FINANCE MINISTER OF ARMENIA: ARMENIA WILL USE RUSSIAN STABILIZATION LOAN FOR $500 MILLION WITHIN COMING YEARS

ArmInfo. Armenia will use the Russian stabilization loan for $500
million within the coming years, Finance Minister of Armenia Tigran
Davtyan told ArmInfo. ‘Armenia hardly can use these funds within
2009. Part of the amount is likely to be used in 2010 and within the
coming years. These are budgetary funds and will be used purposefully’,
Tigran Davtyan said. He said Armenia has informed Russia that the
loan was ratified and is expected within 1-3 days.

The minister said the government will spend the loan on restoration
of the disaster zone, on development on SMEs. Part of the amount will
be spent to support strategic companies, another part to create a
stabilization fund for macroeconomics and budget deficit for 2010. Part
of the amount may be used to form a mortgage fund at the Central Bank,
he said.

The minister highlighted some trends of stabilization in the economy
of Armenia. ‘We are little behind global processes. One should expect
improvement in the economy of Armenia as soon as it is stabilized in
the USA and Russia’, the minister said.

Earlier on 2 June the Parliament ratified the intergovernmental
agreement with Russia for provision of the $500 million stabilization
loan to Armenia.

The loan will be provided at the LIBOR+3%, which is equal to 4%
annual interest. The maturity of the loan is 15 years with a 4-year
grace period.

students of Nizhny Novgorod State University, national enmity often
shows itself in childhood.

In higher classes of school and Universities, students of different
nationalities are judged by their personal qualities, and not in
accordance with stereotypes, Youth Sector Leader at Regional Social
Organization of Nizhniy Novgorod’s Armenian Community, Hakov Petikyan
told at the round table on June 1.

In his turn, Local National-Cultural Autonomy Chairman, Tatar Renat
Islyamov noted that tolerance issue is in "people’s heads" "Some people
are interested in destabilization of country’s atmosphere. They are
destroying society from the inside," Yerkramas Russian Armenians’
newspaper cited Tatar’s Autonomy representative as saying.

ArmInfo. A truck has tripped an antitank mine in Martuni region of
Nagorno Karabakh.

As ArmInfo special correspondent in Stepanakert reports, the injured
person was immediately carried to Yerevan.

According to the employees of the HALO Trust British non-governmental
organization, specializing in mine clearing of the NKR territory, the
area, where the explosion happened, was surveyed, partially demined
and marked with the relevant signs several years ago. However, the
signs disappeared in the course of time. The HALO Trust demines first
of all the territories close to settlements.

According to some data, Nagorno Karabakh inherited over 100, 000 mines
and different kinds of shells from the war enforced by Azerbaijan.

ISTANBUL – Kevork Galosian, a 22-year-old from Armenia, studied Turkish
at Yerevan University as a reaction against his family and now has
founded a civil society organization to support the Turkish-Armenian
dialog process and promote relations between the two countries

Young Turks from all over the country met recently with young Armenians
who traveled to MuÅ~_ in a rented van as part of a series of cultural
activities aiming to bridge the gap between the two societies.The
event was co-hosted by the MuÅ~_ Youth Aggregation Society and the
Armenian Young Democrats’ National League, which organized events
and discussed between May 16 and 18.

Kevork Galosian, the 22-year-old founder of Young Democrats’ National
League, told the Hurriyet Daily News & Economic Review that his group’s
primary aims as a civil-society organization are creating dialogue
and producing solutions to the problems between Turkish and Armenian
people. The group, consisting of seven young people between the ages
of 18 and 23, traveled through Georgia for more than 30 hours before
reaching Turkey via Tbilisi, visiting Ardahan and Kars before coming
to MuÅ~_.

Prejudices prevent

"Many more of our friends wanted to come to Turkey with us, but
their prejudices prevented it," Galosian said. "My friends who did
come with me were also anxious that something would happen to them,
but all of their views have changed. They will visit Turkey again
when they get a chance."

Galosian’s family migrated to Yerevan, the capital of Armenia,
right after the 1980 military coup in Turkey. His siblings were
born in Istanbul, his father is from Malatya and his mother is from
Yozgat. Thus, he said, Turkey has a special importance for him and his
biggest desire as a child was to speak Turkish like his parents. "My
fathers’ friends of Turkish origin from Istanbul visited us every
summer on holidays," Galosian said. "They were speaking Turkish among
themselves, but not one word of Turkish was spoken in the house after
his friends left."

He chose Turkish Studies at university as a reaction against
his family, becoming an expert in Turkish at Yerevan State
University. Galosian will receive his master’s degree at Fatih
University in Istanbul. "I want to learn Turkish much better," he
said. "I will stay in Turkey during my master’s degree and develop
my language skills."

Galosian believes the recent efforts to establish diplomatic
relations between Turkey and Armenia are extremely important. "We
must remove the boundaries in our brains before the ones on land,"
he said, adding that the same level of nationalist stances exists in
Turkey and Armenia, which he described as an "extremely dangerous"
situation. "The nationalism on both sides are no good for anything
but adding fuel to the already burning fire," he said, adding that a
person who really loves his country and nation does not seek sanctuary
in nationalism. It is too late to found "Greater Armenia" or to realize
the dream of a Pan-Turkic "Great Turan." The maps are already drawn.

