An Armenian law-enforcement agency has pledged to investigate allegations that the Ministry of Health misused government funds provided to it in 2020 for the fight against COVID-19. In a recent report, the Armenian parliament’s Audit Chamber suggested that ministry officials embezzled and/or wasted some of the 26 billion drams ($59 million) in emergency funding allocated following the onset of the coronavirus pandemic. In particular, the chamber said, the ministry inflated the number of hospitalized COVID-19 patients and channeled 900 million drams into hospitals that did not treat people infected with the respiratory disease. It also questioned the integrity of relevant state procurements, saying that many of them were administered without tenders. Armenia’s Anti-Corruption Committee (ACC) responded to the Audit Chamber report by opening a formal criminal case. The ACC said it is conducting an investigation into embezzlement, fraud and abuse of power. It has not yet identified any suspects in the case. The alleged abuses were committed during former Health Minister Arsen Torosian’s tenure. Torosian, who is now a parliament deputy representing the ruling Civil Contract party, has already ruled out any corrupt practices. He said earlier this week that he looks forward to cooperating with investigators. “For me, it is very strange that the Audit Chamber does not understand elementary facts,” he told Factor.am. “Frankly, I see a bias in that report.” Torosian was sacked by Prime Minister Nikol Pashinian in January 2021. Throughout his tenure he was criticized not only by opposition groups but also some pro-government parliamentarians. The criticism intensified during the pandemic which hit Armenia hard. Torosian repeatedly defended his and other government officials’ response to the unprecedented health crisis. Health Minister Anahit Avanesian has asked the Armenian parliament to take disciplinary action against its opposition members who staged an angry protest in her office after she praised riot police using force against anti-government protesters. The three female parliamentarians burst into the office on Wednesday as Avanesian met there with other officials from the Armenian Ministry of Health. They brandished photographs of the remains of Armenian soldiers killed in the 2020 Karabakh war that were kept in degrading conditions at a morgue outside Yerevan. “Shame on you!” one of the lawmakers, Kristine Vartanian, shouted during the incident caught on a mobile phone camera. It was a stark reminder of Avanesian’s perceived role in a scandal that erupted one year ago. Photographs circulated on social media showed plastic bags filled with human remains lying on the ground in the morgue’s basement, which was not refrigerated to prevent their decomposition. They caused uproar in the country, with many accusing the authorities of dishonoring the soldiers. Avanesian publicly apologized to soldiers’ families at the time amid opposition calls for her resignation. The minister retained her post, unlike the morgue’s director and two other employees fired as a result. Avanesian condemned the intrusion as an act of “hooliganism” and “ugly show.” She called for a parliamentary ethics inquiry into Vartanian and the two other lawmakers. Vartanian scoffed at the demand on Thursday, saying that it is part of the Armenian authorities’ efforts to intimidate leaders and participants of more than month-long protests organized by the country’s main opposition forces. The incident occurred the day after Avanesian praised security forces’ response to the virtually daily rallies in Yerevan demanding Prime Minister Nikol Pashinian’s resignation. She specifically defended the use of force against opposition supporters who tried to march towards the parliament building on June 3. The police fired stun grenades during the violent clashes with protesters which left dozens of people from both sides injured. Amateur videos posted on social media showed some police officers kicking and punching protesters arrested by their colleagues. None of those officers is facing criminal proceedings. Law-enforcement authorities have instead pressed assault charges against 15 opposition supporters. Opposition leaders reject the accusations as politically motivated. “I am sometimes surprised by the patience of our police officers, their strong nerves,” Avanesian told reporters on Tuesday. “They are doing a great job. Armenian opposition leaders on Thursday urged Moscow to stop doing business with Armenia’s government as they rallied supporters during Russian Foreign Minister Sergei Lavrov’s visit to Yerevan. The demonstrators marched towards the Armenian Foreign Ministry building in the morning shortly before the start of Lavrov’s talks with his Armenian counterpart Ararat Mirzoyan held there. The authorities deployed scores of riot police and other security forces to keep them from approaching the building. The crowd did not attempt to break through the massive police cordon, with opposition leaders addressing it outside Armenian prosecutors’ headquarters close to the Foreign Ministry. They all welcomed Lavrov’s trip. “We are here to communicate a very clear message,” said Ishkhan Saghatelian, the main speaker at continuing