BELARUS: TWO CATHOLIC PARISH PRIESTS BANNED FROM RELIGIOUS ACTIVITY

Two Polish Catholic parish priests in Belarus are the latest foreign
citizens to be denied permission to carry out religious activity, Forum 18
News Service has learned. Both Capuchin priest Fr Jan Bonkowski, who was
parish priest of Mizhevitsi village for twenty years, and Jesuit priest Fr
Edward Smaga had to halt all religious activity at the end of 2009. A third
priest was also threatened with denial of permission, but told Forum 18
that "everything is OK now". Fr Aleksandr Amialchenia, who speaks for the
Belarusian Catholic Bishops’ Conference, said no reasons were given for the
refusals. He stressed that the two priests have not been barred from
Belarus. Igor Popov, of the Grodno Religious Affairs Department, refused to
answer any questions, asking "What priests?" before putting the phone down.
Forum 18 estimates that more than two-thirds of the 33 foreign citizens
barred from conducting religious work have been Catholic. Priests and nuns
engaged in tackling social issues, such as alcoholism, in a very public
manner appear to be particular targets.

Two Polish Catholic priests in the western Grodno [Hrodna] Region have been
refused state permission to continue religious work in Belarus, local
Catholics have complained to Forum 18 News Service. Capuchin priest Fr Jan
Bonkowski, who has served as priest of the Annunciation parish in the
village of Mizhevitsi for twenty years, and Jesuit priest Fr Edward Smaga,
who served in the Holy Trinity parish in the village of Indura, had to halt
all religious activity at the end of 2009. A third Grodno diocese priest,
Fr Aleksander, who serves at St John the Baptist parish in Volpa, was also
threatened with denial of permission to conduct religious work but, as he
told Forum 18 on 4 January, "everything is OK now".

Fr Aleksandr Amialchenia, who speaks for the Belarusian Catholic Bishops’
Conference, said no reasons were given for the refusals. "All we know is
that their permission to conduct religious work was not extended," he told
Forum 18 from Minsk on 5 January. He said that in the wake of the denials,
the Bishop of Grodno, Aleksandr Kashkevich, had urged the authorities
several times to grant the necessary permission. "It appears that the
initiators of the decision not to extend the permissions were in Grodno,
not in Minsk."

Fr Amialchenia stressed to Forum 18 that the two priests, who are both
thought to be in Poland, have not been barred from Belarus. Should they
return however, they will not legally be able to perform religious rites.
After Polish priest Fr Antoni Koczko celebrated a single mass without state
permission in a Minsk church in September 2006, a man and woman in plain
clothes present in the congregation approached him in the sacristy and
informed him that he had violated Belarusian law covering religious
activity (see F18News 3 October 2006
< e_id=849>).

Igor Popov, head of the Religious Affairs Department at Grodno Regional
Executive Committee, refused to answer any of Forum 18’s questions on 5
January as to why the authorities have refused to extend the priests’
permission to conduct religious work in Belarus. "What priests? Invitations
are done by the diocese. Ask them if they invited them." He then put the
phone down.

Previous denials of permission to conduct religious activity

Forum 18 estimates that more than two-thirds of the now 33 foreign citizens
barred from conducting religious work in Belarus since 2004 have been
Catholic, while most of the rest have been Protestant. Priests and nuns
engaged in tackling social issues, such as alcoholism, in a very public
manner appear to be particular targets.

Four Polish Catholic priests as well as three nuns had their permission to
continue religious work in Minsk-Mohilov Archdiocese and Grodno Diocese
revoked in December 2008. The authorities ignored repeated appeals from the
Catholic community to overturn the denials (see F18News 7 January 2009
< e_id=1237>). Two Danish citizens,
Erling Laursen and Rolf Bergen, were given deportation orders in February
2009 for taking part in worship services in Gomel’s [Homyel] charismatic
Living Faith Church (see F18News 15 July 2009
< e_id=1326>).

"This is not the first time such things have happened in our diocese"

Catholics from the Indura parish told Forum 18 that Fr Smaga (who is 63)
had left for Poland in November 2009 for health reasons and only
subsequently did they hear from Bishop Kashkevich that the authorities had
denied Fr Smaga permission to return to religious work in Belarus. "Only
one priest – a local citizen – is left to look after the parish," one local
Catholic lamented to Forum 18 on 4 January. "We very much need a second
priest. This is not the first time such things have happened in our
diocese."

The Indura Catholic said it remained unclear where the diocese will be able
to find another priest to serve in the parish. "It is clear there is no
chance from Poland."

