officers on occasion of the 18th anniversary of the armed forces of
the Republic of Armenia.

The solemn ceremony was attended by RA Defense Minister Seyran Ohanyan,
Artsakh Republic’s Defense Minister Movses Hakobyan, RA armed forces
general staff chief Yuri Khachaturov and other high-ranking officials.

"Armenian army is one of most efficient armies in the region. Our
opponent’s warlike statements make us vigilant. We will build up our
power to resist challenges," Minister Ohanyan said.

The preamble to the document on basic Karabakh conflict settlement
principles agreed by Armenian, Russian and Azerbaijani Presidents on
Jan.25 in Sochi sets nations’ right to self-determination as priority
for conflict resolution.

The document also outlines imperative participation of NKR in further
talks, the sources aware of the agreement preamble details informed
NEWS.am.

Russian, Armenian and Azerbaijani Presidents elaborated preamble to
Madrid Principles. The document contains prospects on resolution
of Karabakh conflict, RF Foreign Minister Sergey Lavrov told the
journalists.

However, he made no reply on preamble content, referring to the
confidentiality of talks, saying "talks turned into reality from
abstract words and all proposals elaborated by OSCE MG were canvassed
at the meeting." According to him, it is critical for the sides to
have common understanding of the conflict settlement terms, as well
as accord to continue the talks. Lavrov also added that trilateral
negotiations are aimed at assisting OSCE Minsk Group Co-Chairs.

Today’s trilateral meeting is the fourth one. After the very first
one in November, 2008 in Moscow a Mayendorf Declaration was adopted,
calling the parties to resume the dialogue between the countries and
settle Karabakh conflict by politics only.

The conference for preliminary planning of the "Joint Endeavor 2010"
exercise of U.S. European Command kicked off in Yerevan today.

"Joint Endeavor 2010" exercise in the sphere of liaison,
telecommunications and information technologies will take place in
September, 2010, in Germany and Romania.

The conference will last till January 29 and will become the second
stage of exercise planning. The first stage (concept elaboration)
took place in November, 2009, in Serbia, and the next two stages will
take place in Bosnia and Herzegovina and Montenegro.

About 300 specialists from 34 NATO participant states and partners,
as well as NATO headquarters, participate in the conference.

If your Friday evening is still open, you may want to check out the
Oakland East Bay Symphony’s program Notes from Armenia.

Downtown’s beautiful Paramount Theater is wonderful place to enjoy a
show, and the Oakland East Bay Symphony always puts on a great
program. Tonight should be no exception.

The show will highlight Armenian music, and if that’s a subject a
little out of your sphere of knowledge, you can come early and get
schooled with a pre-concert lecture from Trinity Lyric Opera conductor
John Kendall Bailey at 7 PM.

Here’s the symphony’s description of tonight’s concert:

Building on the success of last year’s concert featuring Persian
music, we’ll once again explore classical music from another distant
region of the world. This year, we’ll introduce our audience to the
exotic rhythms and instrumentation of music from Armenia, presenting
works by both popular and less well-known composers. We are joined by
The Seemorgh Ensemble and select singers from various Bay Area choral
groups.

We’ll open with Mozart’s powerful Symphony No. 38, which received its
triumphant premiere in Prague. The dynamic, melodic Violin Concerto by
famous Armenian composer Aram Khachaturian will feature the brilliant
young Siberian-born violinist Mikhail Simonyan, who at 23 is already
recognized as one of the most celebrated talents of his generation.
Also on the program is Edvard Mirzoyan’s exciting work for orchestra
and solo timpani, and Lazar Saryan’s Panel Armenia, which was inspired
by the paintings of the composer’s father, the great Armenian painted
Martiros Saryan.

Tickets are still available online, and of course, you can always pick
them up at the box office tonight as well.

The show starts at 8 PM at the Paramount Theater (2025 Broadway) in

China has said its economy expanded by 8.7% in 2009, exceeding even
the government’s own initial expectations., BBC News reports.

The pace of change increased as the year went on, with growth in
the final quarter of 2009 increasing by 10.7% from the same period
a year earlier.

