/PanARMENIAN.Net/ Iran’s parliament approved a 20-million-dollar
budget on Sunday to expose alleged US and British human rights abuses.

The sum will be spent on "alerting the international community to
numerous human rights abuses by these two countries and supporting
progressive movements standing against illegal acts of the US and
British governments."

It would also target US and British "conspiracies" against the Islamic
regime, the parliament said, adding that the intelligence ministry
would be in charge of the initiative.

The move, mirroring past US-funded initiatives, comes amid
international criticism of Iran over its crackdown on post-election
protests in which dozens were killed in clashes with security forces
and thousands of people detained.

At least four prisoners reportedly died in custody and the opposition
said some detainees were raped.

Iran blames the unrest, sparked by President Mahmoud Ahmadinejad’s
disputed re-election in June, on the United States and Britain,
charging that they sought a "soft overthrow" of the regime through
street protests.

The opposition charged the poll was massively rigged and hundreds
of thousands of people poured into streets, plunging the 30-year-old
Islamic republic into its worst political crisis, AFP reported.

YEREVAN, NOVEMBER 26, NOYAN TAPAN. Under the 2010 draft state budget
of Armenia, expenditures on social protection amount to about
240 billion drams. Chairman of the RA National Assembly Standing
Committee on Social Affairs, member of the Republican Party of Armenia
Hakob Hakobian said at the Urbat Club on November 26 that capital
expenditures were reduced by 8 billion drams compared to the 2009
actual expenditures, while all social indices were left unchanged.

He said that naturally, under conditions of the crisis the
government was unable to raise the salaries of employees of budgetary
institutions, as well as benefits and pensions. He forecast that the
living standard of citizens financed from the budget will decline by
2-3% in 2010 on 2009.

He informed those present that their standing committee has submitted
a number of proposals on the 2010 draft state budget. In particular, it
was proposed including in the budget a program envisaging compensation
for the deposits made with the former USSR Savingsbank before 10 June
1993, and allocating 1 billion drams to this program.

The standing committee proposed allocating 2.5 million drams in
addition to the draft budget-envisaged 16.5 million drams for the
program of social and rehabilitation services for disabled children
and youth.

The next proposal is related to an increase in the sum paid in case
of the birth of a third (fourth, etc.) child in a family under the
program of the one-time benefit for a new-born child. In the opinion
of H. Hakobian, this program can be financed with 689.5 million drams
envisaged for quite an inefficient program on paid social labor. If
this proposal is accepted, 5,910 families with three and more children
will receive 540 thousand drams each instead of the envisaged 430
thousand drams.

To recap, the 2010 draft state budget has been calculated based on
the settlement exchange rate of 376 drams per dollar.

The window of opportunity actually slammed shut in 2004, when Greek-
Cypriot voters overwhelmingly rejected a United Nations plan to
reunite the divided island of Cyprus. A week later the Greek-Cypriot
government was allowed to join the European Union anyway, while the
Turkish-Cypriots, who had voted in favour of the reunification plan,
were frozen out. But some people just won’t give up.

A year ago, with new leadership on both sides, the Greek- and Turkish-
Cypriots embarked on another round of talks aimed at reunifying
the island. As late as this September, Alexander Downer, the UN
secretary-general’s special adviser on Cyprus, said that "what you
have here are two leaders who are very committed to a successful
outcome." But good intentions are not enough.

Dimitris Christofias, the Greek-Cypriot president, and Mehmet Ali
Talat, his Turkish-Cypriot counterpart, are old friends, and they both
genuinely want to put the country back together, but they have made
little progress and after 50 meetings time is running out. There
will be elections in the "Turkish Republic of Northern Cyprus"
(TRNC) in April, and the new president there is likely to be hostile
to reunification.

Last time, in 2004, it was the Greek-Cypriot president who persuaded
the voters on his side of dividing line to reject the UN proposal.

There are bound to be times when one side or the other is led by
somebody who wants to die in the last ditch. But there are also bound
to be intervals, like the present one, when the leaders on both sides
are in favour of unification.

So why talk of windows of opportunity shutting? Even if it doesn’t
happen now, surely it will happen sooner or later. Alas, not
necessarily.

