Dear Compatriots,

I heartily congratulate You in view of the New Year and Christmas
holidays, wishing You prosperity and peace, happiness and success,
inspiration and deep belief towards the present and future of Artsakh.
The 2009 th was a year of heavy examination. The intensified
universal economic crisis had left its impact at separate
socio-economic directions of the Republic as well. However, we have
successfully managed to implement all important programmes outlined
for the year, moreover, to provide considerable economic growth.
During the passing year, purposeful measures were realized in the
spheres of agriculture, urban planning, water supply: in various
settlements of the Republic necessary conditions for vital activity
and life were created. One of the main goals of the Government was to
create conditions for hard-working people to freely expose their
potential in the best way and provide much private incomes. The
citizens’ business and professional skills development is observed as
an urgent one that is why we make investments in development of small
and middle business. While rendering assistance to different social
groups of population the executive authority had paid special
attention to provision of dwellings. Within the framework of
hypothecary crediting rural inhabitants also were given a chance to
have a private house and to enjoy full-fledged family life.
Though 2010 will be problematic as well, but we have all
preconditions not to allow increase of any social tension and to
implement dozens of important programmes. All necessary attempts will
be made to maintain tempos of economic growth and to continue great
investments, in particular, in the spheres of road construction, water
supply, gasification, house-building and energetics.
Reforms will be carried out in the sphere of state governing as
well. All our efforts will be aimed at creating all favourable
conditions for the armenians of Artsakh to work, to create and to
live.

Summarizing the ending year Edward Sharmazanov the RPA Press Secretary
called it "Full and rich with events".

Speaking about the inner policy of Armenia and the most important
events of 2009 E. Sharmazanov touched upon the world’s financial
economic crises and the influence that it has on Armenia. He mentioned
that as it is in the whole world in Armenia too, the crises being
on its top had its influence over the social economic situation of
Armenia and the economy found itself in a depression.

"It will be better to stop it instead of recovering it", – mentioned
the secretary of the party and added "It was the way which took Tigran
Sargsyan’s government and the team of Serzh Sargsyan, due to which
we managed to keep away from worse circumstances."

In the number of the important events he stressed also the amnesty
and the elections taken place in Yerevan in May which was the most
publicized and the open one, when all the candidates had equal rights
for making the campaign.

"It is really nice that in such open and equal conditions the victory
was with the RPA party", – mentioned that E. Sharmazanov.

Coming to the pan-Armenian journey of Serzh Sargsyan Sharmazanov
mentioned that in that way Armenia presented itself to the whole
world as a state which has 10 million people.

Samad Seyidov "Some international organizations continue to apply
double standards towards Azerbaijan.

A number of foreign forces, which do not like Azerbaijan, became very
active" said chairman of the Milli Majlis commission on international
relations and interparliamentary ties Samad Seyidov, according to
the news service for the New Azerbaijan Party.

According to him, it is associated with Nagorno-Karabakh problem,
Azerbaijan`s leading positions in the South Caucasus and other matters.

Congratulating the journalists, President Sargsyan said: `In a few
days we’ll bid farewell to 2009, which was full of events and
remarkable developments. It’s not a secret that your position and
stance really influence the public opinion, since people learn about
the events from you. Therefore, you are also writing the chronology of
our history. My wish is that this chronology is maximally unbiased and
complete.’

AZAL No one can enter the airspace of Azerbaijan without the due
permission of the Azerbaijani authorities.

"To establish international air communication, the separatists must
join relevant international aviation structures which is impossible.

Anyway, if Armenians take such steps, we will apply to the
International Civil Aviation Organization and other structures to
voice our protest", said spokesman for Azerbaijani airlines (AZAL)
Maharram Safarli.

"So far, if any plane wishes to land in Khankendi, it needs to get
Azerbaijan’s permission which is merely impossible as Azerbaijan will
not allow separatists establishing international air communication",
he said.

Armenian mass media spread the next lie that the first plane will
land at the Khankendi airport in October 2010.

settlement will remain unchanged in 2010 and will be the same as in
2009, Armenian Prime Minister Tigran Sargsyan told a press conference
in Yerevan.

