Turkish press: Road to normalization of Turkiye-Armenia relations

Despite being two neighboring countries, Turkiye and Armenia have seen ups and down in diplomatic relations since Yerevan’s declaring its independence in 1991.

The two countries have long been divided by a range of issues – from Armenia’s refusal to recognize their shared border to its occupation of Nagorno-Karabakh and the 1915 events between the Ottoman Empire and Armenians.

The bilateral relations, however, have gained a new dimension towards normalization recently, with Turkish and Armenian special envoys scheduled to meet in Moscow on Jan. 14 to lead dialogue between Ankara and Yeravan.

History of relations

Turkiye was one of the first countries to recognize Armenia’s independence on Sept. 21, 1991 after the collapse of the Soviet Union.

It sent humanitarian aid to Armenia that was struggling with serious economic problems after declaring its independence and helped Yerevan integrate with regional organizations, international community and the Western institutions.

Turkiye invited Armenia to the Black Sea Economic Cooperation as a founding member.

However, the bilateral relations deteriorated after Armenia’s occupation of Nagorno-Karabakh, internationally recognized as Azerbaijani territory.

Turkiye ended direct trade with Armenia in 1993 and the border between the two countries was closed.

Football diplomacy

In 2005, Recep Tayyip Erdogan, then Turkish prime minister, sent a letter to the then Armenian President Robert Kocharyan and proposed establishing a joint commission of historians to study the Ottoman-era incidents of 1915.

Kocharyan, instead, suggested a high-level political dialogue to normalize relations between the two countries.

Then Turkish President Abdullah Gul congratulated Armenian counterpart Serzh Sargsyan over his 2008 election victory. In what was called “football diplomacy,” Sargsyan invited Gul to a 2008 World Cup qualifier match between Turkiye and Armenia in Yerevan.

Gul became the first Turkish president to visit Armenia after its independence.

It was only after one year that the Armenian president paid a visit to Turkiye’s northwestern Bursa province to join Gul at the second leg of the World Cup qualifier.

High-level meetings continued when Erdogan and Sargsyan met in Washington on the sidelines of the 2010 Nuclear Security Summit.

2009 Zurich protocols

Turkiye and Armenia signed two protocols for the establishment of diplomatic ties and improvement of bilateral relations on Oct. 10, 2009 in Zurich, Switzerland, which were a “roadmap” for the re-establishment of bilateral ties.

According to the protocols, the steps would include the opening of the Turkish-Armenian border two months after the protocol went into effect. The two countries also decided to establish committees in several fields and at various levels.

Armenian diaspora, the church and the nationalist parties in the country reacted against the protocols.

Turkiye sent the protocols to parliament for the approval, while they were submitted to the Constitutional Court in Armenia.

Although the Armenian court ruled on Jan. 12, 2010 that the protocols could constitutionality be approved, it rejected one of the main premises of the protocols.

At the end, Sargsyan suspended the ratification process.

Azerbaijan’s Karabakh victory

After the collapse of the Soviet Union, Armenia carried out attacks on Azerbaijani soldiers and civilians for almost 30 years from the Nagorno-Karabakh region and the surrounding area.

New clashes erupted on Sept. 27, 2020, with the Armenian army attacking civilians and Azerbaijani forces and violating humanitarian cease-fire agreements.

During the 44-day conflict, Azerbaijan liberated several cities and villages that were occupied by Armenia.

A Russian-brokered agreement ended the fighting on Nov. 10, 2020.

Turkiye has stood by Azerbaijan since the start of the war, with Azerbaijani President Aliyev thanking his Turkish counterpart Erdogan on every occasion.

Towards normalization

Following the war over Nagorno-Karabakh, Turkish-Armenian relations have entered a new phase, with Erdogan saying Turkey is ready for dialogue with Armenia.

Addressing Azerbaijan’s parliament on Jan 16, 2021, Erdogan said peace and stability in the Caucasus will benefit the entire world, not just countries of the region.

“The opening of Turkiye’s borders to Armenia will bring innumerable benefits to the country,” he added.

