ARMRUSGAZPROM’S DIRECTOR: ARMENIA MAY BECOME A TRANSIT COUNTRY FOR EXPORT OF NATURAL GAS

Noyan Tapan
Oct 31 2006

YEREVAN, OCTOBER 31, NOYAN TAPAN. Armenia may become a transit country
for the export of natural gas, but it is not yet clear when this
may happen.

Chairman of ArmRusgazprom company’s board, General Executive Director
of the company Karen Karapetian expressed this opinion at the October
31 press conference. Speaking about the Iran-Armenia gas pipeline,
K. Karapetian said that no second section of this gas pipeline
exists. The matter just concerns the extension, or increasing the
capacity of the gas transportation system of ArmRusgazprom, which will
allow to transport the Iranian gas from Kajaran to Yerevan – to the
Hrazdan Thermal Power Plant. Initially 300-400 million cubic meters of
gas will be imported annually, while later this amount will increase
to 2.3 billion cubic meters. According to K. Karapetian, ArmRusgazprom
did not submit any written application to the Armenian government
about the operation of the Armenian section of the Iran-Armenia gas
pipeline, this issue was discussed verbally. It was mentioned that
1,753.47 km of gas pipes and 11,474.36 km of distribution networks
are on ArmRusgazprom’s balance.

An Open Letter to Orhan Pamuk

MEHMED NIYAZI
10.28.2006 Saturday – ISTANBUL 14:57

Dear Mr. Pamuk:
As you know, no other novelist’s writing style has been discussed as
much as yours.

Some tend to portray you as the author of best-selling novels that
are not widely read. Some argue it is only when your books are
published that you create a commotion. Some describe your command of
the Turkish language as weak, your linguistic style as stuttering and
your novel technique as poor. And some regard you as a top novelist.
As you know quite well, a novel as a work of art has its own limits;
however, these limits are not based on units; they focus on
subjectivity because they entail beauty, pleasure and harmony.
Otherwise, we cannot explain why a man with great interest in the
arts and culture like Cengiz Aytmatov, who boasts such works as `The
White Ship,’ `Jamilya,’ and `The Day Lasts More than a Hundred
Years,’ has not won a Nobel Prize. However, no matter what they say,
it is really pleasing to see you win the Nobel Prize as a citizen of
the Turkish Republic.

Apart from the debates about what distinguishes Nobel Prize winners
from the rest of us, your being awarded this very important prize
will keep you in the spotlight for at least a year. You will
gradually be relegated to the list of Nobel laureates because someone
else will be awarded the prize next year. But nowadays, your
utterances will have wide-ranging repercussions. Those recently
included on this list, which excludes the names of several literary
giants such as Leo Tolstoy, Anton Chekhov, Andre Malroux and Marcel
Proust, have no significance today. Hence, their words have lost
their impact. We sincerely wish that your name and works are never
forgotten.

We have no right to expect the boldness of Fedor Dostoyevsky from you
or any other novelist. Dostoyevsky was a pious Orthodox of pure
Russian origin. The young man fainted from excitement during his
nationalistic speech upon the death of Aleksandr Pushkin, which shook
the whole Russian nation. He was never afraid to speak his mind
because he believed he could resist international rejection and
condemnation with his outspoken nationalistic writings. As an
ordinary citizen, I do not expect you to defend our nation since
great nations have always had great enemies. I am well aware of the
fact that it is not easy to stand up against them, but expressing the
truth is the first prerequisite for being an intellectual.

You certainly know that our historians, journalists and others really
do not say anything when talking about the so-called `Armenian
genocide.’ I don’t know the circumstances under which you spoke on
this issue; but it is clearly obvious that you did not do the
necessary research. Of course, human beings are not flawless or
faultless. We all make mistakes. Stubbornly insisting on making
mistakes is tantamount to bigotry, whereas admitting a mistake and
regretting it represents wisdom. Bigotry definitely does not befit an
intellectual and world-renowned author. In fact, such an author does
not have the right to insist on bigotry.

Even if you make a superficial review, you will see that the Armenian
Diaspora did not even dare to launch an initiative during the British
Empire to make the so-called genocide allegations recognized because
there were millions of Muslims living in that country. Instead, they
opted for recognition of their allegations in the United States.
President Woodrow Wilson sent the U.S. chief of staff, along with a
crowded delegation, to our country to investigate the claims. The
delegation comprised mostly of sociologists, psychologists,
anthropologists and historians began its inquiry with Armenians who
migrated to Paris from Turkey.

