the Armenia-Turkey normalization process.

"The process that will positively affect both Armenia-Turkey relations
and Caucasian region should not suffer for settling internal political
accounts," Davutoglu noted.

"Secretary Clinton stated that she understood Minister Davutoglu’s
concerns, and stressed that the US administration is opposed both to
the Committee’s decision and to further action on it in the US House
of Representatives," reads the statement by Turkish Foreign Ministry.

March 4, the U.S. House Committee on Foreign Affairs adopted the
resolution on Armenian Genocide and March 11- the Swedish Parliament.

Turkey recalled its Ambassadors to the U.S and Sweden as a sign
of protest.

A solution to the conflict depends on Ilham Aliyev

For the first time yesterday Azerbaijani Foreign Minister Elmar
Mammadyarov revealed details of the updated Madrid principles on the
Nagornyy Karabakh conflict. At a briefing after the meeting with the
president of the Parliamentary Assembly of the Organization for
Security and Cooperation in Europe [OSCE PA], Joao Soares, Mammadyarov
said that official Baku accepts the Madrid Principles as the basis for
the future talks and for the preparation of a great peace treaty: "We
are analysing the Madrid proposals and think that the updated Madrid
Principles, submitted in Athens, are paving the way for taking next
steps and starting the activities on a great peace treaty," he said.

The minister believes that any conflict can be resolved
diplomatically: "The Prague process has been underway for six years,
and over the last two years, the presidents and foreign ministers have
had several meetings, the mediators have repeatedly been to the region
and the Madrid Principles have been submitted in a new option.
Azerbaijan is ready to accept the document in general. This shows that
Azerbaijan has chosen a diplomatic way for the resolution of the
conflict and we are proceeding along this path. Let Armenia announces
whether or not it adopts this option, after it, we will make public
our next steps. The Foreign Ministry is discussing and considering
various options, forms and ways of taking the negotiations further."

The process has been under way for six years

Recalling that the Prague process started in 2004, the minister said
it is a stage-by-stage process and everything is stipulated in the
Madrid document. This document states the sequence and types of steps
to be taken, Mammadyarov said. Under the document, Armenia should
first pull its troops out of five districts and 13 villages of Lacin
District. Once this happens, all the borders and communication lines
are opened, a donor conference is held, lands, communication lines are
restored, programmes are implemented as the security problems of
returning refugees are very important, the issue of international
observers are solved from security standpoint, then troops are
withdrawn from Lacin and Kalbacar, and all roads are opened.

"Once the Azerbaijani community is back to Karabakh, there will be an
opportunity to launch the final phase the process of establishing
Karabakh’s status. The establishment of Karabakh’s status is very
important for Azerbaijan. Karabakh is an Azerbaijani land, it is
certainly wrong that a part of Azerbaijani territory secedes from its
administrative control. Of course, we are stating that all the issues
should be decided within the territorial integrity of Azerbaijan. As
for the issue of self-determination, this issue is also an integral
part of international law. However, this does not mean that the issue
of territorial integrity may be violated. We have said repeatedly that
there are different autonomies and statuses in the world. For
instance, Tatars, Bashkirs in the Russian Federation have achieved
their self-determination, but within the Russian Federation," the
minister said.

Mammadyarov added that if Armenia withdraws its troops from the
occupied lands step by step, the region will encounter great
opportunities both economically and security standpoint: "No-one can
take lands anywhere, whether you want it or not, you have to have a
proper policy with neighbours. As the foreign minister of Azerbaijan,
I believe that this is the most important and the best process. We
have also to remove the issue of the occupied territories and the IDPs
from the negotiating table. The quicker this takes place the better,
and war rhetoric will be redundant. The war rhetoric exists first of
all for the reason that there are problems of the occupied lands and
the IDPs."

What have been changed in the Kremlin-drafted plan?

As also confirmed by the Azerbaijani foreign minister, the updated
option of the Madrid Principles stipulates that the status of Nagornyy
Karabakh be established in the final stage. Nevertheless, although
Mammadyarov spoke about all the stages of the regulation process, he
did not say how this final stage will be realized. If we believe in
what official Baku says, the final status issue is intended to be
solved through talks.

However, the real situation is that both the old and the updated
option of the Madrid Principles stipulate establishing the status of
the region through a referendum. As Mammadyarov confirmed, the talks
on this principle has been going on since 2004. The Kremlin is the
author of the idea of establishing the final status of the Nagornyy
Karabakh through a referendum in the final stage.

