Armenian ombudsman calls for international attention to Aliyev’s genocidal and fascist statements

Armenia’s Human Rights Defender (Ombudsman) Arman Tatoyan has called the international community's attention to Azerbaijani President Ilham Aliyev’s latest genocidal and fascist statements.

“In his interview to the Azerbaijani general television (Azərbaycan Televiziyası), the Azerbaijani president spoke about the entire population of Armenia with open threats of use of force and war on .

“Referring to the territory of the sovereign Republic of Armenia, he spoke about the creation of the so-called "Zangezur corridor" and the expulsion of the population of Armenia, regardless of the will of Armenia. The president of Azerbaijan also noted. "All forces are mobilized to implement the program. Thus, 101 years later, the Azerbaijani people are returning to the occupied Zangezur."

“Before that, for example, in his speeches of April 12 and 13, 2021, the president of Azerbaijan openly stated that ordinary people living in Armenia and Artsakh, the whole Armenian people have psychological disorders, they are full of poison, are incomprehensible, are savages, are arrogant, have no morals, etc. Instead, he demonstrates, in his opinion, the advantages of the people of Azerbaijan, considering them superior in class, morality and psychology, as compared to the Armenian people.

It is obvious that the April 20 interview of the President of Azerbaijan is a proof of genocidal policy, it contains intimidation of the entire population of Armenia, which is absolutely prohibited under international law. All this is done by openly distorting historical facts, presenting Zangezur as an Azerbaijani historical territory,” Tatoyan wrote on Facebook.

The human rights defender states that the Azerbaijani president makes statements that are evidence of fascist policy, especially after the 2020 Artsakh war.

“It is obvious that in this way the president of Azerbaijan insults, spews ethnic hatred and Armenophobia at the highest state level, and carries out public propaganda of animosity against Armenians.

“Professional studies of the Human Rights Defender's Office of Armenia confirm that exactly this Azerbaijani state policy was the basis of atrocities, beheadings alive, torture, and other war crimes committed by the Azerbaijani Armed Forces against civilians and servicemen of the Armenian side during and after the war.

“These days the ombudsman is carrying out fact-finding activities in the communities of Armenia’s Syunik Province. The results of the activities confirm Azerbaijani military’s shootings in the vicinity of peaceful communities, openly intimidating civilians and children, even making inappropriate hand gestures.

“The human rights defender of Armenia firmly calls for the attention of international organizations, especially those with human rights mandates, to these genocidal and fascist statements.

“International organizations must take into account that it was their silence that contributed to more of the Azerbaijani atrocities during the war, and the incredible gross violations of human rights. This is the reason why the president of Azerbaijan makes such absolutely aggressive statements that undermine the foundations of international law.

“It is necessary to prevent the Azerbaijani genocidal and fascist policy, the state propaganda of hatred towards Armenians (Armenophobia) and the animosity with decisive steps, to ensure real results, and to prevent new violations of rights and new war crimes in the future,” the ombudsman said. 

April 18 marks the International Day for Monuments and Sites

In 1982, UNESCO’s General Conference established 18 April as the International Day for Monuments and Sites, in many countries also celebrated as World Heritage Day. The day is promoted by ICOMOS globally, and the theme for 2021 is “Complex Pasts: Diverse Futures”, UNESCO reported 

Acknowledging global calls for greater inclusion and recognition of diversity, the International Day for Monuments and Sites 2021 invites participants to reflect on, reinterpret, and re-examine existing narratives.

ICOMOS encourages to come together to share  experiences – in compliance with instructions from local and national authorities so as to ensure the safety of participants during the ongoing COVID-19 pandemic.

The World Heritage Convention (1972) states: “deterioration or disappearance of any item of the cultural or natural heritage constitutes a harmful impoverishment of the heritage of all the nations of the world”. Armenia has ratified the Convention in 1993. As the Ministry of Education, Culture, Science and Sport reports, on the occasion of the day, number of events are planned throughout the Republic. 

