Armenia, India boost cooperation in employment and social protection field

YEREVAN, APRIL 28, ARMENPRESS. Armenia’s Minister of Labor and Social Affairs Narek Mkrtchyan says that during his recent visit to India a number of agreements were reached to boost the cooperation in employment and social protection sector.

During a press conference in Armenpress today, the minister said this is the first experience of such a level of dialogue.

“India is a very important country for Armenia in the context of mutli-sectoral cooperation. In this respect I would like to note that the visit was quite productive and was full of agreements reached. Working groups have already been formed to deal with the implementation of these agreements”, he said.

He particularly highlighted the meeting with the executives of Skill India large state corporation. The corporation is cooperating with different business associations, major companies and is engaged in development of human skills, trainings. It also has active relations with educational institutions, business organizations, clarifies priority areas and what kind of specialists are needed. It trains 60 million people annually. Minister Mkrtchyan informed that a memorandum has been signed with the corporation’s leadership on introducing such an institute in Armenia.

“India’s experience in training a large number of people, making them competitive in the labor market is very important for us. Today we re-assess our employment programs in order to make them more targeted. And studying the successful international experience is very important here. India has quite a successful experience in this respect. If we manage to introduce such a system in Armenia, we will be able to offer new paths for development of skills to our citizens”, the minister said.

Mkrtchyan informed that he had a productive meeting also with the Indian Minister of Labor, Employment and Environment, and they agreed to sign agreements in a number of directions. A working group has already been formed to deal with pushing forward these activities. “We will start these activities next week. One of the directions relates to the discussions over an organized labor migration. As you know, a labor force from India is attracted to Armenia’s different areas. We are planning to put this movement on legal relations, provide legal consulting, formalize everything that is informal and give an opportunity for training”, he said.

The next direction, he said, is the field of social protection and working relations, which is again developed in India. Narek Mkrtchyan said India is among those unique countries that granted people working remotely a status by including them in the social protection system. “This is also important for Armenia. A process of exchange of experience will start in this direction”, he added.

Azerbaijani press: Presidential election in France proves insignificance of Armenian lobby – expert

The results of the first round of the presidential election in France, questions addressed to the candidates during the debates before the first and second rounds, and the answers to these questions proved once again the non-significance of global processes for the country's citizens and the absence of any interest in the "Armenian issue" among them, Azerbaijani expert Elchin Mirzabayli told Trend.

According to Mirzabayli, the absolute majority of the promises made in the election campaigns in both the first and second rounds of the election regard social problems, which indicates that these problems in France have reached a critical level in recent years.

"The main problem of voters in France now is the rapid rise in food prices and forecasts about their inaccessibility to middle and poor segments of the population," he said. "Given this factor, provision of the population with food ranks in the first place among the promises on the social sphere made by the incumbent president and at the same time presidential candidate Emmanuel Macron."

"As part of the election campaign, Macron told the France Bleu television channel that food stamps could be introduced due to the rising prices. Macron noted that in case of his re-election, he plans to develop and implement a "food stamp program" to protect the poor and middle classes from rising food prices and a new crisis," the expert further said.

He noted that according to the results of pre-election polls in France and according to experts, voters are concerned about such issues as a decrease in the level and quality of life of the population, religious and ethnic contradictions, an increase in the number of offenses, crime, problems with migrants and the demographic situation, issues of social infrastructure.

According to him, the "Armenian issue" hasn’t been mentioned among these problems, which indicates that the Armenians living in France are only used by the political authorities as an insignificant geopolitical pretext if such a need arises.

Mirzabayli also noted that the election campaign has shown that the possibilities of the influence of the Armenian lobby in France have significantly decreased and have no significance for the country. In this context, the hopes of the Armenians regarding Anne Hidalgo and Valerie Pecresse, the candidates for the presidency of France, weren’t justified.

As the expert pointed out, this proves that talks about a "strong" Armenian lobby have nothing to do with reality, just like the "history" of Armenia, consisting of myths and legends.

The Armenian lobby, in fact, has influence only at the municipal level, but in reality, its capabilities are quite low, he said.

According to Mirzabayli, the analysis of the comments in the Armenian press and the noticeable points in the mainline of the ongoing propaganda has shown that the political leadership of Armenia, the Armenian diaspora and the lobby didn’t expect Macron to reach the second round.

