YEREVAN, AUGUST 15, ARMENPRESS. The number of victims of the fire and explosion that took place on August 14 in Yerevan's "Surmalu" shopping center has reached 7, ARMENPRESS reports the spokesperson of the Ministry of Emergency Situations Hayk Kostanan informed on his "Facebook" page.

“A while ago the rescuers discovered another body.

At the moment, there are 7 victims.

Search and rescue works continue”, he wrote.

The number of missing persons is 21, 5 of which are citizens of Iran and one is a Russian citizen. !3 citizens are still in hospitals.

YEREVAN, AUGUST 13, ARMENPRESS. Karim Benzema has been nominated for the 2022 Ballon d'Or, but there is no place on the shortlist for Paris Saint-Germain duo Lionel Messi and Neymar, Eurosport reports.

Messi has won the award seven times – more than any other player in history – but does not make the list for the first time since 2005. Winners of the Ballon d'Or awards are announced at a ceremony in Paris on October 17.

Five-time Ballon d'Or winner Cristiano Ronaldo is on the list after scoring 18 goals in 31 matches for Manchester United last season.

At what phase is Lachin corridor alternative motorway construction on Armenian side?

People will have to travel along the 4.5km section of the Lachin (Berdzor) corridor’s alternative motorway on the Armenian side by a dirt road until the spring—until the Armenian side finishes its construction.

Mher Hambardzumyan, Head of the Road Construction Policy Department of the Ministry of Urban Development of Artsakh (Nagorno-Karabakh), said on Artsakh Public TV that although the aforesaid section is a dirt road now, it will be passable for any type of vehicle.

The State Agency of Azerbaijan Automobile Roads had announced Thursday that the construction of the new motorway connecting Armenia to the Artsakh capital Stepanakert has been completed on the Azerbaijani side.

Also 149.5m long and 13.5m wide bridge was built.

The total length of this motorway is 32 kilometers, of which 10 kilometers are in the territory of Armenia.

Azerbaijan had started the construction of its section on July 2021, and announced its completion a year later.

The newly constructed alternative motorway will be more than 11 meters wide and 21 meters long.

On the Armenian side, the construction equipment started working a few days ago.

Earlier, secretary of the Security Council of Artsakh, Vitaly Balasanyan, had traveled on the new route and got acquainted with the construction of the new motorway.

Vietnam urges restraint in Taiwan Strait, calls for dialogue between China and US

YEREVAN, AUGUST 12, ARMENPRESS. Vietnam on Thursday called on all parties to refrain from complicating the situation in the Taiwan Strait, and reaffirmed its adherence to the “One China” policy, Viet Nam News Daily reported citing the foreign ministry spokesperson’s statement.

The spokesperson for the Ministry of Foreign Affairs Lê Thị Thu Hằng made the statement on Thursday during the regular press briefing held in Hà Nội, in response to Chinese news agency Xinhua’s requests for comment on the Taiwan Strait situation following US House of Representative Speaker Nancy Pelosi's visit to Taiwan.

Hằng said peace, stability, and cooperation in the Taiwan Strait play an important role in the region and in the world, amid complex regional and global developments.

The foreign ministry’s spokesperson emphasised that Việt Nam’s stance is consistent and has been reflected in joint documents made during high-level visits between Vietnamese and Chinese leaders, on the basis of upholding the principle of the "One China” policy.

“Vietnam wants relevant parties to exercise restraint, not elevate tensions in the Taiwan Strait, and actively contribute to the maintenance of peace, stability, cooperation and development in the region and the world,” Hằng noted.

The foreign ministry spokesperson was also asked about Vietnam’s response to and plans to deal with escalating tensions between China and the United States following Pelosi’s visit, which has led to disruptions in several cooperation programmes between the two countries.

Hằng said China and the United States are both major powers and important partners of Việt Nam, and the relationship between the two countries influences on global peace, stability and prosperity.

"Việt Nam hopes the two countries to maintain healthy and stable relations, and resolve all disagreements through dialogue, based on international law," the spokesperson said.

Prime Minister of Armenia Nikol Pashinyan received the representatives of the Armenian men's team who won silver medals at the 44th World Chess Olympiad: head coach Arman Pashikyan, team captain Hrachik Tavadyan, chess players Robert Hovhannisyan, Samvel Ter-Sahakyan and Manuel Petrosyan. Chess players Hrant Melkumyan and Gabriel Sargsyan were not present at the meeting because of their absence from the country, ARMENPRESS was informed from the Office of the Prime Minister.

