592,731 USERS CONNECTED TO GAS CONSUMPTION SYSTEM OF ARMENIA AS OF DECEMBER 1

YEREVAN, DECEMBER 8, NOYAN TAPAN. 592,731 users were connected to the
gas consumption system of Armenia as of December 1, 2009. The number of
users of the system grew by 18,776 in the first eleven months of 2009,
including 3,312 users in November, the press service of ArmRusgazprom
company reported.

226,291 safety devices were installed by the company at apartments of
gas consuming users as of December 1. 13,541 devices were insatlled
in November.

To recap, by the Armenian government’s decision of September 3, 2009,
the deadline for installation of alarm safety devices was extended
for two years. Based on the decision, it is envisaged completing
the program on installation of safety devices in 1 January 2012. The
program was launched in December 2008.

Day.Az interview with well-known Azerbaijani political expert Vafa
Guluzade.

Day.Az: During official visit to the U.S., Turkish Prime Minister
Recep Tayyip Erdogan stated that opening of the Armenian-Turkish
border depends on return of Azerbaijan’s seven occupied regions by
Armenia. How do you assess this statement?

Vafa Guluzade: I welcome this statement. Turkey does not want to ruin
relations with Azerbaijan by opening borders with aggressor Armenia. I
believe opening the borders without resolution of the Nagorno-Karabakh
conflict can prompt strong reaction of Azerbaijan.

On the other hand, this statement is also meant for the Turkish public
which is dissatisfied with signing of the Turkey-Armenia protocols
not to mention the possibility of opening the borders with Armenia.

It was stated at a Washington meeting that Turkey and the U.S. have
the same agenda in the Caspian region. In your opinion, what does
this agenda include?

I think Turkey is a guide for American interests in our region. Turkey
can become a leader in the South Caucasus. But neighboring countries
Russia and Iran, who do not want Turkey and the United States to
increase influence in the region, will hinder it.

Currently, Turkey serves as a mediator in negotiations between the
West on one hand and Syria and Iran on the other. So, Turkey has
enormous tasks in the South Caucasus, the Middle East and Central Asia.

In this situation the U.S. can not participate in solving the Karabakh
problem, because now it has other priorities. Washington’s priority
now is relationship with Moscow, and it does not want to engage in
a confrontation with Russia on the South Caucasus.

Turkish Prime Minister Erdogan at the meetings in Washington said
that the OSCE Minsk Group should be willing to solve Nagorno-Karabakh
conflict. What are your views on this statement?

I believe that the OSCE Minsk Group do not want to solve the Karabakh
issue, and they will show no will. It was Azerbaijan who showed
a will in 1999, when it was close to the solution of the Karabakh
issue. But shooting in the Armenian parliament at that time canceled
all agreements.

Do you believe the top level meetings in Washington will lead to
progress in resolution of the Nagorno-Karabakh conflict?

I think that all statements about progress in the settlement of the
Karabakh conflict are just empty talks for the blind. I believe there
is no progress in the Karabakh issue.

Baku – APA. "With the statements of the co-chairing countries’ foreign
ministers and OSCE Ministerial Council Armenia has undertaken a
commitment on the settlement of the Nagorno Karabakh conflict basing
on the principles of the territorial integrity, non-use of force
and self-determination," says the statement issued by the Armenian
National Congress led by Levon Ter-Petrosyan, APA reports quoting
Panarmenian. The statement says that for the first time Armenia has
given an official consent to solve the conflict basing on Azerbaijan’s
territorial integrity.

"The inclusion of the right of people’s self-determination does not
compensate Armenia’s compromise. Joint application of the territorial
integrity and right of self-determination means that even if Nagorno
Karabakh is given the highest right of self-government, this right
will be realized within the framework of Azerbaijan’s territorial
integrity," he said.

There are around 650 million invalids in the whole world today of
which 177 thousand are in Armenia. The number of the invalids is
increasing day by day in Armenia.

As Jemma Baghdasaryan the Deputy Minister of Labor and Social Affairs
of the Republic of Armenia mentioned on January 1, 2009 there were
170 000 invalids in Armenia, on June 1 there number reached 175 000
and on October 1 there were already 177 000.

With the growing number of the invalids grows also the problems of
the being occupied. J. Baghdasaryan mentioned that today some of the
employees already realize that it is more important to see what the
man can do and not "what he can’t do".

