DE facto Karabakh has not been in the structure of Azerbaijan long
since, however, we are currently doing our best to fulfill our second
dream, President of Armenia Serzh Sargsyan said at May 2 unofficial
meeting of the young European political experts in Tsakhkadzor.

He said it has always been unacceptable for the NKR residents to
be in the structure of Azerbaijan. ‘The struggle for withdrawal
from Azerbaijan and joining Armenia started in 1920s’, S. Sargsyan
emphasized. ‘I think it is incorrect when Azerbaijan speaks about
the Armenian aggression. Fifteen years have passed, however, it
does not mean that the casual relationship disturbed’, president of
Armenia said. According to him, further solution of this problem is
possible on the basis of mutual concession, in peaceful way only and
in compliance with the principles of the international law.

‘Karabakh conflict should be settled based on the principles of
territorial integrity, the peoples’ right for self- determination
and exclusion of violence. Thank goodness, we completed the year
2008 with the Helsinki document of OSCE foreign ministers, where all
these principles have been indicated as a basis for the conflict
resolution. These principles are a basis for OSCE MG cochairmen
as well>’ S. Sargsyan emphasized and added that the so-called
Madrid Principles is just the document which is based on these three
principles and currently serves a preliminary basis in the negotiation
process between Armenia and Azerbaijan.

Price for petrol decreased by 20.3% and for diesel fuel by 25.6%
in 2009 April compared with 2008 April.

According to the data of the RA National Statistical Service, in 2009
April compared with 2008 December price for petrol decreased by 1.4%
and for diesel fuel by 10.8%. In 2009 April compared with March a
3.1% growth in price for petrol was recorded in Armenia and price
for diesel fuel fall by 2.1%.

/PanARMENIAN.Net/ Two people have been arrested into the April 30
shooting spree at the Azeri State Oil Academy in Baku, the Azeri
Prosecutor’s General Office and the Azeri Interior Ministry said in
a statement.

It was established that the earlier detained Nadyr Aliyev together with
the armed Farda Gadyrov was involved in the shooting at the Academy,
which started at 9.30 a.m. on April 30, the statement reads.

Gadyrov’s relative, Javidan Amirov, a resident of Georgia’s Marneuli
district was also detained. Twelve cartridges for an AKM assault rifle
and Makarov handgun, as well as 5.4 grams of hashish, were found in
Amirov’s apartment in Baku, it reads.

Aliyev and Amirov were arrested at a court’s order, Interfax reported.

On the backdrop of active foreign political processes in Armenia,
the country’s government faced an unexpected interior split which
is inseparably connected with Yerevan’s foreign policy. And it
should be accepted that this is a timely patriotic impulse of the
"Dashanktsutyun" party.

The "Dashanktsutyun" party’s differences with the remained members of
the Armenian ruling coalition around foreign policy were "irresistible"
and "Dashanktsutyun" left the ruling coalition of Armenia on April 26.

Moreover, the party’s officials announced that the "Dashanktsutyun"
will act as a new opposition and intends to become a full alternative
to the current authorities by offering their own programs and solutions
on domestic and foreign political issues.

It is surprising that one of the four ruling parties, which of course,
has political weight and influence on decision-making suddenly rejected
the president’s policy and, in addition, joined opposition.

Chairman of the "Rule of Law" Party Artur Bagdasarian, for example,
argues that the party’s representatives were aware of the government’s
political steps by which they were outraged. He said, "Dashnaktsutyun"
was aware of all the processes on normalizing of the Armenian-Turkish
relations.

But "Dashnaktsutyun’s" key contradiction with the authorities
occurred, as the Armenian and Turkish Foreign Ministries adopted a
joint declaration about conditions when Ankara dictated preconditions
for normalizing relations.

According to the "Dashnaktsutyun" officials, Turkey’s recognizing
"1915 Armenian genocide" is one of necessary conditions to ensure
national security of Armenia.

So what is the reason for such a sharp step of the
party? "Dashnaktsutyun" cannot but realize that establishing ties
with Turkey and opening of borders would be a powerful infusion to
the economy on the background of complete isolation from neighbors
and the fragile financial system of Armenia. Even at the price of
hackneyed recognition of "genocide."