"In fact, the participation of Armenians in the election campaign of these candidates was not particularly noticeable, and in the election marathon of Macron, they were not noted at all," the expert noted.

According to him, Armenians most likely believed that Marine Le Pen and Pecresse or Hidalgo would compete in the second round.

“As for Macron, he most likely won’t be able to continue to pay much attention to the “Armenian issue”, given the concern of his voters with internal social problems, as well as the weakness and unscrupulousness of the Armenian lobby,” added Mirzabayli.

Forcible annexation of Artsakh to Azerbaijan will lead to the destruction of the republic: Artsakh announces its "red lines"

ArmInfo. Artsakh has never been and never will be a part of Azerbaijan, and any discussions on this issue are unacceptable for the people of Artsakh. NA Speaker Artur  Tovmasyan announced this on April 14 at an extraordinary session of  the Artsakh Parliament.

Yesterday, Armenian Prime Minister Nikol Pashinyan, speaking in  parliament, said that the international community urges Armenia to  slightly lower the bar on the status of Nagorno-Karabakh. "  Otherwise, please do not pin your hopes on us, and not for the reason  that we do not want to help you, but because we cannot help you," the  RA Prime Minister said. After this statement by Pashiyan, a meeting  of the Security Council was convened in Artsakh. "Azerbaijan's  proposals regarding the status of Artsakh are unacceptable," Artsakh  President Arayik Harutyunyan said at a meeting with the leadership of  the regional administration, heads of communities, and active  representatives of the population in Martakert.

"Artsakh has never been and will never be part of an independent  Azerbaijan, and any discussions around this issue are unacceptable  for us. This is a" red line "that no one has the right to cross. The  forcible annexation of Artsakh to Azerbaijan will lead to the  destruction of Artsakh and will become a geopolitical, historical and  a moral tragedy for the Armenian statehood and the Armenian people,"  the President of the Artsakh Parliament said.

Tovmasyan emphasized that the people of Artsakh are full of  determination and will not deviate from the chosen path. "We have  paid a very high price for our freedom and independence. And you have  no moral right to close our history in an unworthy way," the Speaker  of the National Assembly of Artsakh noted.

At the suggestion of Tovmasyan, the PMs honored the memory of the  martyrs with a minute of silence.  "Eternal Honor to all our  soldiers-liberators who died in the three Artsakh wars, in the border  regions of Armenia and in March 2022 at the height of Karaglukh. We  all understand that they died in the name of the Armenian nation, in  the name of the existence of the people of Armenia and Artsakh,"  emphasized the President of Parliament.

As Artsakhpress reports, Artsakh Foreign Minister David Babayan also  responded to Armenian Prime Minister Nikol Pashinyan. "I don't know  what it means – you have to ask him. We don't have a bar issue, we  have a problem of 'red lines'. This is a 'red line' that no one has  the right to cross," the Artsakh Foreign Minister said.

According to him, the authorities and the people of Artsakh are  united and "not only the people of Artsakh, but any normal person,  any normal Armenian is convinced that Artsakh will not be part of  Azerbaijan." "There will be no Artsakh, there will be no Armenia  either – this is a simple truth. Let no one think that there is an  alternative – there will not be," the Minister said.

President of Artsakh chairs Security Council extended-format meeting

YEREVAN, APRIL 1, ARMENPRESS. A regular sitting of the Security Council under the chairmanship of President of the Artsakh Republic Arayik Harutyunyan was held in an expanded format, the Presidential Office said.
In his opening remarks, the President of Artsakh first and foremost noted that the frequent holding of Security Council sittings recently is conditioned by the military-political situation in the republic, especially by the developments in the eastern part of Artsakh.

Touching upon the carried out actions and future plans, President Harutyunyan expressed his appreciation to the Defense Army, other power structures and the volunteers, who managed to fulfill the set tasks in a short period of time, suspending the enemy's advance.

“We understand that their goal was to capture the whole of Karaglukh. We should state that the main height of Karaglukh, the highest point, is under our control, but as of today some important hills are under the control of the Azerbaijani Armed Forces. Our goal is to withdraw the Azerbaijanis to their original positions. Our demand and request to the peacekeeping troops was that the status quo stemming from the trilateral statement should be restored. We will never change this claim," President Harutyunyan said.

Arayik Harutyunyan expressed confidence that the purpose of the provocation fomented by Azerbaijan was first of all aimed at discrediting the role of the Russian peacekeeping forces.