"It will give an opportunity to work and to receive education. Our
employees should realize that the invalid people too can be good
workers", – he said adding that all the employees who have given work
to the invalids are always satisfied with their work.

Laylee Moshiri the coordinator of the UNO mentioned that it’s time to
resume the respect towards every person’s dignity. "All the people
have not only rights but also duties, to realize the general rights
of the people, and the invalids in that number."

Only 9% of 177 000 invalids is working in Armenia today.

today’s session to release 500,000 USD for acquiring new building
for the Armenian embassy in Belarus. Armenian Finance Minister Tigran
Davtyan said that a relevant project already exists, the building is
selected. The minister said that part of the sum for acquiring the
building is Belarus’ debt to Armenia and in addition to it means will
be released from the state budget.

T. Davtyan expressed hope that the new building, ensured with all the
necessary working conditions, will promote the implementation of high
level diplomatic work.

YEREVAN, DECEMBER 2, NOYAN TAPAN. A sitting of the Governing Council of
the Millennium Challenge Account-Armenia (MCA-Armenia) state nonprofit
organization took place on December 2. The concept "National Irrigation
and Drainage Policy of the Republic of Armenia" was discussed at the
sitting conducted by Prime Minister Tigran Sargsyan.

Chief Executive Director of MCA-Armenia Ara Hovsepian gave a report.

The concerned sides exchanged ideas about the problem, and the prime
minister instructed the respective departments and organizations to
discuss the document once again and to present it at the next sitting.

The Governing Council approved the amended guide of purchases under
MCA-Armenia Program and the amendment to the plan of purchases. It
also approved the contract on rehabilitation of the Spitak gravity-fed
system.

Speaking about the annual report on the activities of the MCA-Armenia
Program, Tigran Sargsyan gave instructions to do more active work to
raise public awareness of MCA-Armenia’s activities and to inform the
public about the work done.

According to the RA Government Information and PR Department, the
next sitting of the Governing Council of MCA-Armenia is scheduled
for December 16.

The majority of victims of trafficking in Armenia are aged 15 to 32

isn’t a likely topic for school art, but more than 1,000 students
in 22 schools across Armenia will participate in art events to learn
about and share the risks of human trafficking – a form of modern-day
slavery that is an increasing threat in Armenia and other Caucasus
and Balkans countries.

The majority of victims of trafficking in Armenia are aged 15 to 32
and originate primarily from poor areas where people are challenged
to earn a living – any way possible.

Often people fall prey to trafficking through a close relative, friend
or a neighbour who promises them the chance to escape miserable living
conditions to start a better life.

With few organisations engaged in trafficking prevention in Armenia,
World Vision is harnessing its well established Area Development
Programmes (ADPs) in 10 communities in Yerevan, Gyumri, Stepanavan
and Alaverdi, to strengthen prevention mechanisms.

Youth in Armenia is World Vision’s primary target group, explains
its Anti-trafficking Project Coordinator, Tamara Barbakadze. The art
events in 22 schools, among them one boarding school and one child
care centre, will not only give the youth the chance to learn about
trafficking, but also the opportunity to voice their perspectives
and concerns through the creative activities, such as drawing, essay
writing, singing or performing.

Meanwhile, World Vision is also equipping social workers with relevant
knowledge about trafficking, who in turn inform active people with
some authority in their communities.

These ‘Community Guardians’ share their knowledge with other community
members through training sessions, followed by discussions, reading
materials and debates around videos.

‘When we started the training of Community Guardians I thought it
would simply be an awareness-raising exercise for our villagers. But
it appeared we were late with our preventive actions because many have
faced and are still facing different forms of slavery and trafficking’,
said Sona Vardumyan, Social Worker in Stepanavan ADP.

‘Unfortunately the victims do not share their horrible experience with
their peers. Our training courses are needed to prevent new cases’,
she continued.

Vardumyan and another social worker visited the Simonyan family*
as soon as they heard that the parents planned to hand over their
five-year-old son to a couple who came to Armenia from Europe.

‘We are not abandoning our child. It is a very nice couple. First they
will take our son and then all of us will join them. They promised
to find a good job for us and assure a proper living and education
for our five children’, explained the mother of the family.

