Baku’s Karabakh Victory Prompts Moldova to Mull Using Force in Transnistria

Azerbaijan’s recovery of control over the unrecognized statelet in Karabakh by military means unsurprisingly has been seen by some in other countries as a precedent for action against breakaway republics elsewhere (see EDM, September 20). This is true for Moldova, where several nationalist politicians and commentators are calling for Chisinau to follow Baku’s lead and use force to retake Transnistria. So far, there is little evidence that their appeals are winning support among Moldovan leaders. They are having an impact in Moscow, however, where several commentators are urging the Kremlin to expand its support for Transnistria lest Moldova, backed by Romania and the North Atlantic Treaty Organization (NATO), move militarily against the pro-Russian breakaway republic.

Whenever a major development occurs in one area of the post-Soviet space, many officials and analysts in Moscow and other capitals often ask whether it will be repeated in another. The Kremlin seems to have a bit more propensity for this approach due to continuing assumptions and hopes that the various countries still see fundamental commonalities with the entire region. Yet, this attitude is not absent elsewhere as the peoples in other countries are watching to see which actions fail and which ones succeed elsewhere. They also keep a sharp eye on the reactions to such developments coming from Moscow and the rest of the world. The danger is that peoples throughout the post-Soviet space will take actions that overstate regional commonalities and understate the differences between situations that seem similar on the surface. This, in turn, can exacerbate issues and lead to moves with explosive results (see EDM, November 17, 2020).

Baku’s recent operation in Karabakh is no exception. Some Russian commentators are now suggesting that Georgia and Moldova—both with breakaway republics of their own—will be inspired by the events in Azerbaijan and that Moscow must take action to counter their moves (Newdaynews.ru, October 2). There has been little evidence of such thinking in Georgia, perhaps due to the stronger positions of Abkhazia and South Ossetia compared to that of Transnistria. In the Moldovan case, discussions have proliferated in both Chisinau and Moscow about what may happen with Moldova’s breakaway republic. The situation could seriously devolve if either side miscalculates. As such, the views of those Moldovans who see Karabakh as an analogue to Transnistria and those in Moscow who believe Russia must act on the assumption that such ideas will guide Moldovan policies deserve the closest possible attention.

The most prominent Moldovan to draw this analogy is Anatol Șalaru, former Moldovan defense minister and current secretary-general of the National Unity Party. He argues that Chisinau should follow Baku, stop relying on international negotiations to solve the problem of Transnistria, and instead use force as Azerbaijan did. According to Șalaru, “Azerbaijan has shown everyone that problems can be resolved not only during coffee breaks and unending conferences” but also by the use of force (Fondsk.ru, September 29). He argues that this is an urgent task because Tiraspol, the capital of Transnistria, must not be allowed to slow Moldova’s integration with Romania, the European Union, and NATO. This is precisely the kind of statement that sets off alarm bells in Vladimir Putin’s Kremlin, where Șalaru’s remarks have received prominent coverage (Nezavisimaya gazeta, October 1).

Other Russian commentators have expressed skepticism that Șalaru speaks for the Moldovan leadership, reasonably pointing out that other Chisinau politicians have not gone as far. Yet, even they suggest that some variant of Șalaru’s thinking is infecting others in Moldova and that Moscow must be ready to respond. Among these voices is Andrey Safonov, a Russian political scientist with close ties to the Putin siloviki. In an article for the most recent issue of NG-Dipkuryer, he says that Moldovan elites are drawing “lessons” from what Azerbaijan has done in Karabakh for Transnistria and that Moscow cannot afford to ignore them (Nezavisimaya gazeta, October 1).

Moscow’s inaction in Karabakh has galvanized some in Moldova to support the use of force in Transnistria, no longer fearing Russian retribution. According to Safonov, “As soon as the fall of Nagorno-Karabakh was declared, a systematic plan for the demoralization of Transnistria was put in place. The plan is simple: since ‘Russia didn’t act in support of Karabakh,’” it will not act in support of Transnistria (Nezavisimaya gazeta, October 1). This gives Chisinau an opening to solve the long-running conflict with Tiraspol militarily rather than through negotiations. It needs to be determined, the Russian political scientist continues, whether this is simply Internet talk or the beginnings of a real attack on Russia’s ally. Safonov believes it is the latter given that Chisinau has been breaking its ties with Moscow and falling into line with the West in the hopes of gaining support from NATO, the European Union, and the United States. Moldova has already acquired drones from Germany and others in the West and is using them over Transnistria, the first stage of what Safonov says is likely to be Moldovan military action unless Moscow steps in.

The Transnistria issue is very much tied to the question of Moldova’s access to the European Union and its integration with Romania. These two issues are at the heart of lively discussions in Chisinau and the root of growing concerns in Moscow. On the one hand, Moldovan President Maia Sandu and others believe that Moldova can join the European Union even without Transnistria. The idea is that, once Moldova is an official member, the breakaway republic will want to follow suit. On the other hand, Șalaru and other former officials follow the Romanian line of thinking that Moldova must recover Transnistria before it can integrate with the West. Sandu’s position has now become dominant in Chisinau, Safonov acknowledges. Yet, after Karabakh, who is to say that “circumstances have not changed?” The Russian commentator asserts that Moscow needs to make clear that it is not about to allow that to happen and that it remains committed to “preserving its positions” in Moldova (Nezavisimaya gazeta, October 1).