Armenia has acknowledged “positive signals” from the Turkish president, with Armenian Prime Minister Nikol Pashinyan saying: “We will evaluate these gestures and respond to positive signals with positive signals.”

Armenia announced it would lift its embargo on Turkish imports as of January 2022.

Also Foreign Minister Mevlut Cavusoglu’s speech at the Turkish parliament on Dec. 13 signaled that a new era has begun in Turkiye-Armenia relations.

On Dec. 15, Turkiye appointed Serdar Kilic, a former ambassador to the US, as its special envoy to discuss steps towards normalization with Armenia. Three days later, Armenia named National Assembly Deputy Speaker Ruben Rubinyan as its special envoy for dialogue with Turkiye.

Armenia Ombudsman meets with Russia Ambassador, return of Armenian captives being held in Azerbaijan discussed

Human Rights Defender of Armenia Arman Tatoyan today had a meeting with Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Armenia Sergey Kopirkin, Armenian News-NEWS.am learned from the press release issued by Ombudsman Arman Tatoyan.

“Several issues were discussed, including the urgency of the return of Armenian captives being held in Azerbaijan.

The Ombudsman attached importance to the effective cooperation with the Embassy of the Russian Federation in Armenia and expressed gratitude for the joint efforts for prompt exchange of information for protection of the rights of Armenians in the Russian Federation.

The Human Rights Defender also highly appreciated the high-level relations with Federal Commissioner for Human Rights in the Russian Federation Tatyana Moskalkova that are based on full mutual trust.

The parties agreed to continue the cooperation and exchange information in the field of human rights protection,” the press release reads.

Five Armenian prisoners repatriated from Azerbaijan

Through the mediation of the Government of Hungary, five Armenian prisoners of war were repatriated, Armenia's foreign ministry reported on Wednesday. The ministry has also published the names of the prisoners – Sarkis Abrahamyan, Arman Khachatryan, Vahe Aghajanyan, Suren Khachatryan, Aram Avetyan. 

Earlier, the Azerbaijani sources reported that the returned servicemen had been  captured during the November 16 border incident.

YEREVAN, DECEMBER 28, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan participated in the informal meeting of the leaders of the CIS member states in St. Petersburg, ARMENPRESS was informed from the Office of the Prime Minister.

The event was attended by the President of the Russian Federation Vladimir Putin, the President of Kazakhstan Kassym-Jomart Toka, the President of Kyrgyzstan Sadyr Japarov, the President of Belarus Alexander Lukashenko, the President of Tajikistan Emomali Rahmon, the President of Uzbekistan Shavkat Mirziyoyev, the President of Turkmenistan Gurbanguly Berdimuhamedow, the President of Azerbaijan Ilham Aliyev, the First President of Kazakhstan Nursultan Nazarbayev, as well as CIS Executive Secretary Sergei Lebedev.

First, the participants of the meeting took a “family photo”, then Russian President Vladimir Putin greeted those present.

Issues related to the development of cooperation in the CIS area, as well as joint measures to combat the coronavirus were discussed at the meeting.

Anna Popova, Acting Head of the Russian Federal Service for the Oversight of Consumer Protection and Welfare, presented a detailed report on the work and measures taken against the coronavirus.

The meeting ended with an informal dinner of the CIS leaders.

Robert Kocharyan sees chance to “set some things right” with diplomacy in Artsakh issue

YEREVAN, DECEMBER 27, ARMENPRESS. Former President of Armenia Robert Kocharyan, the leader of the opposition Hayastan bloc argues that if he were to lead the country again he would be able to set some things rights in the issue of Artsakh.

He did not go into details when he made the comments at a press conference.

“Yes, I see a chance to save something in this situation through active diplomatic work, I see this path. But this administration won’t even try do to so because during the course of their entire conscious lives these people have thought the way they are acting now,” he charged at the incumbent authorities.

“The expectation from them is zero. Now, I suggest change, let’s enable the people who’ve showed during their entire lives that they are thinking otherwise,” Kocharyan said.

He said that this path will be difficult.

“Indeed, in some directions we are able to correct some things. Indeed also in terms of the status of Artsakh. I see the sequence of steps through which something can be salvaged,” the ex-president said.