China is now on course to overtake Japan and become the world’s
second-biggest economy.

Japan announces its latest quarterly gross domestic product (GDP)
figures next month.

The Japanese economy is likely to have contracted by about 6% in 2009.

Jim O’Neill, chief economist at Goldman Sachs, said that China had
come up with "a very smart policy stimulus" and that some aspects of
the financial crisis may not have been a bad thing.

"[In] November 2008, they came up with a quick, aggressive fiscal and
monetary response which has worked," he told BBC Radio 4’s World At
One programme.

"They have replaced exports with domestic demand, both consumption and
investment… China has become more important as America [has become]
less, which is what the world needs."

He said part of the reason behind the global crisis was that the
world had become dependent on the US consumer, and the realisation
of that had now forced countries to stand up for themselves.

"The most important one is China and their economy is now being driven
by their own domestic economy, which will not only be increasingly
important for them but important for everyone else including –
directly and indirectly – people in Britain," he said.

Olli Rehn addressed a plenary session at the European Parliament in
Strasbourg on Wednesday.

The ongoing investigation into Ergenekon, a clandestine organization
accused of attempting to create chaos and undermine the stability of
Turkey in order to trigger a coup d’état, is key to democratization
efforts in the European Union candidate country, a senior EU official
has stated.

In 2009, important progress was made in regards to civilian-military
relations in Turkey, EU’s outgoing Enlargement Commissioner Olli Rehn,
the nominee for the post of EU commissioner for economic and monetary
affairs, said late on Wednesday while speaking at a plenary session
at the European Parliament in Strasbourg.

During the session, titled "Democratization in Turkey," members
of the European Parliament debated Turkey’s democratization process
particularly following the recent banning of the pro-Kurdish political
party Democratic Society Party (DTP) by the Constitutional Court
in December.

"The ongoing Ergenekon case is the key to democratization efforts in
Turkey. Turkish citizens really deserve to see the finalization of
this investigation and they rightfully expect a fair trial for the
all suspects," Rehn was quoted as saying by the Anatolia news agency.

In its annual progress report, made public on Oct. 14, 2009, the
European Commission referred to the Ergenekon investigation as an
opportunity for Turkish democracy. "This case is an opportunity for
Turkey to strengthen confidence in the proper functioning of its
democratic institutions and the rule of law," the report said.

The murders of Turkish-Armenian journalist Hrant Dink and three
missionaries in Malatya were mentioned in many EU documents and
referred to in the progress report. "Reports by civil society
organizations and statements by witnesses, in particular regarding the
alleged criminal network Ergenekon, the murder of three Protestants
in Malatya and the murder of Turkish-Armenian journalist Hrant Dink
cases, highlighted these concerns in specific cases. As regards the
latter case in particular, a report from the Prime Ministry Inspection
Board questioned the security forces’ role prior to the murder.

According to the report, the security forces appeared to refrain from
taking action after having received credible information about death
threats against Mr. Dink. The trials in Istanbul, Samsun and Trabzon
on this murder are continuing, but have not been merged, as has been
requested by the lawyers representing the family of Mr. Dink," the
report said.

According to Rehn, in addition to the Ergenekon issue, citizenship
rights, reforms in the field of fundamental rights and fair
representation of women are the core issues concerning Turkey’s
democratization.

"Freedom of expression in Turkey is not in line with EU standards,"
Rehn remarked, while underlining that many journalists in Turkey are
still being tried just for doing their jobs.

"The time has come and is already passing for Turkey to make necessary
legal reforms in order to show that this problem belongs to the past,
not to the future. Freedom of expression, which is fundamentally
important for an open and democratic society, is also important for
being able to hold more discussions on sensitive issues in Turkey
such as the Armenian issue, the Kurdish problem and Cyprus," Rehn
was quoted as saying.

While expressing concern over the closure of the DTP, Rehn said he
expected Turkey to make necessary amendments in its political parties
law to bring the law in compliance with suggestions by the Council
of Europe and rulings by the European Court of Human Rights.