Congratulating the team members on the occasion of winning silver medals at the World Chess Olympiad, the Prime Minister said,

“Dear Mr. Pashikyan,

Dear members of the chess team of the Republic of Armenia,

First of all, I want to congratulate all of us and you on the occasion of another great success of the Armenian chess team.

Of course, the Armenian chess team is perhaps the most title-winning team in the history of our country: it has won the gold medal of the Chess Olympiad three times, once the silver medal, and three times the bronze medal, it has been the champion of the World Team Chess Championship, that is, the titles can be listed for a very long time.

Nikol Pashinyan exchanged thoughts with the representatives of the Armenian chess team about the course of the 44th World Chess Olympiad, their impressions from the tournament, as well as the prospects for the development of this intellectual sport in our country. State support programs, improvement of chess schools in the capital and regions and formation of new infrastructures, encouraging chess players and coaches and other issues were discussed. The Prime Minister reaffirmed the readiness of the Government to promote the development of the sector with its tools and gave instructions to the responsible persons.

Afterwards, the solemn awarding ceremony took place.

For the significant contribution to the field of chess, the head coach of the Armenian men's chess team Arman Pashikyan was awarded with the Commemorative Medal of the Prime Minister of the Republic of Armenia, the captain of the team Hrachik Tavadyan, chess players Robert Hovhannisyan, Samvel Ter-Sahakyan, Manuel Petrosyan, Gabriel Sargsyan and Hrant Melkumyan were awarded with Letters of Gratitude of the Prime Minister of the Republic of Armenia and commemorative coins dedicated to the 30th anniversary of the Republic of Armenia.

Prime Minister Pashinyan handed over the high awards to the representatives of the men's chess team of Armenia and once again praised them for keeping Armenia's reputation high in international tournaments with their chess success.

Turkish Foreign Minister Mevlüt Çavuşoğlu spoke about the normalization of Armenian-Turkish relations, saying that the process continues and some steps have been taken in that direction, ARMENPRESS reports the Azerbaijani "APA" agency informs, referring to its correspondent in Istanbul.

Speaking at the 13th conference of ambassadors in Turkey, the Foreign Minister of Turkey said that the process of normalization of relations with Armenia is coordinated with Azerbaijan, which causes some concern in Armenia. However, Çavuşoğlu assured that both Turkey and Azerbaijan are sincere.

"We are a democratic country. Even though the normalization process is two-sided, it is necessary for all of us to take steps to establish stability in the South Caucasus," said the Turkish Foreign Minister.

Armenia and Turkey have appointed special representatives to start a dialogue aimed at normalizing bilateral relations. Vice President of the National Assembly of Armenia Ruben Rubinyan and Turkish Ambassador Serdar Kılıç first met in Moscow on January 14, 2022. The last, fourth meeting between Rubinyan and Kılıç took place on July 1 in Vienna. On August 11, spokesperson of MFA Armenia Vahan Hunanyan said that there is no agreement regarding the next meeting of the special representatives.




Artsakh parliamentary factions call on all int’l organizations to take practical steps to prevent new crimes

YEREVAN, AUGUST 4, ARMENPRESS. Azerbaijan’s another encroachments are a gross violation of the ceasefire achieved in November 2020, which aim at continuing the policy of Armenophobia and causing panic in Artsakh, the parliamentary factions of Artsakh said in a statement released today.

“Since August 1 the armed forces of Azerbaijan have resorted to provocative military operations in different sections of the Line of Contact between Artsakh and Azerbaijan, as a result of which we have casualties and wounded.

The factions of the National Assembly of the Republic of Artsakh call these encroachments of Azerbaijan a gross violation of the ceasefire regime achieved in November 2020, which pursue a goal to continue the anti-Armenian policy and cause panic moods in Artsakh.

Azerbaijan is regularly accusing Armenia and Russia of not fulfilling the trilateral agreements of November 9, in case when Azerbaijan itself has not fulfilled almost any point of that statement.

