Minister says “not a single” weapon smuggled out of Armenia

An Armenian citizen, wanted by the police, is accused of trying to
smuggle arms into the USA. Meanwhile an investigation showed that not
a single weapon was smuggled out of Armenia, the secretary of the
National Security Council under the Armenian president and defence
minister, Serzh Sarkisyan, said on 23 March.

According to him, there has always been tight controls over arms depots
in Armenia and Nagornyy Karabakh. “Not a single theft has ever been
registered,” the minister noted.

To recap, Armenian citizen Artur Solomonyan and his brother Levon
Solomonyan and a few others, were detained on suspicion of arms
trafficking into the USA. Both of them have been wanted by the police
since 2001 for dodging military service.

According to the investigation, the Armenian citizen was in charge
of the international criminal gang comprised of citizens of Armenia,
Georgia and the USA.

Winger Martijn Meerdink has pulled out of the Netherlands squad for
World Cup qualifiers against Romania and Armenia after damaging knee
ligaments during training on Thursday. “It was very unexpected and it
looks rather serious,” said the Netherland’s coach Marco van Basten.

“It surprised me that Makaay played last weekend for Bayern but my
medical staff informed me that he was not ready for these two
matches” Van Basten said.

“Makaay is still in a recovery process and we don’t want to disturb
that.”

Experienced midfielder Philip Cocu will be fit to face Romania, who
are level with the Dutch at the top of the group on 10 points but
have played one game more.

“I spoke with Philip and he is likely to join Friday’s training
session but even without a training Philip convinced me that he would
be ready to play,” said Van Basten.

Van Basten is expecting Romania to adopt a cautious approach despite
their coach saying publicly that they would be going all out for
victory.

“We studied their 5-1 win over Germany last year and that showed they
have a lot of good players with technical skills,” Van Basten said.

“They have proved their strength in the past during European and
World Championships, so we will face tough opponents.”

to 10. Registration of the parties participating in elections and

UN WORLD FOOD PROGRAM PROVIDES $75MLN TO ARMENIA FOR A DECADE OF ITS
ACTIVITY IN THE REPUBLIC

YEREVAN, March 17. /ARKA/. The UN World Food Program has provided
$75mln to Armenia for a decade of its activity in the republic.
Armenian Parliament Speaker Arthur Baghdasaryan and Regional Director
of the Program Emir Abdullah discussed Thursday the issues related to
the program, as Armenian National Assembly’s Public Relations
Department told ARKA. The ten-year program is to be completed in
2006. In his opinion, after his visit to Gegharkunik and Tavush
Armenian regions the WFP should be continued in Armenia, he said.
Armenian Speaker, in turn, noted that especially mountainous and
remote regions are badly in need of support.
The sides arranged to discuss the opportunity for continuing the
program.
WFP organization provides food aid particularly to the elderly,
families having many children, the disabled and refugees and also
conducts trainings for farmers as well as provides food to 11
thousand schoolchildren in four Armenia’s provinces and implements
Food for Work program.

is favorable for Armenia, as Armenia’s UN Representative Armen
Martirosyan told journalists today. In his words, contrary to Azeri
side’s expectations, the Mission found no facts confirming
allegations that Armenia pursues policy of Azerbaijani territories
settlement, excepting Lachin area, which has always been mentioned in
a separate clause of all documents. `We have always said settlement
is nowhere but Lachin and the OSCE Co-chairs have corroborated that’,
Martirosyan said.
In his opinion, the report will ease tension around Armenia. ‘But
another issue appeared: how Azerbaijan is going to act in the created
situation, especially taking into consideration the bellicose
statements made by Azerbaijani side and the destructive stance taken
by Azeri authorities and taking into account that those statements
are being made for internal consumption to present another victory to
Azeri people’, he said.

CHIEF OF RA POLICE, HEAD OF OSCE YEREVAN OFFICE SIGN AGREEMENT ON
RENOVATION OF RA POLICE TRAINING CENTER

YEREVAN, March 17. /ARKA/. Chief of the RA Police, Lieutenant-General
Haik Harutyunyan and Head of the OSCE Yerevan office Vladimir
Pryakhin signed an Agreement on Renovation of the RA Police training
center. The OSCE Yerevan office reports that the signing of the
agreement inaugurates the first stage of a program of assistance to
the RA Police. The agreement is aimed at bringing the main training
terms to conformity with the European experience. The document also
envisages the provision of equipment and teaching aids to the Center.

