/PanARMENIAN.Net/ There can’t be any kind of reaction to Baku’s recent
initiative to build a "new" capital of Nagorno Karabakh, said Janna
Galstyan, chairperson of the NKR parliamentary committee on defense,
armament and security.

"Maybe, the Azeri authorities have finally come to understand that
people can’t live in tents for 20 years in a country rich in oil and
gas. Believe, the talk about construction of a new NKR capital is
too absurd to comment on," she told a PanARMENIAN.Net reporter.

In an interview with Mirror newspaper, head of so-called Azeri
community of Karabakh Nizami Bakhmanov said that "a new settlement
is being built in Khojavend region of Azerbaijan for refugees from
Khojavend, Khojaly and Shushi."

It’s worth noting that Khojavend is a fictitious administrative unit
in the southwest of Azerbaijan.

ArmInfo. Efforts of both the law machinery and the whole society are
necessary for successful corruption-fight, RA Prosecutor General
Aghvan Hovsepyan said at the second session of the law machinery
representatives on corruption-fight held in Yeghegnadzor yesterday. He
said that the problem of corruption is known to all the countries being
in the process of building of a civil society. However, one should take
into account the fact that corruption is not a new phenomenon. So,
it would be wrong to think that it will disappear with time. ‘Active
fight of not only the law machinery but of the whole society as well
is required for elimination of this negative phenomenon’, A. Hovsepyan
said and added that self-cleaning of the law machinery is a priority
goal: RA Prosecutor General recalled that corruption is a kind of
crime which is committed conjointly, and this circumstance stipulates
the peculiarities of corruption-fight. ‘However, all the legislative
opportunities have been created, and now, we have to achieve the result
in practice through an efficient work’, A. Hovsepyan said. In view
of this, he called on the law machinery representatives to get rid
of any kind of kin and friendly relations in corruption-fight. ‘The
Law is above all.

Corruption-fight should become continuous, it should become a
psychology and style of work’, A. Hovsepyan said.

YEREVAN, AUGUST 4, NOYAN TAPAN. Elections to local self-government
bodies will be held in 12 communities of Yerevan on September 7 and
28: elections of members of councils of aldermen will be held in 6
communities, elections of community heads and members of councils of
aldermen – in another 6 communities, the chairman of the RA Central
Electoral Commission (CEC) Garegin Azarian told reporters at the
August 4 press conference.

On September 7, elections of community heads and members of councils of
aldermen will be held in Yerevan’s Erebuni, Kanaker-Zeytun, Arabkir and
Nubarashen communities, elections of members of councils of aldermen
– in Malatia-Sebastia and Ajapniak communities. On September 28,
elections of community heads and members of councils of aldermen will
take place in Yerevan’s Kentron and Nor Nork communities, elections
of members of councils of aldermen – in Nork-Marash, Avan, Davitashen
and Shengavit communities.

Elections to local self-government bodies will be held in marzes
(regions) on October 12, 19 and 26: out of elections to be held in
282 communities in Ararat, Kotayk, Vayots Dzor and Syunik marzes,
9 will elections of community heads, 58 – elections of members of
councils of aldermen, and 215 will be elections of community heads
and members of councils of aldermen. Out of elections to be held in
249 communities in Armavir, Lori, Tavush marzes on October 19, there
will be elections of community heads of 14 communities, elections of
members of councils of aldermen in 50 communities and elections of
community heads and members of councils of aldermen in 185 communities.

Elections to local self-government bodies will take place in 279
communituies in Aragatsotn, Gegharkunik and Shirak marzes on October
26: elections of community heads in 34 communities, elections of
members of councils of aldermen – in 48 communities and elections
of community heads and members of councils of aldermen – in 197
communities. On the whole, elections to local-self government bodies
will be held in 822 communities, including elections of heads in 57
communities, elections of members of councils of aldermen – in 162
communities, and elections of community heads and members of councils
of aldermen – in 603 communities.

According to G. Azarian, an invitation on behalf of the government with
the request to conduct an observer mission was sent to the Congress
of Local and Regional Authorities of the Council of Europe. There
will be local observers as well.

YEREVAN, AUGUST 4, NOYAN TAPAN. The results of the auditor
qualification examination were finalized at the RA ministry of
finance on August 4. Out of 13 persons who filed an application,
11 took examination, 6 of whom receved qualification certificates.