According to him, Iran’s participation in the conflict resolution
process is very unlikely, since the settlement format will not change.

Tigran Sargsyan refused to make any predictions over the terms of
ratification of the Armenian-Turkish Protocols by Turkey. He mentioned,
that the Armenian

President Serzh Sargsyan already presented all possible scenarios of
this process.

Republican People’s Party (CHP) deputy Ensar Ogut criticized Turkish
Government, particularly Foreign Minister Ahmet Davutoglu calling
Foreign Minister Ahmet Davutoglu "Davutyan," an Armenian-sounding
last name, Turkish Zaman daily reports.

In the course of press conference, Ogut commented on American NBS TV
station information that called a part of Turkey ‘Kurdistan’: "The TV
station in question does not even say sorry, it does not say it made a
mistake. He [the foreign minister] does not issue a statement. He makes
no explanation. Foreign Minister, are you good for anything? Is your
last name Davutoglu or Davutyan? Just so we know. If you are Davutyan,
you are making an Armenian initiative. What is your first name, your
last name? Are you a Turk? Are you the foreign minister of Turkey? Why
does the prime minister not react? Maps showing ‘Kurdistan’ have been
broadcast many times; why is no one doing anything? If Americans show
a divided map of France, Germany, Italy or Greece, strong reactions
would follow from these countries," the source says.

"Following this, Republican People’s Party (CHP) Deputy Chairman Onur
Oymen angered Turkey’s Alevi community by referring to the Turkish
government’s strong response to a 1937 rebellion in the predominantly
Alevi city of Tunceli, then known as Dersim, as an example of fighting
terrorism," the source reads.

Experts reckon that Ogut’s words, "questioning the Davutoglu’s
ethnicity are clear discrimination", the source informs.

Based on above mentioned, the impression emerges that some Turkish
politicians have complexes about Armenia-related issues. Appealing
to psychological phenomena, Ogut’s words cannot be qualified other
than a "complex". If the matter is a Kurdistan map, how does this
touch Turkish FM with modified Armenian surname? Perhaps, it sounded
really witty at the press conference, but definitely un-PC, let alone
ethics and morale. The only reason for this could be archetypical data,
that every now and then appear in the minds of Turkish politicians.

RA National Security Council Secretary Artur Baghdasaryan, responding
to journalists questions at a press conference yesterday, denied
rumours that, in preparing for the opening of the Armenian-Turkish
border, 3 committees have been formed on behalf of the RA president.

"Issues related to Armenian-Turkish relations have been discussed twice
in parliament. We are seriously discussing, among parliament staff,
all the possible developments and battle cries within the conditions
of improving Armenian-Turkish relations," he noted.

Baghdasaryan assured the public that there is nothing threatening
Armenia’s security in normalizing Armenian-Turkish relations. In his
words, already a new strategy for the security of the Republic of
Armenia’s border is being formed, which will result in the country’s
borders being even more secure.

Russia is making every effort to resolve the Nagorno-Karabakh conflict
and one can hope for better results in the near future, Federation
Council Deputy Head Svetlana Orlova told journalists in Baku.

"Personally, Russian President Dmitry Medvedev, as the head of the
country, is doing his best to resolve the conflict," she added.

ANTI-CORRUPTION COUNCIL MEETING AT THE OFFICE OF GOVERNMENT

Republic of Armenia Anti-corruption Council met at the Office of
Government, presided at by council chairman, RA Prime Minister Tigran
Sargsyan.

The council took note of member reports on the anti-corruption
strategy and action plan for 2009-2012. The meeting further decided
that in accordance with paragraph 5 of government decree No N1272-N of
October 8, 2009 on approval of the 2009-2012 anti-corruption strategy
and action plan, findings on the activities carried out in 2009 will
have to be submitted by late January, 2010.

Another agenda item was the draft concept note on transparent
political activities in Armenia and the corresponding action plan. The
stakeholders were told to take up the concept note once again with
the EU advisory group and come up with proposals on follow-up action.

The council heard the report on the status of those commitments
assumed before the GRECO, following which an assignment was issued
for a time-table to be submitted to the Prime Minister in due course.
