Ensuring Armenia’s security

“If we do not take decisive action, the situation will end with [an Azerbaijan] attack on Armenia, and the Armenian authorities will be forced to ask Russia to intervene. And the price will be the corridor [“Zangezur corridor”, which the Armenian authorities refuse to give to Azerbaijan],” Armenian political scientist Areg Kochinyan says.

He proposes to hire an American private military company to solve the country’s security problems in the short term – at least for 2-3 years – until reforms in the defense sector are completed.

In an interview with a local publication, the analyst talked about the likelihood of a new war or escalation, approaches to the settlement of the Armenian-Azerbaijani conflict, and the position of mediators.

“There are dozens of private military companies in the states that also work with foreign governments. The key to solving our short-term security problem is right here.”

Meghri is the section through which Azerbaijan intends to obtain the so-called “Zangezur corridor”. The Ijevan direction is in the neighborhood of enclaves whose return is demanded by the Azerbaijani authorities. Areg Kochinyan believes that the invasion of Azerbaijani armed forces is most likely in these areas.

The analyst emphasizes: this step certainly indicates a change in the vector of Armenia’s foreign policy, but its ally, Russia, “itself has already changed its vector with regard to Armenia.”

This is not the first time Kochinyan has also said that Armenia should immediately leave the Russian CSTO military bloc, abandon the military base stationed in the country, and “rethink Armenian-Russian relations.” He says that in the short term, economic strikes from Russia may have a strong negative impact. But the economic, energy, infrastructure and all other problems Armenia will face are quite solvable.

Kochinyan sees the preconditions for a perfect storm that will lead to a new war or escalation in the region. He considers the failure of the Pashinyan-Aliyev talks scheduled for late October in Brussels a step in this direction.

According to him, after Azerbaijan’s recent military operation in Nagorno-Karabakh, there is no more status quo that existed at the time of signing the statement of November 9, 2020.

“Now the mediators are competing over which platform this document will be formed. Azerbaijan, on the other hand, is trying to get the maximum before that.”

Baku’s plans now include he “Zangezur corridor”, in which Russia is also interested. This explains Azerbaijan’s reluctance to participate in the negotiations on the Western platform and sign a document based on the principles laid down in Granada.

Kochinyan’s list of “destabilizing elements” leading to a new escalation:

  • US inconsistency: “the statement by Acting Deputy Secretary of State Yuri Kim that the US will not tolerate ethnic cleansing against the people of Nagorno-Karabakh and Baku’s impunity afterward.”
  • position of the Russian Federation: if the Armenian-Azerbaijani conflict is resolved, Russia will find itself as a “ship without a harbor” in the region, so Moscow needs a new escalation to have an excuse to “save Armenians”;
  • the failure of the Brussels meeting, after which the West was in a sense out of the game;
  • Azerbaijan’s readiness for military action.

Saakashvili writes that Armenia is “overdue for European integration,” but recent developments give the region a new chance.

The political analyst says that it is better for Armenia to negotiate directly with Azerbaijan, or with Azerbaijan and Turkey, than to go to the Russian capital. He declared a meeting mediated by the Russian side the worst option, as it creates a “three against one” situation.

According to Kochinyan, it is critical for Russia that a settlement not take place, so it is important to first change its political vector towards the West:

“Attempting a settlement in a situation while the Russian Federation has such a level of influence in the region, especially in Armenia, is just self-deception.”

He believes that if the West is left out of the negotiation process, it will react to a possible escalation by “expressing deep concern, appealing and condemning”.

But if the Western platform can be maintained, one can expect to negotiate with Azerbaijan. In particular, he speaks of the desirability of organizing a meeting of foreign ministers in Washington. According to Kochinyan, this would be a step backward compared to the Brussels meeting, which was to be held with the participation of the leaders of the two countries, but in this way the West would not be finally thrown out of the process.

Yerevan Again Vows to Sign ‘Peace Treaty’ with Baku; Normalize Ties with Ankara

Prime Minister Nikol Pashinyan again vowed on Monday that his government plans to sign a peace treaty with Azerbaijan and normalize Armenia’s relations with Turkey.

“Signing a treaty on peace and normalization of relations with Azerbaijan, and the normalization of relations with Turkey is in our plans. As much as we realize that this won’t be easy, moving forward with this plan is in the state interest of Armenia,” Pashinyan told members of the parliament’s budget committee.

In the collapsing world order, the only tool for ensuring Armenia’s security is the identification of the homeland with the state, its territory, internationally recognized borders and territorial integrity, Pashinyan said.

“The key, practical issue stemming from this perception, as strange as it may sound, is the realization of the state’s geographic location, and before the global discussion on East-West, North-South, I find it important to realize that we are situated in the South Caucasian region, we have four neighbors, and all the main threats and possibilities that we could have are hidden in the relations with them. In this regard, the further deepening of the friendly and cooperative nature of relations with Georgia and Iran are also important,” Pashinyan explained.

He announced that the three main principles of normalization of relations and peace with Azerbaijan have been agreed upon and the signing of a peace treaty will be realistic if both the Armenian and Azerbaijani sides remain committed to these principles.