Ex-President Kocharyan to incumbent Armenia authorities: You have fulfilled all preconditions of Turkey

Turkey has always posited three preconditions before Armenia to normalize relations: The territorial integrity of Azerbaijan—including Karabakh, the unconditional return of seven regions, and not to manifest enthusiasm in connection with the international recognition of the Armenian Genocide—or in other words, passing that matter on to historians. The second president of Armenia, leader of the opposition "Armenia" Bloc Robert Kocharyan stated about this during his year-end press conference Monday—and responding to Armenian News-NEWS.am's question on how the process of establishing relations with Turkey today differ from the respective processes of his time in office.

"Now the precondition of the ‘Zangezur corridor’ has increased. Look at what happened to those preconditions. Our approach has always been the following: We [i.e., Armenia] are ready to build relations [with Turkey] without preconditions. Even when they were talking from the border, we were saying the [Armenian-Turkish] border is open on our side, closed on the other side. What happened to those three preconditions?

Let's start with the second. Not [just] seven districts were returned, but [also] Shushi and Hadrut [cities of Artsakh (Nagorno-Karabakh)]—with a bonus. In fact, this precondition no longer exists. In connection with the Genocide, Armenia is so weak today that to think it can succeed in the Genocide recognition matter, perhaps in the distant future, but today the Armenian authorities have left that issue entirely to the offices of the Armenian National Committee. Second, such matters may be petitioned to countries that may have a some interest in punishing Turkey at one time or another. There is no other resource. In fact, two of the three preconditions have been successfully resolved for them," Kocharyan stated.

As for the precondition of recognizing the territorial integrity of Azerbaijan, ex-President Kocharyan reminded that before the Brussels meeting, Armenian Prime Minister Nikol Pashinyan said at the National Assembly that as of 2016, there is not even a theoretical option for Karabakh not being part of Azerbaijan.

"What does this mean? This means that yes, the first person of Armenia says that he does not see any option, any status outside [being part of] Azerbaijan. He reaffirmed it during this last press conference [of his]. Now all three preconditions [of Turkey] have been met [by Armenia]. And when they say we are ready to establish relations with Turkey without preconditions, it is difficult to invent a bigger hypocrisy. You have fulfilled all the preconditions; moreover, you are discussing the issue of the [‘Zangezur] corridor,’" Kocharyan said.

And reflecting on the Armenian-Turkish relations during his presidency, Kocharyan said: "In my time, yes, there were contacts. When [Turkish President] Erdogan's party won the parliamentary elections in 2002, the first [Turkish] foreign minister was Abdullah Gul. There was a multi-faceted event with him in Madrid. [Then Armenian FM] Vartan Oskanian was quite excited. He called me and said that the Turkish side was ready for negotiations without preconditions. I said, ‘Vartan, I do not believe, they are still new [in power], they are ‘hot,’ they probably have not realized that Azerbaijan will hinder them. Do not make a big fuss about it, it does not turn out that we are creating expectations.’

Gul said ‘without preconditions.’ Do you recall they were putting forward a notion that ‘We are zeroing the problems with all our neighbors?’ As a result, they had much deeper problems with all the neighbors.

After the second meeting, Oskanian told me that they were somehow retreating [from the talks]. And during the third meeting, we completely returned to where we started. This was an encouraging moment in Armenian-Turkish relations, which lasted 6-7 months, no more."

1 Armenian soldier dead, 8 injured as a result of resisting Azerbaijani attacks

Private soldier Vahe Manaseryan (born in 2002), a conscript of the N military unit of the Ministry of Defense of Armenia, was killed on December 10 while resisting the offensive operations undertaken by the units of the Azerbaijani Armed Forces in the eastern direction of the Republic of Armenia (Gegharkunik region), ARMENPRESS was informed from the press service of the Defense Ministry of Armenia.

“The Ministry of Defense of the Republic of Armenia shares the grief of the loss and expresses solidarity with the family members, relatives and fellow servicemen of the deceased serviceman”, the Ministry said.

Another 8 servicemen are injured. The condition of 6 of them is assessed severe, there other two moderate and light.
