Nagorno-Karabakh conflict has no political solution that would meet
all parties’ interests "without what they call losing face," the
Co-chair of Russian "Just Cause" party Leonid Gozman told Day.az.

"I know exactly that this conflict is not the one that can be solved
by a magic wand," he added.

Gozman says he sees resolution of the conflict differently. "Some
unresolved issues are negotiated for 30 years. In other words,
the parties may agree in a written form or orally to return to the
solution of the conflict after some time," he told Day.az.

In this case, the parties might discuss a number of issues, leaving
aside this problem.

"The core of my offer is to establish initial contact between the
two countries, which, I think, is much more important today," the
politician stated, underlining that the point is establishment of
diplomatic, trade-economic, cultural, ecological and other ties.

Russian politician considers that the conflicting parties might
reach an agreement in the near future. However, the agreement will be
related more to the normalization of regional situation on the whole,
than directly Nagorno-Karabakh status.

on European Communities at the University of Ankara, Turkey’s main
enemy is the United States, Armenia comes next. 37.5 per cent of
respondents consider the United States as the enemy, 10.9 per cent –
Armenia, 10.6 per cent – Israel, 6.1 per cent – Greece, 5.1 per cent
– France.

29.9 per cent of respondents named among Turkey’s friends Azerbaijan
and 15.7 per cent – Turkish Republic of Northern Cyprus.

69.7 per cent of respondents are for the ratification of the
Armenian-Turkish Protocols by the Turkish Parliament. But they
expressed some reservations: for example, 35 per cent – in case
of "withdrawal of Armenians from the territories of Azerbaijan",
28.6 per cent – in case if Armenians refuse from the international
recognition of the Armenian Genocide, and only 6.1 per cent agree
with the ratification, without preconditions.

The survey was held between October 31 and December 31, 2009 in nine
provinces of Turkey, Ankara and Istanbul. Students, public figures,
intellectuals were among 1,032 respondents, AbHaber reported.

Protocols on the normalization of Armenian-Turkish relations have
been signed on October 10, 2009 in Zurich by the foreign ministers
of Armenia and Turkey, Edward Nalbandian and Ahmet Davutoglu in the
presence of the foreign ministers of France, the United States, Russia
and Switzerland after a series of diplomatic talks held through Swiss
mediation since 2007. According to the Protocols, diplomatic relations
should be established between the two countries and the mutual border,
closed by Turkey since 1993, should be opened. On January 12, 2010
Armenian Constitutional Court acknowledged the constituency of the
Protocols.

/PanARMENIAN.Net/ Spanish Foreign Minister Miguel Angel Moratinos,
whose country holds the 6-month rotating EU presidency, addressed
the OSCE Permanent Council Tuesday on his country’s priorities for
the European Union.

Moratinos also mentioned the Nagorno-Karabakh Conflict in his remarks,
praising the OSCE Minsk Group’s efforts to mediate a resolution of
the long-standing conflict between Armenia and Azerbaijan.

He said the "frequent meetings" between the presidents of Armenia and
Azerbaijan "had created a positive dynamic that should not be wasted."

"The efforts we are making to strengthen security and stability in
Europe are worth nothing if they do not contribute to the resolution
of real problems on the ground," he added.

The world’s biggest regional organization dealing with security
issues, OSCE (Organization for Security and Co-operation in Europe)
unites 56 countries situated in North America, Europe and Central Asia.

Its member state are: Albania, Andorra, Armenia, Austria, Azerbaijan,
Belgium, Belarus, Bosnia and Herzegovina, Bulgaria, Canada, Croatia,
Cyprus, Czech Republic, Denmark, Estonia, Finland, France Great

YEREVAN, JANUARY 19, NOYAN TAPAN. RA Prime Minister Tigran Sargsian
visited the Tsitsernakaberd Memorial Complex on January 19, on
the occasion of the 20th anniversary of the massacres of Armenians
committed in Baku, to pay a tribute of his respect to crime’s victims.

According to the RA government Information and Public Relations
Department, the Prime Minister and officials accompanying him laid a
wreath to the memorial for the victims. The visitors laid a wreath to
the commemorative cross-stone, stood in a minute’s silence in victims’
memory and participated in the requiem ceremony.

T. Sargsian in his speech, in particular, said:

"Today is a day of commemoration, meditation and learning lessons
for us. Twenty years ago our compatriots were killed in Baku only
because they were Armenian. When paying the tribute of our respect to
the victims we should accentuate this circumstance without fail. Our
meditations are whether the Armenians spread throughout the world are
protected today, whether our dream to independently master out fate
has completely come true today, whether there are no new dangers,
new threats and whether we have a guarantee that there will be no
new massacres, that our compatriots spread throughout the world will
not be persecuted only because they are Armenian, they want to be
Armenian irrespective of the place of their residence. The lesson
we should learn from history is the following: the only reliable
guarantee that we will be able to solve our national problems and will
exist as a people, as a nation is our mighty, independent state. Our
only guarantee is that we should have a strong Armenia to be able
to protect its compatriots, its citizens throughout the world. The
lesson we learnt is also that we should be consolidated and cooperate
around our national issues as we should realize very well that we
have serious dangers and challenges in the future. The evidence of
all this is not only the Baku massacres committed twenty years ago but
also the current situation, Azerbaijan’s official policy of agitating
hatred for Armenians. It means we are obliged to be alert. By paying
the tribute of our respect to innocent victims’ memory we should
realize very well the formula of solving our national problems in
the Armenian world. It is strengthening of the national statehood,
mighty, strong, independent, free Republic of Armenia."

