Nouvelles vagues entre la Suisse et la Turquie

Des parlementaires turcs arrivent en Suisse lundi en pleine
controverse. Des tensions resurgissent entre Berne et Ankara au sujet
du génocide arménien.

Selon la presse turque, les visites respectives de ministres des deux
pays ont été annulées à cause de l’enquête de la justice suisse sur
un historien turc.

Nouvelle tension turco-suisse

La presse turque affirme qu’une visite du ministre suisse de
l’économie Joseph Deiss sur les bords du Bosphore et un déplacement
en Suisse du ministre turc du commerce ont été annulés.

Les journaux turcs Radikal et Milliyet de vendredi révèlent que le
ministre turc du commerce extérieur Kürsad Tüzmen a annulé sa
participation au «Swiss-Turkish-Business-Council» (STBC). Cette
réunion devait avoir lieu du 22 au 24 juin à Zurich.

Interrogés par l’agence télégraphique suisse (ats), les porte-parole
du STBC et du ministère turc du commerce ont confirmé que la
rencontre de Zurich avait été repoussée à une date indéterminée il y
a un mois.

Une rencontre prévue avec le conseiller fédéral Joseph Deiss en marge
du STBC aurait également été supprimée. Les autorités turques ont
fait état d’un «problème de calendrier», a indiqué un porte-parole de
Département fédéral de l’économie (DFE).

Le voyage de Joseph Deiss remis en cause

Selon Radikal et Milliyet, Joseph Deiss a annulé de son côté un
déplacement qu’il devait faire en septembre en Turquie. Selon le DFE,
cette visite n’a pas été confirmée par les autorités turques. Il
s’agit également d’un «problème de calendrier» à Ankara, ont indiqué
les services du ministre suisse de l’économie sans donner plus de
détails.

Mais pour l’attaché de presse de l’ambassade de Turquie à Berne,
Sibil Gal, la visite de Joseph Deiss est toujours prévue en automne.

Alors que les autorités restent discrètes sur ces annulations en
cascade, les journaux turcs ont indiqué que Kürsad Tüzmen avait
renoncé à son voyage en raison de l’enquête de la justice helvétique
sur l’historien turc Yusuf Halacoglu, «un bon ami» du ministre.

Pour la justice zurichoise, Yusuf Halacoglu pourrait avoir enfreint
la législation anti-raciste lors d’un discours prononcé en mai à
Winterthour. Le président de l’Institut d’histoire turque est l’un
des principaux défenseurs des thèses turques sur les massacres commis
entre 1915 et 1917 par le pouvoir ottoman contre les Arméniens.

D’après Ankara, il s’agissait d’une répression dans un contexte de
guerre civile. Selon les Arméniens, 800’000 à 1,8 million des leurs
ont été tués au cours des massacres, qui ont été officiellement
reconnus comme «génocide» par plusieurs pays.

Des relations tendues

La question du génocide arménien a déjà contribué à tendre les
relations entre la Suisse et la Turquie, notamment à cause de sa
reconnaissance en 2003 par la Chambre basse du parlement. Au niveau
cantonal, le génocide a également été reconnu par les autorités
genevoises (Conseil d’Etat et parlement) et par le Grand Conseil
vaudois.

Ces démarches ont suscité le courroux de la Turquie. Une visite de la
ministre suisse des affaires étrangères Micheline Calmy-Rey prévue en
septembre 2003 avait d’ailleurs déjà été annulée par Ankara. Il a
fallu attendre mars 2005 pour que ce déplacement puisse avoir lieu.

En dépit de ce regain de tensions entre Berne et Ankara, une
délégation de parlementaires turcs doit entamer une visite d’une
semaine en Suisse la semaine prochaine. Selon Paolo Janke, secrétaire
de la Commission de politique extérieure (CPE) de la Chambre haute du
parlement, le calendrier est tenu.

Un goût amer

Dans un entretien accordé à swissinfo cette semaine, soit avant que
naisse cette nouvelle controverse, l’ambassadeur de Turquie à Berne,
Alec Kiliç, avait laissé entendre que la question du génocide
arménien «avait laissé un goût amer dans les relations entre la
Suisse et la Turquie».

«Nous aimerions clarifier ce point une fois toutes en créant une
commission d’historiens des deux côtés ayant accès à tous les
documents.»

Alec Kiliç avait ajouté que la Suisse s’était montrée intéressée par
la création d’une telle commission lors de la visite de Micheline
Calmy-Rey et que c’était désormais aux Arméniens de prendre position.

«Nous avons évidemment fait la proposition au gouvernement arménien
car nous ne voulons rien entreprendre sans son consentement. Mais
nous n’avons toujours pas reçu de réponse positive», avait-il conclu.

[Presenter] Armenian Foreign Minister Vardan Oskanyan met US Secretary
of State Condoleezza Rice in Washington today.

The sides discussed a wide range of issues on the Armenian-US agenda,
official sources report. The sides stressed that a healthy political
dialogue is developing between the two countries, bilateral
cooperation is expanding in the trade-economic sphere and the USA is
continuing to participate in humanitarian programmes.

