Artsakh sappers destroyed 859,029 explosives and ammunition since September 2020

The officers of the Artsakh Republic Humanitarian Demining Center have detected 173 remnants of weapons of different calibre in Martuni, Martakert and Askeran regions in the past week, the Artsakh Republic State Service for Emergency Situations. According to the source, 215 weapons of large calibre were detected and neutralized and more than 92,400 sq. m territory has been cleared of unexploded ordnance. 

In total, since September 2020, 859,029 explosives and ammunition have been detected and destroyed in the territory of the Republic.

Prime Minister of Armenia Nikol Pashinyan chaired a consultation on the process of the impementation of the construction, renovation or overhaul of 500 kindergartens and 300 schools defined by the Government Action Plan, ARMENPRESS was informed from the Office of the Prime Minister.

Referring to the topic, the Prime Minister said, "During the pre-election campaign of this year's early parliamentary elections, we recorded our commitment to make investments and reforms in Armenia's education, particularly in the field of general education. In particular, we talked about the program to build, renovate or overhaul 300 schools and 500 kindergartens.

Our main goal is to increase the level of access to quality education in the country. As the year draws to an end, we will enter 2022 in a few days, the purpose of today's discussion is to record how far we have reached in the implementation of the program. Needless to say, it is included in the Government's Action Plan for 2021-2026 and in the list of measures for the implementation of the Government’s Action Plan. Today we will try to be more detailed, to make our future plans in this direction as predictable as possible."

Deputy Minister of Education, Science, Culture and Sport Zhanna Andreasyan presented the methodology for achieving the goal, the work done using that methodology and the upcoming activities. It was mentioned that in all the regions of the Republic of Armenia and in the capital Yerevan need assessment of pre-school and school service was carried out with the following principle: Needs identification, complete diagnosis and determining the method of complete organization. The enlarged community of Kapan in the Syunik Province was selected as an example, which includes 31 rural settlements, the number of beneficiary children reaches 1000.Here it is planned to organize education in 13 places. Within the framework of the preparatory works, the buildings were inspected, the list of necessary inventory was clarified, the transport routes were mapped, and tenders for the design and estimate documentation were carried out. The financial component of the program is currently being discussed. The need for educational services for the enlarged communities of Tatev, Kajaran and Meghri in Syunik has been determined by the same model, the need assessment in other enlarged communities of the Province is in progress. There is a working group consisting of representatives of the departments in-charge, the work is carried out in accordance with the terms of the respective decision of the Prime Minister of Armenia. After summarizing the works in Syunik, it is planned to launch the same methodology in other provinces.

According to the plan, in 2022 it is expected to carry out construction, overhaul and repair works of about 170 schools, 130 kindergartens, which are currently in progress or in the phase of completion. Moreover, these target indicators do not include possible subsidy or other alternative programs.

In response to the Prime Minister's question, the process of developing a common policy for the involvement of professional staff was presented.

Other issues related to the necessary steps to achieve the target, the current pace, the implementation of subsidy programs with the same criteria, infrastructure availability and other issues were discussed at the meeting. A number of proposals were presented.

The Prime Minister highlighted the application of the conceptual approach at the heart of the program, under which pre-school, school, cultural, sports and other components are considered as a whole. Nikol Pashinyan gave instructions to Deputy Prime Ministers Mher Grigoryan and Hambardzum Matevosyan, proposing to discuss the ideas aimed at fostering the process, highlighting the joint synchronized work.

Armenian PM says plans to meet with Azerbaijani leader on sidelines of CIS informal summit

YEREVAN, December 24. /TASS/. Armenian Prime Minister Nikol Pashinyan said on Friday he plans to take part in an informal summit of the CIS leaders in St. Petersburg on December 28 and hold an informal meeting with Azerbaijani President Ilham Aliyev on its sidelines.

"I will go to this meeting (CIS informal summit – TASS). So far, a bilateral meeting [with Aliyev] is not planned but an informal meeting will most probably take place," he said in a live broadcast on his Facebook account.