When the social workers asked the parents if they had any contact
information or details about the couple, they saw the potential
disaster in relinquishing their son to complete strangers. ‘It means
we would lose our child if not you’, said the mother to the social
workers.

Over the past decade, Armenia has seen an unprecedented movement
of persons, often in the form of economic migration stimulated by
unemployment, growing poverty, economic instability, and geopolitical
conflicts. All this has motivated people to leave their homes in
search of greater stability. It is estimated that 800,000 people have
left Armenia since the fall of the Soviet Union, giving Armenia a
net migration rate of -5.72 per 1,000 people.

Lack of knowledge of human rights, incomplete migration management
mechanisms, incomplete legislation, absence of open public discussions,
media and general awareness of how people are vulnerable increase
the risk of Armenian children and families being trafficked.

But adults – mothers and fathers – are also vulnerable to being
trafficked, as the accounts of social workers like Sona Vardumyan
reveal.

When a 40-year-old man called Mher*, in desperate need of work to
support his family was offered a construction job in Samara, in the
Russian Federation, he grasped the opportunity, she shared. He left
his wife, two young children and retired parents to work in Russia
for several months. But upon arrival, the ‘friend’ that organised the
job took his passport justifying that a stamp was needed to allow him
to live and work in Samara legally. He also took his phone to change
the phone card.

Mher was kept in a small room and was only given bread and water. He
would go to the construction site and back without permission to
communicate with the other workers. Any attempt to talk to others
would result in a beating.

Several anxious calls by Mher’s relatives frightened Mher’s ‘friend’
and he gave him the chance to speak to his relatives. Mher didn’t
waste the opportunity and called for help.

Mher’s relatives found him with the help of other Armenians working
in the area. They helped him to recover the passport, buy a ticket
and return home.

Mher will refer to organisations that offer psychological, medical,
and legal support to victims. But it is difficult to offer support
to Armenian men who are often ashamed to ask for help.

‘There are so many cases in the region. Our role now is to motivate
people to talk and then we can report these cases through the National
Identification and Referral Mechanism. We can also provide consultation
when and how the victims can apply to police, court or other relevant
government bodies’, said the social worker.

Few parents would leave their children to work abroad if they
could earn a decent income at home. But while there are so few job
opportunities in Armenia, both children and adults are vulnerable
to trafficking. For this reason, World Vision is strengthening its
projects in the economic development sector and providing employment
opportunities to people in remote communities – to help keep parents
at home and children in school – nurturing safe communities where
everyone can thrive.

World Vision is also focusing on boosting the capacity of the media
to highlight the risks of trafficking by organising round table
discussions and other initiatives for willing journalists.

YEREVAN, December 1. /ARKA/. Ten cases of non-labor injury have been
recorded on Armenian railways over the period between January and
September, Sergey Harutyunyan, the general engineer of South Caucasus
Railways CJSC, said at a press conference.

"We are deeply concerned about the state of railways in Armenia. Ten
cases of industrial injuries on railways were recorded in Armenia in
Jan-Sept 2009. It means these injured people are not railway workers,"
he said.

Harutyunyan said that the company doesn’t bear direct responsibility
for such accidents.

The body of a man was found recently on rails in Ararat province.

Investigation into the accident is under way now, but according to
preliminary version, the man was run over while crossing railways
where it is not allowed.

"There are special places for crossing railways, but many cross
railways where they want," he said.

Harutyunyan said that the company pays special attention to cleanness
to the railways and areas adjacent to them.

He said that South Caucasus Railways pays special attention to
cleanness

He said that cleanness of these areas is not only an aesthetic norm,
but also safety, since garbage attracts rats, and they destroy cables.

The South Caucasus Railways CJSC fully owned by the Russian Railways
Company is concession manager of the Armenian Railway Company.

Armenian Railway has been handed over to the South-Caucasian Railways
CJSC for 30 years with a right for one-decade prolongation.

Under the contract, South Caucasus Railways will invest 2.6 million
Russian rubles in Armenia’s railway network.

on the date of the meeting on the Armenian-Turkish Protocols,
RA Constitutional Court’s spokesman Hovhannes Papikyan told a
PanARMENIAN.Net reporter.

According to him, the Constitutional Court still have a few days to
finally set a date for the meeting.

According to the Constitutional Court’s regulations the hearing on
the conformity of the submitted documents should be appointed not
later than in 20 days after the date of submission of the documents.