anti-government protests in Yerevan. “The people who present themselves as Armenia’s authorities and with whom you negotiate have nothing to do with the will and position of the Armenian people. Any agreement reached with them is null and void.” Another opposition leader, Hayk Mamijanian, urged Moscow to do more to ensure the release of Armenian prisoners remaining in Azerbaijan and the withdrawal of Azerbaijani forces from an area in Karabakh seized by them in March. The protests were part of a “civil disobedience” campaign which the opposition launched on May 1 in a bid to force Prime Minister Nikol Pashinian to resign. Opposition leaders accuse Pashinian of helping Azerbaijan regain full control over Nagorno-Karabakh. They also claim that he is ready to cede Armenian territory to Baku as a result of a planned demarcation of the Armenian-Azerbaijani border. Mirzoyan downplayed the significance of the protests at a joint news conference with Lavrov. He said the opposition drive to topple the government has not attracted popular support. Echoing statements by other Armenian officials, the foreign minister also said that Pashinian’s political team won a mandate to run the country for the next five years in the 2021 general elections. Moscow reacted cautiously to the protests on May 5. Kremlin spokesman Dmitry Peskov expressed hope that political stability in Armenia will be restored soon. Armenia will control a road and a railway that will connect Azerbaijan with its Nakhichevan exclave through an Armenian region, Russian Foreign Minister Sergei Lavrov said during a visit to Yerevan on Thursday. Lavrov revealed at the same time that the Armenian government has agreed to simplify border crossing procedures for Azerbaijani cargo and travellers that will use the planned transit routes. Armenia and Azerbaijan are to reopen their border to commercial and passenger traffic under the terms of a Russian-brokered ceasefire that stopped their six-week war for Nagorno-Karabakh in November 2020. Azerbaijani President Ilham Aliyev has repeatedly claimed that the deal calls for a permanent land corridor for Nakhichevan passing through Armenia’s Syunik province that also borders Iran. Aliyev said in December that passage through the corridor must be exempt from Armenian border controls. Yerevan rejected his demands. The disagreements effectively suspended the work of a Russian-Armenian-Azerbaijani commission dealing with practical modalities of the transport links. The commission met in Moscow late last week for the first time in five months. The Russian government said its Armenian and Azerbaijani members “brought closer their positions on issues of border, customs and other types of control.” Speaking after talks with Armenian Foreign Minister Ararat Mirzoyan, Lavrov said that Baku, Moscow and Yerevan are now finalizing a deal on a “simplified” border control regime for the road to Nakhichevan. “It will be simplified but it will precisely be based on the recognition of the sovereignty of Armenian territory,” Lavrov told a joint news conference with Mirzoyan. “There can be no ambiguities here.” “We have a sense that our Armenian and Azerbaijani colleagues proceed from this,” he said. Lavrov did not specify whether people and cargo using the Syunik roads will be checked by Armenian customs and immigration officers. It is also unclear if the same simplified regime will be put in place for the transit of Armenian goods through Azerbaijan. Mirzoyan stressed that “all roads that will be opened or reopened will remain under the sovereignty and jurisdiction of the country through which they pass.” He said Baku and Yerevan have yet to work out “many details” of the transport links. “But discussions are continuing and I think that we will have mutually acceptable solutions,” added the Armenian minister. Neighboring Iran has repeatedly voiced support for full Armenian control over all roads passing through Armenia. Iranian President Ebrahim Raisi reaffirmed Tehran’s stance in a June 1 phone call with Prime Minister Nikol Pashinian. The issue was high on the agenda of Pashinian’s last meeting with Aliyev held in Brussels on May 22. European Council President Charles Michel, who hosted the meeting, said the two leaders agreed on “principles of border administration, security, land fees but also customs in the context of international transport.” He did not elaborate. Today we met with the leaders of Artsakh's opposition political forces, Deputy Speaker of the Armenian Parliament from the opposition Ishkhan Saghatelyan wrote on his Facebook page.
"We discussed the challenges and threats created around Artsakh and Armenia. We also discussed the manifestations of the current political crisis in Armenia. We agreed to continue more organized meetings and discussions in such a format, as well as to work in Artsakh, Armenia and the Diaspora towards the expansion of the Movement," he noted.
Catholicos Aram I Bestows ‘Knight of Cilicia’ Medal to Vahe Hovaguimian
His Holiness Aram I, Catholicos of the Great House of Cilicia has bestowed the “Knight of Cilicia” medal upon Western Prelacy Executive Council chair Vahe Hovaguimian and his wife, Hasmig, for their decades of service to the Armenian Apostolic church.