`This day is a turning point in our work under the program of
assistance to the RA Police, as this initiative is a basis for
forming a well trained municipal force,’ Pryakhin said during the
signing ceremony. He added that the document is a good example of
mutually advantageous and constructive cooperation between Armenia
and the OSCE, which is aimed at developing democratic institutions
for the Armenian people’s benefit. In his turn, Chief of the RA
Police Haik Harityunyan pointed out that the program envisages the
creation of necessary conditions for the development of modern police
training.
A memorandum of understanding signed in July 2003 stipulates four
main directions of the assistance program: renovation of the training
center, its strengthening, introduction of a municipal police model
in one of the Yerevan communities and the elaboration of a new
signal-response system.
The program is to be implemented by the OSCE Yerevan office in
cooperation with the RA Police, under the direction of the Department
for Strategic police Affairs, OSCE Secretariat in Vienna. The program

Volunteers seeking international high school level experience are
invited to apply to a three-week summer school opportunity in
Yerevan, Armenia, sponsored by the Cambridge-Yerevan Sister City
Association. The group will depart from Logan International Airport,
Boston, on June 28, returning to Boston July 21. Airfare, home-stay
accommodations, meals, transportation and tours will be provided in
program costs.

People with conflict resolution workshop skills; computer
education; English as a second language; sports; team building;
diversity and tolerance program experience; environmental education;
media; rule of law; ethics; government; student senate; human rights;
value clarification; peer leadership; free market economy; or project
ideas and activities which promote civil society are encouraged to
apply.

Class size is approximately 15 Armenian high school students
with strong English language ability and six students from local high
schools, including Belmont High School. Students are selected in an
open, merit-based competition, and enrollment in the summer school is
free. Volunteers are selected on the basis of application, sample
lesson plan, passport approval, and recommendations. Where distance
precludes a personal interview, a telephone interview will be
arranged.

Your commitment will include teaching two hours a day for 2 1/2
weeks; submitting lesson plans or outline prior to departure; and a
three- to five-page summary of your teaching experiences upon return.
Sightseeing and learning about life in Armenia while summer school is
in session are included. Some knowledge of Russian or Armenian is
helpful, but not necessary as all students in the program speak
English.

Tennis: Boys’ squad, which wins just three doubles sets and shows
inexperience, concludes nonleague portion of schedule with 11-7 loss to
Burbank.

SOUTHEAST GLENDALE — Once the members of the Glendale and Burbank high
boys’ tennis teams emerged from the fenced-in courts, the respective coaches
assessed the chief difference between the teams.

It took about two seconds for Burbank Coach Paul McNiff and Glendale Coach
Bob Davidson to reach the same conclusion: Burbank showed more aggression by
attacking the net during the close sets.

That proved to be the biggest factor in Burbank posting an 11-7 nonleague
road victory against Glendale on Monday.

Burbank (5-2) won five of its sets by two games or less, leaving Glendale
(4-3) in a bind.

“[Burbank] attacked the net, and that helped them win a lot of close ones,”
Davidson said. “They were also stronger than us in doubles. Our inexperience
in doubles showed, and we should have done better in singles.”

The Bulldogs — who are ranked No. 9 in CIF Southern Section Division II —
won six of the nine doubles sets. It wasn’t entirely easy for Burbank, which
needed a pair of 7-5 wins from Sarkis Khachatryan and Osheen Abramian
against Glendale’s Hovik Ovakimyan and Aram Ambartsumyan and Arbi Vartan and
Hakob Grigoryen.

Burbank clinched the win when Khachatryan and Abramian beat Ovakimyan and
Ambartsumyan.

“We figured to win in doubles,” said McNiff, whose team won its fifth
consecutive match after opening the season with losses to Loyola and
Oakwood. “We were more aggressive at the net and put the volleys away.”

The Nitros got two wins from singles player Hovik Mazmanyan and the doubles
tandem of Ovakimyan and Ambartsumyan.

Mark Lewin, Burbank’s No. 2 singles player, won two sets. One of those came
in a 7-6 (7-5) battle with Edgar Khovakimyan.