While there is still room for both sides to back away from the use of force, that space is narrowing. A renewed assessment of realities on the ground may be needed. The specter of violence will continue to hang over the region so long as both Moscow and Chisinau view Transnistria through a Karabakh lens.

‘A masquerade’- French senator slams infamous UN mission’s visit to Nagorno-Karabakh

YEREVAN, OCTOBER 4, ARMENPRESS. French Senator Valérie Boyer has rebuked a recent UN team’s visit to Nagorno-Karabakh, describing it as a ‘masquerade’.

“I think we need to defend Armenia, but not through the masquerade happening today,” she said, referring to the UN mission visit to NK. “Do you have the list of participating countries in the mission selected by Azerbaijan? There’s no one left in [Nagorno-Karabakh],” Boyer said during the C dans l'air program.

The Senator called on the French government to recall its ambassador from Azerbaijan and impose sanctions against Azerbaijani President Ilham Aliyev.

After most of the population of Nagorno-Karabakh had fled the region following the September 19-20 Azerbaijani attack, a UN team reportedly consisting of representatives of Turkey, Pakistan, Albania, Hungary and Russia – all traditional allies and partners of Azerbaijan – visited Nagorno-Karabakh and claimed that they were ‘struck by the sudden manner in which the local population left their homes’, and that they did not see 'any damage to civilian infrastructure'.

However, civilian infrastructures were extensively targeted by the Azeri military during the attack, Nagorno-Karabakh authorities reported during the hostilities. Civilian casualties included children. 

On October 3, a senior Armenian diplomat  the UN team, saying that it was “discrediting the UN as an institution.”

Prime Minister of Armenia Nikol Pashinyan assures that he is not clinging to the chair, he is ready to resign if it will help to solve all the challenges, but he is sure that exactly the opposite will happen if he does so. As Armenpress reports, the Prime Minister said this during parliament-Cabinet Q&A session.

Referring to the viewpoint of Mher Sahakyan, MP representing the Hayastan faction, that the Prime Minister "has clung to" the chair, Mr. Pashinyan said. "The reality is quite the opposite. In 2021, I resigned,once again letting people of Armenia decide in that situation through extraordinary electionswho is the Prime Minister of Armenia."

Referring to the observations of the opposition, according to which the government stated that if they are not in power, there will be a war, the Prime Minister said. "On the other hand, you used to and are constantly saying that if we continue to stay in power, there will be a war. The reality is different. Unfortunately, the global situation of the Republic of Armenia does not depend only on the authorities. It is another question that in the global situation we should be able to be maximally correctly positioned. I must admit that we have not always managed to position ourselves correctlyin the past too. We call a certain period "the period of peace". We haven't had peace within 30 years, we've just had a postponement of the war, perhaps at the cost of Armenia's independence and puppetization."

The MP called on the Prime Minister to leave, blaming him for the policy he conducts.

The Prime Minister did not deny that Armenia faces challenges and has always faced them.

"However, it is very importantto understand the kind of challenges. To be frank and honest, if I know that, for example, all those challenges will be addressedby my resignation, I will do it in the next second, because, contrary to you, I am not clinging to the chair and never have clung. But all my analysis shows that if I do so, quite the opposite will happen. And that does not happen also for this very reason," emphasiedMr. Pashinyan.

Addressing the opposition MP, the Prime Minister said, "You tried that scenario in Nagorno-Karabakh and implemented it. Have things gotbetter?? Of course, you cannot implement it in Armenia, but I want us at least to draw conclusions from this theoretical situation."

Ferrahian School Organizes 27-Mile Walk to Raise Awareness About Artsakh Crisis

The Holy Martyrs Ferrahian High School community has organized a walk, set for Oct. 6, to raise awareness about the current crisis in Artsakh

As the Armenians in Artsakh are living one of the most tragic moments in the Armenian nation’s history, it is imperative for diaspora Armenians to stay united and find ways to raise awareness. 

Armenians living in Artsakh are experiencing a near ethnic cleansing and it is difficult to merely sit back and watch as their fate continues to diminish. 

The Holy Martyrs Ferrahian High School community has taken the forefront in raising awareness about the events taking place in Artsakh by conducting a student, teacher, and staff-led 27-mile walk from its school campus in Encino, California to the Armenian Genocide Monument in Montebello. 

It is imperative for the Los Angeles Armenian community to join the Ferrahian High School community on Friday, October 6 at 6:30 p.m. at the Armenian Genocide Memorial in Montebello, to show support for not only our brothers and sisters in Artsakh, but to the greater Holy Martyrs Ferrahian family. As the Ferrahian community continues to take a stand, they believe it is the diaspora’s responsibility to be on the forefront of the Armenian Cause.