Azerbaijan slammed for display of Armenian wartime helmets

Azerbaijan celebrated a victory over Armenian fighters with a macabre display of the helmets of Armenian soldiers and wax mannequins that were altered to appear as grotesque caricatures of Armenians. The helmets are allegedly from the war Azerbaijan fought last year against Armenians in Nagorno-Karabakh, a disputed area. 

For some online, the images and caricatures evoked “genocide,” with posts comparing the helmets to “trophies” collected by other regimes. For Azerbaijan, it is an example of victory in a war last year. It is unclear how celebrating the victory with helmets of the dead will heal the wounds of war.  
Azerbaijan’s president visited the “park of trophies” and online posts claimed that others, including pro-Azerbaijan Western commentators toured the site. The park, which is supposed to open soon, led to anger in Armenia and among many online who are critical of Azerbaijan.  
Last year’s war, which lasted for more than a month, saw tens of thousands of Armenians forced to flee, churches shelled and the use of drones by Azerbaijan to destroy the Armenian forces in Artsakh, an area in Azerbaijan that was once autonomous and has been controlled by Armenians since the 1990s. Russia swept in to enforce a ceasefire. 
Turkey encouraged Azerbaijan in its war aims, even sending Syrian mercenaries Turkey had recruited. The war included scenes of human rights abuses, including alleged beheading of Armenians and murder of Armenian prisoners of war. Azerbaijan rejected the claims of abuses, but videos appear to document them. Azerbaijan complained of Armenia firing missiles indiscriminately at Azeri cities. 
Azerbaijan has been a strategic partner of Israel and Israeli defense companies have sold the country drones and other defense products. Israel and Azerbaijan have had close relations. A documentary on Israel’s Uvda program claimed to show how Azerbaijan had successfully used Israeli drones to defeat Armenian air defenses. Azerbaijan has long celebrated its Israeli drones; Israeli relations with Armenia are strained.  
There is widespread outrage on social media over the photos of the exhibits. One video appears to show a pro-Azerbaijan journalist smacking the helmets as he speaks to the camera. Others show men in suits touring the facility and taking photos of the mannequins. The distorted faces of the mannequins make them appear hideous, purposely caricatured to dehumanize Armenians.
In Washington last September and October, pro-Turkey lobbyists and Western commentators who are pro-Turkey sought to characterize the war as being against Iran and Russia. Turkey had long tried to get favors from the Trump administration for its aggressive policies by pretending it was confronting Iran. Armenia, threatened by Turkey and Azerbaijan, has long had to seek help from Russia. Moscow has sold Ankara S-400s and works with Turkey and Iran on Syria policy. 
It was unclear how shelling churches, destroying the lives of Armenians and celebrating over dead ones was a setback for Iran last year. The war was encouraged by Turkey to take place before the US elections because Ankara may have feared that if Trump lost, its blank check for sending Syrian mercenaries to fight wars would be reduced. US President Joe Biden has sought to make human rights a key part of his foreign policy. Today, Russia’s role has expanded in Nagorno-Karabakh.   

Turkish press: Turkish delegation to pay Egypt visit in early May

A delegation of senior Turkish diplomats will pay Egypt an official visit early in May, Turkey's foreign minister announced on Thursday.

Speaking on a televised interview on a private Turkish broadcaster, Mevlut Cavusoglu said Egypt had invited the Turkish side for the visit, which is to be held at the deputy foreign minister-level.

After this meeting between delegations, Cavusoglu said he could meet his Egyptian counterpart as well.

Turkey and Egypt have recently released statements on bilateral ties, suggesting an expected restoration in relations after more than seven years of political estrangement.

The two countries exchanged positive signals on establishing contacts and dialogue, including the possibility of holding talks to demarcate their maritime borders in the Eastern Mediterranean.

Black Sea

On recent tensions in the Black Sea, Cavusoglu said Turkey wanted the body of water to be a "sea of peace" and added that all coastal countries had come together and agreed to determine their maritime jurisdictions.

