Today the ARF Armenian Case Burro and the office of the head of the
political issues Giro Manoyan on the meeting with the journalists
touched upon the international press publications. It says that
many prominent journals hesitate using the "Armenian Genocide" word
combination and instead use it with "Big Massacres".

"After signing the protocols the American "Washington Post" wrote in
its editorial that the Armenian – American community has been divided
into two parts; one sees no concessions in the Genocide issue, the
other one on the contrary", – G. Manoyan informed and added that this
kind of examples are a lot.

According to G. Manoyan the protocols are being used by those
frameworks which, for some interests, were not with the recognition
of the Genocide." According to him they say that the "the protocols,
even not ratified are facts that Armenia too puts the Genocide issue
under question."

For correcting the developed situation G. Manoyan attached importance
to the "active work" realized by the foreign ministry, diplomacy and
embassies. In this concern he separated the necessity of translation
into different languages the RA President Serzh Sargsyan’s address
of October 10.

"The previously prominent journals didn’t put the under doubt the
issue of the Genocide today a tendency is noticed which can take to
another direction. For that reason the Armenian diplomacy should become
more active, and to explain that the protocols are not a subject for
discussion or argument for Armenia", – summed up G. Manoyan.

YEREVAN, OCTOBER 23, NOYAN TAPAN. RA Defence Minister Seyran Ohanian
as the head of the delegation of the country providing a military
contingent to the International Security Assistance Force (ISAF)
in Afghanistan left for Slovakia on October 23 to take part in the
working meeting of Defence Ministers in the format of ISAF to be held
in Afghanistan.

Afghanistan’s Defence Minister, Special Representative of UN Secretary
General to Afghanistan, EU High Commissioner for Common Defence and
Security Policy will also participate in the meeting.

According to the RA Defence Ministry Information and Public Relations
Department, within the framework of visit to Slovakia S. Ohanian will
have meetings with NATO Secretary General and Defence Ministers of
several states.

"We should not concentrate on uniting with Armenian National Congress
(ANC), New Times Party leader Aram Karapetyan told the journalists.

"If we unite with ANC, that would be fine, otherwise — each will
go his way. We did not think of it so far," Karapetyan said, adding
that New Times has always demanded change of "illegitimate regime" in
Armenia. According to him, the Party will struggle till it reaches the
goal. "Serzh Sargsayan should resign — and the sooner, the better,"
stated Karapetyan.

At today’s press conference, Republican Party MP Razmik Zohrabyan
responded to the question whether the noise and complaints raised
by the Armenian Revolutionary Federation (Dashnaktsutyun, or ARF-D),
and the opposition’s position in general, is part of the leadership’s
"plan."

The MP stated that such opinions are without basis, adding that
ARF-D’s protests are the results of having their own approach.

Commenting on the doubt that ARF-D is in fact an opposition, Zohrabyan
said the reason for that is that ARF-D was part of the leadership
until recently, and besides, it doesn’t criticize certain steps made
by the country’s governing leadership.

"ARF-D has extensive experience in building relations with Turkey,"
Zohrabyan continued, stating that ARF-D’s previous unsuccessful
experience is the reason why today they oppose the signing of the
Protocols.

/PanARMENIAN.Net/ Some 40 thousand Armenians live in Germany. Majority
of them are heirs of those who survived the Genocide in the Ottoman
Empire, Freie Universitаt Berlin lecturer Zhirayr Kocharian said.

"At that, 300 thousand Turks live in Berlin only. Their number reaches
3 million throughout Germany. The number of Azerbaijanis, who rank
themselves as Turks, has also increased considerably and reached 120
thousand," he told a news conference in Yerevan on October 21.

He also noted that Azeri and Turkish communities are well organized.

"Azeris have already formed 4 organizations, which are sponsored by
official Baku. They publish anti-Armenian books, where Armenia is
presented as an aggressor. Books are published in Armenian, Azeri and
German. If students want to know about the Armenian-Azeri relations,
Azeri books will be the only accessible source of information," Dr.

Kocharian said, adding that Armenia should take action and publish
editions as well.

ArmInfo. The UN has suppressed another attempt of anti-Armenian
propaganda by Azerbaijan.

The press-service of the Armenian Foreign Ministry reports that the UN
General Assembly Third Committee has recently continued the debates
on "the Rights of the Child". On October 16 Armenian and Azerbaijani
representatives came out with speeches at the Committee. The Azeri
representative deviated from the basic topic of the debates and
decided to dedicate some part of his speech to the description of
"occupied territories by Armenia", "refugees", "Khojaly massacre"
by using the whole complex of Azerbaijani slander in his speech.

