Representative Pallone condemns Ambassador Evans firing

The controversy surrounded the firing of US Ambassador to Armenia John
Marshall Evans continued to grow this week with a powerful statement
by the Co-Chairman of the Armenian Caucus, calls for Congressional
hearings, and a series of as yet unanswered inquiries from the
national media during the State Department’s daily press briefing,
reported the Armenian National Committee of America (ANCA).

In a May 25th statement on the House floor, Congressman Frank Pallone
(D-NJ) forcefully condemned the Administration for forcing Ambassador
Evans to vacate his post for publicly affirming the Armenian
Genocide. He voiced his “fear that the Government of Turkey may have
played a role in this unfortunate event. I strongly believe they have
expressed concern to the White House over Evans’ remarks last year. In
fact, immediately following his remarks, Evan issued a “correction,”
all too seemingly at the behest of the Administration. We must not
allow a third party to interfere in US diplomacy and refrain from
declaring the truth in order to promote relations with Turkey.”

Congressman Pallone noted that he has yet to receive an explanation
from the State Department, despite having written a letter to the
Secretary more than two months ago requesting a thorough description
of the reasons behind the Ambassador’s recall. Commenting on similar
unanswered letters and questions posed during Congressional hearings
regarding this controversy, he noted that, “now, the White House has
made an ‘official’ announcement but still has not given an
explanation.” He closed by expressing his “hope that the
newly-appointed US Ambassador to Armenia, Richard Hoagland, will not
play the word games of the White House, and comply with Turkey’s
campaign of genocidal denial.”

Peter Semneby: Priority of My Work to Engage As Far As Possible with
Conflict Resolution

/PanARMENIAN.Net/ `I see an enhanced role for the EU in conflict
resolution in the South Caucasus,’ European Union’s new special
representative for the South Caucasus Peter Semneby stated in an
interview with Thomas de Waal, the Caucasus Project Coordinator and
Editor at the Institute for War and Peace Reporting. Mr. Semneby has
suggested that the EU could in future lead a peacekeeping mission if a
solution to the Nagorno Karabakh dispute is found. `I want to use his
mandate to work on the region’s unresolved conflicts,’ he said.

`It’s no surprise that the main priority of my work is to engage as
far as possible with conflict resolution,’ he said.

Semneby emphasized that the European Union has no formal role in the
detailed negotiations over Abkhazia – where the United Nations plays a
mediating role – and in South Ossetia and Nagorno Karabakh, where that
role is played by the Organization for Security and Cooperation in
Europe, OSCE.

However, the idea of an international peacekeeping force is known to
be under discussion in the current Karabakh talks, and should there be
a breakthrough, an international body will be asked to lead it. This
is where the EU could step in.

`We will be expected to make a major contribution when a solution is
found, and we are looking into the possibilities we have, both in
terms of post-conflict rehabilitation and also – if the parties should
so desire – in terms of contributing peacekeepers. And possibly even
leading a peacekeeping operation,’ said Semneby. `I should mention
that this is very hypothetical at this stage. This is only one of
several options, but it’s one that is being considered.’

A recent report by the International Crisis Group entitled `Conflict
Resolution in the South Caucasus: The EU’s Role’ was scathing about
the low profile the European Union has adopted on conflict resolution
in the Caucasus until now.

`[The EU] does not participate directly in negotiations on Nagorno
Karabakh, Abkhazia or South Ossetia,’ said the report, published in
March. `In and around Nagorno Karabakh, it has done little for
conflict resolution. It has rarely raised the South Caucasus conflicts
in its high-level discussions with partners and has employed few
sanctions or incentives to advance peace.’

A subtle change in language in the mandate assigned to Semneby,
compared with that of his predecessor Heikki Talvitie, means the EU
special representative is no longer asked to `assist the resolution of
conflicts’ but to `contribute to the resolution of conflicts’.

Semneby said this linguistic change was small but important, calling
it `a political signal that the conflicts are very high on the
agenda’.

international mediators is establishment of the opportunity to attain
a peace accord, stated Chair of the NKR National Assembly Standing
Commission for External Relations Vahram Atanesyan. In his words,
today there are no real preconditions for agreeing over settlement
principles, proposed by the mediators, as Azerbaijan does not accept
these.

“Before release of territories controlled by the NKR and return of
Azeri refugees Baku is not going to discuss the NKR status. At the
same time before the final determination of the NKR legal status
the Karabakh party cannot discuss matters, referring to the conflict
consequences,” the Commission Chair said.

