The show "Kontrolnaya Zakupka" hosted by Anton Privolnov on the First
Russian Channel had a separate section for the "Bjni" mineral water.

"Bjni" was among the top three drinks that made it to the finals for
laboratory examination to find out the accuracy of the ingredients
on the label. It turned out that "Bjni" has many microelements and
it was acknowledged the winner.

The show stroke the eye in that it is nearly impossible to find "Bjni"
mineral water in the Armenian market today. It has disappeared from
the market when the Sukiasyan family started facing persecutions
for supporting Levon Ter-Petrosyan during the 2008 presidential
elections. After tax inspections, the "Bjni" mineral water factory shut
down and was put up for auction. The factory was purchased by Deputy
Ruben Hayrapetyan, but the bid was recognized invalid after a short
while. The trial is still in progress and the factory remains closed.

"A1+" found out from sources that the last packs of "Bjni" are being
sold in Russian markets, yet there are no available products anymore.

HSBC Bank Armenia CJSC wins the Best Bank in Armenia award for the
second consecutive year from Global Finance, New York in the category
"The World’s Best Emerging Market Banks in Asia 2009" exclusive survey.

HSBC Bank Armenia was considered the best bank in Armenia and HSBC
was named a regional winner in Asia.

Criteria for choosing the winners included growth in assets,
profitability, strategic relationships, customer service, competitive
pricing, and innovative products.

With the input from industry analysts, corporate executives and banking
consultants Global Finance editors selected the best emerging market
bank in the region and in 20 countries.

The survey results have been published in the May 2009 issue of Global
Finance magazine.

HSBC Bank Armenia CJSC was the first international bank to open in
Armenia in 1996. The bank is a joint venture between the HSBC Group,
which has 70 percent ownership, and members of overseas Armenian
businesses. The bank offers a wide range of products and services
to individual as well as corporate customers, including personal

Exclusive interview of Sergey Markedonov, Director of the Department
for Problems of Ethnic Relations at the Institute for Political and
Military Analysis in Moscow with ArmInfo

Mr.Markedonov, Armenia and Turkey have launched a political
dialogue. How deeply is it motivated by the parties?

Undoubtedly, I think today there is certain impartial
interest of Armenia as well as Turkey in establishing bilateral
relations. Naturally, Armenia has bigger reason in its aspiration
to establish relations with Turkey than Turkey does, since the
republic has no relations with the two out of four its neighbors,
i.e. two of the four windows to external world are closed for
Armenia. The rest two windows depend not so much on the dynamics of
the Armenian-Georgian or Armenian-Iranian relations, but on the game of
the global players. Armenia does not have direct border to Russia, and
it is natural that the Georgian window is connected with the dynamics
of the Russian-Georgian relations, which Armenia cannot affect so
much. As for Iran, Armenia’s relations depend on the American-Iranian
relations which Armenia cannot affect either. So in its relations with
Iran and Georgia Armenia depends on additional external factors. In
this context, opening of the Armenian-Turkish=2 0border will allow
Armenia to diversify relations with Iran and Georgia, that is to say,
this will make it possible for the republic to make Armenia depend less
on Russia, making the agenda more complicated in the positive sense.

As regards Turkey, I think, that country has overgrown the level of
the Caucasian policy when it was identified only with Azerbaijan long
ago. Now Ankara tries to assume rather an interesting and attractive
Europe-Asia and Asia-Europe mediation niche.

Do you mean that Ankara is striving back to the policy of Ottoman
Porta?

No, I don’t think that Turkey is trying to return to the policy of
Ottoman Porta though today Neo-Ottomanism is much spoken of since it
is certain violation of Turkey’s closeness for the Middle East and the
Caucasus and an attempt to find a new role in the region, first of all,
in the context of its aspiration to the EU. Then start the political
problems that are still relevant today as well as what political
experts call a history policy. This is the Armenian Genocide problem,
indeed, and its interpretation. I think that many historians and
politologists are mistaken when considering Genocide of Armenia just as
a humanitarian catastrophe. In the meanwhile, recognition of the border
between Turkey and Armenia is also in question. The point is not just
the Kars Treaty, suffice it to mention, for instance, the Independence
Declaration of Armenia contain ing the idea ‘Western Armenia’ which is
unacceptable to Turkey, as well as using of the symbols of Ararat and
Lake Van. This naturally arouses Turkey’s concern about origination of
restitution cases. In addition, there is also a certain precedent. It
is natural that in the case of Armenians Turkey may declare that the
Ottoman Empire and not the Turkish Republic committed the crimes,
whereas it was new Turkey that committed crimes against Greeks. In
this case a very dangerous precedent originates for Ankara. Actually,
in the whole Armenian-Turkish process the most important problem,
the headache for Armenia is the fact that progress of the relations
with Turkey is connected with the Karabakh conflict. It is obvious
that Armenia will not pay such a price for its relations with Turkey,
but the latter demands just this price. For this reason, we have got
a situation when the process is more important than its results, and
what the parties say turns to be more important than their specific
arrangements.