“Glendale’s got a good team, and they are younger than us,” McNiff said.
“I’ve been able to finalize my lineup, and that’s helped.”

Glendale and Burbank begin league competition this week.

The Nitros open Pacific League with a road contest against Crescenta Valley
today. The Nitros took third in league last year behind Arcadia and
Crescenta Valley.

Burbank, which finished second in the Foothill League behind Valencia in
2004, will meet visiting Canyon on Thursday.

near the village of Ush, on the 13th km if Ashtarak-Aparan highway at
approximately 19:00. The car VAZ21-21 crashed into a lorry, the press
service of the Armenian Police informs. As a result, the two drivers
Karo Melkonyan and Behur Azim (whose nationality was not found out) as
well as a passenger of “Niva” Yervand Avetisyan died. The
circumstances are being studied, investigation is underway.

1) AYF Calls on EU Member States to Recognize Armenian Genocide

YEREVAN (Yerkir)–Members of the Armenian Youth Federation (AYF) held a
demonstration Tuesday in Yerevan outside the European Union office to call on
EU countries to recognize the Armenian genocide and prevent Turkey’s accession
to the Union until it acknowledges the mass killing of Armenians as genocide.
An appeal to EU member states was presented to the representatives of the
office, stressing that the problem is not only about recognition, but also
recovery of historical rights.
The statement continues, `The aim of the first genocide of the 20th century,
which took place in front of the whole world, was to destroy a nation which
was
one of the founders of the world civilization. The world was silent. But there
were people who criticized the indifference of Great States towards the
Armenian Genocide. Despite this, the Great States went on ignoring the
Armenian
Genocide until the second genocide of the 20th century took place.’
It concludes by urging all EU member states `to convict the Genocide of
Armenians so as to prevent the danger of crime against mankind. Let’s not
permit Turkey to enter EU with bloody hands.’

2) Armenian Ready for De-Mining Mission in Lebanon

YEREVAN (Armenpress)–Armenian sappers are prepared to leave for Lebanon on a
de-mining mission in case Defense Minister Serge Sargsian issues such
instructions, confirmed deputy defense minister Arthur Aghabekian.
The request for an Armenian de-mining platoon was voiced Monday by Lebanon’s
ambassador to Armenia during a meeting with the Defense Minister Serge.
Aghabekian said the Armenian defense ministry is able to carry out de-mining
work in Lebanon, as it has a well-trained contingent of sappers thanks to a
modern de-mining center established with the assistance of the US government.
He said the center has all necessary equipment, including sniffing dogs.
Several Armenian sappers are currently in Iraq joining multi-national
occupational forces.

3) March for Humanity Reaches Final Preparation Stage

LOS ANGELES–Less than three weeks from the start of an unprecedented display
of solidarity for the 1.5 million forgotten victims of the Armenian genocide,
the organizing committee of March For Humanity reported Monday that it has
completed the planning and organizing phase of the 215 mile walk.
More than 40 Californians, 17 of which will walk the full 19 days, have
registered as marchers, prior to the beginning of the main recruitment
efforts.

“People of all age groups and many different ethnicities have shown interest
in marching the 215 mile course. This coupled with the outpour of moral and
financial support from dozens of communities including Central California, the
Bay Area, Washington DC, New York, and Boston gives us the confidence that the
March For Humanity will become the march of all justice loving people,” said
Vicken Sosikian, director of March For Humanity.
“The marchers’ heartfelt sacrifices show that even after 90 years of deceit,
denial, and distortion, the Turkish government must come to terms with its
history and finally take genuine responsibility for the 1.5 million victims of
the Armenian Genocide.”
The march, set to begin on April 2 in Fresno, will reach Sacramento on April
21, where marchers, human rights activists, and Armenian American community
members will gather for a rally organized to thank the California State
Legislature and 36 other states’ legislatures for officially recognizing the
Genocide. The “Rally For Humanity” will also promote public involvement in
securing justice not only for the Armenian genocide, but also for all
unpunished crimes against humanity.
“The interest generated about March For Humanity, on the internet alone, has
already surpassed our pre-march expectations,” said Serouj Aprahamian,
coordinator of March For Humanity. “Thousands have visited
, the official site of the march. Hundreds have
completed action alerts and websites, blogs, message boards, and discussion
groups from as far as Europe, the Middle East, and Armenia have been buzzing
with talk about the March For Humanity.
Aprahamian, a full distance marcher, says that the Armenian people living in
the Turkish Ottoman Empire suffered unspeakable and unimaginable horrors and
that this is the least the youth can do to show its solidarity.