Serzh Sargsyan and Dmitry Medvedev Russian President Dmitry Medvedev
and his Armenian counterpart Serzh Sargsyan have had a wide-ranging
discussion on bilateral cooperation.

Sargsyan paid a brief working visit to Moscow on Monday. The Armenian
president was the first foreign leader to visit Russia in 2010.

"The meeting between the two presidents was held in a traditionally
friendly and constructive atmosphere," Russian presidential aide
Sergey Prikhodko said.

Energy is a priority in Russian-Armenian cooperation. The two countries
have been discussing major new projects in the mining and processing
industries, transport and communications. Bilateral trade is currently
close to $1 billion.

Prikhodko said the presidents also exchanged views on a variety of
global issues, on bilateral cooperation in the Collective Security
Treaty Organization (CSTO) and on the Nagorno-Karabakh dispute between
Armenia and Azerbaijan.

The mediators in the Karabakh conflict – the USA, Russia and France
that comprise the OSCE Minsk Group – reported some important progress
in talks between the Azerbaijani and Armenian leaders in Munich
late last year, but tensions between the two ex-Soviet republics
remain high.

ArmInfo. The verdict passed against me by the judge of the Center-Nork
Marash court Mnatsakan Martirossyan is unprecedented even for the
corrupt puppet Armenian judiciary, the editor of the opposition
Haykakan Zhamanak newspaper Nikol Pashinyan said after the court had
announced its decision to sentence him to seven years in jail.

Pashinyan said that the verdict had proved once again that the action
brought against him had political implications. "The puppet court,
the criminal prosecutor’s office, the illegal authorities were all
eager to put me in jail but failed to agree on how to do it. The
court’s decision to acquit me under article 316 was just an imitation
of justice."

Pashinyan believes that his prosecution was ordered by the criminal
regime, namely, by Serzh Sargsyan, and was groundless and illegal.

Pashinyan has urged all those who loves freedom to continue the
struggle to dethrone the criminal-oligarchic regime and to elect legal
government. Pashinyan will continue his fight whether free or jailed.

After the disorders of Mar 1-2 2008 Pashinyan was charged with
applying violence against a policeman (article 316) and organizing the
disturbances (article 225). He hid out for one year and reappeared
after the last summer amnesty. Under article 316 Pashinyan has been
acquitted but under article 225 declared guilty.

`Ararat’ choir touched also the Armenian PM

Yesterday at the evening in the St. Sargis church in Araratian
Patriarchal Diocese took place the concert of `Ararat’ choir dedicated
to the Holy Nativity.

On the concert were present also the RA PM Tigran Sargsyan who admired
the concert and at the end congratulated the New Year day and the Holy
Nativity of the presents.

`I am touched, and I admired the choir really very much. I learnt from
His Holiness that the words are coming from the young, it’s amazing.
Having such deep Christian perception in that age is really touching’,
– said T. Sargsyan.

His Holiness Arshak who years ago founded `Ararat’ association and
then passed it to priest Hakob Khachatryan said that he is proud for
the activities realized by the association. He congratulated the first
night of the choir and made a suggestion for the feast of St. Sargi:
`On January 30 is the feast of St. Sargis, in the park of `Beloved’
we’ll make an every year festival and will ask the choir to present
some songs. The God is a synonym to Love. So love each other.’

Composer Martin Vardazaryan in his talk with Aysor.am noted that when
the Christian spirit is added to the marvelous voices any project can
be realized.

International Committee of the Red Cross (ICRC) has already been
informed about resident of Alibayli village of Tovuz region Tagiyev
Eldar Heydar taken hostage by Armenian servicemen on December 28,
2009, spokesperson for Azerbaijani representation of ICRC Gulnaz
Guliyeva told APA. She said that Tagiyev had not been visited
yet. The committee’s Armenian representation has already appealed
to the appropriate bodies of Armenia for visiting the hostage and
monitoring his detention conditions.

Guliyeva said ICRC Azerbaijani representation had not been informed
about the Armenian Yegishe Petrosovich Gevorkyan and his family,
who crossed the Azerbaijani border on January 10, therefore they had
not been visited yet.

Armenian Defense Ministry officially confirmed that Azerbaijani Eldar
Tagiyev had been taken hostage on December 28. According to Armenian
Defense Ministry’s press service, the Azerbaijani was detained when
attempted to illegally cross the border.

"The international organizations have been informed about it. Criminal
case has been launched, investigation is underway."

