Armenia is under the pressure of international projects

In contrast to her neighbors, Armenia is stable and predictable, and
in our restless region it is sometimes valued considerably higher than
hydrocarbon reserves.

Only in the last month Presidents of Croatia, Syria and Georgia
visited Yerevan; two other visits – those of the Presidents of Cyprus
and Serbia – are expected next month. Even if we do not take into
consideration the shuttle visits of the Head of the Armenian MFA to
Europe, it becomes clear that the West makes every effort to tear
Armenia away from the Russian influence, or to reduce that influence
to a minimum. However, yet only the mechanisms of `soft’ pressure and
promises are put to use.

/PanARMENIAN.Net/ It is natural that the weaker the country, the
easier it is to prevail upon it, and Armenia, alas, cannot yet pretend
to the role of a strong state in the South Caucasus. Sure, in contrast
to her neighbors, Armenia is stable and predictable, and in our
restless region it is sometimes valued considerably higher than
hydrocarbon reserves. Not without purpose do the talks on Nabucco
quietly come to naught after the Iranian events, just like the project
of South Stream. No one will be discussing any project until relative
stability is established in the region. And here, strange as it is,
comes to the fore Armenia, a country that can become a bridge between
the West and Iran, between the West and Russia not in words but in
deed. Georgia cannot play this role because of her unpredictability
and, to put it mildly, the indistinctness of her foreign and home
policy.
Nor is Azerbaijan fit for this role – it can only set conditions in
the energy sphere and come out in one bond with Turkey and Israel. The
visit of Shimon Peres can serve as confirmation to it. Quite possibly
Peres goes to Baku to restore the somewhat cracked relations with
Turkey after the operation `Cast Lead’.
Remains Armenia, for whom launch of communications can become a real
breakthrough into the world. The only matter is the price and whether
Yerevan is ready to pay that price. At stake are the resolution of
Karabakh conflict with minimum losses for Azerbaijan in exchange for
the opening of the Armenian-Turkish border, and perhaps the Check
Point `Upper Lars’.
It is also nonrandom that exactly this week Yerevan welcomed the
International conference `Armenia at the Crossroads of
Communications’, organized by the Russian Institute of Eurasian
Studies. In the words of the participants, thanks to her balanced
policy Armenia very successfully cooperates with the CIS countries in
military-political, commercial, economic and humanitarian aspects. And
in this sense it is important to increase the level of participation
of Armenia in current and upcoming international projects within the
framework of transport, energy and other strategic corridors. At the
same time, participants of the conference condemn irresponsible
manipulation with the Nagorno-Karabakh conflict and with the
normalization of Armenian-Turkish relations.
According to Richard Giragosian, Director of the Armenian Center for
National and International Studies (ACNIS), Armenia is a key country
for the region. `The USA, Europe and Russia desire to see Armenia
weak, but stable. Now Armenia can become both weak and unstable. We
have developed serious strategic relations with Russia, but it is
necessary that these relations be balanced, and not vassal. Russia has
always been and will be nearer to Armenia than to the USA or Europe;
however, she should balance her position on Armenia,’ said Giragosian.
That Armenia is now intensely "coaxed’ is evident by the naked eye. It
is, so to say, the carrot, while in the role of the stick is the
Azerbaijani-Turkish threat or the attempt to repeat the Iranian
scenario, which this time will work in Yerevan much better than on
March 1, 2008.
On June 26 on the Ionian Island of Corfu will be opened the informal
summit of OSCE foreign ministers, on which several issues might be
solved. But since the summit is dedicated to security issues, it is
assumed that the meetings of the Foreign Ministers of Armenia, Turkey
and Azerbaijan will be in different formats. After the summit it will
be possible to make some conclusions about the expected changes in the
region, which will be fixed, most likely, at the OSCE annual summit in
the winter of 2009. However, it may happen even earlier; everything
depends on the course of events in Iran…

/PanARMENIAN.Net/ The Armenian government at the recurrent sitting in
Syunik region approved a credit program on economic stabilization of
the country by allocating means from the Russian credit, press office
of the government reports.

That program will promote the GDP growth by partially satisfying
needs of business entities in credit means. The total amount of the
program is 90 billion AMD and the funds will be provided through
budget loans. In the framework of that program 60.5 billion AMD will
be allocated to credit banking sphere of the country, 6.4 billion
AMD will support small and medium business entities, 23.1 billion
AMD will be directed to lend infrastructure enterprises.

"The public now pay attention to how the Russian stabilization credit
is used. Another 24 billion AMD will be directed to the earthquake
zone, the rest of the money will remain in the stabilization fund,"
RA prime minister Tigran Sargsyan said.

ArmInfo. The policy of the present authorities of Armenia differs
from that of the previous ones, as they have decided to make the
Armenian-Turkish negotiations public, Armenian ex-foreign minister,
president of Civilitas Foundation Vardan Oskanian said when making
a lecture in New-York Fordham Law School.