The situation with Turkey is more or less clear. What does this
declarative process make important to Armenia?

The most important to Armenia is to separate the Armenian-Turkish
reconciliation from Nagorny Karabakh problem. Armenia must show that
its problems with Azerbaijan have nothing in common with Turkey.

The latest statement by Erdogan in Baku was different…

Yes, but, actually, you forget about another aspect of this
problem. Unfortunately, the greatest part of politicians and experts
are focusing on geopolitical combinations, and the interests of
the United States and Russia in the Armenian-Turkish dialogue. At
the same time there is a domestic political aspect both in Armenia
and Turkey since both states have good experience in terrorist
activity. In addition, I’d like to mention the situation in the Middle
East. Yitskhak Rabin was killed by Israeli and not Arab terrorists
and the major enemy of Mahmoud Abbas is Hamas i.e. own Palestinean
Movement and not Israel. Speaking of reconciliation of the two states
now, one should not forget about that. In this context, I can bring
also certain moments from the history of Armenia and Turkey, but I
will not do it for political reasons. At the same time the public in
the two states is not ready for reconciliation yet. Speaking of human
rights, progress etc., the USA and Europe can pat the shoulders of
Abdullah Gul and Serzh Sargsyan as long as they want. All this is
fine, but the public in Armenia and Turkey is not ready to do the
same in case of reconciliation of these two states.

Is the road-map a declarative document as well?

First of all, I have not seen the text of the road-map. Like many
others, I am informed only of interpretations. Nevertheless, it is
not for the first time that a roadmap is used. It was used in Middle
East, Dniester regi on, Cyprus and we see that it changed not so
much things. The word combination itself does not guarantee so much
that it will lead to the right road. The document just says that the
situation must be changed, but how to change it if there are people
from both sides interested in instrumentalization of the conflicts,
that built their political career and business on such basis.

What is the role of Turkey’s aspiration for the EU in the
Armenian-Turkish relations?

The role is undoubtedly big. With Erdogan’s coming to power, the
European vector became essential in the foreign policy of Turkey,
and the relations with the Americans worsened a little because
of Iraq. At the same time I doubt about the European prospects
of Turkey as European Union has already extended much, and it is
even too difficult for the structure to bear Romania and Bulgaria,
despite the progress presented to us. The European Union as well
as NATO have found themselves in a very hard situation after
such extensions. Transformation of the structure supposes not only
quantitative but also qualitative changes. Stemming from this I think
Turkey has few chances to join EU. By the way, this atmosphere of
overestimated expectations has rather an important negative role in
this process. Today the EU simply is not ready to receive any CIS
country, but at the same time it flirts with them and is forming
an atmosphere of high expectations that it is possible to resolve
problems by-passing Russia. This is wrong as it is impossible to
resolve anything by-passing Russia

What about the Eastern Partnership Project? Does it meet this logic?

The Eastern Partnership is already criticized for not involving Turkey
which is also among the partners striving for Europe. There is certain
ideology in it since it is a Polish-Swedish project. It is an attempt
to build a new infrastructure parallel to the Russian one.

EU’s preferences to 6 CIS member-states are clear. What can Armenia
offer Europe besides immature democracy?

Europe can hardly offer something real. Actually, studying the
Eastern Partnership Project, we will see that it differs from
other similar projects very little. There is nothing fundamentally
new in it. There are no points facilitating the visa regime or
recognizing certificates. So, it is also a certain declaration of
intentions. Nevertheless, I admit that Europe is most of all concerned
about stability in all this. If there is no stability Europe will
get more and more new citizens, despite being overcrowded.

What do you think of competition between the USA and Russia in the
South Caucasus for the last years?