In the eyes of the EU, Turkey can strengthen internal and regional
stability as long as it becomes more democratic, the commissioner
said. Calling the Turkish government’s democratization initiative,
which includes expanding rights for the Kurdish population, a very
important step, Rehn said this step would raise the standard of living
for all citizens of Turkey.

Images from the jubilant reception of several members of the outlawed
Kurdistan Workers’ Party (PKK) returning to Turkey through the
Habur border gate in October were used by "nationalist forces as
an opportunity to attack the government," Rehn said, while voicing
pleasure over the fact that the government declared its determination
to go ahead with the democratization initiative despite such negative
attitudes.

Spanish Secretary of State for EU Affairs Diego Lopez Garrido, whose
country took over the six-month rotating presidency of the EU from
Sweden on Jan. 1, also addressed European deputies during Wednesday’s
discussion on Turkey.

Reiterating Madrid’s willingness to open more negotiation chapters
with Turkey, Garrido cautioned that Turkey has still a lot to do in
the fields of "judicial reform, fundamental freedoms, freedom of press,
minority rights, women’s rights and labor rights."

A majority of the European deputies who delivered their opinions
on Turkey during the discussion focused on the closure of the DTP
and expressed concern over the detention of mayors of towns in the
predominantly Kurdish Southeast, Anatolia noted.

of RA executive authorities will submit activity reports for year 2009.

In accordance with RA Premier Tigran Sargsyan’s instructions, the
reports will cover works completed at reporting period as well as full
account of results, shortcomings and reasons for non-fulfillment of
tasks assigned.

Reports will be published on the websites of RA ministries and
executive authorities, RA Government’s press service reported.

The Turkish Ministry of Foreign Affairs issued a statement on the
decision of the Armenian Constitutional Court, which asserts that the
"decision contains preconditions, which undermine the very reason of
the Protocols." Asked to comment on the statement, Armenian Foreign
Minister Edward Nalbandian said:

"I intend to contact my counterpart Mr. Davutoglu, to express my
doubts, and clarify where in the decision of the Constitutional Court
of Armenia the Turkish side sees preconditions and how they contradict
the fundamental objective of the Protocols.

I do hope that with this statement the Turkish side is not trying to
justify its continuous efforts of putting preconditions and covering
the needless delay of the ratification."

Iran’s Foreign Minister Manouchehr Mottaki says adopting regional
approaches can ensure sustainable security and stability in the
Caucasus region.

In a Wednesday meeting with former Armenian president Robert Kocharian
in Tehran, Mottaki highlighted the age-old relations between Iran
and Armenia and stressed the importance of maintaining calm in the
Caucasus.

"The stability and security of the Caucasus must be strengthened with
regional approaches."

"The interests of regional countries are served by strategic approaches
that resolve regional woes and crises in the Caucasus region and
guarantee sustainable security there," Mottaki was quoted as saying.

The senior Iranian diplomat added that faulty economic systems were
to blame for the global economic recession.

"This [global economic] crisis revealed that the approaches based
on post-WWII theories are no longer applicable and world countries
by adopting new economic policies must lessen the role US dollar in
transactions as well as their dependence on international monetary
organizations."

Kocharian, for his part, pointed to the relations between Iran and
Armenia, saying, "We will make every effort to expand relations
with Iran."

He went on to describe the presence of foreign troops in the Caucasus
as harmful to the security and stability of regional states, adding
that regional approaches are the best solution for development and
stability.

Pashinyan Sentenced To Seven Years’ Imprisonment

A moment ago, the verdict against oppositional Haykakan Zhamanak
daily chief editor Nikol Pashinyan was delivered in the Nork-Marash
district court. He was accused of organization of mass riots and use
of force against policeman.

Pashinyan was acquitted by the court under RA Criminal Code article 316
(use of force against authority), however he was sentenced to seven
years’ imprisonment under the 255 article (organization of mass riots).

The defense repeatedly stated that prosecution failed to provide
any proof of Pashinyan’s guilt. After March 1, 2008 events he went
underground, afterwards yielding himself to authorities on July
1, 2009.