As press-service of the Foundation reported, ex-minister said that
the Turkish party, using the fact that Armenia has openly said about
the progress in the negotiations, started putting forward the Karabakh
conflict as the only obstacle in normalization of the Armenian-Turkish
relations. He also added that in this situation the world community
will choose one of the two possible directions. Either it will admit
that Turkey misled Armenia, the USA and Europe and at present it is
responsible for worsening of distrust and for the shut down border;
or here there are also challenges for the Armenian party and the
world community will increase pressure upon Armenia in the matter of
the Karabakh conflict settlement, as Turkey and Azerbaijan say that
only in case of progress in this matter some positive movements in
the Armenian-Turkish relations will be possible, Oskanyan said.

YEREVAN, JUNE 25, ARMENPRESS: President of Georgia Mikhail Saakashvili,
together with his spouse, visited today Tsitsernakaberd and put a
wreath on the memorial to the victims of the Armenian Genocide.

The Georgian president was accompanied with the Armenian Foreign
Minister Edward Nalbandyan, Yerevan mayor Kamo Areyan and other
officials.

In the memory alley the Georgian president watered the tree planted
in 2004 on behalf of Georgian people.

Afterwards M. Saakashvili was hosted in Yerevan State University
where he met with its students and professor staff.

leave for Vienna to take part in OSCE’s annual security conference,
RA MFA press service reports.

Conference will focus on European security conception on OSCE
member states’ territories, as well as current situation in conflict
settlement processes, international fight against terrorism and other
challenges. Such conferences have been organized regularly since 2002.

terminated administrative proceedings for Gyumri Beer’s TV commercial
created by Triada Studio. Earlier the Committee received an
application to discuss possible violations in TV commercial
specified. According to SCECP Press Service, the commercial portrays
an animated crab, dragging Guymri beer bottle to the first place of
the podium. Thus, according to the application, the consumers are
given false idea of Armenian beer manufacturers’ market rating.
Upon TV commercial’s examination, SCECP concluded it holds no display
of unfair competition and cannot mislead either business entities or
society as to Gyumri Beer’s activities or the products it offers.
Based on the facts above the Committee terminated administrative
proceedings for Gyumri Beer TV commercial.

YEREVAN – Syria’s President Bashar al-Assad welcomed the normalization
talks between Turkey and Armenia and offered to mediate more
discussions between the two neighbors.

During an official visit to the Armenian capital Yerevan on Wednesday,
al-Assad met with his Armenian counterpart, Serge Sarkisian, and said,
"We in Syria have received with great satisfaction the steps that
are aimed at normalizing Turkish-Armenian relations." "I told the
president of Armenia that we are ready to help move forward those
relations," Radio Free Europe/Radio Liberty quoted the Syrian leader
as saying. He also argued that Syria is in a position to do so because
of its "close relationships" with both Armenia and Turkey.

Sarkisian did not comment on al-Assad’s offer during their
joint news conference. Instead, he praised the current state of
Syrian-Armenian ties and stressed the need to boost bilateral economic
cooperation. "Our friendship is a good example that must be showcased
to both our peoples and others."

Ankara and Yerevan agreed in April on a "road map" deal for U.S.-backed
talks that could lead to the normalizing of ties and the opening of
their border, which Turkey closed in a show of support to Azerbaijan
in 1993 after the Armenian occupation of Azerbaijani territories in
the disputed Nagorno-Karabakh region. Turkish officials, however,
have said Turkey will not open its border with Armenia before
the neighboring country ends its occupation of Nagorno-Karabakh,
reassuring Azerbaijani leaders that Ankara’s efforts to reconcile
with Yerevan would not undermine the country’s interests.

Syria held Turkey-mediated indirect talks with Israel last year,
however, they collapsed over Israel’s offensive on Gaza in late
December. Damascus, which is seeking a complete Israeli withdrawal
from the Golan Heights, Syria wants to resume stalled indirect peace
talks with Jewish state, according to Turkish officials.

Average Monthly Wages 13.4% Up In Armenia Jan-May

YEREVAN, June 19. /ARKA/. The average monthly wages reached 97,527
AMD in Armenia this January-May – an annual rise of 13.4%.

The RA Statistical Service reports that the average monthly wages in
government-financed organizations reached 80,857 AMD – an annual rise
of 17.6%, and a fall of 0.7% this May against this April.

The average monthly wages in private organizations reached 121,990
AMD – an annual rise of 7.9% or5 a fall of 3.6% this May against
this April.

A fall of 2.2% in the average monthly wages was recorded this May as
compared with this April.

The third "DigiTec Business 2009" forum kicked off in Yerevan today.

Despite the global crisis, the number of participants and visitors
increased 30% this year. According to the Executive Director of the
Union of Union of Information Technology Enterprises, Karen Vardanyan,
the solutions have also become more promising. "There are 12 newly
established companies, which participate in the business forum. We
expect 1 500 visitors this year," he said.

To what extent has the global crisis affected the field of Information
Technologies? "I don’t think there has been serious influence. Some
companies have felt the impact of the crisis, others have grown,"
Karen Vardanyan said.

Prime Minister Tigran Sargsyan attended the opening of the "DigiTec
Business 2009" forum. According to the Prime Minister, the participant
companies do not only have an opportunity to present themselves,
but also get familiarized with the work their colleagues have done
over a year.