Pashinyan explained that the three principles are:
The mutual recognition by Armenia and Azerbaijan of each other’s territorial integrity, with the understanding that Armenia’s territory is 29,800 square km and Azerbaijan’s 86,600 square km. These numbers are taken from the latest USSR encyclopedias. The demarcation and delimitation will be carried out during further discussions and agreements.
Agreement by the parties agree to carry out delimitation based on the Alma-Ata Declaration, which means that the administrative borders that existed between the Armenian SSR and Azerbaijani SSR have become the state borders between the two countries when the USSR collapsed. The inviolability of these borders is recognized by the parties based on the Alma-Ata Declaration.
The opening of the regional connections based on the sovereignty and jurisdiction of the sides, and the regional connections will function on the basis of reciprocity and equality. The Armenian government has presented its position in the Crossroads of Peace concept in this regard.

Pashinyan also expressed hope that the Armenia-Turkey land border will soon open to citizens of third countries and diplomatic passport holders.

“Speaking about the Armenia-Turkey relations, I’d like to express hope that soon we will have the implementation of the agreements reached as a result of the discussions and negotiations between the special representatives, which pertains to the following: At this phase the Armenia-Turkey border gets opened for citizens of third countries and diplomatic passport holders,” Pashinyan said.

“In addition to the political agreement, significant infrastructure work has been done. In particular, we worked in the Margara checkpoint in the direction of re-equipping and restoring it and in this regard, we are already ready for such developments. We hope that these agreements get implemented,” Pashinyan explained.

The Armenian leader said that the tense international situation has created serious threats for Armenia, “but the skillful management of these threats could create equally serious possibilities for the country.”

“The international situation has escalated significantly over the past two years,” Pashinyan said. “The likelihood of a nuclear war has become a serious topic of discussion among politicians and experts.”

“We are living in conditions of a collapsing world order that existed since the end of the Cold War. This situation creates serious threats for Armenia, but the skillful management of these threats could create equally serious possibilities for our state,” Pashinyan said.

He advanced that notion of equating homeland to statehood, saying discussion on these important issue is on his government’s national security agenda.

Pashinyan said that adjusting the conceptual foundations of the statehood is of key importance.

He went on to advance a new concept: “The homeland is the state. If you love your homeland, strengthen your state.”

Red Cross representatives visit Nagorno-Karabakh ex-officials imprisoned in Azerbaijan

Armenpress: Slovenia announces financial support for forcibly displaced persons of Nagorno-Karabakh

The aid was announced by the Slovenian Foreign Ministry on social media.

Armenia extended its support to Slovenia during last August's floods, now Slovenia reciprocates by donating EUR 120.000 through ICRC to aid Armenia in hosting Karabakh refugees,” Edvin Skrt, Director-General of the Directorate for Development Cooperation and Humanitarian Aid at the Slovenian Ministry of Foreign and European Affairs said on X.

Armenian government allocated 54 billion drams for forcibly displaced persons of Nagorno-Karabakh – PM

The Government of Armenia has allocated approximately 54 billion drams for the forcibly displaced persons of Nagorno-Karabakh, and at this moment 16 billion of this sum has been spent, Prime Minister Nikol Pashinyan said Monday during a parliamentary committee discussion on the 2024 state budget.

He said that a part of the assistance programs for the forcibly displaced persons of Nagorno-Karabakh will be included in the 2024 state budget as well.

“With decisions that we’ve already taken so far, we’ve allocated approximately 54 billion drams for our forcibly displaced brothers and sisters of Nagorno-Karabakh. But at this moment 16 billion of this amount has been spent. Understandably a part of it will be spent in the 2024 state budget. For example, the accommodation assistance program is a 6-month program, and it must continue for 6 months,” Pashinyan said.

The Armenian PM said that they are working with international partners because the country needs support from international partners to manage the humanitarian crisis.

Approximately 100,000 forcibly displaced persons have already received the 100,000-dram lump sum assistance.

Prime Minister Pashinyan vows crackdown on possible re-emergence of corruption

YEREVAN, OCTOBER 30, ARMENPRESS. Prime Minister Nikol Pashinyan has expressed ‘deep concern’ about reports on possible bribery and corruption still taking place on various levels in the country.

Speaking at a parliamentary committee hearing on the 2024 state budget, Pashinyan reiterated his administration’s unwavering commitment to combating corruption.

He said that no crisis, no turmoil or difficulty is able to anyhow weaken the government’s anti-corruption campaign.

“As you’ve noticed, this is a matter of national security and national interests. At a recent discussion in the Anti-Corruption Committee and the Corruption Prevention Commission, I stressed that today, the fight against corruption is as important for Armenia as it was back in 2018 or 2019. We are deeply concerned about the perceptions that it is possible to solve various issues in Armenia with money and bribes in different places,” Pashinyan said, stressing that the authorities will continue unwavering fight against corruption.

“Any similar case, regardless of it happening by the former or current government circles, must receive a strong, special, and certainly a lawful assessment,” Pashinyan said.
