the European Union frustrating, Turkey tends to the Islamic world,
according to Alexander Tsinker, director of East European States &
CIS Institute, member of the Knesset in 1999-2003.

"Turkish Prime Minister Recep Tayyip Erdogan never disguised his
allegiance to Islamic principles," he told PanARMENIAN.Net.

"Latest developments speak for themselves. Turkey and Syria signed
an agreement on military cooperation and formation of a High-Level
Strategic Cooperation Council. Furthermore, Erdogan visited Baghdad to
strike a similar deal with Iraq. And finally, according to a secret
agreement, Ankara will provide Iran with intelligence data to help
Tehran avoid Israel’s attack," Dr. Tsinker said.

"Turkey takes considered strategic steps, striving to maintain business
relations with Europe and at the same time striding towards the Islamic
world. However, it should keep in mind that doing the splits between
civilizations is a dangerous initiative," he concluded.

becoming 60. On the occasion of this jubilee anniversary, Artists’
Union of Armenia and HayArt cultural centre of Yerevan Municipality
will hold an exhibition of artist’s works. Exhibition opening is due
on November 17 in the exhibition hall of Artists’ Union.

Simultaneously, it is planned to organize presentation of artist’s
photo album comprising 200 photos and 30 poems.

Assembly Goran Lennmarker has been postponed until 2010, head of the
Armenian delegation in OSCE Parliamentary Assembly, RA NA deputy Aram
Safaryan told a PanARMENIN.Net reporter. According to Aram Safaryan,
during the visit of Goran Lenmaraker was to meet with the foreign
ministers and MPs of Armenia, Georgia and Azerbaijan.

Rasim Aghayev News.Az interviews political scientist Rasim Aghayev
on his attitude to a dialogue between representatives of Armenian
and Azerbaijan mass media held in Moscow.

"I suppose there cannot be two opinions on this issue. Certainly,
if we want the peace solution to this conflict and have initiated
a peacekeeping process to a certain extent, have a breakthrough
in one direction, have prospects in another, Karabakh direction,
establishment of contacts between public representatives deserves
attention. We have at war for already twenty years. These are mostly
presidents and foreign ministers that contact with each other.

Sometimes it occurred on the level of several deputies or ministers
who attended some international conferences in Yerevan or in Baku and
several small human rights organizations. It means that in fact wide
masses remain beyond this process. Therefore, public involvement in
this process is important and expedient.

This especially refers to journalists. Certainly, intellectuals
influence the process but journalists’ position will have the
greatest impact on formation of images. Why do we need intellectuals’
rapprochement? It is necessary because intellectuals, most Armenians…

Though let’s not speak who did more, or did less. First of all,
intellectuals are to be blamed for what has happened between the
peoples. It first created enmity and then turned unable to offer the
best way of conflict settlement. And now it must settle the issues of
hatred, enmity that sometimes lead to racism and misanthropy and so
on. Therefore, if the intellectuals form any serious understanding and
serious attitude towards it in the result, it will be wonderful. If
not, it would be a disaster for both Armenians and Azerbaijanis.

Second. Journalists have also made a serious and negative contribution
to this process. They are exaggerating and misinforming the public.

These were very incompetent people, who became correspondents of
some newspapers and so on after perestroika. But let’s remember
that the first strike came from Zorit Balayan, correspondent of the
"Literaturnaya qazeta". He is neither a writer nor a publicist, but
anyway he was a journalist in one of the most influential newspapers
of the USSR. The newspapers that served to Soviet intellectuals
were widely spread among it. And Zoriy Balayan made a large negative
contribution in relation to both nations. On the other hand he is in
fact one of those who created a myth of Armenian Nagorno Karabakh,
distorted history, falsified it in the most primitive way.

Nevertheless, it was accepted.

Therefore, journalists’ duty is to improve the process at the current
stage. Little should be done for it. I remember that in 1991 a similar
meeting was held in Moscow in autumn as well. Sabir Rustamkhanly and
several other people attended alongside me. Armenia also sent its
representatives. And at that time we managed to create and write down
a single position in relation to journalists’ conduct and improvement
of mass media. We found mutually appropriate forms and signed a
protocol of intentions. Yet, this issue was not developed as some
fire exchanges were recorded on the front line and everything failed.