Atanesyan underscored that Azerbaijan does not wish to make compromises
and refuses even the idea of postponing the Nagorno Karabakh status. At
the same time, having declared independence in 1991, the NKR does not
refuse from another one. “Taking into account the latest developments
in Europe, relating to the readiness of the international community
to recognize independence of Montenegro and Kosovo, NK has all legal
grounds for international recognition of its state independence,”
Atanesyan said, reports IA De-Facto.

He was born in 1645 in Scotland and spent three decades as an honest,
hardworking ship captain.

Kidd married and settled in New York in 1691 and began working as a
privateer in the Caribbean, essentially attacking foreign ships on
behalf of the British government. In 1695 he was given a free reign
to attack pirate and French ships that endangered British colonial
holdings.

But he was given a crew that included many criminals, including
former pirates. Their voyage was beset by bad luck when their ship,
Adventure Galley, sprang several leaks and an outbreak of cholera
wiped out a third of the crew. The remainder of the ship’s complement
grew increasingly mutinous and Kidd became more violent.

In 1698, he took an Armenian ship loaded with booty, despite the
vessel being British-owned.

When word reached Britain, the British East India Company declared
Kidd a pirate. He was arrested on his return to New York and sent to
London to stand trial for piracy and murder. The belief that he left
behind a buried treasure contributed to his legend.

/PanARMENIAN.Net/ The statements by the OSCE Minsk Group Co-chairs on
the development of some new solution variants of the Nagorno Karabakh
problem do not inspire optimism, Azeri Deputy Foreign Minister Araz
Azimov stated.

“By producing such statements, the Co-chairs desire only to
raise the importance of their activities before the public,” said
Azimov. “Undoubtedly, they need to vindicate their activities, and
therefore, we hear about new ideas every time. It is obvious that
they need to inform and direct the public opinion,” said Azimov.

He stressed that there are some issues the solution of which will
be possible only after certain steps for the Karabakh conflict
settlement. “These steps should be submitted to Azerbaijan in a clear
form,” Azimov remarked.

According to him, these steps first of all are related to the release
of Azerbaijani territories around Nagorno Karabakh. “All these steps
should be taken in a stepwise manner, and only then official Baku
may express its position on other questions,” said Azimov, reported
Trend news agency.

His Holiness received a delegation from the central assembly of the Social
Democratic Henchakian Party in his office in Antelias on May 23. The
delegation was headed by the chairman of the assembly, Setrag Adjemian.

The delegation briefed His Holiness on the party’s approach towards issues
related to Armenia, Armenia-Diaspora relations and the Armenian Cause,
particularly in light of the party’s recently convened general assembly.

The Pontiff praised the efforts of the party to strengthen Armenia, pursue
the Armenian Cause and stimulate the Diaspora communities.

“The three Armenian parties in the Diaspora played a crucial role after the
Genocide in forming the Diaspora, preserving the Armenian identity and
pursuing the rights of the Armenian nation. The strengthening of Armenia has
now become an addition to these works. It is essential that the parties
cooperate to the maximum in the Diaspora as it is vital for the
Armenia-Diaspora cooperation to be further consolidated,” said the
Catholicos.

OSCE Mission carried out a planned monitoring of the contact line of
the Armed Forces of Nagorno-Karabakh and Azerbaijan to the North-West
of Kuropatkino village in Martuni region of NKR.

NKR Ministry of Foreign Affairs informs that the monitoring was
held according to the predetermined schedule and no breaches of the
cease-fire were registered.

SAYS HIS HOLINESS ARAM I

His Holiness Aram I consecrated the Sourp Vartanants Church of Norashen on
May 21 which became a historic day for the Armenian community of Lebanon and
particularly for the people of Bourj Hammoud.

The consecration of the newly built church formed an important part of His
Holiness’ pontifical visit to the Diocese of Lebanon, on which the
Catholicos embarked on May 19 following the invitation of Primate Bishop
Kegham Khatcherian and the Armenian national council in Lebanon.

Escorted by groups of soldiers, the Pontiff arrived to the municipality of
Bourdj Hammoud, where sheep were sacrificed and salt and bread were blessed.
His Holiness was welcomed by the Primate, the mayor of Bourdj Hammoud, the
municipality’s committee, MP Hagop Pakradouni, representatives of political
parties and the community’s structures as well as a large number of
faithful.

Led by the Homenetmen scouts’ trumpet band, His Holiness Aram I walked
towards the newly build Sourp Vartanants Church is a procession among the
cheerful claps of faithful.

Arriving to the church at 10:30, the Pontiff presided over the holy
consecration of the church. The celebrant of the Holy Mass was V. Rev. Fr.
Norayr Ashekian with the participation of the Catholicosate of Cilicia’s
“Shenorhali” choir.