However, the speech of the Azeri delegate was interrupted by the
chairman of the sitting, who said that the Azeri party excessively
used his time and called on him to finish his speech. The confused
representative of Azerbaijan tried to continue his speech, however,
his microphone was shut off.

Taking advantage of the right to respond, the Armenian delegate
pointed out that the international community once again witnessed the
fact that Azerbaijan is trying to conduct anti-Armenian propaganda
regardless of the agenda. The Armenian delegate touched upon the
terror and aggression by Azerbaijan against the Armenian population,
as a result of which dozens of thousands of women and children became
refugees, thousands of children became orphans and disabled.

The lands of Azerbaijan are as sacred as Turkish lands. Nothing will
change it, Turkish Foreign Minister Ahmet Davutoglu stated at a news
conference jointly with his Czech counterpart, commenting on the
removal of Turkish national flags from the "Shahid lane" in Baku.

The flag of Azerbaijan is as sacred to Turkey as its own national flag,
the Turkish Government-run radio Voice of Turkey reported, quoting the
Minister Davutoglu. He pointed out that the Nagorno-Karabakh problems
is an issue of national importance for Turkey as well. "The flags our
soldiers repose under are under the Azerbaijani people’s protection. We
are sure they will be treated with due respect," Davutoglu said.

NEWS.am points out the fact that, according to Azerbaijani mass media,
the Turkish national flags were taken off pursuant to top-ranking
officials’ order. It happened the day after President Ilham Aliyev
addressed the necessity for raising the prices for gas exported to
Turkey. As we can see, official Baku succeeded in getting Turkey’s
"trademark" declaration of love.

At a press conference today, the Turkish FM touched upon the tension
in the Turkish-Israeli relations. As regards the security of the Jews
in Turkey, he said: "They are our citizens, and we are responsible
for their security."

"We are witnessing exciting developments in Turkish foreign policy.

Openings which could not even have been imagined a few years ago
are now being implemented; historic protocols have been signed with
Armenia, as have good neighborly and strategic relations treaties
with Syria," reads the article by political analyst Beril Dedeoglu
published in Turkish Zaman daily.

"Turkey is trying to abolish deep-rooted psychological barriers with
these countries by establishing diplomatic, economic and commercial
ties. In the past, Turkey had assumed that Syria and Armenia had
followed a similar foreign policy agenda with respect to Turkey. The
peoples of both countries were accused of cooperating with Turkey’s
adversaries during the period leading up to the foundation of the
Turkish Republic. Both countries were considered enemies of Turks
during the Cold War because their presence in or alliance with
the Soviet Union, an archenemy, easily classified them among &’the
others.’ This negative atmosphere was also the result of the fact
that these countries both supported terrorist organizations attacking
Turkey. There was also a general impression that they were both used by
some Western powers, especially France, in its anti-Turkey policies,"
the analyst says.

"Nevertheless, Turkey is today seeking a new partnership and grounds
for cooperation without forgetting historical problems, but at least
putting them aside. The simultaneous radical change in Turkey’s
attitude toward these countries does not only mean Syria and Armenia
are linked to each other, it also means that a real radical change
is happening on the global level and affecting all countries in our
region," the author writes.

Dedeoglu expresses hope that the border opening will "contribute to
an atmosphere in favor of liberal economies and liberal democracy
in Armenia and Syria, as well as in Turkey. In addition, the new
situation will push Syria to rearrange its relations with Israel and
Iran, just like Armenia, which will have to revise its position toward
Azerbaijan and Iran. This reshaping will force Azerbaijan and Israel
to reconsider their domestic and foreign policies, too, because the
conditions are changing for everyone. It is obvious that Turkey will
not unconditionally support Azerbaijan and Israel from now on. Russia
is no longer considered the main threat countries in the region strive
to oppose and the US is seeking to construct new alliances. In brief,
the equation of being with someone against someone else is not as
&’easy’ as it used to be."

"For the moment, the European Union is content with watching these
developments, which are promising for the region’s players, all of
whom are eager to see more stability and prosperity. Furthermore,
this allows the US and Russia to retain their superiority in the
military and energy domains, respectively.

If everything goes as predicted, countries that insist on keeping
an aggressive tone in their domestic and foreign policies will find
themselves out of the game. That is why readopting a policy based
on disagreements is most undesired. We should follow attentively the
ups and downs between Turkey and Israel and between Iraq and Syria,
or the future of the crises between Iran and Israel, Georgia and
Russia and Azerbaijan and Armenia. These developments will help
expose countries that prefer to remain outside of the new game. It
would be a great mistake to miss the timing and not benefit from the
new configuration," Dedeoglu concludes.