Though I want to note that the experience of peacekeeping process
outlines a rule. As soon as we record a serious achievement or
reconciliation, or come to some coordinated positions, establishment
of contacts and trust, immediately different groups of the so-called
insane ultranationalists rise here and then provocative strikes are
heard in Armenia and in the diaspora, including in Moscow. First the
propaganda and then real fire exchanges are observed on the border
and the initiated thaw is frustrated.

Therefore, I think it is correct and we should start from smaller
things. It is necessary to agree on some definite points regarding
what should not be done. Certainly, we should prevent insulting
speeches and historical interpretations. We should not interfere with
the negotiation process unless basic principles of resolution are
published. Some painful spots that need anesthesia can be found. It
can be done and it may have a positive impact on the process.

Certainly, we should send people that hold indirect propaganda – a
newspaper editor or director of the agency. We should not forget that
television channels are especially able to influence the perception and
formation of opinions so that to attain some practical implementation
of possible agreements. But gradually, I think there is a need to
expand such an artistic circle of such mutual communication regardless
of how test with intellectuals and journalists end. We should attract
new social grouping. We should also involve scientists to this
process. I suppose it would be possible to hold a single conference,
for example, not on the history of Karabakh but on the correlation
of principles of self-determination and territorial integrity and
discuss how much they comply with the current realities.

What to prefer? And are they not outdated? And we should also study
an international approach to these problems. Or apply a historical
approach, which means consider the development history and perception
of this principle. I think scientists could join the process.

Opportunities are wide here, we should just practice it. And, on the
whole, the fact that this process is controlled by ambassadors Polad
Bulbuloghlu and Smbtyan may also enter the history as a "policy of
two ambassadors", or the "ambassadors’ initiative". It is necessary to
develop a single formula of "the ambassadors’ initiative" and further
develop it under the auspices of two popular figures that are famous
in Azerbaijan, in Armenia and the post-Soviet area. This might help. I
want to say that this case is promising though if you remember it
faced resistance in our country and in Armenia in the beginning.

Baku. OREANDA-NEWS . November 11, 2009. An agreement on another meeting
between presidents of Azerbaijan and Armenia, Ilham Aliyev and Serzh
Sargsyan respectively, at the end of this month has been reached.

The minister of foreign affairs of Azerbaijan, Elmar Mammadyarov,
says that both leaders consent on their meeting in one of the European
cities has been already received.

The precise venue of the upcoming meeting will be known only in
several days. The OSCE Minsk Group co-chairs are working over that,
the FM said.

In addition, there were made no new proposals within the framework
of the Madrid principles of Armenian-Azerbaijani Nagorno Garabagh
conflict.

There are not any fresh proposals. We have been discussing these
issues for the last five years. Conflict settlement is hampered as
the Armenian party started returning again to discussion of earlier
achieved arrangements.

Under such conditions it is difficult to conduct negotiations,
and that is why when the MG co-chairs were visiting the region,
Baku in particular, we informed them again that official Baku does
not intend to continue high-level meetings for the sake of imitation
of the negotiation process, the minister said.

Since 1994 the parties have been applying ceasefire regime. Following
the conflict Armenia has occupied 20% of Azerbaijani territory and
evicted 1 million people from their residence sites.

security issues, Doctor-Professor Georgi Pocheptsov is in Armenia at
the invitation of Media and Information Center affiliated to Armenian
president’s staff and Association of "PR" specialists. Today he
had a meeting with the representatives of Armenian mass media on
the themes of proper information service of the state policy and
"information wars".

According to G. Pocheptsov, the sphere of communication has developed
greatly. The continuous changes influence on political, economic and
other spheres; any information and methods of its presentation affect
indirectly the sphere, about which it is reported.