Fr Bonkowski told the Grodno correspondent for the Polish daily paper
Gazeta Wyborcza that the authorities did not like the fact that he
celebrated Mass in Polish, a language spoken or understood by many
Catholics in Belarus – especially in regions like Grodno which border
Poland and have an ethnically mixed population.

Official defence of denials

Defending the refusal to grant permission for the priests to continue to
conduct religious work was Marina Tsvilik of the government’s Office of the
Plenipotentiary for Religious and Ethnic Affairs in the capital Minsk.
"Documents for some of these comrades were not submitted correctly," she
told Forum 18 from Minsk on 4 January. "In the case of Bonkowski, we agreed
with the diocese that as his documents were incomplete, they would resend
them. But they didn’t. In the case of Smaga, he is ill and unable to
serve."

Asked whether it is not the responsibility of the religious community to
decide who is healthy enough to serve, and not the state, Tsvilik declined
to respond.

Asked whether, if Fr Bonkowski’s documents are resubmitted, he will get
permission to conduct religious work in Belarus once again, Tsvilik
replied: "It is possible there would be a positive decision – if the
documents are correctly formulated."

Tsvilik claimed to Forum 18 that which languages the priests held services
in was irrelevant to the decision not to extend their permission to conduct
religious work. But she insisted that religious services have to be
conducted in "our languages", which she identified as Russian and
Belarusian. "At least once a month they have to serve or at least preach in
Russian or Belarusian."

Asked whether the Catholic Church was being singled out for special
linguistic restrictions or whether such requirements also exist for the
Russian Orthodox (who serve in Church Slavonic), Muslims (who use Arabic),
Jews (who use Hebrew) or the Armenian Apostolic (who use Grabar or
Classical Armenian), Tsvilik claimed that the same requirement holds for
all faiths.

She refused to discuss any other questions and put the phone down.

Tsvilik has previously used the language used in worship as an excuse to
defend state violations of freedom of religion or belief (see F18News 23
December 2008 < 1235>).

Church rejects state claim that documents incomplete

Fr Amialchenia of the Catholic Bishops’ Conference rejected suggestions
that the application for Fr Bonkowski was incomplete. "This is a
well-developed procedure which we have had to go through for many years,"
he told Forum 18. As for Fr Smaga, Fr Amialchenia insisted it is the role
of the diocesan bishop to decide on the health of a priest, not the state.

He said that dioceses need to renew permission for foreign priests and nuns
to conduct religious work once a year, except in Grodno Region (and
Diocese), where this has to be done every six months. He said he did not
know why the system is different in Grodno.

Fr Amialchenia said that the state authorities did not give language as a
reason for their denials, but insisted that it must be the role of the
Church to decide what languages services should be conducted in. "We serve
in the language that believers speak and understand."

Archbishop Tadeusz Kondrusiewicz told Forum 18 on 4 January that all the
forty or so foreign Catholic priests and ten or so religious sisters of his
Archdiocese of Minsk-Mohilov had this year received extensions of their
permission to conduct religious work. But he pointed out that whenever such
permissions are denied, as has happened in Grodno Diocese, it is ordinary
believers who suffer.

State officials are also continuing their moves against the New Life Full
Gospel Church in Minsk. On 4 January the church received a summons from the
Minsk City Natural Resources and Environmental Protection Committee,
claiming that the church had polluted the ground around its building with
traces of oil, causing large amounts of damage (see forthcoming F18News

ISTANBUL (Compass Direct News) – Malatya’s Third Criminal Court on
Friday took further steps to connect the murders of three Christians
in southeastern Turkey to a Turkish military plan to destabilize the
pro-Islamic government.

Evidence surfaced in Turkish press last month linking the murders of
the three Christians in the southeastern city of Malatya with army
activities to overthrow the government in a special operation called
the "Operation Cage Action Plan." The Malatya prosecutor and plaintiffs
on Friday requested that the Istanbul prosecutor further probe links
between the Malatya case and the Cage Plan, which included an elaborate
scheme to attack Muslim-majority Turkey’s religious minorities.

They also requested that the Malatya court open to plaintiffs the
currently "classified" prosecutor’s investigation into links between
the Malatya murders and an alleged operation by the military and other
political figures to destabilize the government known as Ergenekon.