Pashinyan and Aliyev met in Brussels on December 14. The meeting was mediated by European Council President Charles Michel. After the meeting, Pashinyan said that Yerevan and Baku reiterated their agreement on resuming railway service. Michel said after the meeting that the European Union will send a mission of experts to help Armenia and Azerbaijan delimit and demarcate the border.

On the following days, the Armenian and Azerbaijani leaders had another meting organized under the mediation of French President Emmanuel Macron.

Yerevan mayor: Efforts being made to make Civil Contract party sole bearer of ‘values of revolution’

Yerevan Mayor Hayk Marutyan believes the initiators of the vote of no-confidence in him are trying to privatize the “revolution” and present the ruling Civil Contract party as the “sole bearer and heir” of the revolutionary values.

Speaking at a special meeting of the Yerevan City Council on Wednesday, Marutyan said the impeachment process against him is based on the claims he quitted the Civil Contract party and the My Step faction of the municipal council. He stated that he has left the party, but not the faction.

"I remain a member of the My Step faction; those claims are false. By referring to the Civil Contract party in their arguments, these people are trying to privatize the revolution and to make Civil Contract the sole bearer and heir of the values of revolution, which is unacceptable for me and thousands of others, who are non-partisan like me and who carried out a revolution to build a better Armenia,” he said.

“Moreover, Civil Contract members went even further, saying that those who are not from the party are against the revolution and support counter-revolutionary forces. This is unacceptable and offensive," Marutyan stated.

Also, he pointed to the lack of strong grounds for the motion of no-confidence in him.

"For instance, it could be related to an embezzlement of large funds from the budget or a horrific crime. As it became clear from the speeches, there's nothing like that," Marutyan said.

He noted that the reason for the impeachment process cited by the My Step members is quite different. "As the initiators said, since I left the Civil Contract party, I have to leave this position as well,” he said.

Analyst: At this rate, Armenia’s authorities might refuse to visit Armenian Genocide Memorial Complex soon

The Armenian authorities don’t pay visits to Nagorno-Karabakh, and I won’t be surprised, if later they refuse to visit Tsitsernakaberd Armenian Genocide Memorial Complex in order to please Turkey. This is what President of the International Center for Human Development NGO, political scientist Tevan Poghosyan told reporters today.

According to him, Turkey won’t renounce its preconditions in any way. “The re-election of the incumbent authorities secured more losses and failures for us Armenians,” Poghosyan said.

The political scientist added that Armenia failed to overcome a tremendous number of crises and challenges that existed in the past and escalated even more and emerged after the new authorities came to power. “I’m referring to the financial crisis and the crisis in diplomacy and security, and, in my opinion, the most important one if the moral-psychological crisis, which had an impact on each and every one of us. Moreover, all these crises continue to escalate,” Poghosyan clarified.

Yerevan Perspectives: Directors of over 100 leading festivals to arrive in Armenia in 2022

Due to its exceptional artistic quality, the Yerevan Perspectives International Music Festival has been a full member of the European Festivals Association (EFA) since 2007. Since 2014, it has been ranked among the top ten festivals in Europe.

During the General Assembly meeting of 2021, EFA members voted and confirmed the EFA’s next Arts Festivals Summit from 2 to 5 May 2022 in Armenia, hosted by the 23rd Yerevan Perspectives International Music Festival, it said in a statement on Thursday.

From May 1-5, 2022, the directors of more than 100 leading festivals, European commissioners for innovation, research, culture, education, youth and other spheres, mayors of about 40 European cities, businessmen, tourism and media officials, guests will arrive in Armenia, comprising more than 300 participants in total.

In 2022, EFA will turn 70. Armenia will host the 70th anniversary of the European Festivals Association, thus marking the beginning of a new decade of the association. The summit of 2022 will differ in its format by launching new programs, new projects, and initiatives, the Yerevan Perspectives said.

Armenia High Commissioner for Diaspora Affairs: We Armenians don’t know our enemies well

Armenia is interested in the maintenance of centers for Armenian studies abroad, but it has limited resources. At the same time, the Armenian government needs to prepare qualified Armenologists, Turkologists and Azerologists who will also work abroad. This is what High Commissioner for Diaspora Affairs under the Prime Minister of Armenia Zareh Sinanyan said today.