When they asked an Armenian how the genocide was committed, they
received this response: `It was awful, I was slaughtered twice.’ They
sensed the populist dimension of the issue and then conducted an
investigation at Turkish sites where the genocide was allegedly
committed. After completing the entire investigation process, the
chief of staff submitted his famous report indicating no evidence of
genocide. When the Armenians, unsatisfied with this report, put
pressure for further investigation, Rear Admiral Marc L. Bristol was
ordered to substantiate the genocide. However, he also conceded that
no genocide was committed on Turkish territory. Istanbul was occupied
and those suspected of committing genocide were arrested. Ziya Gokalp
and those who shared the same fate were exiled to Malta. War crime
tribunals were set up in Istanbul and Malta to try the suspects. All
of them were acquitted. Sait Halim Pasha, the prime minister of the
time, who was notified of the tribunals while he was in Italy,
applied to the League of Nations and the International Court of
Justice in The Hague for a trial in an effort to clarify and conclude
the matter. Both replied that there was no need for a trial. It is
stated in the book, on which the Armenians base their allegations,
that we committed this heinous crime under instructions from the
Germans. In the mid-1920s, the British government notified the German
government that this was merely war propaganda. If you conduct basic
research on this matter, you will discover these facts, and most
probably many more. And if you so desire, I can send all of them to
you by e-mail.

Mr. Pamuk, your style as a novelist has come under intense
discussion, but you are an enlightened person anyway. An enlightened
person is someone who understands his responsibilities. These
responsibilities start from his family, then the society to which he
belongs and the human race at large. You are expressing this as a
fact, but this does not put you in a position to criticize the
promotion of Turkish nationalism because you should definitely
recognize the Turks as part of the human race. After all, past
unanimity among Christian countries in making all these decisions to
accuse Turkey must have relieved you of your doubts that a nation was
facing a Crusader mindset. It is time to speak up if you are also
upset by this mindset.

Yours truly,

Pipeline is given to Russians in nice package

Lragir, Armenia

PIPELINE IS GIVEN TO RUSSIANS IN NICE PACKAGE

In an effort to escape news reporters who encircled him on October 25
with questions on the possible sale of the Iran-Armenia gas pipeline
the defense minister Serge Sargsyan said he would ask the head of
Armrusgasard Karen Karapetyan to elucidate the gas pipeline project.
It should be noted that Karen Karapetyan’s reaction followed at once,
but it would be exaggerated to call it an elucidation. The head of
Armrusgasard simply noticed that the Iran-Armenia pipeline does nor
have two sections, it is a whole and he also said that it would be
illogical if this construction were not managed by Armrusgasard
because Armrusgasard owns the distribution network of Armenia.
Certainly, if there is wish, Karen Karapetyan’s words can be
considered as elucidation, but like Russians say, `for gifted
people’.

And since there are few gifted people among the Armenian public, and
all of them are in the government which deals with the gas pipeline,
the others need more elucidation. For instance, why does the Russian
Gazprom company state on its official Web site and through its
officials that it bought or is likely to buy the Armenian section of
the Iran-Armenia gas pipeline? The answer to this question may bring
light on the situation. Meanwhile, no Armenian official has stated
yet that the official messages and statements of Gazprom are not
true. Moreover, the statement by Foreign Minister Vardan Oskanyan
several months ago and the recent statement of Prime Minister
Andranik Margaryan show that Armrusgasard will have no relation to
the Iranian gas pipeline except for a formal one. The point is that
the foreign minister and the prime minister hinted at money, capital.
In other words, Armenia expects money from Russia for the gas
pipeline. Armrusgasard can be a channel for this money, which became
clear from the prime minister’s words.

What can happen? The Russians give money to Armenia for the
construction of the gas pipeline, which will transport gas from
Kajaran to Ararat. Even though Karen Karapetyan says that the gas
pipeline does not have two sections, it is known to everyone that it
is conventionally divided into two sections: the Meghri-Kajaran
section funded by Iran and Kajaran-Ararat. The money of Gazprom will
solve the question of funding of the construction of this section.
But how? One is the traditional way when Russia provides a loan and
chooses property in return. Apparently, however, the Armenian
government realizes that the pipeline cannot be this property because
there will be serious problems with Iran, and they will not give
other property because they have already taken all the attractive
property in Armenia.

Consequently, the new `property for debt’ deal is not suitable for
the gas pipeline. But the ingenuity of the Russian-Armenian
friendship of centuries has taken the test of centuries. The Russians
give the money via Armrusgasard. They increase the capital of this
company. And the Armenian government entitles Armrusgasard to
operating the gas pipeline, which funds the construction of the
pipeline on the capital that Gazprom provides. It appears that the
gas pipeline goes to Armrusgasard, not to Gazprom. But this is only
the appearance. In reality, it turns out that the gas pipeline is
packaged in Armrusgasard and given to Gazprom. When the capital of
Armrusgasard increases, it is natural that the share of Gazprom in
Armrusgasard increases. Presently, it is equal to the share of the
Armenian government, 45 percent. Itera, a daughter company of Gazprom
owns the remaining 10 percent. Hence, the Russian side possesses 55
percent of shares of Armrusgasard. Plus the share that increases as
the capital increases, and it becomes clear that the Russians possess
the controlling interest. What happens then? Do not disturb yourself
to imagine, just look through the history of Armentel.