Reports spread that Tovuz resident Tagiyev Eldar Heydar was killed,
as Armenians violated ceasefire. According to the reports, Armenians
fired at Tagiyev Eldar Heydar near the line of contact. Tagiyev died
on the spot, his body remained on the line of contact for some time,
later taken away by the Armenians.

According to other reports, Tagiyev was taken hostage by Armenians.

The State Commission on Prisoners of War, Hostages and Missing
Persons officially stated that Eldar Tagiyev had been taken hostage
by Armenians.

Cooperation between Russia and Turkey, as the two most powerful
regional players, will contribute to resolve the Nagorno-Karabakh
conflict, but in the long run, experts believe.

"Russia is a strong regional player, as Turkey. Achieving the agreement
between these countries on a certain issue promises concrete results,
even in a long-term prospect," said Sinan Ogan, Head of the Turkish
Center for International Relations and Strategic Analysis Turksam.

During the talks with his Russian counterpart Vladimir Putin on
Wednesday Turkish Prime Minister Recep Tayyip Erdogan expressed
the desire for Russia to play a more active role in resolving the
Nagorno-Karabakh problem, TRT said.

In his turn, Putin stated about readiness to provide all possible
support in this issue.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Observers believe that Russia would not exert pressure on Armenia
in the Nagorno-Karabakh conflict, but will continue its efforts as
a mediator.

However, despite the fact that Ankara and Moscow hold a unified
position in their desire to resolve the Nagorno-Karabakh conflict,
Russia is unlikely to put pressure on Armenia in an effort to achieve
progress in this issue, the expert said.

"Now one can say that the settlement of Nagorno-Karabakh problem has
been already coordinated with Moscow and Ankara," Ogan told Trend
News over phone from Moscow.

"The relations between Russia and Azerbaijan have bright prospects.

Development of these ties will improve the situation in the region. It
will eventually lead to an intensification of the settlement of the
Nagorno-Karabakh conflict," the State Duma Federal Assembly fifth
convocation member, "United Russia" faction member Sergei Markov said.

"There are positive aspects in the process of the Nagorno-Karabakh
settlement. They are the intensive negotiations of the parties and
the activities of inter-mediaries. But the bad thing is that the
negotiations are not intense enough," Markov told Trend News over
phone from Moscow.

Azerbaijani political analyst Rasim Musabeyov said, now the matter is
how Turkey will behave. "If Turkey says it will not open its borders
and does not normalize relations with Armenia until progress in the
Nagorno-Karabakh settlement, so be it," the expert told Trend News.

Musabeyov believes Russia could use its potential to achieve dynamic
in the Nagorno-Karabakh settlement.

"What will it ensue – will the Armenian-Turkish relations become
normalized? This is, after all, the question of the Armenian-Turkish
relations," the politician said.

However, in a long-term prospect Turkey will not lose a chance
for using its closer relationship with Moscow as a way to exert
new pressure on Russia’s vulnerable and dependent "ally"-Armenia,
Director of Armenian Center for National and International Studies
Richard Giragosianbelieves.

According to Giragosian, it is connected with the reality of current
Armenian-Russian relations. They are marked by a deeper trend,
when Russia has been increasingly arrogant and short-sighted in
its treatment of Armenia, despite the fact that Armenia is the only
reliable ally for Moscow in the region. Moreover, Russian side has
been generally taking Armenian friendship and loyalty "for granted,"
rather than as an expression of a true strategic partner.

"Improvement and expansion in the Russian-Azerbaijani relations,
perhaps, will change Russia’s traditional position on regional issues,
including even the Nagorno-Karabakh conflict," Giragosian wrote Trend
News in an e-mail.

(CBA) chairman Arthur Javadyan activities of branch N 84 of VTB Bank
(Armenia) are discontinued, press office of CBA reported. The CBA
Board granted a license to implement remittances to EDram Ltd.

VTB Bank (Armenia) (formerly Haykhnaybank) was established in 1923
to attract savings and provide consumer credit to the population. In
September 2001 the government of Armenia made a decision to privatize
the state-owned "Haykhnaybank" (Armenian Savings Bank) through its
direct sale to the consortium of ARCH Limited/The Bahamas and Mika
Armenia Trading. In early 2003 the entire shareholding of the company
went to Mika Armenia Trading. In March, 2004, 70 per cent of the
Haykhnaybank’s stake were acquired by Russia’s Vneshtorgbank. On 20
June, 2006 Haykhnaybank was renamed to "VTB-Armenia Bank". On July 25,
2007 VTB acquired 30 per cent minus 1 share in Mika Armenia Trading
and became the sole owner of 100 per cent of stakes in its subsidiary
bank, VTB Bank (Armenia) JSC.

The Bank is a full member of Visa International.

EDram was elaborated and introduced in 2003 with the aim to provide
a convenient tool for electronic commerce in Armenia. EDram is
an electronic system enabling to make on-line payments in units,
equivalent to the Armenian dram for various services, products and
make money transfers.