Both Russia and the USA have actually made many omissions. Russia
has an outdated imagination of the CIS. It thinks that the CIS will
be its geopolitical property forever. There can be no property in
geopolitics. It is necessary to fight for it and prove one’s own
rights every day. As for the USA, it believes it is possible to push
something through the Caucasus by-passing Russia. This is not possible
either since Russia has its own interests especially when it is also
a Caucasian state. Nevertheless, I think that Moscow and Washington
find understanding and go on compromises in some issues related to the
Caucasus, for instance, the problems regarding Armenia and Azerbaijan,
the Karabakh conflict.

In the meanwhile, Georgia separates these states to the opposite parts
of the barricades. The point is how much the new Administration of the
US President will correct the approaches of the previous one. Obama
Administration has not said its last word yet, so it is senseless
making any forecasts so far. At the same time I do not think that
Georgia or Azerbaijan may join NATO in the short-term outlook since
even Macedonia that is involved in NATO Membership Action Plan (MAP)
has not received any invitation yet. Georgia and Azerbaijan is nothing
but a new headache for NATO.

of Kosovo at the 36th session of the Organization of the Islamic
Conference (OIC).

Arab press says Azerbaijan has also opposed accession of Kosovo
to the International Monetary Fund. Serbia welcomed this position,
1news.az reported.

Kosovo has been recognized by 60 countries, including 57 OIC
members. The current draft was introduced by Saudi Arabia, the second
state after UAE, which recognized independence of Kosovo.

Serbian authorities fear that Saudi Arabia may provoke a new wave of
Kosovo’s recognition by the Arab community.

ArmInfo. "One of the key tasks of the Central Bank of Armenia
is establishment of stable insurance sector, in this connection
intensive and extensive expansion of the agents’ network is expected",-
Representative of the Central Bank of Armenia (CBA) Hayk Sargsyan
said during the ceremony of awarding CBA certificates to 10 new
agents of INGO Armenia insurance company. He pointed out that big
hope is connected with the companies which started new intellectual
business in the insurance sector, which ensures the highest growth
rate today. According to A.Sargsyan, the regulator will expect
the newly-qualified insurance agents to observe two main rules:
transparent cooperation with insurance companies and ensuring the
company’s interests without damaging the clients’ interests.

The number of the company’s agents has already reached 23, Head of
the agents’ network Khachik Sahakyan said and added that the regional
coverage will attain a maximum by the end of 2009. "Nowadays our
policies are available in all regions of Armenia, except Vayots Dzor
and Tavush, the agents’ presence in Tavush will be ensured by the end
of summer, in Vayots Dzor – by the end of 2009. According to Sahakyan,
the forthcoming expansion of the agents’ network will be ensured also
by means of agreement with mass media, 7 of them are already working
in the agents’ structure of the company.

Head of the internal audit department of INGO Armenia Samvel Markaryan
said, the company’s agents will ensure an aggregate inflow of premiums
worth 100 mln AMD in 2010. To note, INGO-Armenia is an apparent leader
in the market.

In I qt 2009 the company collected premiums worth 317 mln AMD and
held the first position in the market.

According to the experts of ArmInfo financial analysis service,
involvement of mass media in the insurance agents’ activity is an
innovative solution in the insurance world. All active insurance
companies are in Yerevan, the regions are less involved in the
insurance sector due to both lack of information coverage and branch
networks.

By having concluded agreements with regional TV companies, INGO Armenia
actually ensured its presence in the regions and information campaign,
which will have a favorable effect on INGO Armenia’s own sales and
formation of insurance demand in the regions in general.

Director of INGO Armenia Levon Altunyan said that large-scale expansion
of the agents’ network is held in accordance with the strategic
development plan with due regard for forthcoming introduction of the
mandatory automobile liability insurance OSAGO in Armenia, the draft
law on which has passed the first reading in Armenian parliament.

/PanARMENIAN.Net/ An archeological exhibition, Cultural Researches in
Artsakh, is underway at the Stepanakert Culture and Youth Palace. It
provides exhibits discovered during the excavations in the town of
Shushi, ancient town of Tigranakert, and the Khandaberd Monastery
(Shahumian region, historical Verin Khachen).
The exhibition is organized by the Archeology and Ethnography
Institute of Armenia’s National Academy of Sciences (NAS) and the
Artsakh archeological expedition, under the support of the RA Ministry
of Culture and NKR Government’s Tourism Department. It is dedicated to
the 17th anniversary of the Shushi Liberation and the International
Museum Day.
Part of the exhibits, representing various historical and cultural
periods of the Armenian ethnics existence, is introduced to the people
for the first time.
According to leader of the Artsakh archeological expedition Hamlet
Petrosian, a new and large-scale policy is initiated in Nagorno
Karabakh, which will allow feeling the life-giving force of our native
culture in the future.
All the exhibits discovered at the excavations in Shushi, Tigranakert,
and the Khandaberd Monastery will be passed to the NKR Local History
Museum, reported the press office of the NKR MFA.