Evidence of the Cage Plan, believed to be part of Ergenekon, centers on
a compact disc found in April in the house of a retired naval officer;
it was decrypted and leaked to the press last month. The plan, to be
carried out by 41 named naval officers and dated March 2009, termed
as "operations" the murders of the three Christians in Malatya, the
2006 assassination of Catholic priest Andreas Santoro and the 2007
slaying of Hrant Dink, Armenian editor-in-chief of the weekly Agos.

"This Cage Plan starts with a reference to the Malatya, Dink and
Santoro cases and mentions them as previous ‘operations,’" said one of
the plaintiff lawyers, Orhan Kemal Cengiz, adding that a connection
of the murders with the Cage Plan would be difficult for any court
to ignore.

Hearings for Ergenekon are ongoing in Istanbul. Istanbul prosecutors
handling the Ergenekon case sent a response to the Malatya court this
month in which they reported they have not been able to find a direct
connection with the Malatya murders yet. The Malatya court is waiting
for further investigations into possible connections with Ergenekon.

Cengiz said that although investigations are moving slowly, he is
pleased with the willingness of the Malatya prosecutor to cooperate
and find who is behind the murders.

"I see a good will on the part of the prosecutor," said Cengiz. "He’s
really trying to discover the possible links, and I’m glad to see
his effort, and he was helpful and supportive to us. It was important."

Turkish Christians, Necati Aydin and Ugur Yuksel and German Christian
Tilmann Geske were tortured and stabbed to death in Malatya on
April 18, 2007 at Zirve Publishing Co., which distributed Bibles and
literature in the area.

Suspects Emre Gunaydin, Salih Gurler, Cuma Ozdemir, Hamit Ceker and
Abuzer Yildirim, who were caught at the crime scene, are still held
in prison in Malatya. Two other suspects, journalist Varol Bulent Aral
and Huseyin Yelki, a former volunteer at Zirve, are not under arrest,
but the court expects them to attend all hearings.

Aral and Yelki are believed to have crucial links with the alleged
masterminds of the murder plot.

conference today giving details on the incidents on Vardanants street
where ANC young-wing activists had been attacked. Levon Zurabyan,
the ANC coordinator, said the public had greeted their campaign
materials with great enthousiasm and was ready to actively participate
in the election.

"This is what that is not included in authuritis’ scenario and all
the election-forging and violation resources of the Republican Party
of Armenia have been mobilized to avert such a succesful campaign and
to ensure that [Artashes] Geghamyans’ party [National Unity Party]
representative wins. All Republican staff is working for him and it is
regarded the only way authoritis can use to prevent Nicole Pashinyan’s
win. Serzh Sargsyan has ordered Gagik Beglaryan [mayor of Yerevan]
to carry out the task; the whole campaign has been organized by Gagik
Beglaryan," Zurabyan has reportedley said.

"In fact seeing that they are losing the campaign the authorities
started using their usual style yesterday, organizing attacks with
metal poles on our young activists which bandit-like or is typical
of bandit groups. We dispose reliable information that the attack has
been made due to the Republican MP Ruben Sadoyan’s order and the attack
has been organized by Vahan Nadaryan the chief of the sub-headquarter
serving to the 10/19 and 10/20 precinct stations. All the staff that
conducts the activities of that Republican sub-headquarter have taken
part in the attack," said Zurabyan.

He also informed that there are some casualties because of the attack:
Vahagn Gevorgyan has had an injury on his head, caused by a metal pole,
and has recently been discharged from hospital. Sergey Gasparyan
has been beaten on the head by a blunt tool and is experiencing a
concussion of the brain, Tevos Matevosyan has been beaten on his
low jaw with open wounds, while Sargis Gevorgyan, Sahak Muradyan and
Vladimir Karapetyan have been beaten on the face.

Former commander of the Shushi separate squadron Jirair Sefilyan
notices unity of will among the Armenian people, which he says is a
great achievement.

"I am certain that the unity of will of that sector of the people will
help us centralize our forces and liberate ourselves from this
regime."

Sefilyan believes that those who thought that they shouldn’t take
extreme measures in 2009 were convinced that it is impossible to fight
with the law against an outlaw government. "You can’t fight with laws
of dictatorship. We must work with the logic of the people and the
logic is that power belongs to the people. Everything is permitted for
the people because they are the owners of the country. This must be at
the core of our strategy."

Sefilyan wasn’t able to say what our greatest flaw was. He mentioned
that there are many flaws and they are all interconnected. "What
concerns me is that our country is becoming weaker day after day,
emigration continues and nothing is being done in the liberated
territories. It is a humiliating situation not only in the liberated
territories, but also in all the regions compared to the capital."