Geopolitical realities normally change as slowly as the continents
drift, but the tectonic plates are now moving fast in the eastern
Mediterranean. The chance of Turkey ever joining the European Community
is now shrinking rapidly towards zero — and without the incentive
of that goal, why would Ankara ever force the Turkish population of
North Cyprus back into a union with the Greek- dominated "Republic
of Cyprus"?

The current obstacle to EU membership for Turkey, which first applied
to join 22 years ago and has been an official candidate for the
past decade, is the opposition of the German, Austrian and French
governments. They are all conservative governments that believe a
Muslim-majority country has no place in what they still see as a
"Christian" Europe.

That is ugly nonsense, but not necessarily a deal-breaker: those
governments will probably be replaced one day by others that take
a more relaxed view of religious differences. After all, a clear
majority of EU citizens are not interested in religion at all. Greece
and the Republic of Cyprus would also veto Turkish membership today,
but a deal between the two Cypriot communities would obviously remove
that roadblock.

If anti-Muslim prejudice were the only obstacle to Turkey’s entry,
then it could still become a EU member one of these days, but the
tectonic shift is not driven by whoever is in power today in Paris,
Berlin or Vienna. It is driven by a growing concern in the EU that
global warming is going to generate huge numbers of desperate refugees
in Africa and the Middle East — "climate refugees" who will end up
trying to get into Europe.

Never mind if this is just, or even if it is an accurate vision of
the future. If this view comes to prevail in the EU, the main question
becomes: where do we hold the line against waves of climate refugees?

Should we try to control the current frontier along the eastern borders
of Greece and Bulgaria (about 300 km, 175 miles), or bring Turkey into
the EU and try to control 1,100 km (750 miles) of borders with Syria,
Iraq, Iran, Armenia and Georgia? Not rocket science, is it?

Unless it is overwhelmed by climate change, Turkey will be all right
outside the EU. It will overtake Germany in population within a
decade, and it already has a higher per capita income than several
Eastern European members of the EU. Turkey was a second-rank great
power until the end of the 19th century, and it is likely to be back
in that role by the mid-21st.

But if that is the role Turkey will be playing in another generation,
why would it want to withdraw its troops from North Cyprus and push
the Turkish- Cypriots into a single state with the Greek-Cypriots now?

Why would the Turkish- Cypriots themselves want to resume their place
as an unloved minority in a Greek-run state, rather than retain their
own state in close association with the rising regional great power?

The reply to that question 10 years ago would have been: because
Turkish- Cypriots are so poor. But the past decade has seen very rapid
economic growth in North Cyprus. The gulf in living standards between
the two parts of the island has dramatically narrowed, so reunification
no longer seems the only escape from poverty to Turkish-Cypriots.

This is not the last chance for the reunification of Cyprus; 2004 was.

Greek-speaking Cyprus is prosperous and secure, Turkish-speaking
Cyprus is approaching the same state, and Turkey itself no longer has
an incentive to support the creation of a reunified, federal state
in Cyprus.

Partition is permanent. It’s over.

ArmInfo. A joint statement by CSTO countries will be prepared to the
17th OSCE Ministerial Council meeting in support of Russian President
Dmitry Medvedev’s initiatives on development of the European Security
Treaty. The meeting will be held on December 1-2 in Athens, official
representative of Russia’s Foreign Ministry Andrey Nesterenko said
at November 24 briefing.

As the Russian Foreign Ministry’s official site reports, Nesterenko
said that OSCE may be a ground for elaboration of joint approaches to
the issues of crisis regulation. "For these purposes Russia offered
to agree the common principles of conflict prevention and settlement
at the Foreign Ministerial Council in Athens. Their adoption would
allow to avoid recurrence of the situations similar to the Georgian
aggression against South Ossetia in August 2008", A. Nesterenko said.

Moreover, he said that Russia, in co-authorship with the USA advanced
a draft solution of FMC in Athens about OSCE role in fight against
trans-border threats of security and stability.

According to Nesterenko, Russia, in co-authorship with Armenia,
Belarus, Kazakhstan, Kyrgyzstan and Tajikistan advanced a draft
solution, by FMC in Athens, on freedom of movement aimed at
facilitation of visa regimes in OSCE space.

