The Armenian embassy in Ukraine won’t be privatized

According to the decision of the Civil Council of Kiev, the building
of the Armenian embassy, as well as the Metropolitan of Kiev will be
taken out of the list of the buildings to be privatized.

On March 2 the municipality of Kiev had presented to the auction
buildings where the consulates and embassies of some countries are
situated, the Armenian embassy and Consulate were in that number.

Also the embassies of Turkey, Croatia, Cuban, Polish, Egyptian,
Rumanian, Bulgarian, French, Austrian, Zech, Algerian embassies, as
well as Polish consulate and the representation of the European
committee in Ukraine were to be privatized.

(ANSAmed) A religious rite may take place once every year at eastern
province of Van’s Akdamar Church upon a proposal by the Van
Governorship and approval by the Turkish Minister of Culture and
Tourism Ertugrul Gunay, Anatolian News Agency reports. The rite at the
Akdamar Church may take place each year in the second week of
September.

Governor of Van Munir Karaloglu said that the decision to permit a
rite at Akdamar Church (Church of the Holy Cross) will boost faith
tourism in the region and provide important advantages for those in
the tourism sector. Akdamar is a ruined Armenian cathedral in Eastern
Anatolia. Situated on a small island in the beautiful mountain setting
of Lake Van, the Akdamar church dates from the 10th century and is
famed for the fascinating reliefs carved on the exterior.

The Church was once an important Armenian cathedral. The seat of the
Armenian patriarch from 1116 to 1895, the cathedral was founded by
King Gagik between 915 and 921 as part of a royal complex that
included a palace, monastery, streets, gardens and terraced parks. It
was abandoned due to conflict between Armenia and the Ottoman Empire.
The building fell into disrepair and was neglected throughout the 20th
century.

The cathedral was restored by the Turkish government beginning in May
2005. The restoration cost USD 1.5 million and took 18 months to
complete. At a ceremony on March 29, 2007, it was officially opened as
a museum. The restoration project was seen as a diplomatic step by
Turkey to improve relations with Armenia. (ANSAmed). The church was

There are no winners and losers in the Armenian-Turkish and
Armenian-Azerbaijani relations, political scientist Sergey Shakaryants
told a press conference today.

Shakaryants views the Karabakh process and the Armenian-Turkish
normalization as small components in the regional game of the
superpowers, the US and Russia. The political scientist says the
European Union does not participate in the game and advises not to
underestimate the influence of Iran.

As for the Karabakh issue, Sergey Shakarynants said the probability
of resumption of war was small, at least during 2010.

The Turkish authorities are trying to get over the awkward situation
it found itself in after Turkish Premier Recept Erdogan’s notorious
statement.

Turkish Vice-Premier Bulent Arınc made a statement on the education
of the illegal Armenian immigrants’ children. Premier Erdogan’s
meeting with one of the influential members of the Armenian community
Bedros Å~^irinoglu scheduled for March 26 should be considered in
this context.

Bedros Å~^irinoglu also admitted his responsibility for Erdogan’s
citing the wrong figures – 100,000 illegal Armenian immigrants in
Turkey. In fact, 70,000 of the Armenians are Turkish citizens, and
only 30,000 are illegal immigrants.

In his interview with Hurriyet, Archbishop Aram Atesyan, the Chairman
of the Religious Council, pointed out that at his meeting with
Vice-Premier Arınc ten days before he had informed him of the problem.

The Turkish Vice-Premier promised his help. Atesyan pointed out his
regret over Erdogan’s statement in London, but the Turkish Premier
explained later he had been misunderstood. The Archbishop pointed
out that illegal Armenian immigrants’ children in the streets are
not of any benefit to Turkey. Therefore, they must be allowed to
attend schools.

Vice-Premier Arınc pointed out that only Turkish citizens have the
right to attend schools owned by national minorities residing in
Turkey. The Turkish Government, however, believes that Christian
children living in Turkey for various reasons must receive education.

"I consider the problem from a human point of view. An ‘illegal
Armenian immigrant in Turkey’ is not a problem for us. We allowed
national minorities to open their schools, and the children of people
that arrived here can attend them. I do not see any problem. I
discussed the issue at the Government’s sitting. Premier Erdogan
welcomed the idea and issued a relevant instruction to the Minister of
Education. I think progress will be made. The term ‘illegal Armenian
children’ is not an end in itself for us. Turkey will not sustain
any damage if these children attend our schools," Arınc said.

Recognition of Genocide by other countries parliaments’ might
jeopardize accord signed by Armenia and Turkey last October in Zurich,
Hurriyet Daily News reports. The source says that the Protocols bring
hope that "genuine historical controversy could be resolved by scholars
rather than politicians."

According to the Turkish daily, despite Armenia’s expectations UK,
Spanish, Ukrainian and Bulgarian parliaments will not approve Genocide
resolutions. The source quotes anonymous high ranking Turkish diplomat
saying "Such made-up reports are promoted on purpose ahead of April
24." The source notes that British Premier assured that resolution
will not be approved in UK. Besides, Spanish government opposes
Genocide recognition as well.

Hurriyet Daily says that the issue will not be considered in Bulgarian
and Ukrainian parliaments. "Our political cooperation with Turkey
is vital for us, and we will not let such an outsider affect or
deteriorate it," the daily quotes Bulgarian diplomat.

Ukrainian Ambassador to Turkey Sergey Korsunsky also denied rumors
on including resolution in Verkhovna Rada’s agenda, stressing that
"this information is totally false."