AZERI CAPITAL HOSTS INTERNATIONAL MEETING ON ARMS SMUGGLING

[Presenter] The working group on prevention of illegal circulation of
munitions and radioactive materials of the international conference
on border issues has held a regular meeting in Baku. One of the main
issues of concern discussed at the meeting was illegal circulation of
munitions and radioactive materials in Azerbaijan’s territories
occupied by the Armenian armed forces.

[Correspondent over video of meeting] The Azerbaijani State Border
Service intends to further step up its cooperation with the working
group of the international conference on border issues in order to
ensure the security of major energy projects like the
Baku-Tbilisi-Ceyhan [oil pipeline] and Baku-Tbilisi-Erzurum [gas
pipeline].

It was also noted at the Baku-hosted meeting of the working group
that as a country that has suffered from terrorism Azerbaijan
attaches great importance to international cooperation in ensuring
the security of its energy projects, as well as its borders.

[Farhad Tagizada, captioned as member of the working group, with
Azeri voice-over] Ensuring of Azerbaijan’s energy security is
important to Europe, too. In this sense, there is always a need for
joint security measures and exchange of experience.

[Correspondent] A member of the working group, Farhad Tagizada,
voiced his concern at the fact that Azerbaijani territories remain
under occupation by the Armenian armed forces.

[Tagizada] Azerbaijan is a country that has suffered from terrorism.
More than 2,000 people have died in more than 30 terrorist attacks in
Azerbaijan in the past few years. In addition, 20 per cent of
Azerbaijan’s territory are still occupied by the Armenian armed
forces. A total of 132 km of Azerbaijan’s border are uncontrolled.
Arms and radioactive materials are illegally circulated in the
occupied territory. We hope that this meeting of the working group
will give an impetus to taking relevant steps in this area, too.

[Correspondent] Besides Azerbaijan, representatives of the border
services of Germany, Switzerland, Lithuania, Hungary, the USA, Russia
and Georgia attended the meeting.

Work done to prevent illegal circulation of munitions and radioactive
materials, the expertise of the world’s leading countries in this
area and other issues were discussed and specific recommendations
were adopted at the meeting.

The guests will familiarize themselves with the work of the Caspian
Sea coast guard of the Azerbaijani State Border Service on 27
October.

TBILISI: The Anatomy Of Economic Migration

THE ANATOMY OF ECONOMIC MIGRATION
By M. Alkhazashvili

The Messenger, Georgia
Oct 24 2006

A study by the International Association for the Study of Forced
Migration (IASFM) says currently some 350 000-450 000 Georgians are
working outside the country. This is 11-15 percent of the working
population in Georgia. The average monthly income for each Georgian
immigrant is USD 775, most migrants work abroad in order to support
their family at home.

The newspaper Akhali Taoba reports an IASFM a poll of approximately
1132 Georgians who had at least one family member living abroad.

The study revealed that 48 percent of the immigrants were unemployed
before going abroad.

80 percent of those living abroad used Western Union to send money
home. 14 percent are young Georgians studying abroad who did not
send money.

On average, each immigrant sends USD 180 per month to their family back
home. The largest individual monthly sums are sent from immigrants
living in the US and Greece while the smallest monthly amounts come
from Turkey and Armenia. For 56 percent of the Georgians with family
abroad, the main source of their income was from their relatives
working in other countries.

The study also reports that of those immigrants who returned to Georgia
after working abroad, only 19 percent of them were able to establish
successful businesses in Georgia. Four percent used the money they
had earned to pay for university expenses and 40 percent paid off
their debts (Most people borrowed money to fund their trip abroad).

37 percent of the immigrants from the study are unemployed again and
nine percent are working in jobs for which they are over qualified.

Despite everything, 65 percent of the immigrants stated they were
content working abroad.

Georgian Citizens Buy Armenians Passport For $5,000 In Russia

GEORGIAN CITIZENS BUY ARMENIANS PASSPORTS FOR $5,000 IN RUSSIA

ArmInfo News Agency, Armenia
Oct 24 2006

Since Russia has imposed sanctions on Georgia, about 1,000 of Georgians
have been deported from Russia.

Russian media reports that about 200 people are preparing to leave for
Georgia. Moscow City Court explained that the courts make decisions on
deportation of those citizens who violate the migration legislation of
Russia. Meanwhile, during the last two weeks, Georgians having Moscow
residency applied to local civilian registry offices to change their
surnames and even names and get more Russian ones. In connection with
the tension of Georgian-Russian relations, the citizens of Georgia who
want to illegally emigrate to Russia and get more comfortable living
conditions, acquire Armenian citizenship and replace the endings
"dze" and "shvili" in their surnames into Armenian "yan." According
to some data, such "masking" costs $5,000.

It is noteworthy that Head of Public Relations and Press Office of
the Armenian Police Sayat Shirinyan has refuted this information. "It
is impossible for Georgian citizens to get Armenians passports,"
he said. "A Georgian citizen can acquire Armenian citizenship only
by expatriating himself from his citizenship," he said.