German Green Party co-chair Cem Ozdemir has stated that the Turkish
Republic has always exploited the state’s laic structure to stall
democratization, adding that the republic is now becoming a real
republic thanks to recent reforms.

Speaking to Today’s Zaman about a recent plot devised by some military
officers called the Cage Action Plan that aimed to assassinate minority
leaders, Ozdemir said it was impossible for a country that eliminates
its religious minorities to be laic. "If Turkey today was a country
which still had its [non-Muslim] minorities, maybe its membership in
the EU would have gone smoothly."

Criticizing the application of the principle of laicism in Turkey,
Ozdemir said that the republic has always abused this principle.

Noting that the Cage plan was despicable, he added that there still
remained many questions to be answered such as whether those who have
been spreading a fear of religious fundamentalism until now have used
laicism to intervene in politics.

He also shared his opinion on the murder of his close friend Turkish
Armenian journalist Hrant Dink, who was killed on Jan. 19, 2007 in
broad daylight by an ultra-nationalist teenager. Saying that he has
been following the murder trial closely, Ozdemir stated that there
was a deeper structure behind the murder.

He said Turkey has lost a lot of its values due to atrocities such
as the killing of Hrant Dink, the killing of an Italian Priest in
2006, the incidents of Sept. 6-7 [1955], the exodus of the Greeks
and the assets tax [imposed on non-Muslims in the early republican
era]. "What kind of laicité is this? How can a Turkey purged from
its non-Muslims possibly be laic?" he said.

He said Turkey was just beginning to emerge from the legacy of the
Sept. 12 [1980] coup d’état. "Turkey has always been ruled with fear.

There have always been fear mongers speaking of traitors, external
enemies and other forces trying to destroy Turkey. From now on, the
republic is on its way to becoming a real republic. They tried to
hold the republic together with fear. But a country cannot stand on
its feet with fear, but with a Constitution, rule of law and justice."

Despite the international community’s repeated warnings and statements
on the unacceptability of resuming the military conflict, the things
have gone as far as that the possibilities of neutralizing the external
threats that may arise in case Azerbaijan resumes hostilities are being
discussed. Specifically, the Baku-based Zerkalo (Mirror) newspaper
writes: "One can be entirely sure that Russia, the USA and European
Union, for different reasons, will unanimously pronounce against
Azerbaijan’s attempt to restore its territorial integrity by force."

The newspaper points that the Western states, particularly the United
States, have no military presence in the region, which means they
have no way of influencing the developments using force. The West
is well aware of the fact that any attempts to settle the conflicts
in the South Caucasus by force will enable Russia to strengthen its
politico-military presence in the region.

"No one can guarantee Russia’s neutrality in case of hostilities
between Armenia and Azerbaijan. Nikolay Bordyuzha has repeatedly stated
that in case of war the Collective Security Treaty Organization (CSTO)
will fulfill its commitments under a treaty of alliance with Armenia,"
the newspaper writes.

Thus, without external threats averted, "even the liberation of some
occupied territories will turn into a Pyrrhic victory for Azerbaijan."

Moreover, in this case Azerbaijan cannot rely on the politico-military
support of Turkey, its only ally in the region. "First, the relations
between the two allies have, to put it mildly, been showing signs
of a rift recently. Secondly, it should be admitted that Turkey’s
potential is not so great for it to oppose the combined efforts of
the USA, Russia and European Union…"

In conclusion, the author points out the need for a clear answer to
the question concerning Azerbaijan’s ability to avert the subsequent
"international threats," otherwise "resuming hostilities means
a suicide."

Armenia’s Grape Industry in Danger

A recently published news article raised an alarming condition facing
the Armenian grape industry is facing. On November 16, 2009 the
chairman of the Union of the Armenian winemakers Avag Harutyunian,
Ph.D. had warned that if proper actions are not taken now, during the
next 5-6 year `Armenia would risk losing its vineyards’ to a past
called phylloxera.

This pest will result in a dramatic decline in yields in the vineyards
and cause enormous damage in vine industry in a very short period of
time to the detrimental of Armenia.