The Church’s altar was washed with water and wine after which His Holiness
Aram I consecrated the top of the alter, its front, and its right and left
sides pouring Holy Chrism on it. Primate Bishop Khatcherian then consecrated
the church’s pillars in the name of the apostles, Saint John the Baptist,
and the Armenian Church’s Patron Saint, St. Gregory the Illuminator.

In a very touching moment His Holiness blessed the church, naming its
“Sourp Vartanants Yegeghetsi.” What was 16 years ago the site of a humble
church built by the hands of our predecessors, survivors of the Armenian
Genocide, now became the host of a beautiful church equipped with all the
particularities of Armenian architecture. The new church was constructed
with the generous contribution of late philanthropist Garbis Harboyan.

Priests, representatives of the Armenian community, MP Hagop Pakradouni,
former MPs and ministers and a large number of faithful attended the
consecration.

Primate Bishop Khatcherian delivered a speech after the consecration,
reminding that during his tenure, His Holiness Aram I had come up with the
idea of replacing the old Sourp Vartanants Church with a new house of
worship that would be a true expression of Armenian Architecture.

“On the occasion of Your pontifical visit we don’t want to present an
ordinary gift from a community to its Pontiff. We want to present You with
this house of God, in the planning and construction of which Your
contribution and encouragement played a definite role,” said the primate.

The Pontiff then delivered his sermon, stressing on the concept of
becoming a church through the church. He remembered the historical
circumstances leading to the construction of the church, “when the Armenian
community of Lebanon had emerged from the devastating civil war and was not
able to build such a structure in very harsh economic conditions.”

His Holiness then remembered the late philanthropist Garbis Harboyan who
kindly took on the financial obligations of building the beautiful church
and all those dedicated people “be they pastors, members of churches board
of trustees, the principals of Noubarian school or its teachers, students or
parents, who as the children of Norashen kept the Armenian spirit alive and
today enjoy the result of their work.”

Speaking about the need to gather around the church, the Pontiff
considered that participation in the church’s life is fulfilled by
contributing to its mission. “A church is not only stones and a building;
beyond these walls, a church should become a mission. God help that church
which does not grasp its life and service as such” he said.

As for the role of the Armenian Church in the life of the Armenian nation,
the Pontiff drew a comparison with other Christian nations “for whom the
church does not have the same meaning as does the Armenian Church. The
Armenian Church is the mother who has protected the children of our nation
under its shoulders throughout the storms of history; it’s the mother from
whom we are eternally born.”

“Great empires, large organizations and structures have risen and fallen
throughout history and today exist as names only. Whereas our God-founded
church has survived the floods and storms of history and continues its
mission; a mission which has always included the cultural field alongside
religious and church functions, enlightening the eyes of our nation’s
spirits and minds,” the Catholicos added.

An official banquette was organized in honor of His Holiness in the hall
of College Yegishe Manoukian after the consecration. The Primate and
representatives of the Diocese said words of gratitude and warm thanks to
His Holiness Aram I during the banquette.

June 13-15 a conference on “Youth, Reality and Prospects” will
be held in Yerevan. Youth NGOs from Armenia, Nagorno-Karabakh and
Javakhk, as well as representatives of international organizations
will participate in the event. ” Armenpress” was told at the Ministry
of Culture and Youth Affairs that the conference will consist of two
parts: a thematic discussion and an exhibition titled “Sale of Ideas.”

Public discussion of the national youth report, featuring experts from
the Council of Europe, will be held in the framework of the conference.

In his speech on his resignation Arthur Baghdasaryan dwelled on a
number of questions. The following are extracts from this speech.

“We follow the path to Armenia of our dreams. We find that democratic
reforms must be promoted more determinedly, that protection of
human rights, battle against corruption and clannish economy should
be declared a political priority, a political struggle against
protectionism, the vicious “one hand washes the other” approach should
be launched.”

“We believe that the future of Armenia must be democracy and freedom,
not a society of fear.”

“We believe that it is wrong to build two Armenias: Yerevan and
the regions.”

“We find that the consistent promotion of relations with the EU must
become a political goal, that Euro-Atlantic partnership is an important
and correct approach, and that we must promote U.S.-Armenian political
and economic cooperation. We are not supposed to become an indicator
of Russian-American relations. We have two ways: either to join the
Russia-Belarus union and get on well with the EU, or to join the EU
and have good relations with Russia. We endorse the second.”

“We are going to criticize fundamentally every shortcoming, every
wrong step, it does not matter who will take it, the president,
the government, any political force and organization. Government or
opposition, it does not matter. If you do a good thing, we will be
beside you, if you do a good thing for the homeland, we will support
and back you.”