This plan was worked out at the administration of the Russian
president in 2004, and was submitted to Azerbaijani President Ilham
Aliyev and then president of Armenia Robert Kocharyan at the Astana
summit of the CIS [the Commonwealth of Independent States].

The document was later agreed with other co-chairs of the OSCE Minsk
Group, and handed over to the sides after being transformed into the
Madrid Principles following certain stages of the talks. Mammadyarov’s
statement also enables us to come up with forecasts on what new
principles are in the updated Madrid Principles. It emerges that the
updated option envisages the liberation of 13 villages of Lacin
District in addition to five districts agreed under the previous
document.

However, the minister’s statement raises slight doubts that the Madrid
Principles are envisaging the establishment of the final status of
Nagornyy Karabakh after the liberation of Lacin and Kalbacar
districts. It is possible that this aspect is being aired by official
Baku, that is to say, the plan, submitted to the sides in the talks,
does not stipulate this.

As the Azerbaijani foreign minister said Armenia has not yet made
clear its position on the updated Madrid Principles. This issue will
be discussed in Paris at a meeting between Armenian Foreign Minister
Edvard Nalbandyan and the co-chairs. As reported, over the recent
days, France and Russia have had intensive talks over the updated
Madrid Principles.

Is official Baku manoeuvring?

As said, Azerbaijan has accepted the peace plan for the talks which
envisages the establishment of Nagornyy Karabakh’s status through a
referendum. We wonder, could it be assessed as a capitulation of the
Azerbaijani authorities? After all, the outcome of the referendum, to
be held in Nagornyy Karabakh, is a foregone conclusion.

Ariel Cohen, prominent American expert, senior research fellow with
the Heritage Foundation, who is well-versed in details of the Karabakh
talks and was involved in one of the meetings of the presidents last
year, said the referendum agreed to by official Baku meant that
Nagornyy Karabakh would be handed over to Armenia.

If this is the case, there remains no doubt that the on-going talks
are pushing Azerbaijan to the capitulation. However, under the
existing situation, it may seem that Baku is manoeuvring. If a
specific time limit is not set for the referendum in Nagornyy Karabakh
and it is planned to hold the referendum for the establishment of the
region’s final status once after Azerbaijanis return and settle in
there, then Armenia would not accept this peace proposal.

Armenia wants a guarantee for Nagornyy Karabakh in advance before
agreeing to the liberation of the adjacent districts. It is well-known
that there have been discussions more than once over the conduct of
the referendum in five or 10 years. However, it would be an
inescapable capitulation for official Baku to agree to this time
frame.

Consequently, it is assumed that Azerbaijan has accepted the peace
proposal, knowing that it would be turned down by Armenia in order to
get upper hand in diplomacy as well as prevent external pressure it
has come under over the Karabakh conflict. Theoretically, even if
Armenia agrees to the option in question, there are opportunities to
delay the referendum for dozens of years.

"A solution of the conflict depends on Ilham Aliyev"

In the meantime, the president of the Parliamentary Assembly of the
Organization for Security and Cooperation in Europe (OSCE PA), Joao
Soares, said that a solution to the Nagornyy Karabakh conflict lies
with Azerbaijan and its President Ilham Aliyev.

It is the first time that international mediators issue an irrevocable
statement and indicate Azerbaijan and its president as the sides from
whom the resolution of the conflict depends. "I hope the political
leaderships of the both sides will demonstrate political courage for
the adoption of this decision this year. Very resolute steps should be
taken. I hope President Ilham Aliyev will take this resolute step and
with this he will not only go down in history of the region but also
the world as the man enabling the resolution of the Nagornyy Karabakh
problem."

We wonder what does Soares want to say with this? How could it be
possible that a resolution of the conflict does not depend on the
occupying side, but on the side whose territories have been occupied?
These questions have a single answer: The West and its structures want
to make Azerbaijan and its president to get rid of Nagornyy Karabakh;
wide-ranging options are being resorted to succeed in this and
pressure is given the go-ahead when tempting options fail to be
successful. And they have already been given the go-ahead…[

RA Minister of Foreign Affairs Edward Nalbandian, while in Moscow on
March 25 for a business visit, met with his Russian counterpart,
Sergey Lavrov. According to a release issued by the RA Ministry of
Foreign Affairs press and information department, a number of
bilateral, regional and international issues were discussed.