3 qualification examinations for auditors were conducted in 2008. 43
persons filed applications, 32 took exams, 8 of whom received
qualification certificates.

According a report of the press service of the RA ministry of finance,
163 auditors currently have qualification certificates in Armenia.

‘Standing Guard for Our Rights, Our Commitment is Forever’
New York ARF and AYF Host Commemorative Program Honoring Khanasor, Lisbon
Events

NEW YORK – On July 25 the New York Armenian Youth Federation (AYF) Hyortik
chapter joined the Armenian Revolutionary Federation (ARF) New York Armen
Garo Gomideh in commemorating the 111th anniversary of the Khanasor
Expedition and the 25th anniversary of the Lisbon 5 event. A capacity crowd
of community members, in particular a strong youth presence, joined both
organizations in the Armenian Center in Woodside, NY, to recall the
historical significance both had on the Armenian spirit and Cause.

After the singing of Mer Hairenik, ungerouhi Sossi Essajanian welcomed
clergy and guests. "With these two important events in our history, as
always, we show that we stand guard for our nation’s right today, tomorrow,
and forever," she said. Following this introduction Essajanian invited unger
Armen Caprelian to present a few words on behalf of the ARF Armen Garo
Gomideh. He said, "Thank you for joining us in commemorating the memory of
our unforgettable heroes of Lisbon and Khanasor. We are proud to acknowledge
that today’s program was organized by our young ungers and ungerouhis; we
realize that both events happened generations before them but yet they still
carry the spirit." He went on to note that this also shows that the ARF is
still passing the torch to its future generations.

In his remarks Caprielian discussed the work of Hai Tahd. He said. "Dear
friends, when it comes to helping the Armenian nation, the ARF and Armenian
National Committee have stood strong. We encourage you to stand with us in
every way: such as physically at events and financially with support.
Through these actions we commemorate the sacrifices of our past heroes whose
memories we honor this evening."

Next unger Mher Janoian from the AYF Central Executive offered thoughts on
behalf of the body. "In 1897 on July 25, exactly 111 years ago, the Khanasor
Expedition brought pride and hope to the Armenian people," he said. "This
success gave birth to intellectuals, workers and leaders, creating strong
support from the Armenian people in seeking self-defense and revolution and
in their own ability to achieve these. Thus they realized that there would
be no real help from the rest of the world but that they had to rely on
their own strength." Janoian continued by emphasizing that that same
knowledge was gained during the Lisbon 5 event. He said "Yes, the five youth
were passionate, but they rose above life’s everyday pleasures, financial
motivations, educational endeavors, family and friends. They stepped outside
the box of indifference encapsulating the youth and returned to their
historic Armenian roots."

Finally, Janoian turned his words to the Armenian youth at large. He said,
"The AYF calls on all Armenian youth organizations and associations to bring
together their members, organize meetings to work on keeping the Armenian
culture in the Diaspora and strengthening Armenia=85 The AYF stays away from
indifference and continues its oath by standing strong in defense of
Armenia, as faithful guardians of the Armenian Cause, people, church and
culture."

Following the AYF message ungerouhi Mary Yaralian discussed the historical
significance of the Khanasor Expedition. "The Khanasor Expedition has a
unique place in Armenian history and in the ARF’s work," because, she said,
it was a large-scale and successful expedition that took place on the
historic Armenian homeland and ended in victory. Yarlian’s presentation
highlighted the leaders of the expedition, the reasoning for the plan of
attack, and what actually happened during the battle. Her presentation was
accompanied by a slide show of images ranging from photos of expedition
groups to the flags used during the event, as well as the hand-written oath
taken by all fedayees before their departure.

Immediately following this the audience was transported to July 1983 when
AYF Hyortik president Sevag Parsehian read a compilation of detailed news
reports describing the attack on the Turkish Embassy in Lisbon, Portugal.
"On Wednesday, July 27, 1983, five armed men attacked and occupied a Turkish
Embassy building in Lisbon, Portugal. After a pitched battle, they blew
themselves up when Portuguese government forces penetrated the building,"
read Parsehian. The account went on to describe how the youths barricaded
themselves in the Embassy then issued a statement that said, "We have
decided to blow up this building and remain in its ruins. This decision is
neither an act of suicide nor an indication of insanity; it is our sacrifice
on the alter of freedom=85"

A 30-minute documentary on the Lisbon 5 event was then shown. The film
highlighted the personalities and lives of the five youths from Lebanon. The
last 15 minutes presented actual footage of the youths as they spoke to the
world on video about their ideas, intents and beliefs. At the end of the
black-and-white segment the group sings a Verker-Ov Li before they departed
on their historic mission.