This behavior is not something new for us. Azerbaijan has always carried out a policy of ethnic cleansing, forced deportation, consistently violating the vital interests and rights of the citizens of the Republic of Artsakh. The recent incidents, the presence of the victims and wounded once again prove that peaceful co-existence within Azerbaijan is ruled out for Artsakh. Peace is a highest value, however, there couldn’t be peace under a threat of force and constant violations of human rights and dignity.

During the 44-Day War in 2020 we witnessed the silence of the international community and at that period all crimes committed against the people of Artsakh didn’t receive a proper condemnation, and as a result of this Azerbaijan continues expanding the scales of aggressive actions.

We call on the parliaments of different countries and all international organizations to grossly condemn the latest actions of Azerbaijan and take practical steps to prevent new crimes.

We urge the Russian peacekeepers to take all necessary actions to ensure establishment of stability in the Line of Contact.

Bowing before all victims of the Artsakh liberation fight, we once again affirm our people’s right to have a free and independent state as the only guarantee of living safely”, the statement says.

The statement has been signed by “Free Motherland-UCA”, “Justice”, “United Motherland”, ARF, “Democratic Party of Artsakh” factions.

With Russia distracted, clashes rock Nagorno-Karabakh

Behind him, just visible in the distance, is the city of Stepanakert, inside Azerbaijan’s internationally recognized borders but governed by its ethnic Armenian majority as the Nagorno-Karabakh capital. 

“You can photograph the mountains, but not this,” he says, lowering his Kalashnikov and pointing to a camouflaged observation post looking out over the valley.

The situation is tense. On Wednesday, Azerbaijan announced it had begun a new offensive, dubbed “Operation Revenge,” against troops loyal to the Armenian-backed administration that governs Stepanakert as the “Republic of Artsakh.” 

Accusing the separatists of attacking first, leaving an Azerbaijani soldier dead, the country’s armed forces captured several strategic heights, reportedly killing two Armenians.

The fierce fighting broke out in an area supposedly under the protection of Russian peacekeeping forces deployed under the cease-fire, which ended the swift but bloody Nagorno-Karabakh war in 2020. Both sides hailed the deal as a guarantee of stability and security. But with Moscow increasingly embroiled in its invasion of Ukraine, its commitment to the region has come into question. 

The Kremlin has reportedly drawn down some of its more experienced peacekeepers, redeploying them to Ukraine. Instead, young conscripts are now manning the mountain outposts meant to act as a buffer against provocations. Locally, Russia’s reputation is in tatters. 

Russia, alleged Stepanakert’s human rights ombudsman Gegham Stepanyan, isn’t punishing Azerbaijan for cease-fire violations — and the country is “taking advantage of the situation.”

Not so, Azerbaijani media counters. Russia, outlets allege, is in fact supporting the Armenian-backed forces in Stepanakert, even stockpiling weapons for the separatists.

The EU recently attempted to step into the diplomatic breach, presenting itself as a legitimate mediator. But with no significant EU presence on the ground, it is not in a position to enforce the cease-fire terms.

Suddenly, the specter of war is looming over Nagorno-Karabakh, once again.

The recent flare-ups have focused on a dispute over the Lachin corridor, currently the only road linking Armenia and Stepanakert. 

Under the 2020 cease-fire terms, Armenia committed to building a new road through the area that bypassed two additional towns, allowing the country to assert more control over them. Once complete, Stepanakert’s forces are supposed to withdraw and Azerbaijan will reassert control over the villages it passes through. 

However, the two sides appear to be interpreting the deal differently. 

On Wednesday, Armenian Security Council President Armen Grigoryan told reporters the demand to close the Lachin corridor is “illegal” and that “no plan has yet been agreed.”

Responding on Thursday, Araz Imanov, a senior Azerbaijani official in the Karabakh Economic Region, told POLITICO that “the problem we have is that the Armenian side must complete the alternative road.” According to him, “if they want to avoid conflict, they must honor the agreements we have.”

In the hours since the launch of Operation Revenge, Armenia has rejected claims it is not abiding by the deal, insisting the alternate road is being built and will be completed in the spring. 

Stepanyan, the Stepanakert human rights ombudsman, said Azerbaijan is simply trying to drive the Armenians from the existing corridor early, noting the deal gave Armenia three years to complete the alternate road. 

“The cease-fire is really in danger and the situation could get out of control at any moment,” he claimed.