4) Kasparov Quits Chess to Challenge Putin

MOSCOW (news.telegraph)–Garry Kasparov, the world’s leading chess player, is
to give up competitive chess and devote his time to Russian politics in an
attempt to bring down the increasingly despotic regime of President Vladimir
Putin.
The man many consider to be the best chess player ever seen is giving up the
international circuit after winning the prestigious Linares tournament in
Spain.
Kasparov is already chairman of the opposition body Committee 2008, a
group of
liberals fighting to halt Russia’s slide to autocracy and to ensure that Putin
resigns when his second term in office ends in three years.
The committee was set up amid growing fears that Putin and his allies,
many of
them placemen from the old KGB, will be reluctant to relinquish office and may
try to manipulate the constitution to hang on to power.
Since the committee was formed a little over a year ago, Kasparov has become
one of the most outspoken critics of the Putin regime on the international
circuit, lambasting its decision to clamp down on the media and its
stranglehold over the courts and parliament.
At a late-night news conference on Thursday, Kasparov finally took the plunge
and declared he was leaving competitive chess for good. He said, “Before this
tournament I made a conscious decision that Linares 2005 will be my last
professional [tournament], and today I played my last professional game.”
He said his final games were “very difficult for me to play under such
pressure, because I knew it was the end of the career which I could be proud
of”.
In comments published on the website of the Russian weekly journal
Yezhednevny Zhurnal, he said: “In chess I have done all I could and even more.
Now I intend to use my intellect and strategic thinking in Russian politics.
I will do all I can to oppose Putin’s dictatorship. It is very hard to play
for
a country with undemocratic authorities. I will be tackling this problem with
those who hold Russia dear and care about it.”
Kasparov, 41, has dominated international chess tournaments since
becoming
world champion at the age of 22.
He said professional chess no longer held any challenges, but he would
continue to play knock-outs and speed chess for fun.
Born Garrik Vainshtein in Baku, Azerbaijan, in 1963 to a Jewish father
and
an Armenian mother, Kasparov began studying at the Soviet Union’s most
prestigious chess school at age 10. After the death of his father, Kasparov
adopted his mother’s surname. At 12, Kasparov became the youngest player to
win
the Soviet junior championship, and became a grandmaster on his 17th birthday.
In 1985, after a 48-game marathon against the champion Anatoly Karpov
ended inconclusively when Karpov’s health failed, he won a rematch to become
the youngest ever world champion.
But Kasparov is often remembered for a rare defeat–against the computer
Deep Blue, a moment many thought marked machine’s superiority over man. Six
years later he drew 3-3 against Deep Junior, which calculated three million
moves per second.
Shay Bushinsky, one of Deep Junior’s two programmers, said Kasparov was
“the closest thing to a computer that I know as a man. Sometimes I think he
has
silicon running in his veins.
“Kasparov has the most incredible look-ahead and memory capabilities I
have ever seen.”
But such skills may not serve him well in the cut and thrust of politics.
Andrei Piontkowsky, a political analyst with the Strategic Studies
Centre,
said: “I have great respect for Kasparov but I do not believe he has a big
future as a politician.
“The qualities that helped him become the world’s greatest chess player
will only hamper his political career.
“He is a fighter, he has defined his stance on the Putin regime and that
is a good thing.
“But considering the state of the democratic opposition a leader
should be
a great communicator and capable of compromises.
“Garry couldn’t even unify international chess, which is split into two
federations.”

