Erdoğan vows to keep Armenian border closed during Azerbaijan visit

Turkish President Recep Tayyip Eroğan said that Turkey would continue to keep its border to with neighbour Armenia closed in the absence of a solution to the Nagorno-Karabakh issue during his visit to Azerbaijan on Saturday, independent news site Diken reported.

Nagorno-Karabakh, which broke away from Azerbaijan in 1991 with Armenian military support, is the subject of ongoing dispute between Azerbaijan and Armenia.

"Those who cannot explain what happened in Khojaly 26 years ago, the massacre in Upper Karabakh, and declare the killers heroes, should not give Turkey any kind of history lesson," Erdoğan said, in an apparent reference to Armenia during an event marking the 100th anniversary of the liberation of Baku by the Caucasian Islamic Army.

The targeting of Azerbaijanis in the Khojaly massacre in 1992, during which 161 Azerbaijani civilians were killed by Armenian armed forces, and the Nagorno-Karabakh dispute led to the breakdown of relations between Armenia and Turkey in the early 1990s, with Turkey closing its border to Armenia in a show of support for Azerbaijan in 1993.

Alexander Avanesov. Armenia's attitude towards Georgia is special, and bilateral relations should not be affected geopolitical factors. Prime Minister of the Republic of Armenia Nikol Pashinyan stated this in an interview with Georgian journalists present in Yerevan, reports the Georgian TV channel of Pirveli Archi.

The prime minister recalled that in May of this year he made the first international visit to Georgia, which, he said, was successful. "I always, being still an oppositionist, said that our relations with Georgia should be special, and we must work to protect them from geopolitical influence, this is my view on our relations with Iran," Pashinyan said.

He recalled that during his visit he visited the region Samtskhe-Javakheti. "There are many Armenians living in Samtskhe-Javakheti and the main message of the visit was that Georgia and Armenia are friends and neighbors. "We are fraternal peoples and nothing should shade our relations, the Georgian people should be sure that there is no understatement and negative element in Armenia's actions towards Georgia," he said.

It should be noted that the journalists of the leading Georgian TV channels were in Yerevan these days within the framework of the press tour.

Recall, the first official visit of the Armenian delegation to Georgia led by Prime Minister Nikol Pashinyan took place on May 30-31 this year.

Speaker Babloyan and Arman Tatoyan meet

Speaker of the Parliament of Armenia Ara Babloyan on August 29 had a meeting with Ombudsman Arman Tatoyan.

During the meeting Speaker Babloyan told the Ombudsman that during his recent meetings with Prime Minister Nikol Pashinyan and President Armen Sarkissian the sides attached importance to the imperative of the role of the Constitution and stated that all actions aimed at solving the issues should be made in accordance with democratic standards, in an atmosphere of dialogue, negotiations and discussion.

In his turn Ombudsman Arman Tatoyan introduced his positions on the issues raised by the Speaker:

  • Any process in the country should be based on the rule of law. Any initiative should be based on the human rights.
  • The freedom of speech is one of main indicators for the country’s democratic development: the protection of this high value is the duty of all of us. The promotion of pluralism is directly linked with this as Armenia really needs this now.
  • As for the possible formation of transitional justice bodies, the Human Rights Defender plans to completely study the international experience and standards. It will be summed up by taking into account the concrete proposals of the government. One thing is clear: the activity of any new body should be in line with Armenia’s international commitments and based on the Constitution and laws.
  • Coming to courts, it should be noted that the state power is being carried out based on the separation and balance of legislative, executive and judicial powers. This in its turn supposes independence of judiciary from both the legislative and executive, and from any other body or individual. The issues in the judicial system should be solved by consistent, also tough, but exclusively legal means.
  • It is necessary to ensure constant development of the system of protection of rights ruling out regressive achievements. The Ombudsman will continue making maximum efforts on this direction, as well as will support the government’s initiatives directed for that purpose.
  • Any issues should be discussed and solved in the conditions of solidarity and dialogue.