However, the invisible, but omnipotent world Armenian lobby which is
the backbone of the Armenian diaspora in the United States plays an
important role in Armenia’s political arena. And just this enclave’s
main goal is international recognition of "Armenian genocide" of 1915,
self-determination of Nagorno Karabakh, protection of the rights of
the Armenian community in Georgia.

The current policy of the country’s leadership causes the Armenian
lobby’s understandable dissatisfaction. And first, they were
disappointed on April 24, when all the efforts of the Armenian
diaspora in the United States failed and precious word "genocide"
was never heard from of President Obama’s lips. Everybody understands
that it is connected with the processes taking place between Turkey
and Armenia, and the United States has its own interests – not to
"frighten" the sides.

It would be logical to assume that the "Dashnaktsutyun" can be the
last hope of the Armenian lobby on the desired course of the Armenian
leadership after the next presidential election.

Quitting the coalition, "Dashnaktsutyun", obviously, focused on the
domestic effects of this step, giving the party the revolutionary
color of opposition forces, and rid it of responsibility for the
consequences of the coalition’s policy.

This political step is especially profitable, because only to rival
ex-President Ter-Petrossian’s opposition party which has a lot of
supporters will not be difficult.

The time will show whether to wait for the change of political course
in 2012, but intentions of the incompatible Dashnaktsutyun party
that supports the course of the world Armenian lobby is obvious at
the moment.

ISTANBUL – Armenia’s former president, opposition leader Levon
Ter-Petrosian said Friday that his party would back reconciliation
efforts to mend the country’s ties with Turkey.

Ter-Petrosian was quoted by AFP as telling about 3,500 supporters
at a rally in central Yerevan that his Armenian National Congress
"is in favor of the soonest settlement of Armenian-Turkish relations
and is ready to support all positive steps."

Turkey and Armenia, under Switzerland’s mediation, agreed last week
on a "road map" deal for talks that could lead to the normalizing of
ties and the opening of their border.

Ankara cut diplomatic links with Yerevan and closed the border in a
show of support to Azerbaijan in 1993 after 20 percent of its territory
was invaded by Armenia in the disputed Nagorno-Karabakh region.

The efforts at reconciliation are facing opposition from nationalists
on both sides and an Armenian nationalist party quit the country’s
ruling coalition last month over the deal.

Ter-Petrosian remains highly influential in Armenia, where he was
president from its 1991 independence from the Soviet Union until 1998.

He came second to President Serzh Sargsyan in a presidential election
last year, which opposition supporters allege was rigged.

Ten people were killed in clashes between riot police and
Ter-Petrosians supporters after the vote.

Ter-Petrosian has announced he will run in a May 31 vote to choose
a new mayor of Yerevan.

General Director: Nairit Chemical Plant To Start Operating To Its Fu

Nairit chemical plant is to start operating to its full capacity in
early May, Vahan Melkonyan, general director of the plant, said at
a press conference on Tuesday.

"After 4.5-month idleness, the plant issued first products on April 25.

We will work to our usual capacity on May 5 or 10", he said.

He said that the plant’s average monthly output is 700 to 750 tons,
however actually monthly chloroprene rubber output ranges from 900
to 950 tons.

"This is quite large output, especially amid tension, controversies and
prices volatility on the market. But now the market is rallying. There
is the first wave of demand for such products", Melkonyan said.

The thing is that market prices for rubber and the plant’s sales
plummeted 2.5 times over the period between October 2008 and March
2009.

Melkonyan said that Nairit will retain its niche on the market,
even if supply doesn’t rally this year.

He said that capital investments totaled $40 million in 2007 and
2008. They are expected to remain the same by late 2009.

Melkonyan said that the plant administration hasn’t cut jobs.

More than 1,000 workers have already resumed working after the
forced layoff.

Nairit ceased operating on December 1, 2008 because of the global
crisis.

About 1 ,500 workers were sent to vacation. An anti-crisis program
aimed at supporting the business is now being implemented here.

Nairit was the only plant producing chloroprene rubber in the Soviet
Union’s territory.

The plant also produces various chemical products based on acetylene,
chloroprene and their derivatives.