5) Saakashvili Pledges Jobs for Akhalkalak Armenians after Russian Base
Pullout

TBILISI (Armenpress)–Georgian President Mikhail Saakashvili assured local
residents of Akhalkalak, who are currently employed at the Russian military
bases stationed there, that they will not be unemployed after Russian troops
pull out from Georgia.
`After the pullout of the Russian military bases from Georgia, we will help
all the employees, including local residents of Akhalkalak, get jobs in the
Georgian armed forces. Not a single high-skilled person will remain
unemployed,’ Saakashvili said while visiting the 11th Battalion of the Defense
Ministry deployed in a town of Telavi in eastern Georgia on March 14.
He also reiterated that no troops of any foreign country will be deployed in
Georgia after Russia closes down its bases. Around 4,000 local residents of
Akhalkalak, which is predominantly populated by ethnic Armenians, rallied on
March 13 to protest the withdrawal of the Russian military base stationed
there. Rally organizers said they are seeking to protect the local Armenian
population of Javakhk, and are guided by security concerns and joblessness, as
many locals are employed by the base.
Armenian member of the Georgian parliamentarian Van Bayburdian said he
believes the dissatisfaction of the Akhalkalak inhabitants is not of a
political, but rather a social nature.
According to Baiburtian, “the well-being of about one thousand Akhalkalak
residents depends upon the Russian military base activity, and they fear job
loss.”

On Friday, March 4, His Holiness Karekin II, Supreme Patriarch and
Catholicos of All Armenians, received the two delegations in the Mother See.
His Holiness gave his Pontifical blessing to the members of the delegations
and spoke of his and Catholicos Aram I’s expectations of the meeting.
Archbishop Oshagan Choloyan conveyed the warm greetings of love of His
Holiness Aram I and the filial respect of the participants to His Holiness
Karekin II.

Following the Lord’s Prayer and a reading from the Holy Bible (1 Corinthians
12:12-26), the meeting commenced, the result of which was the preparation of
the draft agenda.

Consisting of nine agenda items, it includes the primary spheres of the
identity, life and witness of the Armenian Church:

1. The canonical condition of the Armenian Church – ecclesiological,
administrative and canonical definement.
2. Christian and Armenian education, evangelical mission and preservation
of spiritual and cultural values.
3. Liturgical and ritual life.
4. Preparation of clergy and reactivation of monastic life.
5. Ecumenical and Inter-religious relations.
6. Positions on modern social and moral issues.
7. Relations between Church and State; relations between Church and Social
Institutions.
8. Pursuit of the rights of the Armenian people.
9. Use of modern technologies.

Each aforementioned topic was discussed in detail as an initial step for the
further overall analysis and adoption of appropriate measures. The meetings
were conducted in a warm atmosphere of Christian love, for the vigorous
accomplishment of the multifaceted mission of the Armenian Church in the
Homeland and the Diaspora.

At the end of the meeting it was decided that the draft agenda will be
presented to His Holiness Karekin II, Catholicos of All Armenians; and His
Holiness Aram I, Catholicos of the Great House of Cilicia, for their
consideration and filially petitioning them for the commission’s work to
proceed.

Azerbaijan’s Aliev says no room for compromise on Nagorno-Karabakh

BAKU, Azerbaijan — President Ilham Aliev emphasized Saturday
that Azerbaijan is not ready for any compromise with Armenia over
Nagorno-Karabakh, saying that land held by ethnic Armenian forces is
occupied Azerbaijani territory and cannot be the subject of bargaining.

Aliev said Azerbaijan will not change its position on the enclave,
which has been in ethnic Armenian hands since a 1994 cease-fire ended
a six-year war that killed some 30,000 people and drove a million
from their homes.

“There can be no talk of mutual compromises. That was a mistaken
thesis,” Aliev told journalists, apparently referring to statements
by international mediators who have said compromise is necessary to
settle the dispute between Armenia and Azerbaijan.

Azerbaijani officials fear that a settlement plan could call on
their country to cede territory. In addition to Nagorno-Karabakh,
ethnic Armenian forces hold a swath of Azerbaijani territory outside
the enclave.

Aliev said Azerbaijan is not willing to cede territory he called
occupied. “The only thing we can do” is discuss security guarantees
for ethnic Armenians who would be allowed to live in Nagorno-Karabakh
if it were placed under Azerbaijani control, he said.

No settlement has been reached over Nagorno-Karabakh and
tension remains high, keeping the threat of a new war alive.
Nagorno-Karabakh’s ethnic Armenian government is not recognized
internationally.

Aliev said he would not oppose a new meeting with Armenian President
Robert Kocharian to discuss the dispute, but said that the countries’
foreign ministers would have to make progress toward a potential
solution before a meeting can be held. Progress is contingent on
Armenia taking a “constructive position,” he said.
