YEREVAN, FEBRUARY 28. ARMINFO. An explosion took place at the site
of the new building of the US embassy in Yerevan today 4:00 pm.

The explosion took place at the power station of the site. As a result
the whole Shengavit community remained without electricity.

The press secretary of the Power Networks of Armenia company Margarita
Grigoryan says that it was an autonomous power station and belonged
to the construction project. The subsequent fire has been put
out. Electricians are inquiring into the causes of the incident. The
electricity supply of the community has been restored.

While the parties are preparing for the next round of talks on Nagornyy
Karabakh, Armenian President Robert Kocharyan, who has long been silent
on the topic, made a statement immediately after the US ambassador to
Armenia, John Evans, who said that the issue of Nagornyy Karabakh’s
status cannot be resolved in favour of Azerbaijan since this could
lead to a tragedy in the region.

Political analyst Vafa Quluzada said Evans’s statement came as no
surprise. The new US ambassador to Armenia is no different from his
predecessors, Quluzada said.

“All US ambassadors to Armenia have been speaking the way as though
they are Armenians, not Americans,” Quluzada said, adding that the
former US ambassador to Armenia, John Ordway, also used to make
similar statements.

What is most interesting is that all US diplomats sent to Armenia
so far have been Armenianized in this country, Quluzada said. The
political analyst explained this with Armenian propaganda and also
with the factor of Christianity.

Commenting on the context of Evans’s statement, Quluzada said:
“The ambassador has no idea that the US State Department has recently
stated that it recognizes Azerbaijan’s territorial integrity and that
Nagornyy Karabakh is part of Azerbaijan.”

marked the 17-th anniversary of the tragic events in the Azeri town
of Sumgait of which tens of innocent Armenians became victims, Arminfo
news agency reported. The public of the republic visited the Memorial
Complex of the city of Stepanakert and laid flowers and wreaths to the
memorial of the victims of the tragedy. The NKR official delegation
headed by Republic President Arkady Ghukasian came to pay tribute
to the victims of the pogroms. “Sumgait has proved that an Armenian
cannot live in Azerbaijan – the Azeri statehood is dangerous for the
Armenian nation. Sumgait was the beginning: after Sumgait there were
Baku, Kirovabad, Maraga… And the life has proved that our choice
was right – were were to create a state, to defend our fatherland. I
am sure that Sumgait the options suggested by Azerbaijan today are
unreal and absurd, as Sumgait is not a case of individuals, but it is

YEREVAN, FEBRUARY 24. ARMINFO. There are no reasons for change of
power, extraordinary elections or revolution in Armenia, Armenian
Prime Minister, Leader of the Republican Party of Armenia Andranik
Margaryan says in his interview to the Armenian Public Television.

He also refuted the rumors about his forthcoming resignation and poor
health state. He says that forces aspiring for changing power in the
country spread such rumors. The premier assured that there were no
disagreements in the government. In his words, there have not been
disagreements during the last four years. He called representatives of
the ruling coalition, the United Labor Party and the deputy group
“People’s Deputy” not to yield to provocations and secure natural
activity of the parliament in order that the absence of the opposition
did not affect the law-making activity of the parliament.

The prime minister informed that structural changes were planned in
the government and a Ministry for Territorial Administration was to be
established. However, he said that it would not become a super
ministry; it would only involve structures under management of the
minister for territorial administration and coordination of
infrastructures. Andranik Margaryan did not rule out a possible staff
reshuffle in the government.

A large insurer is starting to implement a settlement with a class of
plaintiffs that includes descendants of the victims of the 1915
Armenian genocide.

The insurer, New York Life Insurance Company, will send a
representative to Pasadena, Calif., Feb. 28 to donate $330,000 to an
Armenian relief group, an Armenian educational group and 2 Armenian
religious groups.

New York Life agreed to the settlement to resolve a suit filed in
1999 in a U.S. District Court in Los Angeles on behalf of Martin
Marootian and other descendants of victims of the Armenian genocide.