Condoleezza Rice highly valued Armenia’s participation in the fight
against international terrorism and in programmes on the restoration
of Iraq.

The meeting also discussed the domestic situation in Armenia and
democratic reforms in the republic. Oskanyan briefed the US secretary
of state on the latest developments related to the settlement of the
Nagornyy Karabakh conflict.

The sides exchanged opinions on processes in the South Caucasus and
neighbouring regions and discussed Armenian-Turkish relations.

Des députés turcs vendredi en Arménie pour passer un “message
d’amitié”

Un groupe de parlementaires turcs se rendra vendredi pour une visite
de deux jours en Arménie voisine avec laquelle la Turquie
n’entretient pas de liens diplomatiques pour transmettre un “message
d’amitié”, a indiqué mercredi l’un des députés.

Lors de cette visite non-officielle, les quatre députés membre du
parti au pouvoir et de l’opposition participeront à une conférence à
l’Université d’Etat d’Erevan, a souligné Turan Comez à l’agence de
presse Anatolie.

“Nous allons passer le message que la Turquie, qui est une puissance
régionale, souhaite entretenir des relations d’amitié avec ses
voisins”, a-t-il précisé.

Les députés turcs doivent en outre s’entretenir avec des collègues du
parlement arménien et des représentants de la société civile.

La Turquie a reconnu l’Arménie peu après son indépendance en 1991,
mais n’a jamais établi de relations diplomatiques avec cette ancienne
république soviétique en raison de la controverse sur le génocide
dont les Arméniens estiment avoir été victimes.

La Turquie reconnaît des massacres mais rejette catégoriquement la
thèse d’un génocide.

Ankara soutient que 300.000 Arméniens et au moins autant de Turcs ont
été tués au cours de troubles suscités par le soulèvement des
Arméniens, qui ont fait cause commune avec les armées russes en
guerre contre l’empire ottoman, et lors d’une déportation vers la
province ottomane de la Syrie qui a suivi cette sédition.

La Turquie a fermé sa frontière avec l’Arménie en 1993, par
solidarité avec l’Azerbaïdjan dont la province du Karabakh, à
majorité arménienne, est passée sous contrôle de Erevan.

Perennial European powerhouses Spain, the Netherlands, Portugal and
the Czech Republic can significantly boost their chances of qualifying
for the 2006 World Cup finals with wins against relatively easy
opponents Wednesday.

The most competitive of the 13 scheduled matches is likely to be
European champion Greece against visiting Ukraine, however.

The former Soviet Republic can just about guarantee itself a spot in
the final tournament with a win, while the Greeks will be looking to
extend their seven-match unbeaten run and keep themselves ahead of
Turkey in the standings.

The two teams drew 1-1 in their first meeting in Kiev in October.

Ukraine leads Group 2 with 20 points, and Greece is second with
15. Turkey, which visits Kazakhstan, is third with 13 points.

The eight European group winners and the best two second-place teams
qualify directly for the World Cup finals in Germany. The other six
runners-up play off for three more spots.

The Netherlands, which visits Finland in Group 1, made some changes to
its squad Monday, dropping PSV Eindhoven midfielder Mark van Bommel
and replacing him with club teammate Phillip Cocu.

Netherlands coach Marco van Basten also dropped Jan Venegoor of
Hesselink, Andre Ooijer and Wilfred Bouma.

The Dutch team leads the Group 1 with 19 points, one more than the
Czech Republic, which hosts Macedonia.

Spain, which trails Group 7 leader Serbia-Montenegro on goal
difference with 12 points, hosts Bosnia-Herzegovina. The Spanish team
struggled in its 1-0 win over Lithuania on Saturday, however.

Portugal, which was boosted by the return of Luis Figo on Saturday in
a win over Slovakia, visits Estonia in Group 3. The first time the
Portuguese met Estonia, it took 75 minutes to break through the
defense in a 4-0 win.

“We’ll have to stay calm and patient. We need to score a goal to make
them open up a bit,” Portugal midfielder Cristiano Ronaldo said. “The
Slovakia win really lifted us. We’re motivated and feeling good.”

Also scheduled for Wednesday are Romania vs. Armenia; Denmark
vs. Albania; Latvia vs. Liechtenstein; Luxembourg vs. Slovakia; Faeroe
Islands vs. Ireland; Belarus vs. Scotland; and Iceland vs. Malta.

Ireland, which gave up two second-half goals in a 2-2 draw with Israel
on Saturday, could take over first place in Group 4 with a win.

Switzerland currently leads the group with 12 points, followed by
Israel with 11, and Ireland and France with 10 each.

Germany, which automatically qualifies as host, faces Russia in its
final warmup before the Confederations Cup.

Other group leaders, including Italy, Poland and Croatia, are
idle. The next round of European qualifying is Sept. 3.

President received new Swedish Ambassador

Today newly appointed Swedish Ambassador to Armenia Johan Molander
(residence in Moscow’ handed his credentials to Robert Kocharyan.

The Ambassador said that his country intends to develop relations with
Armenia. In his words, Sweden welcomes Armenia’s readiness to integrate into
the European structures.