Council, some parties adopted right PR policy,’ `P-Art ‘ company’s
director Karen Kocharyan told today a news conference. In particular,
the PR-management specialist meant ARFD-Dashnaktsutyun, Prosperous
Armenia and Republican Party.
Focusing on some positive and negative moments, Kocharyan approved
RPA’s step of proposing Gagik Beglaryan as candidate, considering the
political figure’s image required for voters at present.
With regard to ANC’s PR campaign, Karen Kocharyan noted that the
Congress had initially adopted the wrong policy by advancing a
pan-national project. Later, receiving public disapproval, they

ArmInfo’s exclusive interview with Cascade Bank Executive Officer
Aharon Levonyan

Mr. Levonyan, I’d like to start with one of the most topical issues
i.e. unification of Cascade Bank and Cascade Credit Universal Credit
Organization. How soon will this issue get solution? What is the goal
of unification of the two infrastructures of one holding?

Actually, we have adopted a decision to unite these two companies
and this issue is currently discussed with the regulator and the
partners of the bank and the credit company. The goal of uniting the
two structures is to increase the share and strengthen the position
of the bank in the market as well as to provide a full package of
services by a single company. Uniting two structures we can first
of all increase the resource base, and second, considerably reduce
costs. I think that this issue will get final solution within the
coming 1-3 months.

What do you mean speaking of services diversification? Do you consider
cooperation also with other participants in the financial and banking
sector?

As regards services specifically, cooperation with Cascade Credit
UCO will help us expand the bank’s credit portfolio also through
credits to the renewable energy and agricultural sectors provided by
Cascade Credit UCO. As for cooperation with other companies, Cascade
Bank has studied various projects and cooperation possibilities with
other banks from the point of view of strategic development. However,
Cascade Bank has to revise its strategic programs and budget because
of the indicators for the 1Q and the influence of the global financial
crisis on Armenia.

I’d like to mention that we have recently revised also the interest
rates since our net interest margin is high enough – 9-11%, whereas in
the USA it totals 3-4%. We have reduced interest rates of credits and
avoided fall of profitability through more effective bank operations.

How much the interest rates at Cascade Bank have changed? Did the
bank ensure profit for the 1Q in the crisis period?

We have considerably reduced interest rates of credits, in particular,
the annual basic interest rate for business loans was reduced from 18%
to 15%.

However, the annual interest rates of population deposits with the
bank in terms of the national dram have been increased to 15-15.5%.

In the1Q of 2009, we ensured rather high profitability of 40 million
drams taking the 12th position in the banking system. Although our
bank is not among the leaders by assets, we are on the 10th position
by the capital assets and on the 8th by return ones.

Indeed, the first quarter proved difficult for the banking system
of Armenia also for devaluation of the Armenian dram and growth of
credit risk.

Nevertheless, the rates of deposits with=2 0our bank and the share
of non-performing loans (NPL) in total credits portfolio for the
1Q proved rather low as compared to the averaged indicators of the
banking system. For instance, NPL in the banking system totaled 4.40%
in December 2008 and grew to 7% in January 2009 and then to 7.98%
in February. In March NPL fell to 7.87% in the market. NPL in the
credit portfolio of Cascade Bank totaled 0.92% (Dec 2008), 3.59%
(Jan 2009), 2.57% (Feb) and 4,54% (Mar).

I’d like to highlight that in 2008 Cascade Bank had serious
achievements.

The basic strategy was aimed at development and increase of the bank’s
share in the banking system, increase of profits and improvement of the
quality of services. Thus, two branches were opened in Yerevan. The
number of clients grew 56%, the number of accounts 66%, the number
of cardholders – 85%.

Over 2008, the bank’s assets grew 30.7%, deposits – 35%, liabilities
– 46%. The profit under IAS for 2008 totaled 308 million drams and
under Armenian Central Bank Standards – 300 million drams.