The two foreign ministers discussed at great length the process of
resolving the Nagorno-Karabakh conflict based on the Madrid
Principles. Both agreed that there is no alternative than a peaceful
resolution to the conflict.

While in Moscow, Nalbandian also paid a visit to the Embassy of the
Republic of Armenia, where he consulted with the embassy’s employees,
in which they discussed immediate issues related to Armenia’s foreign
policy and made corresponding recommendations toward deepening and
strengthening allied relations with Russia.

Children of undocumented Armenian workers, often educated in illegal
underground schools, may soon have hope for better days and better
classrooms. Two top leaders, one from the ruling party and one from
the Armenian patriarchate, say there are plans in the works to make it
easier for these children to enroll as students in legitimate schools

In a seeming dramatic reversal, a top official has hinted at providing
education for children of undocumented Armenians, just days after
Turkey’s prime minister talked of `sending them back to their own
country.’

Deputy Prime Minister Bülent Arınç’s comments about education hit the
headlines of daily Hürriyet on Thursday, leaving some Armenians saying
they feel like they are being used as `political tools,’ while others
praised the move.

`This is a political maneuver,’ said an Armenian who has been working
in Turkey for 14 years as an undocumented household servant and
declined to give her name. `The mentality that raised the possibility
of sending us back [to Armenia] now talks about our children’s right
to have an education here.’

Another undocumented Armenian working at the marketplace in Istanbul’s
Kumkapı neighborhood praised the move, with reservations. `This is a
much-delayed decision. My child is 15 years old now,’ she said, noting
that none of her children have been able to attend school. `But better
late than never.’

The conflicting statements coming from top Turkish officials are
confusing, to say the least, say many undocumented Armenians living in
the country. `I felt like a political tool last week,’ another said,
referring to Prime Minister Recep Tayyip ErdoÄ?an’s statements about
sending undocumented workers back to Armenia.

`A week later and they are now talking about [education]. Let’s see
what will happen next week,’ she said, also speaking on condition of
anonymity.

Promises from top official

Hürriyet reported Thursday that Archbishop Aram AteÅ?yan, the head of
the spiritual council of the Patriarchate of Armenians in Turkey, had
met with Deputy Prime Minister Arınç. AteÅ?yan said Arınç promised to
act on the education issue.

Arınç told the newspaper that providing education would not only be
good for the children of undocumented Armenians in Turkey, but for
Armenians who are `in Turkey for a reason.’

`Turkey would not be harmed if those children studied in schools too,’
he said. `Personally, I believe that children [of undocumented
Armenians] should be able to go to school, if we look at the issue
from a humanitarian perspective.’

According to Arınç, the prime minister had also expressed some support
for the idea that children of non-Muslims who are living in Turkey
`for a reason’ should be able to study at existing schools for
minorities. Arınç said ErdoÄ?an had entrusted the issue to Education
Minister Nimet �ubukçu.

In December, the Hürriyet Daily News & Economic Review featured a
story on Armenian children receiving education at illegal schools in
Istanbul and asked for a response from AteÅ?yan, who refused to
comment. Meetings similar to the one between Arınç and AteÅ?yan have
subsequently been held behind closed doors, the Daily News has
learned.

Leading names from the Armenian community in Istanbul have reportedly
met recently with government officials, but issued no statement. A
similar meeting will be held between an Armenian businessman from
Istanbul and Prime Minister ErdoÄ?an on Monday, the Daily News has
learned.

No reply from Education Ministry

The manager of an Armenian school in Istanbul, however, told Daily
News that the school had applied to the Education Ministry in November
` along with the managers of 18 Armenian minority schools ` but could
not get a reply on the issue.

Even the sibling of an individual who worked for some time for the
Black Sea Economic Cooperation Organization’s Armenian office was in
the same situation when he was in Istanbul, the manager said, speaking
on condition of anonymity. `[He] applied for two years
[continuously],’ the manger said. `He was considered a tourist in
Turkey. The permission [for his child] was given only when his duty
was almost over.’

Another school manager, who also spoke on condition of anonymity,
characterized Arınç’s statements as the acknowledgement of a right.

`It is not a gift,’ she said. `Children have been deprived of their
right to an education. This is a human rights problem.’