"We consider that the Russian peacekeeping forces continue to carry out their mission, notwithstanding that episode," A. Harutyunyan said.

However, the Artsakh Republic President stressed that vigilance should be maintained at a high level until it is clear that Azerbaijan will not resort to such provocations again.

"For that very reason, we will take radical and decisive steps in terms of our self-defense in the future," President Harutyunyan said.

Minister of Defense Kamo Vardanyan delivered a report on the current operative-tactical situation on the line of contact.

During the discussion of the issues on the agenda, President Harutyunyan gave a number of instructions to the responsible officials of the relevant structures.

Opposition MP: Armenia experiencing most difficult stage of its independent statehood

Armenia is living through the most difficult and dramatic stage of its independent statehood at this point, according to MP Elinar Vardanyan of the opposition Hayastan faction.

“It is necessary to concentrate our resources and take precise steps to get out of the current situation,” she told a discussion on the “Armenian agenda, internal solidarity and pan-Armenian resources” on Wednesday.

Vardanyan states that internal solidarity and pan-Armenian resources are different aspects of one and the same issue.

She underscores that Armenian society has been split into various camps in recent years, due to which people’s resistance has been broken.

"Currently, there is a major rift among Armenians all over the world, which is worrying," the lawmaker said, stressing the need for measures to eliminate it.

She calls for a proper assessment of pan-Armenian resources and their proportionate distribution to counter the threats facing Armenia, Artsakh and the Armenian Diaspora.

Armenia, Azerbaijan Being Considered For Shanghai Cooperation Organisation Observer Status

The member-states of the Shanghai Cooperation Organization (SCO) are actively considering the issue of obtaining observer status by Armenia and Azerbaijan, SCO Secretary General Zhang Ming has said.

The SCO is a regional political, trade and security alliance that includes China, India, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan, and Uzbekistan. Observer states include Afghanistan, Belarus, Mongolia, while Dialogue partners include Cambodia, Nepal, Sri Lanka, Turkey, as well as Armenia and Azerbaijan. Upcoming Dialogue partners include Egypt, Saudi Arabia and Qatar.

Ming stated that “As for the issue of obtaining observer status by Azerbaijan and Armenia, the SCO member-states are actively considering it. In this regard, I am optimistic although at the moment I can not name the exact time.”

SCO secretary general stressed that of course, the relations between the two countries are an important factor that should be taken into account.

“The SCO member-states are unanimous in not introducing bilateral contradictions into the organization,” Ming added. “This is also an obligation which any country that claims to join SCO must fulfill.”

Armenia and Azerbaijan have strained relations and fought a war, won by Azerbaijan over disputed territories in 2020. Geopolitical measures have settled down since although sporadic violence occasionally spills out. However, upgrading the two would be positive news for both as the potential for future conflict can be minimized by SCO pressure, and as both will gain from the need to develop new supply chains between China, Asia and Europe via the Caucasus given the current situation with the northern routes via Russia and Belarus. A later, logical step to take would be for Georgia to join as a Dialogue Partner as doing so would complete the supply chain platforms from East to West with Georgia’s assistance, generating transit fees and increased added value manufacturing investment for the EU markets by other SCO member states.

Rights of Armenians of Artsakh, status of Nagorno Karabakh are principle matters for us – FM Mirzoyan

All rights of the Armenians of Artsakh and the issue of the status of Nagorno Karabakh are principled and key matters for Armenia, Foreign Minister Ararat Mirzoyan told lawmakers during the parliamentary foreign affairs committee session on the government’s 2021 report of its 2021-2026 action plan.

Opposition Hayastan faction MP Armen Rustamyan asked if the FM can clearly announce that Armenia entered negotiations to rule out Artsakh’s status within Azerbaijan, to rule out an enclave status of Artsakh and to restore Armenia’s commitment to be the guarantor of the right to self determination of the people of Artsakh.

FM Mirzoyan answered by saying that the ruling Civil Contract party issued its views on these questions, and these views are anchored on the goals of building peace in the region and ensuring stable development.

According to the FM, the campaign programs of Civil Contract received sufficient public support in order for Civil Contract to form the government and implement their programs.

