YEREVAN, SEPTEMBER 8, ARMENPRESS. President of Russia Vladimir Putin discussed with President of the European Council Charles Michel the implementation process of the trilateral agreements over Nagorno Karabakh, ARMENPRESS was informed from the official website of the Kremlin.

‘’The situation over Nagorno Karabakh was discussed. At the request of Charles Michel, the President of Russia informed about the steps taken for the implementation of the trilateral agreements of November 9, 2020 and January 11, 2021’’, reads the statement.

Charles Michel made a post on his Twitter page about the telephone conversation, who, referring to the NK issue, wrote ‘’It’s necessary to build trust and start a dialogue’’.

Deputy Minister of Territorial Administration and Infrastructure Kristine Ghalechyan received on September 8 the delegation of Babak copper, a company operating in the field of copper production in Iran, headed by Executive Director of the company Mohammadreza Mirzaei. The company is a leading mining company in Iran.

As ARMENPRESS was informed from the press service of the Ministry of Territorial Administration and Infrastructure, Mohammadreza Mirzaei thanked the Deputy Minister for the reception and noted that the his goal is to present the potential of their company and discussing the investment opportunities with the Armenian side.

Welcoming the members of the delegation in Armenia, Kristine Ghalechyan stressed that there are already successful programs and successful cooperation between Armenia and Iran in many spheres, noting that she is glad to state that the subsoil sector is in the interest of the Iranian side.

During the meeting, the representatives of Babak Copper Company presented details about the company's activities in Iran, informed about the production capacities of the company and the technology of in tank leaching used in copper production. It was mentioned that the company has invested more than 400 million euros in Iran; the issue of investment opportunities in Armenia was discussed.

An agreement was reached to organize another meeting with Babak copper company with the participation of Armenian companies operating in the field and to jointly discuss the proposal of the Iranian side.

YEREVAN, SEPTEMBER 10, ARMENPRESS. Russia doesn’t plan to pull out its peacekeeping forces from Nagorno Karabakh, military expert Vladimir Evseev told ARMENPRESS when asked to comment the former commander of the troops Lt. General Rustam Muradov’s latest statement.

“I think Russia doesn’t plan to pull out peacekeepers upon the completion of the 5-year term. But of course everything will depend on the current situation. Azerbaijan will certainly try to somehow drive out Russian peacekeepers, but I don’t think they’ll succeed,” the Russian analyst said.

Lt. General Rustam Muradov, who led the Russian peacekeeping forces in Nagorno Karabakh since the signing of the ceasefire and who was only recently replaced by Major General Mikhail Kosobokov, told TASS that a decision on extending the mission’s term will be made when the 5-year term is completed. Muradov mentioned that he assesses highly the peacekeeping activities, and noted that this assessment is given by the civilian population of Artsakh.

In this context, Evseev said that almost a year since the end of the war Azerbaijan basically hasn’t yet mastered the territories it occupied.

“I don’t see how Azerbaijan is [mastering] Karabakh. This isn’t visible. There is some military mastering, but the territories aren’t being populated. Turns out the 7000 Azerbaijanis which Azerbaijan lost in the war died for nothing. Turns out they captured territories where no one lives. In this case, what was the point in taking so many casualties? What do Arabs for example do in Nagorno Karabakh? Why did they appear there? There are many questions. Therefore I think it’s too early to speak about what could happen in 4 years. But in any case I think Russia doesn’t plan to pull out its peacekeepers. This is my personal opinion,” Evseev said.

MOSCOW, September 8. / TASS /. Russian President Vladimir Putin and President of the European Council Charles Michel addressed the implementation of the trilateral agreements on Nagorno-Karabakh over the phone, the Kremlin press service said on Wednesday.

"The Nagorno-Karabakh situation has been discussed. At the request of Charles Michel, the Russian President told him about the current steps to implement the provisions of the trilateral agreements of November 9, 2020, and January 11, 2021," the press service noted.

The Kremlin also mentioned that the sides agreed to continue contacts at various levels.

Intense clashes between Azerbaijan and Armenia flared up on September 27, 2020, in Nagorno-Karabakh. On November 9, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a joint statement on a complete ceasefire in the conflict zone, which facilitated a complete cessation of hostilities. According to the document, the Azerbaijani and Armenian sides maintained the positions that they had held, while several regions came under Baku’s control and Russian peacekeepers were deployed along the contact line and the Lachin corridor. The statement stipulates the exchange of prisoners according to the ‘all for all’ principle.

With the support of peacemakers, two soldiers who had been captured near the Black Lake in the Syunik Region have been returned to Armenia from Azerbaijan. One prisoner of war (POW) detained in Nagorno-Karabakh was delivered from Yerevan to Baku.

The "Caucasian Knot" has reported that on July 3, 2021, in exchange for minefield maps in the Fizuli and Zangelan Districts, Azerbaijan returned 15 Armenian POWs; and in June, 15 people were returned in exchange for minefield maps in the Agdam District. On August 9, relatives of the Armenian POWs kept in Azerbaijan, including those convicted, protested outside the building of the Armenian Government.

Azerbaijan has returned two more Armenian POWs – Arthur Nalbandyan and Aramais Torozyan, the "News.am" reports. They got lost in the Syunik Region of Armenia on July 14.

The Armenian militaries were exchanged for the Azerbaijani soldier, Djamil Babaev, who was arrested on August 25 in Martakert for crossing the contact line.

This soldier of the Azerbaijani Army broke into a house in Martakert and threatened minors, the Nagorno-Karabakh Prosecutor's Office reported on August 26. The soldier had been treated in a mental clinic and escaped from there, the Azerbaijani Ministry of Defence (MoD) has explained.