The medal was presented to the Vahe and Hasmig Hovaguimian following the ordination of three celibate priests in Antelias, Lebanon. Vahe Hovaguimian served as what is known as the godfather of the ordination.
Following the ceremony on May 22, Aram I presided over a luncheon honoring the newly-ordained at the Antelias Seminary, where the Hovaguimians were joined by clergy, seminary administration members, students and the parents of the newly-ordained priests. At the conclusion of the event, the Catholicos presented the medals.
Western Prelate Bishop Torkom Donoyan read the Aram I’s Encyclical, in which the Catholicos emphasized the Hovaguimians dedication and service to the Armenian Church.
“As a tangible _expression_ of your enthusiasm toward the Armenian Church, you have made and continue to make an important contribution to the activities of the Western Prelacy of the United States of America, both through the National Assembly and the Executive Council. Both you and your wife Hasmig have supported the endeavors of the Western Prelacy through various means,” the Encyclical said.
Prelate Donoyan was in Antelias to conduct the ordination of the three new celibate priests. After celebrating Divine Liturgy at the St. Gregory the Illuminator Cathedral that was presided over by Catholicos Aram I, the three graduates were ordained and elevated to the ranks of the celibate priesthood.

The three deacons— Hrag Kalayjian, Shant Kadehjian and Nareg Filikian—then assumed their priesthood names and will be known as reverends Armen, Arakel and Azad respectively. As is tradition, the newly-ordained priests will spend the next 40 days in prayer, fasting and reflection at St. Mary’s Seminary in Bikfaya, to begin their sacred mission.

Following the ceremony, Vahe Hovaguimian, who served as godfather, washed the foreheads and hands of the newly-ordained priests.

Iranian envoy says new gas swap agreement likely with Armenia soon

YEREVAN, MAY 27, ARMENPRESS. Iranian Ambassador to Armenia Abbas Badakhshan Zohouri says a new cooperation in gas swap is likely to start between Armenia and Iran soon.
“There are technical and specialized issues that relevant experts are studying and discussing. It wouldn’t be right for us to say something until it’s not completed. Let’s wait for the technical, specialized results, but whatever the result will be is going to be beneficial for both countries,” the ambassador told reporters.
He said that one of the important topics discussed during the 17th Armenian-Iranian Inter-Governmental Session were the energy agreements, including gas swap.
Earlier in May, Iranian Oil Minister Javad Owji for swapping Turkmenistan’s natural gas to Armenia.

Lawyers: Persecution of oppositionist Mikayel Badalyan ‘totally’ politically motivated

STEPANAKERT / WASHINGTON—The Republic of Artsakh’s security, socio-economic growth, and youth empowerment were at the center of the Armenian National Committee of America’s recent working visit to Artsakh, during which three professional staff consulted closely with government officials, humanitarian groups, and civil society leaders regarding the ANCA’s array of pro-Artsakh advocacy initiatives.
ANCA Government Affairs Director Tereza Yerimyan, IT Director Nerses Semerjian, and Programs Director Alex Manoukian were joined by the ANC International’s Gevorg Ghukasyan in a week-long fact-finding mission to Artsakh. While there, they worked closely with the ANC of Artsakh, which was launched in September 2021, to focus on protecting the rights of Artsakh’s citizens, securing international recognition of the Artsakh Republic, and restoring Artsakh’s territorial integrity. The visit took place as the ANCA ramps up advocacy for pro-Artsakh priorities in the Fiscal Year 2023 Foreign Aid Bill and FY2023 National Defense Authorization Act.