In 1989, the plant was closed for environmental reason.

The work was partially resumed in 1992 and 1993.

In 2006, 90% of the company’s shares were sold to British Rhinoville
Property Limited for $40 million.

The remaining 10% belong to Armenian Ministry of Energy and Natural
Resources.

Rhin Eville Property Limited was established by Polish Samex,
U.S. Intertex and Russian Evrogaz.The plant built up its rubber output
by 20.6% in 2007 and 2008, compared with three previous years.

Around 250 thousand signatures have been collected in Kayseri, where
Turkey’s president Abdullah Gul’s was born, against opening of the
Armenian-Turkish border.

According to the "Huriet" daily, hundreds of thousands signatures
collected during the campaign organized by the Turkish nongovernmental
Turk Egitim – Sen organization entitled "Let not open the border
with Armenia: I don’t want to see in my town my brother’s killer,"
will be submitted to the parliament of the country.

The European Union can allocate more funds for Eastern Partnership
implementation, according to a Ukrainian official.

"The decision depends on EU budget is completed," said Pavel Klimkin,
head of Ukrainian MFA department of relations with the EU. "This will
be a political decision and under certain circumstances, financing
might be increased," he said.

EUROPEAN COMMISSION ALERTED ON AZERI FALSIFICATIONS OF HISTORY

– An expert presented the destruction of the Armenian heritage
by Azerbaijan to Members of the Commission

– Azerbaijan’s hate driven educational programme towards its
youth was exposed during the meeting

At the European Armenian Federation’s invitation, Professor Rouben
Galichian came to introduce his new book `The Invention of History’
(Editions Gomidas Institute 2009) to representatives of the European
Commission. The book gives a progress report on the cartographic
modifications and the heritage destruction organised by Azerbaijan in
order to deny any anteriority of the Armenian presence in the current
territories of Azerbaijan. Professor Galichian is an expert in
cartography and has carried out investigations on the destructions or
`transformations’ of the Armenian heritage by Azerbaijan.

The Most famous of these operations is the one which put an end in 2004
to the centuries-old existence of the site of Julfa where, following
the example of the Talibans, the Azeri government destroyed more than
4000 khachkars (carved crosses) typical of Armenian religious art.

The members of the Commission explained that they are aware of these
problems and also shared their concern. Thus, the meetings turned
around the quarrelsome rhetoric diffused permanently by Baku as well as
the hate based educational programme aimed towards the Azeri youth.

The participants also evoked the question of establishing measures of
confidence building in this hostile context, the possible resumption of
the hostilities by Azerbaijan and the limits imposed by Baku on
European officials’ freedom of movement in the area.

`We are glad to note a certain knowledge from members of the European
Commission about these heritage and historical misappropriations’
declared Hilda Tchoboian, the president of the European Armenian
Federation. `The Commission seems to understand that Armenia accepts
with difficulty the quarrelsome attitude of its neighbour Azerbaijan
which wishes war and which encourages its population with hatred’ she
continued.

`But Azerbaijan needs Europe more than the opposite. The Union could
thus be more assertive with Baku taking into consideration the
principles that the EU set up through the European Neighbourhood Policy
and the Eastern Partnership’ continued Hilda Tchoboian.

`While agreeing not to go into Artsakh because that upsets Baku, the
Union ratifies a line of demarcation imposed by Azerbaijan in
contradiction with the principles which she intends to defend’
concluded the President of the European Armenian Federation.

If Armenia takes a constructive position, proposals at negotiating
table can be a good basis to achieve a peace solution to the
Nagorno-Karabakh conflict, said President of Azerbaijan Ilham Aliyev
while receiving participants of the Baku conference of heads of
law-enforcement agencies of Organization of Islamic Conference
member states.

The Head of State said Azerbaijan has not a territorial claim against
any country, stressing we will never give our lands to anybody and the
world community will never recognize the so called Nagorno-Karabakh
regime.

Azerbaijan will never agree with it, and restore its territorial
integrity by all means. We just want to achieve this peacefully,
through negotiations.

The Azerbaijani leader said his country`s stance remains unchanged,
adding Nagorno-Karabakh is integral part of Azerbaijan and historical
justice must be restored.