The US had sent a diplomatic notification to Turkey on April 9 for the passage of two of its warships through the Turkish straits, but Cavusoglu said the US canceled the note verbally pending official notification. The vessels were to arrive in the Black Sea on April 14-15 and remain until May 4-5.

If the US warships do not pass, Cavusoglu said the mandated 15-day notification period would start over.

"Turkey strictly follows the Montreux Convention [Regarding the Regime of the Straits]. Neither Russia nor anyone else should have concerns about that," he added

The Montreux Convention was signed in 1936, giving Turkey control over its straits and authority to regulate the transit of naval warships.

Under the terms of the convention, the US, as a non-Black Sea power, is obligated to give Turkey prior notice before sending warships through the Bosphorus and Canakkale waterways, which connect that sea with the Marmara Sea.

The US is reportedly already carrying out reconnaissance flights above the Black Sea intended to monitor Russian naval activity and surveil potential troop movements in Crimea, which Moscow seized from Ukraine and annexed in 2014.

The US has said Russia is amassing its forces near Ukraine's eastern border at a level unseen since 2014 when it occupied and later annexed Crimea, and began support for separatists in the eastern region of Donbas.

The seven-year conflict between government forces and Russia-backed separatists has claimed more than 13,000 lives, according to the UN. Fighting has intensified in recent weeks with the Ukrainian military saying one soldier was killed in clashes with separatists on Sunday.

'So-called Armenian genocide'

Responding to a question on the US position on the events of 1915, Foreign Minister Cavusoglu underlined that if Washington follows international law, it would not recognize the "so-called Armenian genocide."

"We believe the US will not make such a statement on April 24. But, let's assume they do make such a decision, just because a politician said such a thing, it doesn't mean it should be accepted. The UN made its decision openly in 1948," he added.

Turkey's position on the events of 1915 is that the deaths of Armenians in eastern Anatolia took place when some sided with invading Russians and revolted against Ottoman forces. A subsequent relocation of Armenians resulted in numerous casualties.

Turkey objects to the presentation of the incidents as "genocide" but describes the 1915 events as a tragedy in which both sides suffered casualties.

Ankara has repeatedly proposed the creation of a joint commission of historians from Turkey and Armenia plus international experts to examine the issue.

Sports: European Weightlifting Championships: Armenia’s Minasyan becomes silver medalist, Lalayan wins bronze

Armenia on Sunday won two more medals in combined total at the 2021 European Weightlifting Championships that have wrapped up in Moscow.

Gor Minasyan won a silver medal by lifting a combined weight of 464 kg (216 kg + 248 kg) in the Men’s +109kg weight category, while Varazdat Lalayan won the European bronze medal by lifting a total of 445 kg (205 kg + 240 kg).

Lasha Talakhadze (Georgia) became the European champion in this weight category by lifting a combined weight of 485 kg (222 kg + 263 kg). Thus, Talakhadze set a world record in combined total.

The European Weightlifting Championships are a qualifier for the Tokyo Olympics.

Greek Deputy Foreign Minister, Professor Kostas Vlasis, met with the Armenian Ambassador to Athens, Fadey Charchoghlyan, on Tuesday.

On Twitter, the Deputy Foreign Minister posted a photo of him with Charchoghlyan and commented that it was taken “a few days before the anniversary of the Armenian Genocide.”

The Armenian Genocide is commemorated on April 24.

“The ties that connect Greeks and Armenians are close and multidimensional, and the cooperation of our countries in matters of Diaspora is continuous and constructive,” he added.

The Greek Foreign Ministry said that the meeting “took place in a very friendly climate” and that the two officials “underscored the excellent level of bilateral relations” between their countries.

They also discussed the potential for deepening these relations further.

Special mention was made of the Greeks in Armenia and the Armenians in Greece “who are a bridge of friendship between the two states.”