Imanov pushed back, denying that the truce was under threat: “If we really wanted to enter these territories, we would simply walk into them.”

The new road isn’t the only issue at stake. 

More broadly, Azerbaijan claims the Armenia-backed Artsakh forces are “terrorist formations” operating within its borders, arguing the cease-fire requires them to withdraw or disband.

Speaking to POLITICO, Azerbaijani Defense Ministry spokesman Anar Eyvazov alleged that these “illegal detachments” opened fire first in the recent clash, killing one of their servicemen. The operation, he said, “involved not only revenge, but also the pursuit of local, limited, but significant goals.”

And he made a pledge: “The countermeasures will be even more crushing.”

However, Stepanakert insists its forces are not bound by the terms of the 2020 agreement, even if Baku sees them as an extension of the Armenian army. And among the local population, there are fears of an ethnic cleansing campaign if the troops retreat and the Azerbaijani army moves in. 

Since the peace deal was signed in 2020, Azerbaijan has regained control over seven regions of the country that separatist forces moved into and controlled after the first Nagorno-Karabakh war ended in 1994. Thousands of Azerbaijanis were displaced. 

Since taking back the land, Baku has been actively rehoming Azerbaijanis made refugees by the conflict three decades ago.

Armenians in and around Stepanakert now fear they will face the same fate if Azerbaijan sets its sights on ending the decades-old standoff over Nagorno-Karabakh, once and for all. 

Russia is still a regular presence — both physically and in conversation — in Armenia and Azerbaijan, both former members of the Soviet Union. 

Yet while Moscow has intermittently served as a peacekeeper in the region since the countries became fully independent, local frustration is growing with the Kremlin. 

On the Armenian side, there is anger that Russia does little to actually police the cease-fires it helps negotiate. 

“In the past year and a half, we have seen that despite the presence of Russian peacekeeping troops, Azerbaijan regularly violates the cease-fire and uses physical force against the civilian population,” said Stepanyan, the Stepanakert human rights ombudsman. 

On the Azerbaijani side, many still blame Moscow for the outcome of a 1994 cease-fire that ended the first Nagorno-Karabakh war, which left the region under the control of pro-Armenian troops.

With Russia’s role being questioned by both sides, the EU has increasingly worked to fill the gap. In May, Brussels hosted Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev for talks on how to avert future clashes.

Following the negotiations, European Council President Charles Michel said the priority would be “advancing discussions on the future peace treaty and addressing the root causes of conflict.”

But the EU, of course, doesn’t have a military to keep the peace. 

At the same time, the West is increasingly turning to Azerbaijan for energy as it races to turn away from Russian fossil fuels. 

On a visit to Baku last month, European Commission President Ursula von der Leyen signed a memorandum of understanding with Aliyev as part of efforts to gain access to the country’s massive natural gas reserves and help cover for Europe’s reduced supplies coming from Russia.

Ahead of the deal, Stepanakert pointed to the EU’s previous condemnation of Azerbaijan for “a policy of erasing and denying the Armenian cultural heritage in and around Nagorno-Karabakh,” and urged it to insist on provisions in the deal that would help maintain the status quo. However, no such wording was ultimately included.

In a statement Wednesday, Toivo Klaar, the EU’s special representative for the South Caucasus, said the bloc is “committed to deepening its engagement in the peace process” and helping “turn the page on decades of strife.”

But in the foothills of Nagorno-Karabakh, such diplomatic talk feels far away amid the backdrop of a brewing conflict. 

Pallone calls out UNGA President for “capitulating to pressure from Turkey” after visiting Armenian Genocide Memorial

YEREVAN, AUGUST 2, ARMENPRESS. United States Congressman Frank Pallone called out the President of the United Nations General Assembly Abdulla Shahid for “capitulating to pressure from Turkey” and deleting his tweet on his visit to the Armenian Genocide Memorial in Yerevan.

“33 countries, including the United States, have formally recognized the Armenian genocide. The UN should not be complicit in Turkey's rejection of history. UNPGA Abdulla Shahid was wrong for deleting his tweet and capitulating to pressure from Turkey,” Pallone tweeted.

While on a visit to Armenia in late-July 2022, UNGA President Abdullah Shahid visited the Tsitsernakaberd Armenian Genocide Memorial in Yerevan. He shared a tweet from his visit, but deleted it soon afterwards.