Mr. Levonyan, despite its stable and profitable activity, Cascade
Bank is rather passive in international programs, particularly, in
the mortgage lending program funded by the German development bank
Kreditanstalt fuer Wiederaufbau (KfW)?

I’d like to highlight that Cascade Bank has never suspended mortgage
lending and keeps on providing mortgage loans on own fu nds despite
certain toughening of lending terms. In the 1Q of 2008 we announced a
large-scale action in the sphere of mortgage lending and considerably
increased our share in the mortgage market. As regards KfW program, we
were not actively involved in it since the conditions of the mortgage
loans provided during the 4-month action announced by Cascade Bank
proved more attractive than the terms of mortgage lending under
KfW program.

KfW selected our bank as one of the program participants when the
terms of our mortgage loans met KfW requirements.

However, later we have considerably reduced interests for loans at
the expense of own funds, which was then fully justified and ensured
a healthy portfolio for our bank. Now we provide mortgage loans for 16
years starting from 15% annual interest and maximum prepayment of 40%
of the cost. The maximal size of mortgage loan is 20 million drams.

Besides participation in the mortgage lending program, Cascade Bank
made a contract with European Bank for Reconstruction and Development
(EBRD) for $5 million in 2008, including $3 million were placed in
the 1Q of 2009. As soon as the final $2 million are placed, which we
are going to do till the end of the 3Q of 2009, we will consider our
involvement also in other programs, including in EBRD trade finance
programs.

Would you comment on Cascade Bank’s policy in the consumer-lending
segment that was affected by the c risis and the devaluation of the
national currency in March?

The key reason of reduced consumer lending is the growth of foreign
exchange deposits and significant reduction of deposits in term of
Armenian dram. As a result, consumer lending procedure has become
rather difficult since consumer loans are provided only in terms of
national currency in compliance with the country’s legislation. So,
banks make some corrections to their asset management policies. If
deposit dollarization is maintained, it will lead to inflation and
will affect the market participants. In this connection, alongside with
other participants in the financial system we should exert efforts to
increase the confidence of depositors in national currency, which will
be in favor of both the banking system and economy and clients. At
present the share of the dollar deposits in total deposits with our
bank is 46%. It is rather a low indicator as compared to the averaged
indicators of the banking system as of April 1 (73%).

We have hardened the consumer-lending terms to some extent. Cascade
Bank cooperates with 177 trade and service points in the consumer
market that serve clients through the plastic cards of our bank. In
conformity with our contracts with these points, our plastic cards
provide 5-50% discounts. In addition, we have jointly issued cards
with some companies.

As regards ArCa and MasterCard plastic cards issued by Cascade Bank,
thei r number exceeded 4300 as of April 1 growing 10% over the 1Q.

Mr. Levonyan, for conclusion, would you comment on the rumors about
unification of Cascade Bank and Ameriabank?

I’d prefer not to comment on these rumors. However, since you have
already asked this question, I assure you that no transaction on sale
or unification with Ameriabank is planned. Like any other modern and
healthy organization, we plan strategic scenarios, but it does not
mean amalgamation, sale or purchase. We have ambitious and aggressive
plans of development.

A meeting in memory of Pontian Greeks Genocide was held in Moscow
Triumphal Square. Union of Russian Armenians supported the rally in
solidarity to representatives of Greek Community in Russia.

Moscow Society of Greeks Albert Yanakov and Vice President of Union

"LEO" COMMEMORATIVE GOLDEN COIN FROM SERISE "SINGN OF ZODIAC" INTRODUCED IN ARMENIA

YEREVAN, May 20. /ARKA/. The Central Bank of Armenia (CBA) put into
circulation "Leo" commemorative golden coins, the CBA press-service
told ARKA News Agency on Wednesday. The coin has been issued in the
scope of "The Sings of Zodiac" international numismatic program which
includes all 12 signs.

According to the press release, the CBA issued 10,000 coins with
10,000AMD nominal value each.

The coin made of pure gold weighs 8.6 grams and is 22mm in diameter.

The national emblem of Armenia is on the obverse of the coin with
the value underneath both in Armenian and English. The year of issue
("2009") is specified above the Emblem.

All 12 zodiacal signs are represented in the middle circle.

Zodiacal "Leo" is at the coin reverse against the background of sky
of stars.

The coin has been minted by the Polish Mint. The coin outlines are
made by designer Ursula Valezhak.