“Artsakh’s security and sovereignty are the ANCA’s top advocacy priorities,” explained Yerimyan. “We appreciated the opportunity to speak with government officials, as well as civic and community organizations to understand Artsakh’s challenges firsthand in order to better advocate for policies that will ensure the safety of the people of Artsakh and ensure their right to determine their own destiny on their ancestral lands,” added Yerimyan. “We look forward to sharing insights about the long-term effects of the 2020 war and ongoing Azerbaijani aggression with U.S. officials, as we continue to work to end U.S. military aid to Azerbaijan and expand U.S. aid to Artsakh.”
The ANCA team discussed Artsakh’s geopolitical challenges with Foreign Minister David Babayan and shared the ANCA’s current federal level efforts calling on President Biden to maintain FREEDOM Support Act Section 907 restrictions on U.S. aid to Azerbaijan and Congressional efforts to block any additional military assistance to the dictatorial Aliyev regime. Yerimyan also outlined the ANCA’s work with the Biden Administration and members of Congress to secure sanctions against Azerbaijan and Turkey for war crimes committed during their 2020 attack on Artsakh and Armenia. The ANCA’s work with groups like the Armenian Legal Center for Human Rights and Justice to impose international political and legal pressure on the Aliyev Administration to release over 200 Armenian prisoners of war was also discussed, among a broad range of pressing topics.

During meetings with Artsakh Republic Minister of Social Development and Migration Armine Petrosyan, the ANCA team learned new details about the plight of the 100,000 Armenian refugees forced from their ancestral homes during the 2020 war, and efforts to assist their return to Artsakh. They discussed the important role expanded U.S. assistance to Artsakh would play in the everyday lives of Artsakh Armenians and ongoing Armenian American community efforts to secure $50 million as part of the FY2023 Foreign Aid Bill. The ANCA team also met with Artsakh representatives of the Armenian Relief Society (ARS) and Hamazkayin Armenian Educational and Cultural Association to learn about their programs on the ground to help families affected by the war. Among programs discussed were the ARS “Stand with an Artsakh Family” relief project and Hamazkayin’s “Children of Artsakh” initiative. During an uplifting visit to the ARS Soseh Kindergarten, the ANCA team was treated to special dance and poetry presentations by the children.