The pair also stressed the need, following the pandemic, to resume in-person meetings on diaspora issues to further enhance cooperation.

US condemns Turkish party at Armenian monastery in Cyprus

The US Embassy in Cyprus has strongly condemned the misuse of Saint Magar Armenian Monastery in Cyprus.

“Freedom of worship is a fundamental value, and we echo the call from religious leaders that all places of worship, in use or not, be protected against misuse, vandalism, and desecration,” Ambassador Judith Garber said in a Twitter post.

Last week, young Turks held a party in the yard of Makaravank, Cyprus, without permission.

According to the statement the live techno party was organized by an event-planning group, that apparently organizes and broadcasts electronic music events at entertainment venues, including  historical and cultural locations. The event was recorded and uploaded on YouTube on 7 April 2021.

Sourp Magar is an Armenian Monastery is an 11th century Monastery founded by the Coptic Orthodox Church in memory of Saint Makarios the hermit of Alexandria.

The Monastery was transferred to the Armenian Community in Cyprus during the15th century and has belonged to and has been intrinsically linked to the community ever since.

St Magar Monastery has been left uncared for since 1974 and is in dire need of immediate protection, renovations and full restoration.

It is the most important place of worship and pilgrimage for the Armenian community of Cyprus and the only Armenian Monastery in Cyprus.

Cyprus has been occupied since the 1974 illegal Turkish invasion.

Armenian PM hails talks with Putin as very productive

YEREVAN, April 8. /TASS/. The talks with Russian President Vladimir Putin were very intensive and productive, Armenian Prime Minister Nikol Pashinyan said at a meeting with members of the Association of Armenian Lawyers in Russia on Wednesday.

"We were discussing lots of issues with Vladimir Putin for 3.5 hours. The meeting was productive in spite of the fact that no agreements were signed," Pashinyan said. "We discussed lots of agreements, including the implementation of inked agreements," he said.

"We have agreements on a joint Armenian-Russian military grouping and on a joint regional air defense system," Pashinyan noted. "The Russian president and I discussed a specific plan and mechanisms for implementation of those agreements in this new situation in the region."

According to the head of government, one of the crucial issues brought up after the Nagorno-Karabakh conflict was the reform of the Armenian Armed Forces, which is being conducted with the support of Russian partners.

"It was one of the key issues during our discussion," he added.

Pashinyan has arrived in Moscow on an official visit.

Azerbaijani press: Increased political, diplomatic pressure on Yerevan will force it to give maps of minefields to Azerbaijan – Russian expert

Armenia is showing a non-constructive position, refusing to hand over minefield maps to Azerbaijan, Editor-in-Chief of the Russian National Defense magazine, military expert Igor Korotchenko, told Trend.

“For almost 30 years of occupation of Azerbaijani lands, Armenian troops have carried out mining of huge territories. I myself recently visited the Fuzuli and Aghdam districts and I want to say that there are warnings at every step – "Mines", "Mined". This is a huge problem, and it certainly has a humanitarian character. The mines left by the Armenian troops also blow up the civilians of Azerbaijan, who are returning to the previously occupied districts, there were cases when Russian peacekeepers were also injured,” Korotchenko noted.

According to the expert, it is necessary to increase the political and diplomatic pressure on Yerevan in order to force it to hand over the maps of minefields to Azerbaijan.

“In any case, this problem is of an international nature, it must be voiced from all platforms, from the United Nations Security Council (UNSC) to international forums, in order to jointly force Yerevan to fulfill the basic requirement emanating from the norms of international humanitarian law – to give the maps of minefields to Azerbaijan,” he said.

“Moscow should support the absolutely fair demands of Azerbaijan and put pressure on Yerevan so that the Armenian side will hand over the maps of the minefields,” the expert stressed.

“So far, Armenia is not doing this, even deliberately. It is a continuation of the previous unconstructive and hostile course. This policy of Armenia is unequivocally condemned by absolutely everyone,” Korotchenko added.