“What I am concerned about is the fact that we Armenians don’t know our enemies well. We need to know them so that we can understand how to fight against them. We have been living with them since the 11th century, but we still don’t understand who we are dealing with. We haven’t done that to this day, and this is why we constantly receive blows from them,” he added.

The official noted that one of the key objectives is to make the voice of the Armenian Diaspora heard more. “In this sense, there is an idea to create a bicameral parliament. There are also other solutions, and it is necessary to hold a discussion on all this,” he emphasized.

Sinanyan informed that the Office of the High Commissioner for Diaspora Affairs has created a closed database showing the data of Diaspora Armenians who can make investments for Armenia’s development. “Out of the 50 specialists who arrived in Armenia through the “iGorts” program for Diaspora Armenians, more than half of them have repatriated to Armenia. Out of those repatriates, 14 have been hired to work in the public administration system. One of the participants moved to Artsakh (Nagorno-Karabakh),” he said, adding that Armenia will set up a center for integration of repatriates that will provide services in Eastern Armenian, Western Armenian, Russian and English under the one-stop shop principle.

Opposition and police clash in Sukhumi

Clashes between the opposition and police officers overseeing the complex of government buildings have begun in Sukhumi, Interfax reports.

The rally organized by the People’s Patriotic Union of Abkhazia is taking place at the square facing the Abkhazian drama theater and located near the complex of government buildings and the President’s administration.

The supporters of incumbent leader of the republic Aslan Bzhania are standing in front of the presidential palace, and representatives of pro-government political parties and non-governmental organizations are giving speeches every now and then.

The complex of government buildings is blocked with metal barriers. The demonstrators are trying to break through the chain of police officers and enter the square. Gunshots are heard. Police officers used smoke bombs.

As reported Apsnipress, after the opposition’s meeting with the Abkhazian president, Advisor to the President for Science and Culture Nugzar Logua came to the square and informed that the President is ready to start negotiations with the opposition and discuss all the issues of the latter’s concern in a few days when the situation calms down.

SOCAR opens petrol station on occupied section of Armenia’s Goris-Kapan roadway

Azerbaijan's state oil company SOCAR has set up a petrol station on Goris-Kapan roadway, which passes through Armenia's Syunik region and was handed over to Azerbaijan with verbal agreement by Pashinyan. 

The opening event was attended by the president of the company Rovnag Abdullayev, the Azerbaijani media reported. 

To note, Azerbaijani forces, which had intruded into the sovereign territory of Armenia, earlier established customs checkpoints by acquiescence of the RA leadership, continue to levy sums as fees, and transfer them to its budget.

Furthermore, on August 25, Azerbaijan blocked the Karmrakar-Shurnukh section of the Goris-Kapan roadway which passes exclusively through the territory of the Republic of Armenia and where vehicles were evacuated only after negotiations held by Russian border guards.

125,000 Euros allocated to the Armenian schools in Lebanon by the Calouste 
Gulbenkian Foundation

The Armenian Communities Department of the Calouste Gulbenkian Foundation has 
allocated 125,000 Euros to the 16 Armenian schools in Lebanon. This follows the 
donation of 650 tablets and 50 laptops to the schools at the beginning of 2021. 

Since its establishment, the Armenian Communities Department has paid special 
attention to the Armenian schools in the Middle East. In recent years, the 
Foundation has developed a comprehensive strategy for Lebanon, with a particular 
focus on the Armenian community schools.

Currently, Lebanon is facing one of the worst economic crises in its history. In 
response, the Foundation has temporarily suspended The School Grant Program it 
launched in 2020. Instead of supporting three schools to develop comprehensive 
educational projects, it is supporting all schools to meet immediate needs. 

The current support provided to Lebanon is in addition to the Foundation’s other 
initiatives in the country: scholarships, special education, teacher training, 
publications and funding for cultural initiatives by youth.
