Artsakh Foreign Ministry thanks int’l community for efforts to make Azerbaijan restore gas supply

The Artsakh Foreign Ministry issued the following statement on the restoration of gas supply to the country:

"On March 28, the gas supply to the Republic of Artsakh was restored through the only gas pipeline entering Artsakh from the Republic of Armenia. This month, Azerbaijan has twice disrupted the supply of natural gas to Artsakh for a lengthy period, causing a humanitarian crisis.

The humanitarian terrorism carried out by Azerbaijan has been strongly condemned by the international community, numerous calls have been made for the restoration of gas supply, and adequate political and diplomatic steps have been taken. The role of the Russian peacekeeping mission in the matter is also great.

We are grateful to all the countries and international organizations, political and public figures who, adhering to the principles of international humanitarian law and moral norms, gave an adequate assessment to Azerbaijan's actions and took relevant steps to eliminate this humanitarian crisis.

Politicization of humanitarian issues is inadmissible and immoral, and any attempt of the kind is a challenge to the entire civilized world."

Law Firm Works with EBRD and Central Bank of Armenia to Craft Regulatory Regime for Securities Crowdfunding

The London-based law firm Norton Rose Fulbright is working to help craft regulations to enable securities crowdfunding in Armenia, according to a note from the firm.

In partnership with the European Bank for Reconstruction and Development (EBRD) and the Central Bank of Armenia, Norton Rose Fulbright is acting as International Legal Expert and Technical Legal Expert as the country aims to create an investment crowdfunding regime in Armenia. The mission is to provide a new path for access to capital for younger firms.

Partner Hannah Meakin and Counsel Matthew Gregory led the project, working alongside local law firm TK & Partners, to provide a combination of policy, legal and regulatory support to develop and implement the new regulatory framework. The firm said the work built upon international best practices including experience from the UK which is home to one of the most robust investment crowdfunding markets in the world.

On February 8, 2022, the Central Bank of Armenia approved a package of laws to enable the regulation of investment-based crowdfunding services and support the development of online capital formation. The project is now said to be in its final stage, publicizing and explaining the regime to the Armenian market and the wider public.

Meakin said they are grateful to have been able to contribute to such the project, which could make a significant difference to a broad range of businesses and investors across Armenia and the wider Armenian diaspora.

Gregory added:

“Crowdfunding is becoming increasingly recognised across the world as a key source of funding for SMEs and this is a trend we expect will continue to grow over the coming decade. We anticipate a growing need for jurisdictions to develop more sophisticated regulatory regimes as part of their wider framework to ensure that businesses and individuals are properly supported, and protected, and we’ve been delighted to work with the EBRD on this important area of policy.”


COVID-19: Over 20 new cases, 1 death in Armenia

YEREVAN, MARCH 26, ARMENPRESS. 21 new cases of COVID-19 were confirmed over the last 24 hours, bringing the cumulative total number of confirmed cases to 422,444, the Armenian Ministry of Healthcare said.

1 patient died from COVID-19 complications, bringing the death toll to 8608.

64 people recovered (total recoveries: 409,757).

2406 tests were administered (total tests: 2,964,598).

ArmInfo.Gas supply to Nagorno-Karabakh is an internal affair of Azerbaijan. Such an odious statement was made today by the head of the press service of the  Azerbaijani Foreign Ministry, Leyla Abdullayeva, who thus apparently  decided to justify the humanitarian terror perpetrated by the  Azerbaijani authorities against the civilian population of  Nagorno-Karabakh.

"The Armenian Foreign Ministry tried a few days ago to interfere in  the internal affairs of Azerbaijan regarding the participation of  international organizations in an event held in Azerbaijan (in the  Armenian Shushi, occupied by Azerbaijan, ed. note) a few days ago,  and now it is trying to interfere in the internal affairs of  Azerbaijan on a different topic,"  Abdullayeva noted, reacting to the  statement of the Armenian Foreign Ministry regarding the need to  resume gas supply to Artsakh.

Considering this scandalous statement as insufficient, the Baku  diplomat decided, for reliability, to accuse Armenia of being  unconstructive and spreading unfounded allegations. As if it is not  Azerbaijan since March 8 that has been terrorizing the population of  Artsakh by opening and closing the gas pipeline valve, but Armenia.