New York Life acknowledged during litigation that about 2,400
policies sold to Armenians before the genocide remained unpaid.

The settlement fund is open to claims from descendants and heirs of
Armenians who bought New York Life policies before 1915.

Lawyers for the plaintiffs note that the Marootian case is the oldest
resolved case in U.S. history and that it is the first recorded case
that addresses the Armenian genocide.

Descendants of victims of the 1915 Armenian genocide have March 15 to
file settlement claims.

The 90th anniversary of the unfortunate Anglo-French operation in the
Dardanelles to take Constantinople over is marked this year. Despite
the fact that the Allied Powers first conquered the Dardanelles and
later on Istanbul after the Mudras Armistice in October of 1918,
Turkey organized official celebration on occasion of the anniversary.

This year’s celebrations included an exhibition at the Hall of Honor
of Mejlis entitled “The Dardanelles Battle in Retrospect of 90 Years”.
The British ambassador to Turkey honored the exhibition with his presence.

Byulent Ar?nc, chairman of Mejlis, made a speech opening the
exhibition. He emphasized the importance of celebrating Dardanelle
Battle’s 90th anniversary then touched on the Armenian Genocide
saying: “Armenians dream of marking the anniversary of an event that
they characterize as “genocide”. We set off against their groundless
claims the greatest truth, which is the Dardanelles. The sons of noble
Turkish nation who shared the last drop of water with the enemy
solders could never perpetuate a genocide”.

The NKR Minister of Foreign Affairs Arman Melikyan considers that the
PACE resolution on Karabakh issue maintains both positive and negative
aspects. The positivity lies in the fact that like the NKR authorities
the resolution records of the necessity of bilateral proposals. In
Melikyan’s words, PACE changed stresses in this issue.

The Minister also said he is content with the visit of the OSCE
fact-finding mission. According to him, the European officials had the
possibility to see whether a group of rascals involved in drug
trafficking is ruling in Karabakh or whether state system has already
been established in the republic. The Minister is convinced that the
mission members realized that Azeris’ statements do not correspond to
reality.

As for Atkinson’s report, Melikyan said he is glad that the
international community comes to conclusion that bilateral
negotiations can be efficient.

hostilities burst out again”, Azeri Defense Minister Safar Abiyev
stated. In his words, the Azerbaijani leadership is seeking peaceful
settlement of the Karabakh conflict. “However Azerbaijan is concerned
that the international community does not recognize Armenia as an
aggressor though recently the Parliamentary Assembly of the Council
of Europe has called Armenia an aggressor-state and stated the
Karabakh authorities as separative. In my opinion all the
international organizations should do the same”, the Minister said.
He also mentioned of the “deliberate settling of the Azeri
territories by Armenians”. “We reiterate that we will not cede a
single inch of our land”, Safar Abiyev stated. The resumption of
military operations is possible, as the ways for resolving the
conflict have not been found yet. Thus, Armenia will be responsible
for the outbreak of hostilities”, he resumed.

Sluggish commercial property market in Boston sends local builders
overseas for major projects

As the Greater Boston commercial property market slogs along, some
local developers are doing what New England investors have done for
centuries: seeking fortunes abroad. They’re focusing on countries
with strong growth prospects, welcoming governments, and the promise
of enormous returns.

Paul Korian, managing member of AK Development LLC, and his team of US
and Latin American investors acquired, gutted, and renovated a hotel
in downtown Yerevan, the capital of Armenia, and hope to reap a return
of about 20 percent on the $42 million they spent on the project.

“In Boston, under normal circumstances, we couldn’t even buy a prized
property in a prime location for under market value,” Korian said.

Last June with construction completed, Marriott planted its flag on
the 229-suite hotel, which was purchased from the government of this
former Soviet republic in 1998.

Despite the uncertainties of an emerging economy, the Armenia Marriott
Hotel offers classic property advantages.

“It’s a real estate play; a hard asset,” said Korian.