“The outline of our government is to build peace in the region. Certainly a most important part of this is the re-launch of peace talks around Nagorno Karabakh, the negotiation and subsequent signing of a comprehensive peace treaty between Armenia and Azerbaijan. The matters of the rights of Armenians of Artsakh and the status of Nagorno Karabakh are principled and key issues for us,” Mirzoyan said.

Speaking on a different question regarding the connections, demarcation and delimitation, Mirzoyan said there is a common understanding that in case of unblocking the roads will be under the sovereignty and legislation of the countries through the territory of which they pass.

As a result of the November 26, 2021 meeting between the Armenian, Russian and Azerbaijani leaders in Sochi, as well as the December 15 Brussels meeting between the Armenian, Azerbaijani and European Council leaders an agreement was reached to restore the Yeraskh-Julfa-Ordbubad-Meghri-Horadiz railway, Mirzoyan said. “And now works are underway to stipulate these agreements de jure,” he added.

“I wouldn’t be mistaken to say that now there is a common perception that all roads, railways that will be unblocked, all transport infrastructures must function under the sovereignty and jurisdiction of the countries through which they pass,” Mirzoyan said.

Armenian, Italian FMs exchange messages on 30th anniversary of establishment of diplomatic relations

YEREVAN, MARCH 18, ARMENPRESS. The Foreign Ministers of Armenia and Italy exchanged messages on the occasion of the 30th anniversary of the establishment of diplomatic relations between the Republic of Armenia and the Italian Republic, the Armenian Foreign Ministry said.

In his message Ararat Mirzoyan, Foreign Minister of the Republic of Armenia, particularly emphasized the fact that the Armenian-Italian cooperation is characterized by a high-level political dialogue. He commended the growing bilateral trade turnover, as well as the volume of Italian investments in Armenia. Minister Mirzoyan expressed determination in bringing bilateral economic relations to the level of political dialogue.

Congratulating the Armenian counterpart, Luigi Di Mayo, the Foreign Minister of Italy, in his turn noted that since the establishment of diplomatic relations, the Armenian-Italian friendly relations and political dialogue have been developing and strengthening, as evidenced by the high-level reciprocal visits. He added that the friendly relations between Armenia and Italy establish stable trade-economic and cultural ties, which are complemented by the existing cooperation in various spheres.

Sports: Armenian journalists to compete in Egypt football tournament

The Armenian team of journalists will take part in the 10th International Football Tournament for Media and Journalists to be held in Hurghada, Egypt on March 23-25.

In the tournaments of 2019 and 2021, the Armenian team took the second place.

Apart from the Armenian team, a record number of 12 teams from Belgium, Georgia, Romania, Morocco, Moldova as well as several teams representing Egypt will participate in the tournament this year.

The teams have been divided into 3 groups. The Armenian journalists’ team is included in Group C, where its rivals will be the teams of Romania, Morocco and Hurghada.

The group winners will fight for the champion’s title, while the holders of 2nd place in the groups will compete for the 4th-6th places.

The Armenian journalists’ football team, which includes employees of a number of Armenian media outlets, has participated in numerous international tournaments and has won medals.

MEP concerned over Nagorno-Karabakh people`s fate

ArmInfo. Below is a statement by Ms Marina Kaljurand, Chair o the Delegation for relations with the South Caucasus, MEP, on the worrying humanitarian situation in  Nagorno-Karabakh. 

"On 8 March, the natural gas pipeline supplying Nagorno-Karabakh was  damaged in an area under the control of Azerbaijan. Despite freezing  temperatures, the pipeline has not been repaired yet and the entire  population of Nagorno-Karabakh has been without gas supplies already  for a week. It is urgent that unhindered access is provided to the  damage site without delay in order to restore supplies as soon as  possible," she said in a statement.

"At the same time, reports of ceasefire violations have multiplied  since early March, along the Nagorno- Karabakh line of contact, as  well as on the Armenia-Azerbaijan border, including reports of  Azerbaijan's high-calibre mortar shelling of several Nagorno-Karabakh  villages. Over the past weeks, Azerbaijani army loudspeakers directed  at these villages have been calling on the local Armenian population  to leave the area, intensifying the psychological pressure and  threatening the use of force.

"I am seriously concerned by these developments and the humanitarian  situation in Nagorno- Karabakh and strongly condemn any hostile  actions aimed at civilians. I reiterate my call for the speedy  resumption of negotiations on a lasting conflict settlement and  recall the EU's readiness to step up assistance to build confidence  and address humanitarian and other issues."