And in conclusion, she also decided to make "recommendations" to  Armenia to ensure the implementation of its obligations under the  tripartite statements, "including the withdrawal of the remnants of  the armed forces located in the region", and thereby contribute to  regional peace and security, and not act with unsubstantiated claims.

At the same time, Abdullayeva for some reason forgot that the only  one who does not fulfill the agreements under these conditions is  Baku, which not only, in violation of the 8th paragraph of these  statements, holds Armenian prisoners of war and civilians hostage,  but also prevents the assessment mission from arriving in the region  UNESCO, as well as the co-chairs of the OSCE Minsk Group. And in  parallel with this, the Azerbaijani military is invading the  sovereign territories of the Republic of Armenia day by day,  capturing more and more new areas.  Moreover, taking into account  this statement of official Baku, one can assume what fate awaits the  Armenians of Nagorno-Karabakh if they suddenly will be under the  jurisdiction of Azerbaijan. After all, the Karabakh liberation  movement was started in 1988 not from the good life of Armenians in  the NKAR.  And then, the Azerbaijani authorities humiliated and  terrorized the Armenian population in every possible way, did  everything so that they left their homes and left Nagorno-Karabakh.  This policy continues today.  And the entire civilized world turns a  blind eye to these egregious actions of the Azerbaijani authorities -  petrodollars and energy resources have eclipsed their brains and  clouded their eyes.

It should be noted that since March 21, the population of Artsakh has  been deprived of gas again. " As a result of the direct intervention  of the Azerbaijani side, the gas supply to the Artsakh Republic was  again disrupted. We have sufficient grounds to claim that during the  repair works of the gas pipeline exploded on March 8, the Azerbaijani  side installed a valve, through which it disrupted the gas supply  hours ago.  Azerbaijan uses the unfavorable weather conditions to  create additional humanitarian problems for our population and makes  a criminal action.  The command of the Russian peacekeeping force  stationed in Artsakh was immediately informed about the situation,  together with which the Artsakh authorities are making appropriate  efforts to restore gas supply.  At the same time, we urge citizens to  use electricity as sparingly as possible to avoid possible power  outages," the Artsakh Information Headquarters said in a statement.   The situation has not yet been resolved. More than 100,000 people  freeze in their homes in Artsakh amid the inaction of the  international community.

Ombudsman publishes report on violations of rights of Artsakh people by Azerbaijan

The Human Rights Ombudsman’s Staff of Artsakh has published a trilingual (Armenian, Russian, English) interim report on “The Violations of the Rights of the People of Artsakh by Azerbaijan in February – March, 2022”, which was sent to the OSCE Minsk Group co-chairs, organizations with a primary human rights protection mandate and international human rights organizations, the Ombudsman’s Office said in a press release.

The report briefs on the violations committed by Azerbaijan against the life, health, physical and psychological integrity of the people of Artsakh after the adoption of the trilateral statement on November 9, 2020.

The first section presents facts about the Azerbaijani criminal actions in the direction of the border settlements of the Republic of Artsakh in February – March, 2022. From March 7 to 12, 2022, the Azerbaijani side used a 60 mm grenade launcher, a total of 57 shells were fired at various regions of Artsakh. During that time, the ceasefire regime was continuously violated by firearms targeting residential houses and other civilian infrastructures. One civilian was injured.   

The second section presents the humanitarian consequences of the disruption of gas supply by Azerbaijan in the territory of Artsakh. 65% of the schools in the country where 60% of the total number of students receive education are heated with gas. Due to the lack of proper heating, classes in all secondary schools have been suspended. The attendance of children in kindergartens is 22%. 12 kindergartens have ceased their activities at all, and some of them are working for a half day.90% of secondary vocational education institutions, art schools, medical and music collages, children’s creative centers heated by the use of gas which have completely ceased their activities.

70% of health organizations and hospitals are heated by the use of gas, where 419 citizens are currently receiving inpatient treatment, including 46 children in the children’s hospital, and 51 newborns and mothers in the maternity hospital. Hundreds of entrepreneurs also suffer great losses as a result of the gas supply disruption. Gas stations were particularly hard-hit causing personnel downtime, greenhouses operating with gas supply were also affected.

The third section presents the manifestations of psychological terrorism and information attacks carried out by Azerbaijan against the people of Artsakh which are aimed at creating an atmosphere of fear, despair among the civilian population under the threat of use of force and compelling the people to leave their homes.