The spread of the phylloxera has infected thousand of acres of
vineyards worldwide, causing significant economic damage to their
industries. They include some of the world’s most famous wine
producing countries such as France, Italy, including California’s Napa
Valley.

Dr. Harutyunian stated that some $600 million are required to fight
the phylloxera infected vineyards in Armenia.

The situation is not hopeless. The Armenian Technology Group,
Inc. (ATG) a California based non-profit organization, had focused its
humanitarian efforts on a long term sustainable agricultural economic
development of Armenia. ATG had the foresight some 12 years ago to
establish a phylloxera resistant grape nursery in Armenia with
resistant rootstocks from California to graft this stock on old
indigenous grape varieties saving from complete destruction.

`The value of these resistant rootstocks varieties are recognized all
around the world’ said ATG Board member Nubar Tashjian, JD. `Our
representative Zlademir Zakiyan in NK did a great job of building a
strong foundation that could save the vine industry in Armenia.’

Since the establishment of the ATG phylloxera resistant grape nursery,
the number of acres planted with new vines in NK has increased from
2,913 acres to 6,653 acres.

In the past four years alone the nursery has generated over $500,000
reported financial resources that were re-circulated in domestic
economy. Additionally, numerous jobs have been created, and in one
instance supporting the entire village of Kheramort, including
hundreds of thousands for wages and salaries, not to mention many
thousand of dollars for local and state taxes.

`Grape growers in Armenia can take advantage of this wonderful
opportunity to obtain resistance rootstock and the experience that the
ATG Nursery has gained over the years.’ commented ATG Executive

Nov. 24, 2009 RA President Serzh Sargsyan met with CSTO Secretary
General Nikolai Bordyuzha. The development of CSTO statutory acts
will be completed shortly and the organization will become a structure
ensuring maximum security of CSTO member states.

Serzh Sargsyan thanked Nikolai Bordyuzha for the efficient joint
efforts, expressing his gratitude for the cooperation within CSTO
framework, meanwhile outlining serious work done recently, RA
presidential press service informed NEWS.am.

"Most probably it is the first good sign, when so called oral decision
turned into a document in such short period. CSTO Collective Rapid
Reaction Forces were not only set up, but the more — military
maneuvers were conducted," Serzh Sargsyan noted.

Artsakh organization over the weekend held its 16th Regional
Convention, at the conclusion of which a statement was issued.

The translated text of the announcement follows:

The current developments in Armenian-Turkish relations contradict the
interests of the Republic of Armenia, the Nagorno Karabakh Republic
and Armenians worldwide. The humiliating and dangerous preconditions
inherent in the signed protocols, as well as new statements constantly
being voiced by Turkish ruling circles prove that Turkey’s goal is
to weaken Armenian nation and to force new concessions. It is also
obvious that an attempt is being made to create a schism within the
Armenia-Artsakh-Diaspora united front.

On the other hand, the recent discussion over the so-called Madrid
Principles is proof of the increasing pressures upon Armenia on the
Karabakh issue. However, no coercion or bellicose threat can make
the Armenians relinquish their national interests.

We would like to emphasize that the Armenian Cause is not a struggle of
separate entities in the Armenian reality, but rather it is a struggle
for the fate of independent statehood and the existence of the entire
Armenian nation. The dignified victory achieved with the efforts of
all Armenians on the Artsakh front is not subject to bargaining.

The Artsakh ARF organization will continue the just struggle for the
rights of all Armenians.

When the citizens of Armenia and Turkey will be able to pass the
border, Italian "La Stampa" requested Turkish President Abdulah Gul.

"That obstacle will be soon resolved. Of course we’ll need some
"technical" period as the document should pass a discussion stage in
the parliaments of the both countries. Then we are going to appoint
Ambassadors and the land border will be opened. It’s long since the
air border is open," Gul told Italian paper. Gul declared his country
is serious to continue its strategy of having no problems with the
neighbors. "If status of democracy rises in the country all taboos
disappear," said Gul in view of Armenian and Kurdish conflicts.

Regarding the ties with Armenia Abdulah Gul said: "If we speak
generally, the world is changing and Turkey is changing also."