The impact of their actions and consequent death was not left unnoticed.
Five members of the Hyortik chapter took turns reading letters from
relatives of the youths, reflecting on their loss and understanding the
reason why they chose their actions. "We know that the destiny of the
Armenian has always been full of pain. My consolation is that my son did not
die an ordinary death; he sacrificed the spring of his life and became a
martyr along with his comrades on the road to the liberation of his nation
and his fatherland," read one letter in part.

Hearing from the voices of those left behind, the Hyortiks awakened the
spirit, ideas and determination of the youths as they presented a dramatic
skit to the poetic words of singer Karnig Sarkissian. After the five boys
kneeled shoulder to shoulder in a circle in the darkness, the inspiring
words brought them slowly to their feet and with them rising the Armenian
flag and posters reading "1915 Never Again," "Armenians Demand Justice," and
"Recognize the Armenian Genocide." The end of the short skit brought the
audience to their feet for a standing ovation.

After this, unger Ara Caprielian spoke about the historical and
psychological significance of these two events. In his presentation, given
all in Armenia, Caprelian said, "During the latter part of the 19th century,
Western Armenians were subjected to harrowing conditions in the Ottoman
Empire where they were denied elementary rights," he said. "On the one hand
they were subjected to massacres and other forms of oppression, while
students returning from European universities were imbued with liberation
ideas. Political parties were formed to carry on the struggle on behalf of
the people. The Khanasor Expedition was a major punitive, guerilla operation
directed against the Mazric Kurds who had previously killed many Armenians,"
said Caprielian. He concluded by saying that "The struggle on behalf of Hai
Tahd continues and we will succeed as long as our commitment is forever, our
resolve steadfast, and our willingness to sacrifice unshaken."

Finally Bishop Anoushavan Tanelian reflected on the event and the continued
spirit of the youth. He said, "Today, if we weren’t here, where would we be?
At home or in front of the television, it would be a normal day. But I am
proud, happy and congratulate the youth who brought us all together to
connect us with our roots." Tanelian went on to consider the connection
between the two events. He said that the stories are indeed from different
time periods but there is the same sprit that travels centuries from
Khanasor to Karakilise, Bash Abaran=85" Then he talked about the Artsakh
liberation struggle and how the spirit will continue "now, tomorrow and
forever." With those concluding words, the event ended with the
singing of *Harach
Nahadag* after which light reception was held.

Two days later on July 27, the Hyortiks joined the ARF Armen Garo Gomideh in
a hokihanisd that took place at the St. Illuminator’s Armenian Cathedral to
remember the martyrs of the Khanasor Expedition and the Lisbon 5 event.

Azerbaijan, Baku, 30 July/ TrendNews, corr I. Aliyev/ OSCE hopes
that the talks on the resolution of the Armenian-Azerbaijani
Nagorno-Karabakh conflict will be intensified after the presidential
elections in Azerbaijan in October. "We hope that the talks on the
resolution of Nagorno-Karabakh conflict will be continued on the
principles at the table after the presidential elections," Heikki
Talvitie, the special envoy of OSCE Chairman in -Office said in the
press conference on the results of his visit to Baku on 30 July.

The conflict between the two countries of the South Caucasus began in
1988 due to Armenian territorial claims against Azerbaijan. Azerbaijan
lost the Nagorno-Karabakh, except of Shusha and Khojali, in December
1991. In 1992-93, Armenian Armed Forces occupied Shusha, Khojali and
Nagorno-Karabakh’s seven surrounding regions. In 1994, Azerbaijan
and Armenia signed a ceasefire agreement at which time the active
hostilities ended. The Co-Chairs of the OSCE Minsk Group ( Russia,
France, and the US) are currently holding peaceful, but fruitless
negotiations.

In 1992, Minsk Group was founded within OSCE by 10 states to settle the
Nagorno-Karabakh conflict by peaceful means. Three states including
US, Russia and France has been acting as co-chairmen of Minsk Group
since 1997.