Turkish people as a whole cannot be blamed for tragic events in
the country’s history, Galosian said, concluding his remarks with a
message to the world: "We appreciate your encouragement of the dialogue
process between Turkey and Armenia, but we are against America, Russia
or Europe using the Armenian matter for political exploitation. As
Turks and Armenians, we should learn from the things foreign powers
did to us in the past."

A memory on ‘rakı’

During his visit to Turkey, Galosian visited the Ani excavation site,
the capital of the Pakraduni Armenian Kingdom that reigned between 961
and 1045, in the Arpacay District of Kars. He said he was surprised by
the historical information given there, noting that, "The Armenians
were not mentioned in a single word on the signs." At that moment,
a security guard came up to Galosian and asked for rakı. He said
he turned to the security guard and said, "There is no mention of
Armenians here and you are asking rakı from me?" The guard answered,
"How is that my fault? I did not write the signs."

The member of the Transparency International organization Amalya
Kostanyan and the head of the Vanadzor branch of the Helsinki
Association Artur Sakunts expressed their opinions in connection with
the election on May 31.

Artur Sakunts stated that it was merely an outrageous election. Unknown
people tried to bribe him saying, "let’s go to eat something", stated
Sakunts with anger.

The electoral commissions were formed to rig the election. In one of
the polling stations the head of the commission was making notes in
front of the names of the voters, which is not allowed by the law,
noted Sakunts.

The trustees, the observers and the members of the commissions were
working as a team trying to direct the voters. People were afraid
to complain that someone else had already voted instead of them. As
to the international observers, Sakunts noted that either they have
been bribed or they consider Armenia the enclave of Russia.

Amalya Kostanyan demanded to declare invalid the results of the
election at the 8 electoral district. There was created some atmosphere
of fear, terror. Kostanyan is sure that no normal mechanism may work
here, the only way out is not to bear it and to rebel.

called Malatia Police Department, reporting on commission member
Mkhitar Nazaryan’s being beaten in polling station ¹ 7/18.
During police interrogation, Mkhitar Nazaryan said he had been in
polling station since 7:00 p.m. and hadn’t been beaten by anyone.
Later, Sayat Gasparyan, member of Election Commission ¹7/18, confirmed
that no incident of the kind had occurred, RA Police says in a

Yerkir party leader Arthur Baghadsaryan voted today at 10/28 polling
station.
`Orinats Yerkir wants the Mayor to honestly perform duties. If the
elections are fair and free, our party will welcome the outcome,’
Baghadsaryan said, adding that Orinats Yerkir will not secede from
coalition even if it doesn’t win the elections.
Yerevan holds elections to the city council today. Polling stations
opened at 8 am (GMT+4) and will close at 8 pm (GMT+4). Residents of
the Armenian capital will elect parties which will share 65 mandates.

Baku. Viktoria Dementieva ` APA. Co-chairs of OSCE Minsk Group Matthew
Bryza (USA), Bernard Fassier (France), Yuri Merzlyakov (Russia) and
personal representative of OSCE chairman-in-office Andrzej Kasprzyk
(Poland) met with Armenian Foreign Minister Edward Nalbandian, APA
reports quoting Armenian media.

The co-chairs briefed Nalbandian about the talks held in
Baku. Moreover, they discussed the prospects of settlement of Nagorno
Karabakh conflict and St. Petersburg meeting of Azerbaijani and
Armenian presidents scheduled for June 4.

The co-chairs also plan to meet with Armenian President Serzh
Sargsyan.

The mediators had left Baku for Yerevan.

NEW DEACONS FOR PRIESTHOOD ARE ORDAINED IN ANTELIAS

On Sunday 24 May 2009, the eight graduates of the special course for married
priests and monks had their first step in their ordination to priesthood at
St. Gregory the Illuminator Cathedral in Antelias. The future married
priests and the one monk will serve in the dioceses of Aleppo (Syria),
Lebanon, Canada, Isphahan (Iran), and the United States of America.

The ordination took place during the liturgy presided by His Holiness Aram I
and celebrated by Bishop Shahan Sarkissian, Prelate of Aleppo (Syria).
According to the order of ordination, the Vice Rector of the Seminary
introduced the candidates to the community, after which the candidates took
a vow to serve the church according to its Tradition and moral and ethical
teachings. After they taking their vows, Bishop Shahan gave them the stole
"ourarion" signifying the step.

At the end of the liturgy, the deacons met with His Holiness Aram I and
received his blessings.

ArmInfo. Speaking of the credit from Russia, one should not substitute
Libor+3 with 4% annual interest, the former head of the Armenian
Central Bank Bagrat Asatryan told ArmInfo.

He said that by standards of an interstate credit, the price is
too high for Armenia. ‘Let’s call things by their proper names:
Libor+3 is not 4%. No one knows how Libor will change in 10 years’,
B. Asatryan explained. In addition, he said, it is not clear what
sectors this credit will be directed to and which enterprises will
receive financing. B. Asatryan does not rule out that repayment
of this credit may turn into continuation of the Property for Debt
program. ‘The funds are likely to be invested in the enterprises fully
or partially belonging to Russia’, he said. On May 20 Russian Finance
Minister Aleksey Kudrin and Armenian Finance Minister Tigran Davtyan
signed an agreement on provision of a 500 million US dollar credit
by Russia. The credit maturity is 15 years, the interest Libor+3. The
agreement provides for a 5-year grace period.