Due to the 37.5% hike in the price of natural gas, which is used to
heat homes and cook food in homes and which is to kick in beginning
April 1, the government of Armenia has figured that a monthly increase
of 2,500 AMD (a little over $6 USD) to those receiving social benefits
is in order.

Therefore, in an attempt to provide financial support to those
receiving benefits and to compensate for the additional expenses,
the government today decided during its visit to Artashat to increase
the base amount of family allowance and retirement pension to 12,500
AMD and 10,500 AMD, respectively.

According to RA Finance Minister Tigran Davtyan, retirement pension
payments will be increased from November 1, while family allowance
payments will be increased from May 1. Thus, retirement pension
payments are expected to go up by 12%; family allowance, 15%.

These additional payments will cause the state budget some 6.5 billion
AMD in expenses. In Davtyan’s words, these expenses are set to come
from budgetary savings.

For the Kemalists, the liberals are either ‘useful idiots,’ as Lenin
described Soviet sympathizers in Western countries, or they are
‘sold out’ pens who simply get paid by the AKP

One of the much-debated issues in current Turkish politics is the
alliance between secular liberals and religious conservatives. The
former is a tiny group of pundits, and their popular support is quite
small, but their intellectual firepower is strong. The religious
conservatives, on the other hand, have a much broader public base,
but they need to articulate their demands for broader religious
freedom in a more global language, which the liberals do speak.

The practical implication of this alliance is the support that most
secular liberals have given to the Justice and Development Party,
or AKP, government since 2002. This is not an unconditional and
steady support, though. In fact, most liberals strongly criticize
the government and the Prime Minister when they take nationalist or
illiberal stances. Erdogan’s recent blunder about "expelling illegal
Armenian immigrants," for example, was heavily bashed by these
pundits. But they continue to think that the AKP is still better
than its alternatives, and that it has indeed taken the right steps
on several important issues.

The Turkish history of liberty

The Kemalists, however, always see something rotten in this alliance.

For them, the liberals are either "useful idiots," as Lenin described
Soviet sympathizers in Western countries, or they are "sold out" pens
who simply get paid by the AKP or somehow benefit from its ascendance.

The common Kemalist mind simply can’t imagine how secular people would
otherwise deviate from the noble path of the country’s archetypal
secularism.

But Kemalism has its own intellectual firepower as well. This mainly
works by focusing on the problems within the AKP, and showing them as
if they were the only political trouble that Turkey has. The Kemalists,
in other words, deliberately overlook the fact that for decades Turkey
has been ruled by an authoritarian system dominated by the military
and judiciary. Then they speak as if the AKP is simply a power-hungry
government which tries to dominate an otherwise perfectly fine system.

One of the illustrations of this line of thinking was a piece which
appeared in these pages yesterday. Its writer was criticizing the
liberals for not opposing the AKP’s new package of constitutional
amendments. Two of these amendments were about giving the President
and Parliament the right to appoint a minimal number of the members
of the Supreme Board of Judges and Prosecutors, or HSYK, and the
Constitutional Court – as it is the case in many EU countries. But,
according to our writer, this would have increased the power of the
executive, and it should have been opposed by anyone who wants more
liberty. He was also quoting former US President, Woodrow Wilson,
who said:

"The history of liberty is the history of resistance. The history
of liberty is a history of the limitation of governmental power,
not the increase of it."

Wilson was absolutely right. But he was speaking in a slightly
different context. For in the U.S., the government is the only
centralized political power that can threaten freedom. In Turkey,
however, there is always something higher than the government: the
state. While the government is elected by the people, the state is
made up of self-appointing bureaucrats, such as generals and judges,
who rule the country according to their ideology, and allow the
elected governments only a minimal authority on serious matters.

Moreover, history has shown that the main obstacle to Turkey’s
liberalization has been the state, and not elected governments. Just
look at the past decade and you will see how the state has, with or
without success, blocked liberal reforms on almost every political
issue — from the freedom of the markets to that of expression,
from the rights of the Kurds to those of Christians.

That’s why Wilson’s quote needs to be little adjusted to fit into
Turkey: The history of liberty here is a history of the limitation
of first state power, and then governmental power.

And if you are focusing only on the latter, but totally overlooking
the first one, your self-description as a liberal will hardly be
convincing.

A self-appointing caste

The constitutional amendment package needs to be seen within the
same perspective. The problem is not that the government wants to
"dominate the judiciary." It is rather that the higher judiciary is
a self-appointing ideological caste. The three main bodies, the HSYK,
the Council of State, and the Court of Appeals, simply elect members of
each other. The government wants the replace this co-optation system
with a more democratic and pluralist one, in which all judges in the
whole country will have a say.

Most Turkish liberals see that, and therefore it won’t be surprising
to see them vouch for "yes" in the probable referendum on the
constitutional amendment package.

The alliance between them and the religious conservatives, after all,
is neither unprincipled nor accidental. It is the natural outcome of
the history of liberty in this country.

under the auspices of the East Coast office of all-Armenian Fund
Hayastan organized an event "hushi: remembering the past, to dream
of the future".

The event was attended by the vice president of the Lincy Foundation
Harut Sassounian, as well as representatives of Armenian organizations
of the United States and the Armenian Apostolic Church.

The Armenian Ambassador to the U.S. Tatul Margaryan delivered a speech,
particularly stressing that over the past 17 years the fund has played
a crucial not only materially but also morally.

Then, Fund Executive Director Irina Lazaryan familiarized participants
with the activities and programs in educational, health and
agricultural spheres, as well as the rehabilitation program of Shushi.

A short film dedicated to the needs and life conditions in Shushi
was screened, press office of MFA reported. .