YEREVAN, SEPTEMBER 7, ARMENPRESS. Foreign Minister of Armenia Ararat Mirzoyan received on September 7 Ambassador of India to Armenia Kishan Dan Deval. Foreign Minister Mirzoyan drew the Indian Ambassador's attention to the situation created by the oenetration of theAzerbaijani armed forces into the sovereign territory of Armenia. In this regard, the Minister praised India's principled position, as well as its continued support for a peaceful and comprehensive settlement of the Nagorno-Karabakh conflict.

As ARMENPRESS was informed from the press service of the MFA Armenia, Minister Mirzoyan noted that one of the priorities of Armenia's foreign policy is the deepening and strengthening of traditional friendly relations with India, raising the political dialogue and cooperation to a qualitatively new level.

The spheres of trade and economy, transport-communication, IT, defense, healthcare, culture, education-science were singled out as important directions of cooperation. The significant role of the Armenian-Indian intergovernmental commission was highlighted in terms of full use of the existing potential in the economic sphere.

The interlocutors also discussed the current developments around the North-South international transport corridor.

Referring to the cooperation of the countries on multilateral platforms, the parties recorded with satisfaction the continuation of mutual assistance within the framework of international organizations. In this context, in terms of strengthening international security, Minister Mirzoyan highlighted the fact that India will become a non-permanent member of the UN Security Council for 2021-2022.

The Armenian side also thanked the Government of India for its continued assistance in the field of healthcare.

Ex-president Serzh Sargsyan files libel lawsuit against lawmaker Khachatur Sukiasyan

YEREVAN, SEPTEMBER 6, ARMENPRESS. Third President of Armenia Serzh Sargsyan has filed a libel lawsuit against Member of Parliament Khachatur Sukiasyan.

The ex-president’s lawyer Amram Makinyan said they demand Sukiasyan to retract his statements in the parliament chambers.

“This is a rather comprehensive lawsuit, we’ve presented all substantiations with which we are sure the court will satisfy our lawsuit and will oblige Khachatur Sukiasyan to refute the information,” Makinyan said.

Ruling party MP Khachatur Sukiasyan, while delivering a speech in parliament, had claimed that the former president had “gambled away more than 100 million dollars”.

Executive Seminar on Counter Weapons of Mass Destruction in Armenia

With its long-standing partner, the Ministry of Emergency Situations, the US Defense Threat Reduction Agency (DTRA) initiated the first workshop of the Chemical, Biological, Radiological and Nuclear Security Cooperation Engagement Program (CSCEP). Both partners committed to a program for enhanced training on CBRN preparedness and response.

After pandemic delays, the CSCEP team launched the Executive Seminar on Counter Weapons of Mass Destruction (WMD) in Armenia for representatives from the Ministry of Emergency Situations, Ministry of Foreign Affairs, Ministry of Health, Ministry of Environment, Ministry of Defense, National Security Service, Food Safety Inspection Body, Police, and Armenian Nuclear Regulatory Authority. This three-day WMD seminar facilitated interagency information-sharing, national response policy review, and clarification of agency roles in emergencies, using presentations, practical exercises, and interactive discussions based on the real-world scenarios. The Ministry of Emergency Situations, as a coordinator of emergency activities, presented on Radiological, Chemical and Nuclear (RCN) security, communication, and response.

Collectively, there was a fruitful exchange of experience between Armenian agencies and US subject matter experts. Participants praised the value of holding similar executive seminars, as a platform for interagency policy discussions to coordinate in emergency situations.

US Defense Attaché, COL Pipes, Chief of the Defense Threat Reduction Office in Yerevan, MAJ Shields, and Bilateral Affairs Officer, MAJ Hayes, attended the seminar.

This executive seminar begins a series of DTRA-led trainings and workshops for Armenian partners within the Chemical, Biological, Radiological and Nuclear fields.

COVID-19: Armenian CDC reports 595 new cases, 16 deaths

YEREVAN, SEPTEMBER 3, ARMENPRESS. 595 new cases of COVID-19 were recorded in the last 24 hours, bringing the cumulative total number of confirmed cases to 243,981, the Armenian healthcare ministry said.

6138 tests were administered.

16 patients died from COVID-19, raising the death toll to 4892. This number doesn’t include the deaths of 1162 other people infected with the virus who died from co-morbidities.

488 people recovered, bringing the total number of recoveries to 228,214.

As of September 3, 11:00 the number of active cases stood at 9713.

In the Syunik Region, villagers have limited access to food and medical services, as the road from Goris to Kapan has been blocked by Azerbaijani soldiers, the local authorities report.

The “Caucasian Knot” has reported that the State Border Guard Service of Azerbaijan claimed Armenian soldiers attacked a border guard on the territory of the “Gubadly” border-combat checkpoint. The Armenian side denied the accusations. On August 25, Azerbaijani soldiers blocked a section of the road from Goris to Kapan and stopped cars with residents of Armenia for several hours. The Russian peacekeepers negotiated to get people out of the blocked section of the road. On August 26, the soldiers blocked the second section of the road, and residents of the villages of Vorotan, Shurnukh, and Bartsravan found themselves deprived of a car connection. The blocked villages faced problems with the supply of food.

“The free movement of the population in the villages, including children, women, and the elderly, is seriously limited,” Armenian Ombudsman Arman Tatoyan reported on Facebook.

He called on the Azerbaijani armed forces “to immediately unblock the road and stop massive violations of human rights.” The Ombudsman of Armenia noted there was a danger of a humanitarian crisis in Syunik.

Gevorg Parsyan, Mayor of Kapan city, added that on August 26, the negotiations on the crisis in Syunik ended with no success. “The Azerbaijani side does not voice any logical arguments about the blocking of the road. As a result, more than 50 trucks from Iran remained blocked on the road,” Gevorg Parsyan reported.