Artsakh Human Rights Defender Gegham Stepanyan discussed the effects of Azerbaijan’s ongoing attacks on border villages and the water and gas challenges facing the Artsakh population. During the March 2022, Azerbaijani disruption of the gas pipeline, Stepanyan brought international attention to the crisis through daily reports, which the ANCA shared with elected officials. He continues to monitor and investigate the latest incidents and offered detailed reports on Azerbaijan’s targeting of civilian populations. Stepanyan continues to work closely with families whose relatives remain prisoners of war in Azerbaijan and advocates for their immediate release. The ANCA team spoke with several former prisoners who had returned from Azerbaijani captivity and heard their harrowing stories of survival.
“Meeting with returned refugees from the 2020 Artsakh war and speaking with families who lived through the Azerbaijani bombing of Stepanakert was a powerful reminder of the incredible resilience of Artsakh Armenians and the very real impact of worldwide ANC – Hai Tahd – advocacy in support of Artsakh self-determination and freedom,” said Nerses Semerjian. “We look forward to sharing Artsakh’s story of survival with elected officials and community members alike – as we work to expand the ANCA’s network of chapters and advocates across the U.S.”
During meetings with Vardan Tadevosyan, the founder and director of the Lady Cox Rehabilitation Center, the ANCA team learned more about the life-changing assistance the center provides for soldiers and civilians injured during the 2020 Artsakh war, while working with children and adults with physical and mental disabilities.
The Center, first established in 1998 through a partnership of local health officials and then-Speaker of the United Kingdom’s House of Lords, Baroness Caroline Cox (a trained nurse), is respected internationally for its leadership in rehabilitation. Following the 2020 Artsakh war, the Center has assisted 1800 patients per year at their facility and served another 300 homebound patients in surrounding regions. The ANCA has long called for U.S. humanitarian assistance for the Center to increase outpatient services and expand its reach into isolated, rural, and impoverished areas.
The ANCA team also met with representatives of The HALO Trust, whose demining efforts have saved countless lives in Artsakh for over two decades, in part through ANCA-supported U.S. assistance. The HALO Trust hit a demining milestone last week, announcing that they had just finished clearing the Artsakh capital, Stepanakert, of all known unexploded ordnance – a major feat since over 20% of Stepanakert had been contaminated during the 2020 Artsakh war. The ANCA continues to support U.S. demining assistance to the HALO Trust to clear Martuni and Martakert, the second and third-most densely populated cities in Artsakh, particularly given the increasing flow of returning civilians to the area. Program Officer Alexey Adikov discussed the ongoing dangers unexploded ordnance pose to Artsakh civilians, escorting the ANCA team to a field near Stepanakert, where demining experts disposed of an unexploded U.S.-made M77 mine from the 2020 war.
During the ANCA working visit, the team also explored ways to encourage broader Artsakh youth civic participation, offering best practices developed through the ANCA’s broad range of student empowerment and career services programs. ANCA Programs Director Alex Manoukian is working closely with the ANC of Artsakh to explore remote and in-person intern exchanges between Artsakh and the U.S., with a focus on university students interested in policy, politics, and media. Manoukian, who also serves on the Armenian Youth Federation Eastern Region Central Executive, teamed up with AYF-ER Central Junior Council member Shirag Ohannesian in visiting with AYF chapters throughout Artsakh to expand cooperation through the AYF “Together for Artsakh” program.
“This is my second visit to Artsakh in the past six months, and each time our ANCA Board members and staff visit, we return with new ideas to strengthen the bond with the people – and particularly our youth,” said Alex Manoukian. “Working with the ANC of Artsakh and the AYF, we look forward to building on existing programs and establishing new ones to help Artsakh students and recent graduates build a brighter future in their ancestral homeland.”
Prior to the ANCA working visit to Artsakh, Yerimyan submitted testimony to the House Appropriations Subcommittee on Foreign Operations, outlining Armenian American pro-Artsakh priorities, with a sharp focus on ending all U.S. military aid to Azerbaijan and delivering an urgently needed $50 million aid package to Artsakh.
In her testimony, Yerimyan made the case that, in the wake of Azerbaijan’s ethnic cleansing of Artsakh and amid Baku’s ongoing occupation of sovereign Armenian territory, the U.S. Congress should hold the Aliyev regime accountable by cutting off all U.S. military aid to its armed forces. She also pressed for a long-term developmental investment in Artsakh to help its families “rebuild their lives and resettle in safety upon their indigenous Armenian homeland.”
Yerimyan will be submitting testimony to the corresponding Senate panel shortly, sharing the ANCA team’s latest findings.

Congratulating Ashot Adamyan for not giving up anybody the champion title for many years, Alen Simonyan was interested in the athlete’s last European Arm Wrestling Championship held in Bucharest on May 14, when the episode of standing of the Azerbaijani athlete, who was the third, on his feet, trying to appear tall and cast shadow the winner of the European Championship Ashot Adamyan.
The Master of Sports informed the Speaker that at that moment he did not notice that athlete’s behavior being obsessed with our hymn and victory. As Ashot has presented, during the competition the Turkish and the Azerbaijani competitors tried to put psychological pressure on him, but they did not succeed deviating him, as the Champion noticed jokingly that he simply did not understand the competitors’ language. The athlete also noted that during his sport career he competed in 60-kg category, and it was for the first time when he competed in 65-kg weight. To Simonyan’s remark whether this is final weight, the young athlete answered that everything is ahead, adding with smile that he did not want to gain weight.
Alen Simonyan was interested in the perspectives of the sport, once again congratulating Ashot Adamyan for registering significant success and handed him a souvenir.