The report was prepared on the basis of studies conducted by the Human Rights Ombudsman’s Staff, visits to various communities, educational and health institutions, settlements, private conversations with citizens, as well as information received from state authorized bodies. The report aims to document the cases of violations of rights of the people of Artsakh by Azerbaijan and their various manifestations, to draw the attention of international structures and human rights organizations to the situation in Artsakh.

1% economic decline in Russia could lead to 0,7% drop in Armenia, warns expert

YEREVAN, MARCH 11, ARMENPRESS. According to assessments of various international organizations the sanctions against Russia could lead to 6-10% economic decline, and Armenia will also be impacted, expert Meri Hovsepyan from the Amberd Analytical Center said at a press conference.

“Naturally Armenia will also be impacted given the fact that Russia is our main trade-economic partner. Recently Amberd Analytical Center released expert assessments according to which 1% economic decline in Russia could lead to 0,7% decline in Armenia. This means that if a 6-10% decline were to happen in Russia, the decline in Armenia could be around 4-6%,” she said.

Hovsepyan added that the sanctions against Russia have impacted Armenia’s exports because supply chains are disrupted, in some cases also suspended, which created risks and obstacles for Armenian exporters.

“In addition, we will see the impact in the form of transfers and investments. And naturally in the context of this all the transfer volume will drop,” Hovsepyan said.

The expert also drew attention on the issue of food security, noting that the EAEU countries have already implemented procurements for the 2021-22 season and if in that period any member-state, including Armenia, were to have the need for additional imports then this could be done through a licensed process.

Lukashenko offers to hold a meeting of the leaders of the EEU and CSTO member states in Moscow

President of Belarus Alexander Lukashenko announced about the necessity for holding a meeting of the leaders of the Eurasian Economic Union and the CSTO member states to work out decisions to countereffect the sanctions against Russia, ARMENPRESS reports, citing TASS, Lukashenko said during the meeting with Russian President Vladimir Putin.

"We must gather within the CSTO, we must gather within the EEU, unite together. After all, everyone is talking about that we should be together. I suggest and I think you will support me. We have to gather in Moscow and sit down at the negotiating table," Lukashenko said.

The President of Belarus noted that Russia has always helped its allies.

According to him, by uniting the markets, they will forget in a month about the sanctions.

There is no decision concerning the participation in the Antalya Diplomacy Forum, ARMENPRESS reports, Minister of Foreign Affairs Ararat Mirzoyan said at the National Assembly during the Q&A session answering to the question of MP Sargis Khandanyan of “Civil Contract” faction about the position the Ministry of Foreign Affairs on the participation in the Antalya Diplomacy Forum.

“I hope that you will agree that in the world, let me say, events develop very rapidly and change  every day, every second. And when the deadlines approach, we will make a decision'', said Mirzoyan.

Earlier Minister of Foreign Affairs of Turkey Mevlüt Çavuşoğlu informed that Armenia also is invited to the diplomatic forum of March 11-13 to be held in Antalya. Ministers of Foreign Affairs participate in the forum. Prime Minister of Armenia Nikol Pashinyan announced at the press conference that Armenia will very likely accept the invitation of participation in the Antalya diplomatic forum , but everything depends on the situation at that moment.




Turkish press: Church leaders urge Israel to halt Jerusalem land confiscation

JERUSALEM

Leaders of Jerusalem churches on Monday warned of an Israeli plan to confiscate church-owned lands in the occupied city.

In a letter directed to Israeli Environmental Protection Minister Tamar Zandberg dated on February 18, the church leaders said there is a plan to expand an Israeli park onto the Olive Mount in East Jerusalem and called for halting it. 

The letter was signed by Greek Orthodox Patriarch of Jerusalem Theopolis III, Catholic Church Customs of the Holy Land Francesco Patton, and Armenian Patriarch of Jerusalem Nourhan Manougian. 

The church leaders said the Olive Mount is one of the sacred places in Christianity, which hosts Christian holy sites visited by millions of Christians worldwide. 

Copies of the letter were also sent to the Consuls-General of Turkiye, France, Italy, Greece, Spain and Sweden in Jerusalem. 

Last year, the heads of churches protested attempts by Israeli settler groups to seize control of church properties in occupied East Jerusalem.