Armenian police are probing the armed attack on a former chief judge’s home which took place August 28 shortly before midnight.

Police said that the 30 year old son of Arman Mkrtumyan, the former president of the Court of Cassation of Armenia, contacted police an hour after the incident and said that three masked gunmen have breached into his house in Dzoraghbyur, a village outside Yerevan.

The father and son tackled the assailants, and eventually one of the gunmen was subdued by the 30 year old after the latter used his gas pistol in self-defense. The two other gunmen fled the scene.

Police said that the assailant who was subdued is a local of Gyumri. He was identified as H. Rijenko. The identities of the two other attackers who are still at large are being clarified.

Police said the fugitives opened sporadic gunfire when the owner of the home and his father tried to resist.

More than a dozen of 7,62 caliber ammo cases, an AKM assault rifle, a bag containing duct tape and a metal instrument were discovered at the scene.

The apprehended assailant, H. Rijenko, has been placed under arrest.

Վերաքննիչ դատարանը մերժել է «Մարտի 1»-ի գործով մեղադրյալ, ՀԱՊԿ գլխավոր քարտուղար Յուրի Խաչատուրովի բողոքը՝ ուժի մեջ թողնելով առաջին ատյանի դատարանի որոշումը։


Խաչատուրովի պաշտպան Միհրան Պողոսյանի խոսքով՝ նրան մեղադրանք առաջադրելուց հետո նախաքննական մարմինը միջնորդություն էր ներկայացրել առաջին ատյանի դատարան՝ կալանավորելու Խաչատուրովին։ Բայց, ինչպես փոխանցեց փաստաբանը, դատարանը չնայած գտել էր, որ չկան հիմնավոր կասկածներ, որ Խաչատուրովն առնչություն ունի իրեն առաջադրված մեղադրանքին, միևնույն ժամանակ գտել էր, որ կալանքը հիմնավոր է, սակայն որոշել էր որպես այլընտրանքային խափանման միջոց գրավ կիրառել և Խաչատուրովին 5 միլիոն դրամ գրավի դիմաց ազատ էր արձակել, հայտնում է «Ազատություն» ռադիոկայանը։


Փաստաբանի խոսքով՝ եթե դատարանը որոշում է, որ չկան մեղադրանքի վերաբերյալ հիմնավոր կասկածներ, պետք է մերժի նրան կալանավորելու միջնորդությունը, ոչ թե կալանքը համարի թույլատրելի։ Պողոսյանն ասաց, որ իրենք վերաքննիչում բողոքարկում էին հենց այս հանգամանքը։


Պողոսյանը դեռևս չի ստացել վերաքննիչի որոշումը և այն ստանալուց հետո կհստակեցնի՝ բողոքարկել վճռաբեկ ատյան, թե ոչ։

Germany will do its utmost for recording progress in the visa liberalization process for Armenian citizens to the EU, German Chancellor Angela Merkel said in a joint press conference with Prime Minister of Armenia Nikol Pashinyan.

“You know that visa liberalization has been completed for the citizens of Georgia and Ukraine, which are EU- associated countries. This issue is also closely connected with migration policy. We expect progress in this issue and we will do our utmost for achieving progress”, ARMENPRESS reports Merkel as saying.

Prime Minister of Armenia NIkol Pashinyan emphasized that during the discussion they recorded that following the political changes in Armenia the statistics of the last months shows that more people come to Armenia than leave Armenia. According to Pashinyan this means that the political changes of Armenia should encourage repatriation, rather than emigration.

The Republican Party, Armenia's former ruling party, considers Prime Minister Nikol Pashinyan's foreign policy, including on Russia, to be wrong, Eduard Sharmazanov, press secretary of the Republican Party and deputy speaker of the parliament, told Interfax on Monday.
 
