YEREVAN, DECEMBER 1, ARMENPRESS. Moscow assesses useful the OSCE role in the settlement process of the Transnistria and the Nagorno Karabakh conflicts, the Russian foreign ministry said in a statement issued ahead of the OSCE Ministerial Council.

“The OSCE plays a useful role in the Transnistria and the Nagorno Karabakh settlement process. We think that the solution of any conflict must be carried out through peaceful political and diplomatic methods, with the direct participation of the conflicting sides and consideration of interests within the frames of the set formats”, the statement says.

Opening a meeting with his Azerbaijani counterpart Ilham Aliyev in Sochi, Vladimir Putin said the discussion on the Karabakh settlement will continue later in the day during trilateral talks, which will also include Armenian Prime Minister Nikol Pashinyan.

The Russian president on Friday regretted that armed clashes continue on and off in the Nagorno-Karabakh region despite existing peace treaties, leading to more casualties.

Opening a meeting with his Azerbaijani counterpart Ilham Aliyev in Sochi, Vladimir Putin said the discussion on the Karabakh settlement will continue later in the day during trilateral talks, which will also include Armenian Prime Minister Nikol Pashinyan.

He said Russia’s peacekeeping mission and the Russian-Turkish monitoring center play a positive role in preventing wider confrontation, however, more needs to be done.

“It is necessary to discuss what has already been done and what still needs to be done by everyone, such that not only nothing like this (armed clashes) arises, but conditions are created for calming the situation and allow people to live in peace, and countries to develop,” the Russian leader added.

Putin said he has held a series of consultations with other government officials about economic problems and unblocking transport corridors in the region. “A lot of questions have piled up on this topic,” he said.

COVID-19: Armenia reports 531 new cases, 48 deaths in one day

YEREVAN, NOVEMBER 23, ARMENPRESS. 531 new cases of COVID-19 have been confirmed in Armenia in the past 24 hours, bringing the total number of confirmed cases to 334,878, the ministry of healthcare reports.

7366 COVID-19 tests were conducted on November 22.

922 patients have recovered in one day. The total number of recoveries has reached 308,922.

The death toll has risen to 7356 (48 death cases have been registered in the past one day).

The number of active cases is 17,195.

The Government of Armenia assesses that there is no need to declare martial law in Armenia at this moment, ARMENPRESS reports Prime Minister of Armenia Nikol Pashinyan said in an online press conference, answering the question why martial law and mobilization is not declared.

“As long as it is not declared, it means that the Government assesses there is no need for that. Whenever there is such a necessity, the Government will do it, but we hope there will be no such a necessity. Yes, we severely criticize Azerbaijan in this situation, but this does not mean we are seeking escalation”, Pashinyan emphasized, adding that Armenia will not miss any opportunity to speak with Azerbaijan directly.

YEREVAN, NOVEMBER 17, ARMENPRESS. US Congressman Frank Pallone expressed his concern about the latest Azerbaijani aggression against Armenia.

“Azerbaijan's escalation of violence on Armenian soil is unacceptable. This increase of deadly violence against Armenia will only continue unless the US Mission to the OSCE, the State Department and the international community take immediate and decisive diplomatic action.

Claims that both sides are at fault ignore the fact that Azeri troops are attacking within the sovereign territory of Armenia and terrorizing innocent civilians. This is a purposeful violation of international law that will only further embolden Aliyev if he is not stopped”, Rep. Pallone said on Twitter.

The 9th annual meeting of the CIS Secretaries of Security Council has kicked off in Moscow, with the secretary of security councils of the 9 member states of the Commonwealth of Independent States in attendance, including Armenia’s Armen Grigoryan and Azerbaijan’s Ramil Usubov.

Just yesterday, the Azerbaijani military launched a massive deadly attack on Armenia from the eastern border.

Armenia elected member of UNESCO Executive Board

YEREVAN, NOVEMBER 18, ARMENPRESS. For the first time Armenia was elected as member of the UNESCO Executive Board for the period of 2021-2025, the foreign ministry said in a statement.

The elections were held during the 41st session of the UNESCO General Conference in Paris.

Four countries were nominated for the three positions allocated in the elections: Armenia, Lithuania, Ukraine and Azerbaijan.

Armenia captured the first place with 146 votes as a result of the closed voting and was elected member of the Board.

This is the first time Armenia is elected member of the UNESCO Executive Board since its membership to the organization in 1992.

The Executive Board is one of the three constitutional organs of UNESCO (the others being the General Conference and the Secretariat) and it is elected by the General Conference.

Acting under the authority of the General Conference the Board examines the programme of work for the Organization and corresponding budget estimates submitted to it by the Director-General.

It consists of 58 Member States each with a four-year term of office.

Due to the epidemic situation, the Government of the Artsakh Republic plans to impose nationwide quarantine and specific restrictions in the coming days due to the existing risks of coronavirus disease, ARMENPRESS reports State Minister of the Republic of Artsakh Artak Beglaryan wrote on his Facebook page. He reminded that quarantine has been in force in Stepanakert and some other communities since November 4.

“I would like to once again urge our citizens to maximally raise vigilance and preserve the safety regulations”, Beglaryan wrote, citing rising death toll in the country.

If the quarantine is approved by the Government. Wearing masks indoors will be mandatory, remote working will be promoted, mass events will be limited, in Stepanakert and some other settlements lessons will be held remotely and vaccination process will be further promoted. The option of presenting PCR tests for the unvaccinated citizens is under discussion.

Opposition ‘With Honor’ legislature faction MP: No one knows if Armenia petitioned to Russia for military assistance

The representatives of the political majority in the National Assembly had no reason to raise anti-Russian hysteria, as Armenia has not petitioned to the Russian Federation, in writing, for military assistance. Hayk Mamijanyan, secretary of the opposition "With Honor" Faction in the National Assembly (NA) of Armenia, noted this Friday during the traditional press briefings at the NA.

"I would understand that hysteria if a corresponding written appeal was made to the Russian Federation, which would be left without their attention in the future. However, in the absence of a [respective] document and in the case of non-compliance with the relevant procedures, the logic of aggressive statements is incomprehensible to me personally," Mamijanyan explained.

At the same time, the opposition MP noted that the Armenian analysts, other fellow opposition lawmakers, and the parliamentarians of the ruling party also do not know whether or not an official petition was made to Russia.

"Russia plays a key role in establishing peace in the region. Besides, the strengthening of our army is impossible without the assistance by our strategic partner," Hayk Mamijanyan stressed.