He said that the sphere of information wars and communication
technologies still have numerous non-illustrated issues, which are
sometimes connected with humanitarian perception. Besides that, it is
necessary to look for objective methods of making a decision in order
people’s ideas change as a result of the final work of mass media.

Several factors, like international information and existence of
opposite viewpoint play their role between the confronting sides
as well.

Professor Georgi Pocheptsov is the author of about 50 books on
information wars.

ArmInfo. Chief Infectiologist of Armenia Ara Asoyan told ArmInfo that
three cases of H1N1 have been registered in Armenia. All the cases
were confirmed after laboratory examination. One of the patients is
a citizen of Iran, who has already been discharged. The remaining
two patients are citizens of Armenia and are currently at hospital.

As of November 1 2009, "swine flu" killed 6.1 thousand people in
the world. A total of 482,000 people have got H1N1. The symptoms of
the new flu are high fever, cough, sore throat, cold or stuffiness
in nose, body aches, shiver, weakness, wasting, as well as diarrhea
and vomiting.

registered in Armenia. Patients’ analysis samples have been sent to
London laboratory, and only after receiving official confirmation of
the disease can World Health Organization start delivery of relevant
medications to Armenia. Test results will be available in a month,
Health Minister Harutyun Kushkyan told today a news conference. "WHO
demands that at least the first 10 cases fixed in any country receive
official confirmation by regional reference lab which is in London,"
Minister said.

At that he noted that 3 individuals suspected of having A/H1N1 found
in Zvarthnots airport, with one of them being an Iranian citizen
and other 2 – citizens of RA. The former was isolated and, after
receiving relevant treatment, left for Iran. As to the 2 RA citizens,
they still receive their treatment in Republican hospital under chief
infectologist Ara Asoyan’s direct observation.

Artavazd Vahanyan, Head of Hygienic and Anti-Epidemic Inspection at
Health Ministry, announced earlier that 50 people in Armenia were
suspected of being caused by A/H1N1, however, further check-ups did
not confirm the virus.

Minister also said that Armenian Government has taken independent
measures towards obtaining required medications and serums to prevent
the pandemic. "This morning Health Ministry hosted meeting with
big importers, and parties reached agreement over importing certain
quantity of required medications."

7 thousand 500 tons of Tamiflu is currently available in Armenia, and
20 thousand more is expected to arrive in the near future, Minister
said, adding that the required quantity of medicine is 30 thousand
tons. Health Ministry plans to first of all start vaccination among
risk groups, i.e. medical workers and people working in services
sector. As for children, Ministry is expected to acquire for them a
special kind of medicine with no side effect. All the big hospitals
of Armenia are on the alert, said the Minister.

"There’s no reason for panic or concern. It is just recommended to
be more attentive, observe rules of hygiene and, if possible, drink
2-5 liters of liquid. In case of feeling dizzy, having temperature
or nausea, it’s necessary to apply to doctor," Mr. Kushkyan said.

ArmInfo. The Italian channel Ray Secretary General of the Council
of Europe Terry Davis and the Discovery Channel are interested in
acquisition of copyright for showing "The land of Noah" documentary
about Armenia. Head of Tourism Division of Armenian Economy Ministry
Mekhak Apresyan told ArmInfo correspondent that negotiations are
already being held with these TV channels.

According to him, this film is being transmitted on Scandinavia
channel in Scandinavian countries, and the Spanish TVE channel,
which is broadcast for 450 mln spectators, has already acquired the
copyright and will shortly start showing it. The English language film
"The land of Noah" lasts 52 minutes and presents the origination of
Armenians as a nation, historic and modern Armenia, its culture and
traditions. Furthermore, the film presents historical Ararat, the city
of Ani, Nagorno-Karabakh, the Armenian Genocide. Apresyan added that
at the moment the film is being translated into Armenian and Russian.

To recall, the presentation of the film took place in Yerevan in August
2009. Spanish companies Bass Business and Transglobe held research and,
besides Armenia, chose 12 more countries about which a cycle of films
"Escape" will be made. The value of the agreement between the Armenian
Government and companies Bass Business and Transglobe is 225 thsd EUR.