OSCE representative believes that Nagorno-Karabakh conflict must
be solved by peaceful means and on the principles of determining of
destiny and territorial integrity. "These principles do not contradict
with each other. At present, OSCE is more interested in the talks
on the resolution of the conflict. OSCE encourages Azerbaijan and
Armenia to resolve the conflict peacefully. The peaceful way is the
only way which will bring the parties to compromise," he said.

Concerning the tomorrow’s meeting between foreign ministers of
Azerbaijan and Armenia, Elmar Mammadyarov and Edward Nalbandyan,
Talvitie said that OSCE is pleased with the continuation of dialogue
between the parties.

The concluding drill of Georgian- U.S. exercise Immediate Response
was held at a military base in Basiani, near Tbilisi, on Monday,
the chief of the Georgian Armed Forces Joint Staff, Zaza Gogava, said.

Some 1,600 servicemen including 1,000 U.S. citizens, 600 Georgians
and a total of 30 officers from Azerbaijan, Ukraine and Armenia took
part in the exercise that began on July 15, he said.

"The exercise is aimed primarily at strengthening the security of
the region and learning from valuable U.S. military experience,"
Gogava said.

The Georgian servicemen that have taken part in the exercise will go
to Iraq shortly, he said.

The military are practicing various tasks including missions on
suppressing terrorism, Gogava said.

All the events planned in terms of the exercise will end on July 31,
he said.

Baku. Elshen Mammedov – APA-SPORT. Former FC Baku goalkeeper Soso
Grishikashvili will continue his career in Armenian FC Mika, APA-SPORT
reports.

The 34-aged has signed one-year deal with the team. FC Baku transferred
the player in summer 2005. He was included in the bid for the UEFA
Cup first qualifying match against FC jilina (Slovak Republic) though
the goalkeeper spent both legs in reserve.

The goalkeeper hadn’t got an opportunity to show himself for 3+2
legionnaire limit in 2005/06 season. In result, the club decided to
break the agreement.

The goalkeeper took part in several Georgian clubs, as FC Kacheti,
FC Metallurg, FC Dinamo (Tbilisi), FC Tbilisi (Georgia), Russian FC
Spartak (Vladigafgaz), FC Alania, as well as FC Ventspils (Lithuania).

The Grand Canyon State’s growing Armenian American community has placed
its stamp of approval on freshman Congresswoman Gabrielle Giffords
(D-AZ) in her bid to be re-elected to the U.S. House of Representatives
this fall. Giffords, who represents the state’s 8th Congressional
District, is slated to face former Arizona State Senate President Tim
Bee in a race that CQ Politics has rated "Leans Democratic."

As a member of the House Foreign Affairs Committee, Congresswoman
Giffords voted last October for the Armenian Genocide resolution
(H.Res. 106) during a marathon committee markup. Urged by her Armenian
American constituents to support the human rights legislation marking
the wanton murder of over 1.5 million Armenian Christians, the
Congresswoman did just that. The Republic of Turkey paid registered
foreign agents, including former Democratic Leader Dick Gephardt, to
urge the Congresswoman to oppose the genocide bill. The effort by
Turkey to have Congresswoman Giffords deny the truth of the Armenian
Genocide has and will continue to fail.

In responding to a press inquiry about her vote on the Armenian
Genocide resolution, Giffords explained, "I am Jewish. I have both a
moral and personal obligation to condemn all acts of genocide no matter
where or when they occur. Our nation’s relationship with Turkey is
important. Our relationships with all other countries are important.
But our relationship with humanity matters as well. I cannot vote to
deny that the horrific actions of the Armenian Genocide occurred," she
added.

Constituent Sevag Boyadjian of Tucson, Arizona praised Congresswoman
Giffords by sharing that, "she showed great moral fiber in support of
House Resolution 106." He added that, "by basing her decision in
support of this human rights legislation on the founding principles of
America rather then being intimidated by a foreign government, she
clearly reaffirmed that our nation’s foreign policy should be based on
the truth."

Giffords represents the 8th Congressional District in Arizona, which
comprises much of the state’s southeast corner. Cochise County
comprises the majority of the district geography, but most constituents
in the 8th Congressional District live in the Tucson area (Pima
County). According to an analysis by Congressional Quarterly, border
security issues are of increasing concern to voters in the district. In
the last Presidential contest, George W. Bush carried the district with
53 percent of the vote. As of June 30, 2008 Giffords had raised
approximately $2.4 million with her opponent Tim Bee collecting
approximately $1.1 million in campaign funds.