Armenpress: Hungary ready to play mediating role again in facilitating safe return of Armenian POWs from Azerbaijan, says Ambassador

YEREVAN, OCTOBER 6, ARMENPRESS. Hungary is ready to play a mediating role in facilitating the safe return of Armenian prisoners of war held in Azerbaijan, Ambassador of Hungary to Armenia Anna Mária Sikó said in written comments in response to a query from Armenpress.

Hungary has donated €102,000 to the Armenian Red Cross through the Hungary Helps Programme to support the forcibly displaced persons of Nagorno-Karabakh after the latest Azeri attack, and the victims of the September 25 fuel depot explosion.

Asked to comment on the forced displacement of the Armenians of Nagorno-Karabakh in the aftermath of the September 19-20 Azerbaijani aggression, Ambassador Anna Mária Sikó said that Hungary has a clear and firm position regarding all armed conflicts. “Hungary has a clear and firm position regarding all armed conflicts, which has already been articulated on many occasions. Disputes must be settled at the negotiating table through diplomatic channels. There can only be one lasting solution, and that is peace. It is also true for the Caucasus region. Hungary hopes that wars and senseless human suffering will soon be replaced by peaceful coexistence,” the Hungarian Ambassador said.

Ambassador Anna Mária Sikó said that Hungary fully understands the severity of the situation and that is why a few days ago she travelled to Yerevan to meet with Armenian political and religious leaders to discuss the possibility of sending humanitarian aid. 

“As a result of the negotiations, an agreement was reached, according to which, Hungary has donated EUR 102 thousand to the Armenian Red Cross through the Hungary Helps Programme to support its humanitarian programmes. The Hungarian assistance aims to contribute to the stability of the region by helping civilian victims of the conflict and the fuel depot explosion. I can only say, that we are glad to be able to provide immediate help in these dire circumstances and we will make every possible effort to continue doing so,” the Ambassador said.

Earlier in September, Europe Editor for Radio Free Europe / Radio Liberty Rikard Jozwiak claimed that the statement by High Representative of the European Union for Foreign Affairs and Security Policy Josep Borrell condemning Azerbaijan was actually supposed to be a statement by all 27 members of the EU but Hungary vetoed it.

Hungarian Foreign Minister Péter Szijjártó denied the report as fake news.

Ambassador Anna Mária Sikó, commenting on the matter, said that the allegations about the EU statement are ‘not based on facts and reality.’

“Several Member States, including Hungary, made comments on the planned joint statement and at the end, consensus could not be reached, therefore it was issued on behalf of High Representative Josep Borrell,” she said.

Asked on Hungary’s position regarding the fact that Azerbaijan has violated Armenia’s territorial integrity since May 2021, Ambassador Anna Mária Sikó said that Hungary remains committed to the principle of inviolability of the territorial integrity of sovereign states.

“On the basis of international law, Hungary remains committed to the principle of inviolability of the territorial integrity of sovereign states. We have made our position in this regard clear on numerous occasions. We would like to see an end to unnecessary human suffering and the opportunity for every human being to live their daily lives in peace. We have always supported initiatives to this end and will continue to do so. Hungary is ready to play a mediating role again in facilitating the safe return of Armenian prisoners of war to their homeland,” the Ambassador said.

In 2021, Hungary  the repatriation of 5 Armenian prisoners of war who were unlawfully being held in Azerbaijan.

France to discuss defense needs with Armenia for arms supplies – FM Colonna

Armenian Prime Minister to address European Parliament on October 18

YEREVAN, OCTOBER 6, ARMENPRESS. Armenian Prime Minister Nikol Pashinyan will deliver a speech at the European Parliament during the plenary session on October 18, President of the European Parliament Roberta Metsola has said.

“I’ve invited the Armenian Prime Minsiter to deliver a speech at the plenary session. He will do so on October 18 in Strasbourg,” Metsola told reporters.

On October 5, the European Parliament adopted a condemning Azerbaijan’s aggression in Nagorno-Karabakh.

Bulgaria will Treat 3 Armenians of those Injured in the Explosion in Nagorno-Karabakh

Bulgaria is helping three people injured in the explosion of a fuel warehouse in Nagorno-Karabakh.

The incident happened on September 25 and the signal for help from the European Commission's Emergency Response Coordination Center (ERCC) to member states came a day later.

The transport of the victims was provided by the Air Force at the request of the Ministry of Health with a "Spartan" plane. The task was carried out by a crew from the 16 "Vrazhdebna" airbase. The military transport aircraft departed yesterday, October 6, 2023, at 1:12 p.m. for Yerevan, Armenia. On board was a 6-member medical team from the Military Medical Academy (MMA), headed by Col. Dr. Maria Georgieva.

Last night, at 00:35, the patients were transported from the Sofia airport with ambulances of the Medical Academy to the "Pirogov" hospital.

The three foreign nationals have been admitted to the Clinic for Burns and Plastic Surgery, and highly specialized medical care has been provided for them.