Some of his partners have invested elsewhere in the Caucasus region
bordered by Turkey, Iran, Azerbaijan, and Georgia, where in 2003 they
also opened the Tbilisi Marriott Hotel.

In Yerevan, “There’s a lot of risk, but in 10 years we expect a lot
of reward,” he said of the property, whose value has risen 30 percent
since June.

In the last half of 2004, the occupancy rate averaged 50 percent for
double rooms priced from $110 to $180 a night. In the next 10 years,
with Marriott’s global marketing systems, occupancy should rise to
about 70 percent, Korian said.

Meanwhile, there are two other income streams. Above the hotel —
which has four restaurants, 14 meeting rooms, and a banquet hall —
23,000 square feet of offices are leasing for about $21 per square
foot, with 22 percent available. Behind it is another money maker,
a four-acre lot on which they plan to construct a 35-unit time-share
to rent for about $9,000 a week.

“We have the advantage of being early investors in an emerging market,”
Korian said.

But his risk/reward ratio pales in comparison to that faced by John
B. Hynes III, chief executive of Gale International and its joint
venture partner, Seoul-based POSCO E&C. They’re developing a South
Korean metropolis called New Songdo City. Within 20 years, they expect
to invest $25 billion to build 100 million square feet on 1,000 acres
near Incheon International Airport.

In May, after more than three years of preparation, construction is
scheduled to start on the $925 million first phase of the project:
2,300 residential units in eight buildings, the first 300,000 square
feet of a 1.2 million square foot convention center, and a 1,000-room
hotel.

Never a traveler, Hynes didn’t seek out such a far-flung project.

“But once I looked at the dynamics of the deal, I was hooked,” he
said. “Partly, it’s ego; the size of it. Then, it’s about managing
mixed use.”

The project will include housing, retail, offices, hotels, a hospital,
aquarium, museum, garages, utilities, roads, and parks.

“Where else could I possibly experience the thrill of designing and
building a new city from scratch?” he asked.

The South Korean government has invested $10 billion to build the
airport and bridges and improve the land and public transit. It also
will allow Gale to intensively develop the property, building about 12
million square feet per 100 acres compared to about 2 million square
feet they could build on 100 acres in suburban Boston.

With its fast-growing economy, South Korea also holds the promise of
an ample upside.

At $1 million an acre, said Hynes, “We feel our land price is 25
percent of what fair market value will be when the project matures.”
He added: “If we execute properly, we may realize the profit margin
that hooked us in the first place.”

Prague, 15 February: The OSCE mission to look into facts of settlement
in the seven Armenian-occupied Azerbaijani districts outside Nagornyy
Karabakh completed its work last week.

The French co-chairman of the OSCE Minsk Group, Bernard Fassier,
has told Radio Liberty about his impressions of the trip.

The mission became possible thanks to an agreement between Armenia
and Azerbaijan. The Armenians consented to the visit in exchange for
the assurances of the Azerbaijani authorities to stop pressing for
the discussion of the issue at the UN Security Council.

Baku maintains that the Armenian authorities have settled 23,000
Armenians on the occupied territories and demands an end to the policy
of “colonization”.

Fassier said it would be wrong to speak about deliberate settlement on
these territories except for Lacin [Lachin] District. The settlement
of other districts looks like “spontaneous migration”, he said.

‘The settlement of Lacin is encouraged and sponsored. But in the six
other districts, 80-90 per cent of settlers have either arrived on
their own or with the support of the Armenian diaspora. The number
of Armenian settlers in the occupied territories considerably differs
from the estimates of the Azerbaijani side,” Fassier said.

A considerable portion of settlers is made up of refugees from
Azerbaijan who emerged at the very start of the conflict in 1988. The
second group of settlers are people afflicted by the Armenian
earthquake in December 1988, while the third group of settlers are
those who left Armenia because of socioeconomic problems and livestock
breeding farmers who came from the mountains together with their
cattle because of the winter, Fassier said. He said many settlers do
not receive assistance from Armenia or Karabakh.