Robert Kocharyan noted the importance of exchanging information between the
two states and development of business ties.

calls all political forces immediatly to start activities led to saying
“no” to the constitutional referendum. Arshak Sadoyan, the party
Chairman, a NA Deputy stated this at the June 3 press-conference. He
mentioned that a considerable part of political forces has already
joined that proposal, particularly, the “Ardarutiun” (“Justice”) bloc
and the “Azgayin Miabanutiun” (“National Unanimity”) party. According
to him, after the former constitutional referendum’s failure,
the authorities will attempt to do thier best that thier draft
to constitutional amendments is accepted this time. Expressing a
confidence that the authorities will carry out falsifications during
the referendum, Sadoyan mentioned that the process of confronting it
can become a start for a power shift. “I think that it must be stated
in an open text just now,” the speaker added. Sadoyan informed that
as the political coalition assures that the draft to constitutional
reforms passed only one reading and may undergo radical changes till
the second reading, he decided to present 30-40 proposals of amendments
which will wholly be based on the principals of his draft. The MP
informed that he succeded to meet with the PACE Venice Commission’s
experts with great difficulties, and during the meeting it became
clear that the draft constitutional amendments authored by him were
not completely sent to the Commission’s examination. He mentioned that
he agreed with those principals of the draft proposed in 2001, which
related to the human rights and the judicial system that is why the
chapters were not included in the draft. Though he made explanations,
a not-complete variant was sent to the Venice Commission from the
NA. As a result, the European experts, estimating his draft, expressed
sorrow that the author left without attentian the human rights issues
so important for democracy.

Why the opposition does not take part in the elections of the local
self-government? The reason lies in the acting Constitution. The
government can dismiss the head of a community any moment. “Suppose,
we will get involved in this struggle. We are ready. But the government
can dismiss the opposition Mayor or head of a city community even
after a week of his appointment and declare re-election”, People’s
Party chairman Shavarsh Kocharyan says.

In his words, the country can’t be progressive without real
self-government. In our country the region (marz) governor represent
the whole self-government. However he should only be the person
to watch the process of self-governing. The President instead of
the people appoints the mayor of the capital. It is natural that
the Mayor will serve not to the people but to the person, who has
the power to dismiss him. And last but not least, according to the
acting Constitution a community head election by the community can
be dismissed by the government.

“The principle of power division is badly violated. The division of
power means that every power branch should have its place. Thus,
the government – the executive power works out and exercises the
foreign policy, the legislative power controls the activities of the
executive one, that is the parliamentary majority can dissolve the
government or dismiss the Prime Minister. And what is happening is our
country? The President nominates the Prime Minister and the composition
of the government, which is formed by the Premier’s presentation. The
President can replace any minister or dismiss the Prime Minister
independently of the support or disagreement of the parliamentary
majority. The principle of power division is infringed. The President
presides over the sittings of the government and its decision do not
come in power without the President’s signature. It is quite obvious
that the idea of President-arbiter provided by the semi-presidential
government system is roughly violated”, Shavarsh Kocharyan says.

“The juridical system should be completely independent. Its members
should form its supreme body and judges should be appointed by
this body. Presently appointment, career growth, subjection to
administrative responsibility, dismissal and other issues are decided
by the President. As for the Office of Prosecutor General, it should
not be the President’s bodyguard guided exclusively by the will and
orders of the President”, he adds.

As for the dismissal of the President, in Shavarsh Kocharyan’s opinion
the possibilities are extremely complicated. “The problem is that the
President has such great authority that it is impossible to speak of
democracy”, he said.

Premier Edmund Stoiberg stated that in case the party wins the
preschedule parliamentary elections this autumn the negotiations on
Turkey’s accession to the EU will take a different course and instead
of membership Turkey will be offered a privileged partnership, Yerkir
Online reports with a reference to Die Zeit. According to Stoiberg,
the party does not object Turkey’s EU membership but considers that
the country cannot be a full member of the EU. He also noted that
with Christian Democratic Union leader Angela Merkel’s coming to
power Germany’s policy towards Turkey will differ from that pursued
by Gerhard Schroder. To note, NTV Turkish channel reported that Mr.
Stoiberg said the EU is not ready to accept a country with a great
number of Muslim population however has nothing against Romania
and Bulgaria.

Yerevan, 31 May: The parliamentary factions of the opposition Justice
bloc and the National Unity Party issued a statement today. They called
on the Armenian citizens to vote against the draft constitutional
amendments put forward by the ruling political coalition.

The leaders of the Justice bloc and the National Unity Party, Stepan
Demirchyan and Artashes Gegamyan, signed the statement.

“Genuinely democratic constitutional reforms have no alternative and
they will be implemented once a legitimate government is established
in Armenia,” the statement said.

The coalition’s draft, which the Armenian parliament adopted in the
first reading on 11 May, “is directed at perpetuating the authoritarian
system”, the opposition’s statement said.

It is expected that the referendum on amending the constitution will
be held in Armenia at the end of the summer or at the beginning of
the autumn.