Jirair Sefilyan wishes the people the will to be able to finally
create a moral regime in 2010. "I am optimist and we will accomplish
that." Sefilyan is planning to celebrate the New Year with his family
in Yerevan.

"32 000 medium & small business entities were granted favorable VAT
terms; at the same time, the taxation limit was raised from AMD
3 million to 58 million," Tigran Sargsyan told a news conference
in Yerevan.

In crisis and facilitated tax burden circumstances, 32 000 M&S business
entities in Armenia failed to pay taxes to the total amount of AMD 24
billion. "Tax burden facilitation for M&S business entities allowed
for their resistibility increase in 2009," he emphasized.

Besides, around AMD 20 billion overpayments are returned to private
sector, to improve their financial situation, the Premier noted.

expect that the Turkish parliament will discuss and ratify the
protocols in reasonable periods, otherwise, we will take up steps
which will correspond to the steps made by them", said the NA speaker
Hovik Abrahamyan on December 24. By the way, this was the first press
conference of the NA speaker since he has assumed his office one year
and a half ago. The latter stressed that Turkey is expected to ratify
the protocols in reasonable terms "after which we will try to discuss
and ratify them too".

As to the statement of the Turkish officials which connect the Armenian
and Turkish relations with the NKR issue, Hovik Abrahamyan noted,
"Any official is dishonest to make such statements because since
the beginning we agreed to establish diplomatic relations without
preconditions. It is present in the protocols too. They try to
connect this issue with the NKR and genocide issues I think it is a
dishonest step".

"Dialogue of Cultures: Peace Through Art" in Moscow. The exhibition,
organized by Peacemaker World Alliance will run from December 29,
2009 to January 12, 2010.

The Armenian khachkars (cross-stones) will be presented by Armenian
craftsman Varazdat Harutyunyan.

As Armen Danielyan, vice rector of Pedagogical University of Theatrical
Art after Nikol Galanteryan told a press conference on December 24,
Varazdat Harutyunyan is an author of more than 400 cross-stones,
traditional and innovative works.

"I am allowed to exhibit only 3 sketches and photographs in the
pavilion, so I am going to take a lot of works with me and change
exposed items every 2-3 days, Varazdat Harutyunyan said.

The sculptor promised to restore the best stone-crosses destroyed by
Azeris in Jugha. The remaining cross-stones are already on the verge
of extinction and it is unknown whether our children would see them,"
the sculptor said.

Azerbaijan’s mass media have been trying to make their usual awkwardly
and clumsy propaganda stunt pushing the photos of peace victims
of Kosovo and Georgia to be Azerbaijani. And the forgery has been
discovered by watchful Armenian bloggers. Famous Armenian blogger
Kornelij found out that Azerbaijani "Trend" agency used photos of
dead people of Kosovo from a Canadian web site as if Azerbaijani
victims in Nagorno-Karabakh war. Day.az losing all sense of shame has
copied the material. A little of photoshop and the image is black and
white and evidences of the "terrorist activities of Armenia". "Trend"
writes that the agency committed "shooting and spread the materials
to the attention of the international community the truth about
Armenian-Azerbaijani Nagorno-Karabakh conflict." Taking into
consideration the forged photos attached to the film, it’s obvious
what sort of truth Azerbaijan wants the international community to
watch. Soon not only victims of Kosovo and Georgian August war will
sit off but those from Darfur, Rwanda and Holocaust…Azerbaijani cope

it would be better to ask Azerbaijani if they don’t have any feeling
of respect towards the victims of other nations they should respect

PACE monitoring commission declassified the report on Armenia by John
Prescott and Georges Colombier, who however did not show up at the
December 17 meeting.

The member of Armenian delegation to PACE and ARF Dashnaktsutyun member
Armen Rustamyan told RFE/RL Armenian service, that in 20-page document,
authors touched upon the report of Ad-hoc committee. Co-rapporteurs
expressed doubt on committee’s assessment, namely conclusions that
March 1 events were adequate and lawful, in particular considering
the fact that three demonstrators died of Cheremukha-7 gas used by
police. Prescott and Colombier reckon that cause of 10 people’s death
is not elicited and the guilty are not detained. Co-rapporteurs also
suppose that discussion of the March 1-2 events by the committee,
particularly oppositionists’ arrest is insufficient as well.

The head of Armenian delegation to PACE Davit Harutyunyan also said
that police actions were inadequate from the common sense viewpoint,
"but unfortunately there is no legal ground for initial arraignment."