Speaking at a rally in downtown Yerevan on Friday, Pashinyan said, "Neither the West nor our partners in Russia have fully come to grips with the new situation in Armenia. And saying that Armenian-Russian relations are worsening today is just ridiculous. In the past 100 days, I have met with Russian President Vladimir Putin twice, and we have spoken on the phone three times. The relationship between the two countries is good and will get even better, step by step,"
 
Pashinyan also announced an Armenian-Russian humanitarian project, which he described as unique, but did not provide detail.
 
Commenting on the prime minister's speech, Sharmazanov said he believes that Pashinyan is forging international relations at the level of "toasts."
 
"We are not concerned about the future of Armenian-Russian relations, which was announced at the rally, we are just worried: there are reasons to be worried. The new administration is building relations with Russia at the level of toasts, but international relations are not built by making toasts, and it is said that 'the main thing in politics is effectiveness, not talking'," Sharmazanov said.
 
"Pashinyan can say all he wants, but that's not the main thing. The main thing is the result, and the result is the tough evaluation of the Russian Foreign Ministry and Lavrov of the policies of the new Armenian administration," he said.
 
The Russian minister earlier said he was concerned by the recent detentions of high-ranking officials in Armenia, saying that they contradict the statements made by the new administration of the country saying that their political predecessors will not be persecuted.

Why Kocharyan’s release is in Armenian Prime Minister’s best interests

Second president of Armenia was arrested pretty unexpectedly. The same can be said about his release. At first, Kocharyan was invited as a witness to testify to the Special Investigation Service. By the end of that day second president of Armenia became a prisoner on charges of going against constitutional order. That's how current law enforcers interpreted the events of March 2008, which followed presidential elections in February of the same year.

It seems that after coming to power Pashinyan began to deal with the dark past and try to bring those responsible to justice.

It was obvious that authorities are going to address the events of March 1. The Prosecutor's Office initiated criminal cases against former president, defense minister and head of the Yerevan local garrison of those days. Of course, Pashinyan took a risk. No matter what he did, Kocharyan's arrest would always look like personal revenge, and Kocharyan himself would be viewed as a prisoner of new Armenian leader. And that's why it seemed like he will spend a lot of time in prison, especially since petition of a large group of deputies about his release was rejected.

But the Appeal Court suddenly made a decision to release him. Is it really bad for Pashinyan? How will this situation end? The fact that once untouchable Robert Kocharyan is now in a completely different position was shown by demonstration of a small group of activists, who disrupted his planned press conference. But that's not the main point, even though it says a lot about his current situation.

Kocharyan's release is in Armenian Prime Minister's best interests for several reasons.

1. No one in Armenia should feel like his above the law, although new authorities should this by going against oligarchs and closest relatives of Serzh Sargsyan.

2. International community, including Russia, which didn't like more Kocharyan's arrest, saw that Armenia begins to live by the law, and if the court has decided to release someone, then that's it. In addition, Kocharyan's release also helps to prevent escalation in relations with Moscow in a way.

3. After these events, new government can't be accused of selective use of the law. No one can blame new authorities in using double standarts.

4. With Robert Kocharyan's release, Pashinyan now has a real political rival. But this rival has to use those forced that provoked Velvet revolution not so long ago, so Pashinyan sees no danger in Kocharyan.

5. After prison any person think about the meaning of this event in his life, and how much will it affect him in the future. Robert Kocharyan, who considers his arrest to be a political revenge, will think twice whether to return to politics or not.

6. Pashinyan once again showed the society that he's a man of his word. He promised not to interfere in Kocharyan's trial, and it seems that he really didn't.

7. Nikol Pashinyan announced he's going to hold a "report meeting" on August 17. He's going to tell his nation about his first days in power, what he managed to do, what he has to face, what tasks haven't been resolved at the moment. A lot of people are going to visit this event..

8. Finally, Robert Kocharyan is a free man, but the "March 1" events are still relevant.
